Another development pulls out of Newport Center
• Apparently fearful of the
Greenlightinitiative;the
State Teachers Retirement
System withdraws its plans.

ently following the lead of the
Irvine Co .. one of the three remain-
ing property owners with a devel-
opment proposal for Newport Cen-
ter has pulled out.
In a surprising move last Thurs-
day. Executive Vice Pres~dent Gary
H. Hunt withdrew the Irvine Co.'s
plans to expand Newport Center.
Hunt wrote in a letter to the mayor
. that the so-called Greenlight initia-
tive added too much uncertainty to
an already time-consuming and
expensive city planning process.
After a meeting with city officials
the next day, the State Teachers
Retirement System announced
plans to do the same. The group
had planned an office building for
the site, but withdrew after the
lrvine Co.'s move. Planning Direc-
tor Patty Temple said the city
expects to receive a formal letter
this week ..
The Protect From name and
DensitY initiative seeks to give resi-
dents the power to vote on develop-
ments that would require,.a "major"
general plan amendment. "Major"
is defined as creating more than
100 peak-hour car trtps, more than
100 homes or more than 40,000
square feet of floor area over what
the city's general plan allows. Resi-
dents will decide on the matter in
· November, when they vote in the
general election.

The original plan linked all four
businesses into one application.
The development called for remod-
eling portions of Fashion Island and
building two six-story buildings, a
150-unit apartment complex and a .
center for the care of children and
adults on Avocado Avenue. Th~
various applicants. were lumped
· together and the proposal wotild
have required one general plan
amendment.

wealthy lady who lived
down on the end of the
peninsula. She was a pillar of
the community, except tor·
one unfortunate trait: she
was a periodic drunk, and a
noisy one.
Mrs. Smith, as I will call
her. would· get on the bottle
and simply raise hell to the
point that the police would
be called. When they
arrived, she carefully stayed
on her property and abused
the cops something terrible.
At that time, she was
immune from police arrest as
long as she was on her own
property. Fina.fly, the City
Council had to pass an ordi-
nance providing that if a per-
son was on his or her proper-
ty, he or she could raise all
the hell he or she wanted -
unless M it was to the distur-
bance or annoyance of oth-
ers.~ Th~n the cops could go
on said private property and
arrest him or her.
And so, that was that.
Mrs. Smith got drunk and
began raising so much hell
that the neighbors com-
plained. This time, instead of
standing in the street and
taking verbal abuse, the cops
picked up Mrs. Smith and
brought her to the city jail on
Court Street right next to
McFadden Place. the big
parking place in the middle
of the street at the end of the
Newport Pier.
It was Mrs. Smith's first
experience with the jail. She
didn't enjoy it, as we soon
discovered. When one is

jewelry and threw it through
the door. Mrs. Smith had
quite an ann. At the end of
her swing. we could hear
diamonds clattering down as
far away as McFadden Place.
The' chief of police was
called and he got out of bed
to supervise the recovery' of
the jewelry. Every officer was ·
called in. to handle this t:mer -
gency. You could have
robbed the bank or stolen
the ferry, and there would·
have been no police
response.
There was a little }1'atch of
sand right in front of the sta-
tion. We went through every
grain of sand, bringing up
some nice diamonds. Others
were on their hands and
knees with flashlights, scan-
ning every inch of Court

guage to all the officers.

ln the city jail. there was
a room with a counter upon
which all such valuables
were taken from the prison-
ers and put in a little
envelopes. pending the pris-
oner's release.
We finally got everything
in neat little envelopes for
Mrs. Smith to sign, which
she refused to do. Finally,
when she continued to
refuse, we decided to book
her.
Mrs. Lace lived across the

Department. She was our
matron. as it were. Mrs. Lace

As I say, Mrs. Smith was
in the bu~ks. Maybe not as
much as that Indian prince
whose poor subjects had to
bring enougl• gold and other
valuable items to balance his
weight every-year. He finally '
put on so much weight that
his subjects rebelled, but I
digress.·
Several of us stood around
as Mrs. Smith put her jewel-
ry on the counter. It took
quite awhile. Then Mrs. .,_
Mrs. Smith, who was pouring
out even more profanity
toward the Police Depart-
ment, to the room at the
back of the jail. From there
we heard a loud whack, and
then nothing more until the
next morning, when a very
subdued Mrs. Smith signed
on for her jewelry.
After her nigh\ in jail, we
never saw her ag8in.

George Hrebien, a volun-
teer for the alliance, said if

represents Costa Mesa, said
he, too, believes an airport at
El Toro would prevent John
Wayne from growing. With·
out a second airport, the
county may eventually have
no choice but to use John
Wayne to service its growing
air traffic demand, Silva
said.

port project could potentially
triple both the size of John
Wayne and the number of its
annual passengers.

