NEWPORT-MESA -As residents
and businesses brace for the fallout
from a bungled attempt to deregu-
late the state's power industry, offi-
cials in Costa Mesa and Newport
Beach are working to soften the
blow.
ln the coming weeks, electricity
users In the two oties will feel the
effect of the rate hikes approved ear-
lier in the month by the state's Public
Utilities Commission. The increases -
ranging from 9% for residents to 15%
for large businesses -dfe expected
to go hand in hand with rolling black -
ou'ts 111 U1e spring.

The blow that didn't even l~ave
a mark on the. handsome young
man caused a cerebraJ hemor-
rhage that took his life, said his
grandmother, Collene Campbell.
Newport Beach and Costa Mesd
don't own their own power pldnts.
Instead, power is supplied by the
Southern California Edison Co. The
utility, swamped in debt after buymg
power from out-of-state producers, IS
on the verge of bankruptcy.
Costa Mesa City Manager Allan
Roeder,.whose wife works for Edlson,
has seen the issue from both sides or
the ferire. Tuesday, a day after Gov.
G,ray Oavis proposed measures to
resolve the brewing crisis, Roede r

Helping is more
than just a hobby
For Chnstine Carr, volunteenng 1S
more than just a hobby -it's a
career.
Carr, 53, spends most of her wak-
ing hours planning fund-raising
events for a number of Costa Mesa
nonprofit groups, induding the Youth
Employment Services, the YMCA
and the Someone Cares Soup
Kitchen.
•1 felt I could be useful in making
a differe nce in people's lives by giv-
ing for the big picture, not on a one-
on-one basis,· she sa.Jd. "When I was
young, I concentrated on helping
J)eople individually. It changed my
We when I learned I could be more
effectJve and help many people by
helping nonprofits. Because there's
no way around it -nonprofits need
to have funds to be successful. And
organinng these fund-raising events
is my strength.•
Carr's volunteering career grew
out of her JOb scrubbing dentaJ
instruments in tugh school. After she
graduated, Carr said, she became a
dental management consultant,
thinking of herself as a •dental
humanitarian.•
"Now I've realized I am just a
humanitarian,· she said, laughing.
ll all began during a trip to Mexi-
co, when Carr saw a number of chil-
dren with poor dental hygiene.
Determined to help, Carr armed
herself with toothbrushes and dentaJ
floss donated by the California Den-
tal Assn. and went back to Mexico to

teach children how to brush and
floss.
Five years ago, former Newport
Beach Mayor Evelyn Hart, a neigh-
bor, invited Carr to a YMCA break.-
fast. Carr learned of the YMCA's
need for volunteers, and she signed
up. She said she joined the employ-
ment services' cause the same year
and decided last year to add the soup
kitchen to her list.
·1 was born and raised in Orange
County, and I really see a need for
people to join together and help to
make a difference in people's lives,•
she said. "I enjoy helping open the

Carr said she does not coris1der
her donations of time and energy to
be sacrifices. Carr said the skills that were
essential to running her own consuJt-
ing business -such as honesty,
approachability, management, orga-
nization and the ability to meet dead-
lines -have also helped her help
others.
"My communication skills are
strong, and I have the courage tOlnke
on a big project,• she said. "I like get-
ting people involved for good causes.

"It 1s so fullilling to give your time
and talent as a gift to others,· she
sald. "The rewards are abundant
compared with what you give. I get to
tum my time, energy and We experi-
ence into a positive force for a given

either case, the idea was to
amass as much control as
possible over, say, a card
game or a kingdom to
assure some reality favor-
able to the agenda of the
deck stacker or the kingdom
builder.

BETWEEN THE LINES
Which 1S what I believe
we have going on with the
Costa Mesa City Council's
curious and troublJ.ng tinker-
ing with the city's Planning
Commission.
Here's what we know. ln
recent weeks, Mayor Libby
Cowan -with Council-
women Linda Dixon and
Karen Robinson m tow -
has led the charge to uncer-
emoniously show the door to
the current slate of planning
commissioners: Walt Daven-
port, Tom Sutro, Katrina
Foley and Katie Wilson.
Never mind that some of
these able and dedicated
volunteers have consider-
able t:it1\e remaining in their
tenru or that the machinery
of city government has been
fired up to craft a new ordi-
nance to mak'e th1S massacre
legal.
What's particularly both-
ersome is that this pink-slip
parade kicks ofl an
unabashed power grab by
the City Council to trans-
form the current Planning
Commission from an inde-
pendent, deliberative body
-one that's presumably
guided by the spirit and let-
ter of ordinance -into a
collection of rubber-stamp-
mg yes men (and women)
vulnerable to the riptides of
politics.
As it stands now, plan-
ning commissioners are
appointed to four-year terms
by a majority vote of the
City Council. It's a sound
and wise process for two
important reasorlS. First, an
appointment by City Coun-
cil majority signals -both
in reality and symbolically •

sioner has been vested W1th

majority of the city's resi-
dents. Second, majority con-
sent insulates a commission
appointrnent from the pecu-
liar political interests and
agenda of any slngle council
member.
But, apparently, that's too
much representative democ-
racy for Cowan, Dixon and
Robinson to stomach.
They're backing a plan that
allows each council member
to appo~t one member to'
the Plar4ung Commission.
No debate. No public com-
ment. No vote. And there's
been some inside specula-
tion that these cornrrussion-
ers would remain behind the
dais for the length of time
the council member who
appointed them remams on
the City Council, or until
such a time a ma1onty of the
council votes to give them
the boot.
The real and presel)t dan-
ger in cobbling together
planning corrurussions by
appointment without majori-
ty approval of the council is
the creation of little fiefdoms
with peculiar planrung and
development agendds that
might eesily conflict with the
peculiar planning and
development dgenddS Of
another council member and
tus or her corruruss1on pup-
pet That's a recipe for gnd-
lock. political Ulhghbng and
bad planning.
U Cowan, Dixon and
Robinson want to appoint a
Planning Commission candi-
date. that's fine. But whether
that candidate is actually
seated on the Planning
Commission must remain a
function of a full City Coun-
cil vote. And they should
serve a four-year term.
Given that, it would be
the Wiser move for the City
Council to halt its careening
and ill-advised juggernaut
to pen a new ordinance to
urlSeat the current cornrrus-
sion midterm. It sets a trou-
bling precedent that may
well encourage the capri-
cious re-engineering of aty
commissiorlS whenever it
suits the purposes of the
City Council.
THIS GREENUGHT MAY
REAllY MEAN STOP
The head-scratching and
shoulder-shrugging episodes
plaguing the Newport
Beach City Council over the
"look-back" provision or the
Greenlight Initiative is fresh
evidence that the goofy-
worded clause should have
-been clarified before the
November election.

ln the fifth minute, Mustangs senior
Fernanda Velasco stole the ball and
sent a pass to Day, who was ahead of
the pack. Day scored on the break-
away with a smooth kicl~ into the goal. ·
1\vo minutes later, she was fouled
near Estanda's goal and she made the
'penalty kick. Sheaf er got a hand on it,
but the shot was too hard.
Sheaf er, however, made a habit out
of making great saves in the first hall.
When Mesa senior Robyn Weber went
one-on·one with her, Sheaf er stepped
up and caugh\,the shot.
Before the game ended, Sbeafer's
knees were covered with mud and her
head bandanna was wet from sweat.
"The girls know they didn't put their
effort m today,· Estancia assistant coach .
Damien O'Bnen said. •And, it's all

(today), and whoever is not there, we

minute. Then, Velasco connected on a
goal after receiving a nice assist from
