Doily Piiot Tuesday, February 27, 2001 3 , From pantaloons to itsy-bitsy) teeny-weeny bikinis Anyone who has spent as marw years on the bead\ as I have has seen some remarkable changes in women's beach- wear. My earliest recollec- tions are of the early 1920s, when what women wore seemed more likB an invita- tion to sink rather than swim. Women wore rubber beach shoes, rubber stockings to the knees and pantaloons. All this was covered by a loose dress with lots of ribbons and bows and other frills, topped by a hat. The only thing uncovered besides the face and the hands was a small part of the thigh. This exposed thigh caused all sorts of problems. ~ Robert Gordner THE :VERDICT Apparently, the authorities thought the sight of a female thigh twned men into sex- crazed maniacs, so by law there could only be so much thigh exposed to public gaze between the knee and the bottom of the pantalooo. Police officers actually went out on the beach armed with tape measures to check that the proper amount of fiesh wasn't exceeded, and those who offended received cita- tions. The late '20s introduced a new style. This was the peri- od of old:style bath houses. These were places where, for 50 cents, you could rent a bathing suit and a changing room. There were bath hous- es by the Newport and Bal- boa piers and one in Corona del Mar where Pirate's Cove is today. One of my first jobs was banding out suits at the old Corona del Mar bath house. The bathing suits you rented were one-piece, black Jantzens made of wool, conung down to slight· ly above the knees. Still not great for swi.moung but a lot better than before. Men's and women's swts were idenUcaJ except that the arm holes in women's suits were smaller. The next innoval.lon Ul women's bedchwear was the rubber batlung suit. It was very exciting when 1t h.rst came out, sleek and fonn-fit- ting. Rubber suits had three drawbacks, however. 11\ey split at the seam with alarm- ing regularity. They tended to vulcanize, so that wben a woman sat too long in the sun, when she got up, she left part of her suJt on what- ever she'd been sitting on, and when one perspired, the perspiration tended to accu- muldte and run down the umer leg, causmg crude remarks. Rubber swts had a short career. I don't know what materiaJ women's batlµng suits were mdde of alter that -cotton, I guess -but they were a reg- ular one-piece design actual- ly suited for swimming. There were also two-piece suits with bra and shorts. The changes m men's suits weren't so dramatic. First 1t was the bath house Jantzen, then came two-piece suits: trunks and tank tops. The batlung swt police were sl.llJ active at this tune, and you got a bcket lf you went on the beach without your top Then one summer, we all rebelled and tore our tops mto shreds. The forces of Puntanism finally gave up, and men have been weartng only trunks ever smce, d little longer, a little shorter, but not much variety. The finaJ evolubon in women's swts was the biloni. This has gotten smaller and smaller over the yedrs untll 1t doesn't seem like it's sdfe to swun in So m a way, we've come full circle • ROBERT GARDNER IS a Corona del Mar resident and a former Judge His column runs Tuesdays Survey on proposed arts center in Newport Beach stirs debate Mathis Winkler DAILY PILOT NEWPORT BEACH -A center for the arts and a city park. Is it the counselor, m charge of ensunng that 300 lads are takJng appropriate classes. as well as helping seruors apply for college? Is it the principal, who 1S m charge of personnel, prenuses and pollcy, and who 1s on campus from early monung until late at rught? ln s~ools with police officers asSigneCI to the campus, that officer. along with the car, racho and other eqwpment, costs more than any of the people listed above. But the police officer, because of a four-day workweek schedule, 1S on campus less than any of the other school workers. The police officer is not in charge of teaching classes nor enforc- ing school rules. The ofbcer is there to be a "presence." I sat through the school board meetings in which two officers were approved for Newport Beach sec- ondary school campuses. It was not clear to me whether we are supposed to expect a drop in crime from the deterrent effect of an officer on cam- pus or an increase in crimes reported on campus because ol having a police officer on the scene. Neither campus had much reported crime before. In this age of teacher accountability, we haven't asked how the program is being evaluated to justify its expense. Although statistical studies nation- wide show that the DARE program is not effective, there has been no diminution of that program. Maybe that is why no one bothered to try to evaluate the effectiveness of the police officers on campus. The school district bought equipment and personnel with a school-safety grant that federal dol- lars supplied as a result of the Columbine tragedy. What happens when that grant money runs out? Do we cover the police officer position with dollars from the geheral budget without respect to whether we have to cut some teachers, coUflSelQ.rs or nurses to fund it? ' I propose that instead of a police officer, we use fewer dollars to fund a Dean of Rule Enforcement. Just Wee the aty uses non-sworn employees to enforce aty codes and parlo.ng meters. the school could use a non- swom school employee to enforce . school rules. A police officer does not enforce school rules or classroom dis- opllne problems, which takes much . of our adnunistrators' time. Let's hire a retired police officer or military offi- cer to be in charge of rule violations. As a person hired by the school dis- trict instead of the police department, this dean could be assigned to work during school hours and be assigned to school tasks after hours too. The dean could be trained in mediation and be assigned to settle student dis- putes or work with bullies. l asked some high school students how they would solve school VlO- lence, and they suggested that kids should just talk to each other. Some kids are under the mistaken impres- sion that they don't have anything in common with kids of a different race, rellg1on or economic status. These high school students told me that once they ta..l.ked to all types of kids, they found out they really aren't very dilfCMnt. They have started a club that meets at lunch just to let kids talk to each other and get to Ir.now ono another. They don't raise. money or do planned activities. They jutt talk. Ute 'agenda' of Costa Mesa Mayor Cowan I 'd like to respond to Janice Davidson's commentary of Feb. 20 