rain fell in Newport Beach and Costa
Mesa, public safety officials said they
were relieved there had not been any

The rains

Avenue, in Costa Mesa. A section of
the street was closed for 45 minutes
during the heaviest rain, but the wet
weather didn't cause any backups,
said 'Costa Mesa Assistant City Engi-
neer ·Ernesto Munoz.
The rainfall may have helped a lit-
tle, though, when the Costa Mesa Fire
D~partment doused a fire Monday
afternoon at a 23rd Street duplex,
between Flower Street and Orange
Avenue.
No one was injtlred in the blaze,
which was extinguished fairly quick-
ly, Costa Mesa Fire Capt. Ron
McMinimy said .
McMinirny's crew pulled a snake
and two cats out of the two-story
building. Investigators were still look-
ing into the cause of the fire Monday
and could not say how much damage
it caused.
The rains, expected to taper off by
this morning, didn't affect surf condi-
tions. said National Weather Service
meteorologist Dan Atkin. A westerly
swell . brought 2-foot waves to the
Newport Beach shoreline. More rain
is expected by Thursday, Atkin said.

I n place of the traditional cap and
gown, fifth -grade students at
Kaiser Eleme,ntary School wore
white T-shirts with the DARE slogan
across the front at a graduation cere-
mony Monday morning.
After training an hour a week for
17 weeks with Costa Mesa Police
Officer Glen Langsford, children
graduated from the Drug Abuse
Resistance Education program.
"They teach you about what drugs
do to you," said Kyle Gladding, 10.
Students were eager to share their
newfound knowledge of just what
the consequences could be.
"You can die, fou can get sick -
there's a million things,• said Alex
1\ixton, 10.
But there's more to the class than
just drug education. Langsford said.
The course covers self-esteem,
counseling, stress, drugs, drug
abuse, eight ways to say no, youth
gangs, intimidation, four types of
• ~ ~ressure and teamwork, he
said .

essay about the program and wliat
they learned from il
The students who wrote the three
top essays in eb.ch class we're hon-
ored at the ceremony.
First-place winners were asked to
read their essays aloud.

because all the reasons for ta.king
drugs are lame,• read Glen Chri.sten-
san, 10, from his essay.
Each student received a certifi-
cate of completion, a sticker and, as
we saw in a sneak preview when
they rolled across the stage, a neon
DARE pencil.
But teachers and parents hope the
students took away more than just
the tangible evidence ot the class.
"I'd rather be unpopular than
smoke: said Sloan Robinson, 10.

I envision a Westside that is a focal
point for Costa Mesa tourism: A
lively community of artists, writ-
ers, craftspeople and antiques deal-
ers, much like Laguna Beach or
Carlsbad. This type of development

hometown feel of
Costa Mesa.
The existing
rundown housing
would be replaced
with condos, sin-
gle-family homes

ment to help maintain the appeal of
these rentals.) Heavy industry and
rundown retail would be replaced
with essential retail and service

New cultural institutions would
include the Costa Mesa Museum of
Modern Art, a grand city library and
additional open space, such as a
sculpture garden or park.
Rather than the current prolifera-
tion of liquor stores. charities, bars,
dirties and pawn shops, the 19th

upscale supermarket and establish-
ments one might find in the Mesa
Verde or ..Westcliff ~er;iters, such as
coffeehouses, a small hardware
store, a bike shop, ice cream parlor,
etc. Existing light industrial areas
could be converted into gallery and

row, live entertainment venues or a

Streetscapes would be improved
to reflect a beachy, high-quality
and safe community where a
tourist could walk about without
fear. The current crop of light
industry could be moved into a
core area to reduce conflict with
residential and tourist areas. (In the
Home Ranch development per-
haps?) The city could acquire the
property at 19th Street and New-
port Boulevard for a City Hall cam-

pus, thereby moving the center of
town closer to the ocean, while bal-
ancing the allure of the South
Coast Metro area and re-cr'i!ating
our downtown area.
Costa Mesa has successfully
reinvented a portion of the West-
side with the Courtyards, Harbor
Center and Triangle Square devel-
opments. My dream sees this level
of quality flowing down 19th
Street, Wilson and Victoria streets
and throughout the Westside.
We have an excellent coastal
location to support tlus dream, and
Costa Mesa citizens have acknowl-
edged the need for Westside rede-
velopment ·for over 25 years . . If
our city leaders take the lead by
creating a Westside redevelopment
area, UUs dream could become a