W e are opposed to the
sale o~ the Balearic
Park property for pw-
poses of real estate development.
Our first choice is for the proper-
ty to remain with the Newport-
Mesa Unified School District
because it may well be needed
as a future school site, and once
sold, it will be lost forever.
As the community population
inevitably grows. space for addi-
tional school classrooms will
become increasingly difficult if
not impossible to find. If the only
option open to the Newport-
Mesa board is to sell the proper-
ty, then let negotiations begin
immediately with the city of Cos-
'ta Mesa to purchase the property
to retain it as a recreational park,
since for many years it has
,served well in that capacity.
There are other large issues
The Balearic property is an inte-
gral part of its surrounding com-
mwuty of homes. It was a plus
factor for those who have chosen
to buy homes and raise their fam-
ilies in the Mesa Verde communi-
ty. Residents did not buy their
homes with the VlSion that
Balearic would eventually be cov-
ered over with more houses and
streets, more auto traffic, reduced
safety and forever-lost space for
adults and children to enjoy.
IL is simply not ethical nor m
the best interests of the school
disUict or the community to open
Uus land to development. Devel-
opment would do irreparable
harm to quality of Ufe as well as
property values That these are
not easy times for public educa-
tion iS an understatement. The
Dunes hotel will bring
too much traffic
This letter is being written to
let you know of my opposition to
the proposed 600-room Dunes
hotel along the Back Bay. There
is too much traffic and pollution
now along Coast Highway and
traffic is a t a standstill many
times throughout the day.
Not only will we have more
pollution, traffic, noise and con-
gestion, our Ba.ck Bay will be
destroyed. Remember, Coast
Highway is the only traffic route
to take across town without
going around the Bay, wluch
would cause more gridlock
around the Back Bay.
Please let's stand together and
defend the only Back Bay we
· have. Do not let this p roject pass.

Whether it's football or basketball, Castleton
is leaving quite an impression on Bucs' history. One thing that Castleton does not want to
become and that's d one-dimensional player. But it's hoops where Castleton is currently
setting the pace, averaging 23 points a game

PCL has altered its final-week schedule to
allow for potential playoffs to jar its consis-
tently clogged standings.
Coach Larry Hirst's Sailors can rlinch
thelI first league crown since 1990 with a
sweep of Laguna Hills (at home Wednes-
day) and second-place W9Q<ibridge (at the
Warriors' gym Fnday). Both games are 7:30
p.m.
Hirst's next WUl would be lus 1 OOth (the
first 20 coming at Edison) and a pair of
wins would wrap up the Tars' first outright
league title since 1965. The Sailors finish
the week Saturday Wlth a nonleague game
at Whittier Christian.
Harbor (16-6, 5-0 in league), is ranked
No. 10 in CIF Southern Section Division 11-
AA. The'Tars have won 11 or their last 13
and six straight Sea View contests, dating
back to last year.
The Sailors topped Laguna Hills, 45-40,

the Mustangs have not won a game on the court in three tries
smce (though Laguna Beach forfeited one or those wins for
using an ineligible player).
During tbei.r recent skid, Mesa has averaged JUSt more
than 51 points. lt had averaged more than 70 in winning ·13 of
its previous 14 contests.
Estancia (14-9, 2-3) comes off a huge 66-55 win over ross-
town rival Costa Mesa Friday. The Eagles outplayed Laguna

last year, according to Hill.

Castleton has continued his big numbers into the Orange
Empire Conference, averaging 24.9 points a game.
"When you gel to conference, you've already been
scouted by the rest of the teams,• Hill said. •So to continue to
put up such big numbers.says a lot about tus will to win. The
tougher the competition, the higher his game goes up.• ·
After a stellar career at Mater De1 High, the two-sport
athlete moved on to Brigham Young University, but things
didn't work out so good there, so he transferred to OCC.
"I was going to stay at OCC for a year and go back to
BYU, but I decided to stay at OCC and explore other
options," Castleton said. -·
Where to from here?
"Right now, I'm loo\ti.ng at a few possibilities," Castleton
said. uThe University~! Hawaii, Fresno State and San Diego
State are schools I'm 1ooking in to.•
The big question is, will Castleton be a two-sport athlete
at the NCAA Division I level?
"I would like to play both,• he said. "It's just gonna have
to depend on which school 1 end up at."
As far as Hill is concerned, basketball might be the way to
go for David.
"I think that hoops might be the best choice for him,• Hill
said. "But it all comes down to personal choice. I just want
hun to pick a school that not only best suits his style of play,
but a school in which he'll get a lot of playing time.•
As a football player, Castleton caught 53 passes for 958
yards and scored four touchdowns last season .. Both marks
are second on OCC's all-time, single-season reception totals.
When he's not putting up monster numbers on the
basketball court. Castleton likes to put up monster numbers
on the golf course.
"l don't play enougfi to get real good, so I'm considered a
hacker out there,"' CasUelon said with a laugh. •ff I'm not
playing sports, I basically like to hang around the house and
recover from playing sports."