concerning (Cos- ta Mesa Mayor! Libby Cowan. First off, I've been a resident of Costa Mesa since 1984, and I've known Cowan almost smce then. In all that time, I've never seen her lose her temper or act in a willful way. She's always acted m a pragmatic and levelhead- ed manner to accompllsh her goals. What are her goals, her •secret agenda" as Davidson puts ll? As far as I can tell, she strives to bring people together to unprove Life m this community She bebeves in coall- tion-building and balancing the needs of the business communjty and homeowners. Her leadership in government has creat- ed improvements in parks, city infrastruc- ture and recreational opportunities for kids: If this is her "secret agenda, .. I'm au for it. Doily Pilot Judging from the dbuse heaped on Cow- an, I question what Davidson's secret agen- da is. How does she know what mail City Manager Allan Roeder gets unless she's involved in orchestrating it? What are the aims of the ·groups• she represents? JENNIFER TAYLOR I DAILY PILOT The actions of Costa Mesa Mayor Ubby Cowan have spurred controversy. lf Davidson wants her cnuques to be tak- en seriously rather than dS sour grapes, she should suck to chscussmg policy ISsues rather than attempting chdracter assassination. the elementary schools like to use the roller nnk m Fountain Valley for fund-rc11.Sers , and parents use it for birthday parties. I for one, and all the people that I know, will never go there sunply because we know Dennis Rodman -thanks to the Dcu- ly Pilot -has invested money m the place I wouldn't want to have dinner wondenng about his bizarre behav10r alfecung my environment any minute. SCOTT WESTERFIELD Costa Mesa I think this would generate a lot of .revenue for the businesses around the area. There is also plenty of parking around that whole back area of the roller rink and theater. Former Ice Cha let building could be put to good uses I think it's a shame that Costa Mesa is losing the Ice Chalet, but I think it would be a great idea to put in an indoor skate park like the one at the Block of Orange. ESTHER FERNANDEZ Costa Mesa Take the spotlight off Dennis Rodman, please Surely the Daily Pilot staff can find some- thing better to write about than Dennis Rodman and give at least three different articles' worth of free publicity to Josh Slocums restaurant. There's got to be something you guys can write about that's more unportant to our aty than Dennis Rodman -please. I'm enjoying all the other articles. I really liked reading about Bob Seaburn and the Amen- can Legion and you guys folloWi.ng the skate park. That' great. Even better would be a roller rink (since we lost ours years ago on Newport Boule- vard) and skateboard park. I know many of Cet's have more of that, and thanks but no thanks, Dennis Rodman, boo. BARBARA WILSON Costa Mesa City can't skate the issue yet Letter to THE EDITOR Readers RESPOND 1he Issue: Many still want to see a skateboard park in Costa Mesa, and they give suggestions as to where. I believe the skate park needs to be at TeWinkJe or Fairview Park, where there's enough room for our families, parlong and saJety. [The site atJ Charle and Hamilton (streets! is not the site for all of the above rea- sons, including the fact that there is not enough room for the skaters. And I also believe that Mayor Libby Cowan and Councilwoman Llnda Dixon need to be impeached because they are not supporting the aty of Costa Mesa in such a forum that we can be proud, like Councilman Gary Mona- han and former Councilman Joel Erickson did I'm no longer proud to be a citizen here in Costa Mesa with Cowan and Dixon on the council. MAUREEN SUWVAN Costa Mesa Yes, there ls a perfect place for a skateboard park in Costa Mesa. It is right next to the Bark Park OD Arlington (Dri- ve) between Junipero fDrivej and Newport (Boulevard). There is a large area. Park- ing could be made there. And it is away from any residential areas that people may be fearing skateboarders. ERIC LARSEN Costa Mesa Maybe somebody should go over to HWltington Beach and take a picture ot the skate park built over near Hunting1on Beach High School. And maybe take out the stop signs at Santa Ana and Orange (avenuesj also? Just a thought. DENNIS MILES Costa Mesa I think it should be at Fairview Park in Costa Mesa. That would be a great place for people to go skate because you don't want people skating on other people's property then just messing it up. That's why we should have a skate park. And ii anywhere, then at Fairview Park because there's no residences, it can be open later, you can just put tights out, and it could be open all day, every day. That's my thought for the new skate park. SCOTT NEIGER Costa Mesa I am in favor of a skate park in this oty becatise you have to keep the young people busy or they will get in trouble. The idea of having a helicopter going QVer us at night to watch the children is ridiculous, and it's very expensive. ,. 1'1 Some of the cbildre9 are going way up to Arrowhead to skate, and J think this ts ridicu- lous and hard for them to get up there, especially in the win- tertime, when there's so much snow. We have lived up there, so I know whaM'm talking ebout. So, I certainly am in favor of having a skate park here to keep these children busy. I wish I was on that committee, and I would sure tell them there's so many ways that you could save money and have a skate park for these children. The Charle and Hamilton location was very dangerous. I think we are all aware how irresponsible chil- dren can be, and this is a bigb- traffic area. Riding skateboards across Harbor Boulevard would have created needless tragedy ln the lives of many. A less urban area of the city would be much more wise. Kudos to Chris Steel and Karen Robinson especially, since they were at least par- tially elected because of their stance on this issue. A truly wise and visionary vote. BRIAN GRAY Costa Mesa A perfect site for a Costa Mesa skate park? Not possible wtthout reassessing the type of skate park Costa Mesa would accept. No one wants a 10,000- square-foot park ln their neighborhood. Scale down the plans and put smaller parks throughout Costa Mesa. Cur- rently, skateboarding is pro- hibited in city parks. Instead, you see skaters in the streets, on school grounds, on business properties or maybe even on your brick planter. We need safe, minia- ture skate parks in many neighborhoods and should even include areas for scoot- ers, which have become equally popular All neighborhoods should be expected and willing to accept smaller park.I for their own neighbort\ood kids.
