Last week, Bren forked over
$15 million to boost the University
of California's graduate program in
environmmtal scieoce and man-
agement. based at Santa Barbara
with branches at other campuses.
The program attracted Bnm
because it provides an int.erdisd-
plinary approach to the environ-
ment that oomhlnes law, business
management and public policy.
Bren School students will take
oourses in the law and manage-
men t schools.

Bill would then have had a
strong interest and influence on
stopping the unspeakable van-
dalism perpetrated on us by the
marauding creeps who prowl
from bar to bar every weekend.
But it wasn't, and he doesn't.
That event, however, gives the
Daily Pilot no license in its editor-
ial ["The day the music died,"
Dec. 13) to skip over a few facts
on its way to condemning the
prevailing council members, Nor-
ma Glover, John Hedges, John
Noyes and Tom Thomson, as dis-
q raceful ingrates or worse, back-
sliders on free market issues.
If Pilot editors had been pay-
ing attention at the council ses-
sion, which heard the appeal of
local residents against the Plan-
ning Commission's not-unani-
mous earlier approval, they
would have heard those residents
were primarily owners of homes
directly across the street from
TI1e Cannery, owners of homes in
place long before The Cannery
cmd most of the other offending
bars.
There was no hysteria, as the
Pilot claims, only coloiful lan-
guage from residents who are
only recently relieved of the
same kinds of problems that
were endemic a few blocks north
on Via Oporto. Pilot editors may
recall the few "unruly drunks"
there one festive evening who
overwhelmed a squad car and
liberated a couple of their arrest-
ed pals.
Solve the problem with
aggressive bike patrols? Right.
Those bicycle cops had better be
towing heavy armor. Fwther, as
you apparently did not catch at
the public hearing, Cannery Vil-
lage has become considerably
pacified in the few weeks since
Hamilton's dancing was shut
down.
Let's consider what is dis-
graceful.
Hedges, Debay and O'Neil
were part of the Balboa Peninsu-
la Planning Advisory Committee,
which called for a reduction in
the number of nightclubs and
bars that are not compatible with
quiet enjoyment of the neighbor-
hood.
Hedges, Debay and Noyes are
part of the newly formed Com-
mittee to Promote the Revitaliza-
tion of Ow-Peninsula, established
to implement the accepted goals
of the Balboa Peninsula Planning
Advisory Committee.
Hedges and Noyes, joined by
Thomson and Glover, voted to
carry forward the approved goals
of that committee in The Can-
nery case. Edwards and O'Neil
voted to ignore the goals for a
mend of the city, perhaps. And
incredibly, Dehay abstained.
My dictionary and the Pilot's
must differ on the meaning of
•disgraceful. •

: . the Fairview Park plan. While I
agree the park could stand IC)m.e
renovation, the end result of the
plan deprives park-goers of the ability
to use the park. The plan creates a
park for people to tour, not use. 1
Park-goers are restricted to wired
and fenced off pathways. While I
appreciate the need to fence off areas
that are degraded to give them time to
recover, the installation of fences on
the pathways restricts the entire park
from use, not just certain areas. Tb.is is
particularly offensive.
Most wilderness parks will fence
off designated areas for recovery and
leave the rest accessible. Once that
area is recovered, other areas are
fenced and the recovered area
opened. This allows people to use and
enjoy all the inherent qualities of the
park -not just tour them from fenced
off pathways like a botanical zoo. Of
course, the feeling is to return
Fairview to a natural habitat. From
what I understand, American Indian
tribes used the area -did they keep
it fenced off? l think not. People are
part of our environment, and this plan
does not provide for the use of people.
Pence off 4Dl4ll areas, a few at a time,
and let th• par~ be used. Delete the
fences on the pathways.
There are insuffident open and
multi-use.trails in the plan. The num-
ber of existing trails has been serious-
ly reduced and cycling severely
restricted. I find offensive the animosi-.
ty city, officials hold toward children,
bikers and runners using the park.
The park has been redesigned by
adults for touring by adults who hold
the free spiritedness of youth in con-
tempt. More·open-use trails, especial-
ly along the base and bluffs, need to
be included.
Finally, I must object to the parking
lot at the base of the hill. If the desire
is to keep the area somewhat natural,

it flies in the face of reason to add
another park¥1g lot at the base in the
lowland.area.
Plus, the addition of a lower lot will
invite more ev.ening parking, disruptive
conduct and increase policing needs as
well as traffic concerns
The concessions made to the model
railroad ~ple are admirable. I fully
support the continuation of railroading.
I do not. however, wish to see the entire
focus of the park center on the railroad.
The bridge over Placentia S. OK. but to
the extent that the extra raJlroed access
pushes the park toward a touring con~
cept only, it should be deleted.
Otherwise, only the model railroad
people and perhaps the model plane
people can use the park. The rest of us
will have to be content to be touris1s. I
Qbject to the plan, and I know a great
number of my neighbors do also.

