As 20 first-graders knelt and sat cross-legged last week at Paularino Elementary School, they were near· ly oblivious to the huge amounts of knowledge they were processing. Their teacher, Lori Frohoff, led them in a game of Simon Says, then they settled on the carpet for the morning message, which read •Good morning swell studentst Today is Wednesday, February 2, 2000. It's Groundhog Dayl We'll make a graph about the ground· hog's shadow. Do you remember what happens 1f he sees his own shadow?" Seems simple enough. But as they read each· sentence aloud -a feat in itself for a 6-or 7- year-old first-grader, their voices · were filled with inflection and they paused at every comma. ·They knew •it's" is a contraction of "it is." They knew the definition of a contraction. · When asked, they were able to answer nearly any question about the structure and grammar of a sen· tence. On they went with the daily rou· tine, changing magnetic signs to suit the day. There were ~ kinds of colorful charts and calendars. For Groundhog's Day, she read them a story and then asked them to predict whether the groµndhog would see his shadow. They charted their answers, then drew conclu· sions based on the chart. Next, the precocious youngsters determined if 87 was an odd or even number. On The AGENDA STUDY SESSION The Newport-Mesa school board will meet at 5:30 p.m. in a study ses- sion to discuss creating a reserve fund to finance the upkeep of schools after the facilities repairs are complet- ed. Board members will discuss the potential sale of the district's surplus properties -the Balearic Park and Banning Ranch sites. The study ses-~ sion is the third in a series of five meetings. What to expect: An outline of options for funding the maintenance reserve will be presented to the board. District officials will discuss the facilities committee's funding ideas, which include the sale of Balearic Park and Banning Ranch, with the proceeds being invested and the interest put into the reserve. The pub- lic is invited and encouraged to attend and offer input. There will be no action taken at this study session. By Georgia Ingram 0 ne would think that in designing an elementary school, the first concern would be to create an environ- ment that ensures a sale place for students to learn and grow. Then one could focus on the academic quality of the $chool, followed by the many other aspects that make a school enri<;hing. The counfy's entirely inade- quate response to this problem demonstrates an inexplicable lack of concern for the safety of the children who live m Newport Coast. The intersection of New- port Coast Drive and San Joaquin Hills Road is an 18-vehicle inter- section, including turning l~es. The intersection between New- port Coast Drive and Ridge Park Road is a few lanes less. In the mornings and a1temoons, there are dozens of construction vehi- cles and large trucks that travel along this highway. Those who have designed the · new Newport Coast Elementary School, at the comer of Newport Coast Drive and Ridge Park Road and scheduled to open in the fall of 2000, have done a lot right. Indeed, much thought went into the Italian villa-style aesthetics of the new school, whlch were the subject of a number of Dally Pilot editorial pieces last year. While great effort had been devoted to many aspects of the new school, all the way down to the controversial terra cotta-tiled roof insisted by the Irvine Co., child safety has either been for- gotten or ignored. Many of the students who will attend the school live across Newport Coast Drive from the school and, because they live within a one- mile radius of the school, will not be afforded a school bus pickup. A pedestndn structure must be built across Newport Coast Drive to bndge the school with the half of the community on the other side of the six-la.ne, 60-mph lughway that their children will have to cross. So, to attend school each day, these elementary school children will be required to cross Newport Coast Drive -a six-lane thor- oughfare that is the main artery between the burgeoning coastal communities of Newport Beach and Laguna Beach (and soon to be Crystal Cove) -on the one hand, and the San Joachim Hills Toll Road, Costa Mesa and San Diego freeways, and the inland cities, on the other. reasonable expectations shared by dozens of parents in the new community are lTU.Sgwded. Certainly, one would have expected that the Newport-Mesa Unified School Oisbict and the Orange County Boa.rd of Educa- tion would have considered this an extraordinary safety risk and made appropriate provisions for it. One would have also expected that the Irvine Co., which offered the site, would have also given safety as much consideration as aesthetics. There always seems to be numerous soccer games going on, as well as preschool and com- munity classes, and community events.· It would be a real shame for the community to lose such a valuable and well-used asset. I can understand why the neighborhood is already lobbying the school board, and why residents will be in full attendance at the study session on Feb. 15. The question I have been aslang myseU is whether the school district is responsible for proVldlng the commu- nity with a park and community cen- ter. Isn't that exactly what Baleanc Center has become? The property bas been leased to the city of Costa Mesd for a number of years, and the city runs and maintains the premises. The reason the Facilities Committee recommended the sale of the Balearic property wasn't to add more homes or businesses to the community. They saw it as a way to provide funding for tuturE;> maintenance. They·contend that we must plan for and fund ongoing mainte- nance, so if the schools do get back into shape, they don't deteriorate again. The city of Costa Mesa says it wants to buy the property, but it isn't sure it can afford it. The perfect solution -to meet both entities' needs -is for the city to buy the property with long-term payments over 20 years. 11lis will dls· bibute the outlay of cash by the city It will work esped.a.lly well if the payment is funded by an increase in the hotel tax. More importantly, it will allow for a steady stream of ca.sh to the school dls- bict. Lump sums tend to be used up by that moment's needs. A long-term pay- ment plan would give the district the money it needs to maintain school facilities. It gets the school district out of the park busmess. U another school is needed in that part of town, Mesa Verde School, which is currenUy leased to Coastline Community Col- lege District, ls available. If you like this idea, go to the school board study session on Feb. 15 with a big sign that says ·we like Gay's idea.• Then, go to the city counci.l meeting and do the same.
