Jennifer Kho DAILY PILOT COSTA MESA -The•Planning Commission approved a new set of codes this week that would estab- lish a 3,500-square-foot minimum lot Sl.Ze for houses m the city, with 011 t1verdge lot s12e of 4,000 square feet. The codes -which would have a less restrictive minimum lot-size requirement than staff proposed - must be approved by the City Coun- cil before they are put into effect. Not only are many houses in the city occupying lots smaller than the proposed minimum, but more restrictive requirements would pre- vent some odd-shaped lots -~uch as the El Camino Shopping Center lot -from being developed at all, commissioners said. •I wanted larger lot sizes, but I will support ISJnaller ones) because, if we push for something too big, we're going to end up with some- thing not compatible with the neigh- borhood at all," Commissioner Katie Wilson said. "I want to be sure we have (enough housing) while pre- serving the look and feel of the neighborhood.· U the City Council approves the proposed codes, which have been in the worlal since June, they will require: • bigger lot sizes: • larger driveways; • more off-street parking: • more distance between main buildings: • a more extensive review process for both new developments and remodeling projects. • The revisions also would reduce the maximum building height, increase the amount of landscaping required and require devel~ to follow stricter architectural design standards, including having more variety in building heights and roof forms, more offsets and building pro- jections in home facades and enhanced detailing. In June, the council established a temporary moratorium on small-lot, multifamily developments through- Jeff Pratt, one of the owners of the El Camino Shopping Center, spoke in favor of the scaled-down minimum lot-size requirement. Pratt said the triangular shoppmg center, set for development mto medium-density housing, will be impossible to convert if the oty adopts a 3,500-square-foot mini· mum. The council approved the project, backed by the Mesa Del Mar Home- owners Assn., in December. Mesa Verde housing project moves ahead despite some protest •A Costa Mesa councilwoman and some residents say the 69-home project is too big for 12-acre site. "We believe the project will ben· eht the community by providing new housing," said Dana Bieber, pro1ect manager for Costa M esa- based Standard Pacific. "We've got over 250 names on an interest list to purchase homes there. They are four-and~e-bed room homes geared tov.:::ard both young families and the empty- nester market." On Aug. 21 , the City Counol Tbt Ut'fttt ct Fitmt &1•ry s.,,1y approved the project on a 12-acre, triangular-~haped parcel owned by C.J . Segerstrom & Sons that is bor· d ered by Adams Avenue, Mesa Verde East and Mesa Verde Center. The houses would range in size from 2,696 to 2,972 square feet. not includmg the garage and patio space, on lots averaging 5,000 square feet. Standard Pacific reduced the number of proposed houses from 90 lo 69 after the council rejected its LDitial plan m the spring. But some Mesa Verde residents, mcludmg Councilwoman Karen Robinson, say there are still too . many homes. "In my opl.ll.ion, there is no ques- tion that 69 homes at the size or the homes is too many," she sa!d. The project "is not compatible with the surrounding neighborhoods. "I spoke out very strongly about that before the project was approved by the former counol, and my views on 1t haven't changed "Standard Pacific (reduced) the number of homes but increased the size of the homes, and the council permitted them to do that.• Council members and residents also prevtously urged Standard Pacific to retam the mature eucalyp· tus trees on the property. City staff members said 20 trees on the perimeter of the shoppmg center were removed after a survey found the property line diffe red from where the city 8fld developer thought 1t was. The trees will be replaced . • u was a clear mistake as far a!> where the property line did lie,· said Councilwoman Linda Dixon, who s upported keeping the trees. ·I saw where th.e wall had to be built, and 1t was actually impossible to build the wall and retam the trees. lt broke my heart, but l sclw that some trees had to be re moved." OMMUNITY A 16 Thursday, Jonuory 11 , 2001 EDITORIALS Let Newport Coast students finish out the year at Lincoln W hat is the rush now? The original dead- line to open Newport Coast Eleme~tary School has come and gone. So the students didn't start the school year ~t their new campus, first scheduled to open Sept. 5. And so they rudn't return from winter vacation to move into the school Monday, which was a backup plan. It has been an unfortunate and unpredictable dilemma. And to some degree. it has been an embar- rdssmg situation for the Newport-Mesa Unified School District. Perhaps there has been much pres- sure to hurry aJong with the school that will serve the tony Newport Coast community. The delays -mostly due to problems with win- dow deliveries -have some parents and school offi- cict ls itching to finally complete the campus and start using the classrooms. District officials have said they want to be com- pletely sure the construction is complete and the fin- ishing touches are perfect when the school opens·- this time for certain, hopefully -on Feb. 26. But what about the students? Instead of trying lo open Newport Coast Elemen- tdry School just for the sake of actually having done it during ·this school year, we believe it would be best for the students to stay where they ate until fall. The children have settled into their classes at Lin- coln Elementary School, where they are temporarily situated. When the construction was not complete by September, the idea was to have the Newport Coast students spend hall of the year at Lincoln and the'1 attend their neighborhood school for the last half. Now, it would only be disruptive to move them at the end of February for the remaining three months of the school year. The new school will still be there in September. Leave the students whe re they are and let them start fresh in the fall. Campbell will be missed, but his m emory will live on ..... C orona del Mar High senior Brian Campbell has been taken away, tragically and too soon. He will be missed, but his memory will live on in tangible ways. No one could have anticipated that a bump to the young man's head while getting out of a car Satur-r day night would damage his brain enough to take away his life and leave him clinically dead by Tues- day morning. His fellow students, friends and family are mourn- ing his passing, remembering his special laugh and · admiring his courage. Not long ago, the 17-year-old told his mother he wanted to donate his organs in the event of his death. Perhaps he ne~er imagined he would be giv- ing the gift of life to others so soon. But at an age when many people feel invincible, Brian courageously considered the miracle of saving another's life when his would be taken. How could the death of a person so giving not leave a void in the community? The stark sadness of h1s absence is somewhat softened by the knowledge that his legacy will live on. friends who crowded tho hospital waiting room before Brian's death will never forget him, his hAppy- go-Jucky splrlt al)d, ultimately, his generosity. · •They were ~ talking about his great heart and whAt a good kid be was,'! aid his grandmother.
