City leaders get 'touchy-feely' in Newport-Mesa
• Costa Mesa kicks of plans for laying out city's strategic vision. • Newport Beach officials take opportunity to get to know each other.

COSTA MESA-Although residents dis-
agree on whether the city even needs a
strategic plan. most say they want to be sure
they -and not the City Council -get the
biggest voice ii the so-called "visioning"
process begins.
• 1 think the idea is really good. as long as
it's really grass-roots motivated -a bottom-up
move, not a top-down one." said Robin Leffler.

T he clubhouse was the first to go.
Now, construction workers are
about to begin tearing down sev-
eral buildings at the Balboa Bay Club's
southern end to make way for an under-
groun.d parking structure with enough
room for 250 cars
It's all part of a $55-million renova-
tion project the club unveiled in
November .•
Construction of a new clubhouse in
the center of the 52-year-old complex is
already underway and set for comple-

ings have moved to other locations in
the club.
When the garage is built, it will be
covered with gardens, said Cook, who
is also a Daily Pilot columnist. The park-
ing garage will be open to anyone visit-
ing the $Jub and help to alleviate exist-
ing pa(~g problems.
Afte the new clubhouse is built, .coo-
structio of a 13 t -room luxury hotel will
begin. The hotel will replace the two
buildings that make up the existing
hotel.

Saturday's City Council retreat, council mem-
bers agreed Monday that they'd spent a pro-
ductive eight hours at the Radisson hotel.

cuss issues ranging from future annexations

ing to honor requests from Edi-
son to go dark. Semiconductor-
mal<er Conexant has run up $5
nullion in penalties since Octo-'
ber. Huntington Beach, the
only Orange County oty to
enroll in the plan, was· hit with
$1 million irl charges.
Campbell's bill. known as
AB21X and introduced m the
Legtslature's special energy
session, Seeks to preserve the
commission's Friday deosion
to nullify the penalties.
That decision reversed the
conurussion's own order that
prevented comparues from
exiting the so-called 1-6 plan.
While he lauded the deci-
sion. Campbell criticized the
commission for failing to
address the situation earlier
and freeing the companies
from the monetary bind.
"They have certainly con-
tributed to Uus problem.·
Campbell said. "It'll certamly
be good to see them do some-
thing to help us get out of It.•
Conexant spokeswoman
Lisa Briggs praised the com-
rrussion action and Campbell's
efforts. Oiddy about its freedom
from charges. Conexant will
probably drop out of the plan.

process because Alex was inventing
side games, such as cutting out all
the letters without cutting the edges
of the paper.

ly repeating the answer she had
come up with.
Yeni and a fellow first-grader
were rearranging silly sentences so
they would make sense.
It was one of several activities
going.en in Cara Boyd's first-grade
class at WLlson Elementary School on
Monday morning as part of what she
calls the literacy center.
Each morning, children choose
several reading and writing tasks to
work on while Boyd reads with vari-
ous reading groups. You remember
those. The groups always had names

such as the Robins or the Blue Jays.
In Boyd's class, there were dolphins
and seals. .
When children were not in read-
ing groups, they had lots of fun work
sheets to choose from.
And so I took a seat in a too-srtlall
chair with plans to watch their
progress.
There were sheets with pictures
-of a vet, a net, a pen -and stu-
dents ~ere to write the wor~
beneath. There were sheets that had
pictures with sentences next to them
missing that needed to be filled in.
But my plans to simply sit and
observe were dashed at the first

small tug on my sleeve.
There always seems to be one pic-
ture on those sheets that children
cannot quite make out. 11tls one was
the vet.
From there, the line formed. I was
spelling words and deciphering pic-
tures.
Then Xochilt Alvarado
approached. Having only been in the
class a short while, she did not yet
speak English, and I don't know
Spanish.

Vianey pulled a chair up next to
Xochilt's and too.k charge.
I'm certain between Boyd and

S everal years ago, I
wrote a piece m this
column about BalbOa's
peeping tom. the man who
came down every Sunday on
the big Red Car dressed to
the hilt -double-breasted,
blue sport COclt, white flan-
nels and, most unportant. a
straw hat like the one Fred
Astaire wore when he wasn't
weanng a top hat. This guy
would get under the pier, lie
on his back, put the straw hat
over tus face and, through a
slit m the top of the hat, try to
peek up about six feet to
what.ever Spdce there was
between the 2-by-12s that
constituted the floor of the

to peek up through those
cracks to see under a lady's
dress

seeks rodent fighter
Newport Beach officials
are looking for an interested
community member to take
up the job of helping to con-
trol Orange County's rodents
and insects.
Anyone filling the city's
seat on the board of Lruste~11
for the county's Vector Con-
trol District will be required
to atte nd the board's month-
ly meetings.
The term of the appoint-
ment would last until the
~nd of 2002
The district's uussion
includes the management
and control or animals,
including rodents, and
insects that can transnut dis-
eases, as well as maintammg
surveillance and protection
programs for the dJseases