I empathize with Newport's coastal prob-
lems and would like to see the city of
Costa Mesa share in the responsibility
of bemg a coastal neighbor.
I currently reside on the bluffs in Costa
Mesa, right next to the Santa Ana River
Unfortunately, the close proximity of the

must be that much more

duct ourselves.
This brings me to the subject of street
sweeping. While the cty provides weekly
street sweeping, it does nothing to enforce
the removal of cars during the process. In
fact, the only way to have cars removed
during the street sweeping times is to peti-
tion your street, try and get a majority, and
then ask the city for posted no-parking times. The problem is, if, like on my street.
the majority of owners permanently store
unused vehicles curbside. you can'L get a
majority on the petition. The result is all
the trash, leaves and debris are never
. properly swept and end up in the stonn
drains.

Hokanson takes the OCC reins,

COSTA MESA -Longtime Orange Coast College track and
held coach Fred Hokanson became the college's interim De~
of Physical Education and Athletics, as well as Athletic Direc-
tor, Monday, replacing Jane Hilgendorf. Hilgendorf's final day
before retirement was Friday.
Hokanson will fill the position through June 30 during a
search for a permanent replacement, who will begin July 1.
Hokanson has been an assistant athletics director for the
past six years. While he serves in the Interim position, assistant
athletics director Barbara Bond, who is also Orange Coast's
badminton and women's soccer coach. will fulfill Hokanson's
prior duties.

sary of the only Pacific Coast League
championship he won in a five-year
stint at Ettancia that ended in 1992.
And, chances are, he'll do so by
adding the first of what could be sever·
al league titles for the Timberwolves
(10-3), who, despite making their PCL
v~ity debut without any sertiOI"S, are
the Daily Pilot's title favorite as league
play tips off Wednesday.
North'W°ood's primary competition
figures to come from Coach Mike Din-
neen's Univemty lfojans (8-7), w'hile
Costa Mesa (10-5) puts hopes of earn-
ing the first league crown in its 41-sea-
son varsity history on a scrambling,
three-point shooting attack that should,
at the very least, be eminently enter-
taining.
Estaricia (5-9) is led 6y Chris Sorce,
one of the three coaches making their
PCL varsity debuts at their present
schools. The Eagles, as well as defend-
ing champion Corona de! Mar (6-9),
will need to show improved consistency
to crack the top three.
Laguna Beach (4-11) faces an uphill
battle in a league that collectively takes
a noticeable drop-off from the talent-
rich rosters that fueled last year's bru-
tally balanced competition.
Indeed, not a single player among
the 2000 coache~· rust-and second-
team all-league selections returned.
Mesa Coach Bob Serven took the
Mustangs to the ClF Southern Secbon
playoffs for the first time in eight yea.rs
last season and needs 1ust one WlJl to
assure back-to-back appearances.
Sertior Steve Whittaker is the poster
boy for the type of effort Serven
demands and is, arguably, the league's
most dangerous three-pomt shooter.
Whittaker (12.9 points per game) has
produced .nearly 86% of his points with
his 55 three-pointers.

Estancia is fueled, offensively. by its
lone returner, sertior guard Eliasar Mal-
donado (16.9 ppg), as weU as juruor for-
ward Micah Young (17.6). But the
Eagles have a sound, if small, support-
ing cast, which always competes hard.
This combination renders lhem perpet-
ually dangerous. Whether they can sus-
tain their sporadic hot streaks, remains
the biggest question. They need either
six wins or a top-three finish to extend
their playoff-appearance streak to 14
seasons.
