Costa Mesa faces the challeriges of diversity
• While some people worry that racial ten5ions have
heated up in the community, others think residents have
come a long way toward e mbracing different cultures.

Costa Mesa residents have back-
grounds from the far reaches of the
globe -Afnca, Asia, Europe and
the Pacific Islands -as well as from
La tin Amened, the ancestral home
Lo about 44 'X, of the community;
according to a 1997 survey
And while most residents say
they ge nerally live in harmony with
their neighbors, the election m
November of a con troversial oty
councilman has some worried that
bis policies and ideas could hurt the
town's ethnically cllverse image.
•I'm concern.ed there is an
unde rcurrent of fear and hatred that
is out there under the surface,· said
Costa Mesa attorney and commuru-
ty leader Bill Turpit, a membe r of
the Latino Business Council.

cost of annexation may be foo high
without bringing in Newport
Coast at the same time.
But the annexation of Newport
Coast, ·an upscale neighborhood
south of the city, will have to wait
until the construction of an addi-
tional 825 homes ls guaranteed.

N owadays, driving boats comes
easier to Pat Fergus than driving
bis car.
It's not that surprising, though, since
the Orange County sheriffs Harbor Patrol
deputy will have worked on the water for
three decades next month.
Things were a little different when Fer-
gus, 53, first signed on to patrol Newport
Harbor in 1971.
·1 didn't know how to drive a boat,• he
said-while maneuvering one of the Sher-
iff's Department's patrol vessels across the
harbor about 5 mph.
•1 knew absolutely nothing," he-
said. "I had to work harder than some
of the people."
Growing up in Anaheim, Fergus came
to Newport }3each to relax near the ocean.
He began working as a seasonal lifeguard
and dedded to remain near the water
after finishing school
After 10 weeks at a law enforcement
academy, Fergus began deckhand duties
during the graveyard shift. In the morn-
ing, he would take a boat and practice his
skills just off the dock.
"People would shake their h~ds," he
sa.icL
When the Harbor Patrol merg0Q with
the Sheriffs Department in 19~
briefly thought about leaving the water
and get on the streets.
"I took a look at it,• he said. "But this
works better for me, so I stayed.•
While· some people might be bothered
by the constant movement aboard a boat,
to Fergus it's what rMkes his job special.
The water "changes throughout the
day,• he said. "The sunlight, the wind affect
it There's always something going on.'
While he enjoys working outside most
of the time, Fergus said bis "office• is not
always warm and sunny. .
"It's extremely cold out here in the win-
ter time at night,• he said. "And it's
extremely dark. 1Wo-thirds of the day is in
darkness right now.• ·
It takes time for new Harbor' Patrol
deputies to adjttst to the environment after
driving a car on well-lit streets, he said.
And although starting from saatch is
no longer possible -Harbor Patr ... 1 offi-
cers must work at least 10 or 12 years on
land before they can apply for a,,.job on the
water -everybody still makes mistakes,
Fergus said. -f
"Everybody says they're great swim-
mers,• he said, adding that as a training
coordinator he even teaches newcomers
how to walk on a boat
"But when the walel's cold and you've
got all this gear on, things are a little bit
different,• he said.
Still, Fergus knows the importance of
positive reinforcement and makes sure to
let the new guys know that their efforts
are acknowledged.
~If they do something right, I say,
'Nicely done,'• he said.

100 surfers over both days.

"When you are out there in
the water, 1t makes you feel
good and it refreshes you,"
said Kevin, who placed fifth in
. the elementary school finals.
"That's why we like to surf.·
As a member of the surf team
at Newport Harbor High, Robin
Senour said being a part of the
competition this year has only
added to her love of surfing.
"This is a good fund-raiser. I
have only done school competi·
tions, so it's fun to be here with
lots or <.hfferent people,. said the
15-year-old, who took fourth
place m the first girls' round.
By ·the end of the day, most
of the results were in and
Andrew took hrst m the ele-

School placed first in the girls'

of Back Bay High School won
the bodyboard competition.
"'This is a really fun con-
test,• Andrew said as his fellow
competitors ru.ffled his hair and
called him "Speed bump."
"It's cool to come out here
and surf for fun and just see
what kind of places you get,·
he said. ·1 want a new (nick-
name) though."

Amanda said she loves the
free reign that Lamar gives his
students, adding that she nev-
er really cared for art before
taking his class.
"It just lets you open up to
more things,• she said.
Artwork from the district's
three alternative education
centers -Back Bay, Monte
Vuta High School and the
Enterprise program -will be
on display until March.
A special reception to honor
the students was held Friday
night by Syd Lucas of the
Newport Beach Sunrise Rotary
Club 'and Hallie Strock, the
dty's cultural arts coordinator.
The exhibit includes a
man's loafer turned into a fes.
tive creation. The artist paint·
ed it pink, added sparkles, tas-
sels, a ribbon and more to give
it new life.

not suffered from any bias or
unacceptance.

have had nothing but positive
experiences working with the

•As a whole, in my expen-
ence, I think city officials
want to J>ridge conununica-
tion with the Lallno commu-
nity so we can really make
Costa Mesa a model aty in
how it is dealing with its
demographic changes."
She said work on the
Westside Specific Plan. was a
landmark model of dillerent
cultures workmg together,
particularly when the city
realized the plan did not have
Latino input and actively
sought it out.
Avila said she has ·wit-
nessed some discnn:unabon,
however, from a •small seg-

experience, represent the

of attacking us, they should
work with us and help us. We

Mesa's team doctor, Pfaff moved
across town to open another new
high school, Estancia, in 1965. In
1973, Pfaff became Cd.M's team
doctor and remained there until
his retirement.

As Estancia 's team doctor in
the Dan Princeotto er1l, Pfaff was
on the'Opposite sideline as his
stepson, Ken, who played at
Cd.M. Later, his stepsons Bruce,
Frank and Scott played for the
Sea Kings while Pfaff was team
doctor, one of the many personal
highlights for Pfaff, a longtime
CdM resident.
Pfaff also had two grown
daughters, Di ~a and Dawn,
and a son, Donald. wbom be
remembers playing Junior
All-American under Coach Al

Last year, Ptatrs grandson,
Dain, was a standout for
Newport Harbor's CIF Southern
Section Division VI cha.mpl·

team, Santa Margarita left the Sea
Kings sickened with a 7-4 non-
league loss, Saturday at Cd.M's pool.
Yet, health is just about the only
concern for CdM (9·9) these days.
The Sea Kings had opportunities to
ta.lee advantage against the No. 4
team in Orange County.
The Eagles (10-6) built a 5-1 lead
in the first 11 minutes, which proved
to be too much for Cd.M. But, the
Sea Kings scored two goals in a 42-
second span of the fourth period to
pull their defidt to 6-4 with 1:42
remaining.
Santa Margarita, however, ran
out the dock and scored on a penal-
ty shot to ensure victory.