Board members receive
$50 in compensation per
meeting. The meetings take

in the car, the instructions are usually
contradictory. But. so far, she has pre-
vailed. We'll see how she does

But. she ts trying out for the school

home until 8:30 p.m. on most nights.
I may have to calendar myself in on
her organizer so I don't forget what
she looks like.
My older daughter, who IS now
away at college, will be celebrating
her birthday without us, for the first
time. Someone else's mom, who lives
close to campus, has offered to make
her a cake.
I'm sure her a cappella gTOup will
take care of the singing. ln high
school, she always had finals to take
on her birthday, so it isn't as if we did
much special for her birthday when
she was at home.
But her birth date renunds me just
how mature and independent she bas
become. For the first time in her life, ,
she is mak.i.ng all of her own decisions;
what to study, where to go, wbo to
hong otlt with, when to come bock to
her dorm room at night, what to eat,
how to budget her time and money.

your recognition, B.W. Cook, nor
does it deserve our admiration or
support, "Planned Parenthood honors four
groups with Choice Award• Society,

We cannot be sure what Margaret
Sanger intended when she started the
Planned Parenthood movement in 1917,
but we can be sure today of what her
vision has wrought on our country's cul-
ture.
As the single largest abortion provider
in the U.S., Planned Parenthood clinics
perform thousands of surgical abortions
and, despite their "choice• rhetoric, they
don't provide adoption referrals to all of
those women. .
Planned Parenthood's campaign to lib-
erate womep and children through swyi-
cal choices is a shameful rellection on
American liberty.
Have we advanced in any way as a
nation because of Planned Parenthood's
influence over our social and educational
programs, programs which allow a young
girl who cannot receive even an aspirin
from a clinic without parental consent to
receive a free and immediate abortion
with no questions asked?
Are our children more behaviorally
responsible because of these resources?
Has Planned Parenthood made life
more rewarding for the women and chil-
dren of poverty? Studies and statistics, if
not our consciences alone,1affirm that the
answer is •no.•
Planned Parenthood's plafi iS a moral
and sociological failure.
How can we support an organization
that encourages women to disregard their
inherent respect for life, for all stages of
life? How can we call that freedom?

the former, I have read oth-
er books by Allende and
have found them adnurably
written. I have read the
Guterson book, and found
it well-written and dealing
with important subject mat-
ter.
I am 78 and have been
reading since I was 3.
I was allowed to read
anything in our library and
at school that I wanted, that
I liked and that I could
comprehend.
1 gave that same pnvi-
lege to my children. To
deprive children and young
people of reading books.

record with 31 touchdowns, was named
second-team All-Southern Section on
offense. ThJs team IS chosen among
players from all 13 divisions. The 6-foot-
1, 205-pounder. who also starred at out-
side lineback er, shared D1vis1on VI
Offensive Player of the Year laurels.
Newport Harbor senior middle line-
backer Alan Saenz was a repeat All-CIF
Division VI choice, while JuruOr offensive
tack.le Robert Chai was also named to
the 38-player team.
In Division lX, Corona del Mar seruor
defensive back Charlie Alshuler, as well
as Costa M esa senior defensive lineman
Antony Grubisich, were recognized.
Manderino, who quarterbacked the
1999 Sailors to the Division VI title, was
recognize(! for his work at tailback. He
shifted from quarterback to tailback at
halftime of the Turs' second game and
spent the rest of the season terrorizing
opposing defenses with his battering

playoff games helped Harbor reach the
ch ampionship game, w here 1t was
defeated, 14--0, by urtbeaten Sea View
League rival Irvine.'
Saenz, a two-time Distnct Defensive
Player of the Year who has corrurutted to
accept a scholarship from M ontaria, led
the Sailors in tackles (79) for the second
straight season. The 6-1, 260-pourtder
also shared Sea View Defensive Player
of the Year laurels this season.
Chai, a 6-foot-4, 265-pourtd teft tack-
le, was the most consistent performer on
an offensive line that helped pave the
way for Manderino's standout campaign.
A first-year varsity starter, ChaJ leads a
nucleus of returners who figure to make
the Sailors extremely competltive next
fall.
Alshuler, who played com erback and
safety for the Sea Kings, lled ror the
OrdJlge County lead with nine mtercep-