: The Piecemakers, a Costa
Mesa religious group that holds

~ow face more than a dozen mis-
demeanor complaints contained

City attorneys.
: On Monday, the group was in
~ourt to enter a plea to one of the
cases, 11 charges of violating dty
building and fire codes.
: The alleged violations were
detected during an August Fire
bepartment inspection of the
group's Logan Avenue ware~
ttouse.
· But since the group is also fac-
ing four other charges for hold-
ing events in the parking lot of its
Adams Avenue country store
without requ1red city permits,
Judge Susanne Shaw -who is
presiding over both cues -con-
solidated the two and ordered all
parties back to court on Jan. 2 for
a hearing.
The group already was sched-
uled to be back in court on that
date to continue arraignment
proceedings on the permit viola-
tion charges.
Although he agreed to at least
consider merging the cases, Rod
Fick, ,the prosecutor hired by
Costa Mesa offidals to handle
the building code violations case,
said he sees the two as apples
and oranges.
"The other case is basically a
matter of freedom of ASlelllbly,
freedom of speech and First
Amendment issues,• Pick said.
"But our case is a matter of pub-
lic safety, and we take that very
seriously.•
Pick noted the charges he is
prosecuting include faulty elec-
trical wiling, improper storage of
flammable liquids and other vlo-
latiom that pose a serious safety
hazard.

a motion filed by the group to
dismiss the code violation
charges against them. ·
The motion alleged the
charges were too vague to be
enforceable, but Shaw ruled the
city charges can stand.

Newport Beach dredge, the east
jetty at Corona del Mar was

Whitey Harrison were driving
down the road toward San Diego
when they discovered a similar
break at a place known as San
Onofre.
It was there I met Larson. His
real name was George Zimmer-
man. He didn't like it so simply
chose the name of Peanuts Lar-
son, know in surfing circles, as I
have said, simply as Larson. No
one was apt to confuse him with
any other Larson. In surfing, there
was only one Larson. ·
I had gone to San Onofre with
a paddleboard. There I discov-
ered that paddleboards were not
held in very high esteem. The
reason? You could only go
straight off with a paddleboard.
With a shaped redwood and balsa
board, you could cut. You could
cut to the right by trailing your
right foot in the water on the right
side. Conversely, you could cut to
the left by trailing that same right
foot on the left side of the board.
Obviously, the twns were hardly
radical, but at least they were
turns.
In those days you couldn't stop
at your friendly surf shop and buy
a board. Each board was made
as an original.
There was a lwnberyard in
Huntington Park that sold blanks
from which boards could be
shaped. Each blank was made of
laminated redwood and balsa,
about 12 feet long, 6 inches deep
and 3 feet wide. From that blank,
one shaped a surfboard. I hired
Larson to shape me a board. It

took' him all winter, and I paid
him $35 f« the job. Today that
board would be worth thousands
of dollars. I sold mine to Jack
Jones, bead lifeguard at Newport
Beach, for $50 when I went into
the Navy.
There was only one drawback
to my arrangement with Larson.
Every time I went to San Onofre
Larson was there and insisted on
trying out "bis" board. He would
spend all clay trying it out.
Larson did strange things. One
night I beard a noise at my front
door. The next morning I found
on my front porch a 6-foot red-
wood stump. Larson had left it the. How he got it there I do not

Hillside blaze causes
$25,000 in damage
A fire destroyed a tractor
Monday afternoon in a hilly
area off the Newport Coast
while ftrefighters, who could
not reach the blaze in their
engines because of the terrain,
fought to protect the surround-
ing area. authorities said.
The tractor caught fire
around 2:30 p.m. near the inter-
section of Coast Highway and
Newport Coast Drive and was
fully engulfed by the time fire-
fighters arrived, said Orange
County Fire Authority dispatch-
er Tirn Gray.
Gray said a mechanical mal-
function is believed to be the
source of the blaze, which
caused $250,000 worth of dam-
age. No one was hurt.

the city and redevelop ment
agency. The role of the commit·
tee is to advise the city treasur-

ment decisions.

house, securities trading, finan-
cial planning and banking
experience are encouraged to
apply. The committee meets on
a quarterly basis and has one
vacancy.
The Human Relations Com-
mittee encourages and pro-
motes understanding and is
designed as a catalyit for reso-
lution of issues that separate
people. In the past, the commit-
tee has conducted group dia-
logues, held town hall meetings
on the homeless and produced a
public access cable show.
The committee meets-on the
fourth Wednesday of the month
and has one vacancy.

for teenagers who have no
home or cannot live with their

Foster parents go through a
background check and training

cost of food and shelter for the
foster child, who is also
