single-family houses.
Although nobody spoke
against the change at the com-
mission meeting, store owners,
employees and customer.; say
they are dead set against the
conversion.

opposed to the conversion don't
understand English well and had
trouble following the meeting

As a former elementary school
teacher, Steinberg. 77, knows how to
help people gel along.
"Llke l used to tell my kids, you don't
have to Wee each other, but you do have
to be ruce to each other: Steinberg said.
A 26-year Eastbluff resident, Stein-
berg began offering her steady hand to
the program m the early 1990s after a
stint as a secretary m her son's Newport
Beach family law practice.
After some training in the funda-
mentals of mediation, Steinberg ·
lauhched into the work. She has over-
seen disputes between couples on the
road to divorce, children who start fist-

As the first step, Steinberg gathers
the two partier who are at odds in a
casual, informal environment -usually
a conference room.
Rather than imposi.ng her own solu-
tion to the problem al hand, Steinberg
steef'S the two sides toward compromise
with leading questions. ·
"We are not there to provide a solu-
tion,• Steinberg said. "It's finding some-
thing both sides can agree to and live
with."
Both sides involved in the medlation
sign confidentiality agreements and
nothing said during the closed-door ses-

sions is legally binding.
In that. way, mediation is differen~
from arbitration, in which a professional
steps in to issue a binding judgment.
Sometimes Steinberg can't resolve a
dispute in one two-hour session. ln that
case, If one side persists in its stubborn
ways, Steinberg schedules follow-up
sessions. But she is sure lo tell those
involved that they're not mvolved m a
counseling session.
As long as the two sides continue
talking, a successful compronuse usual-
ly foilows, Steinberg said. As long as the
fighting stops.
"There am otller ways lo resolve
problems,• Steinberg said. "Let's talk
about it."

Catching the lunt that it
was time to go wasn't one of
Marvin K.'s strong suits. For
28 pages, Seuss bqdgered
Marvin with his Jyncal prose
before Marvin K. finally "got
up and went."

politely asked the cove's

have not only refused,

agrees they should stay or by

casenere. The cove dwellers

stay. Over the years, they've
trotted out plenty of them.
Some take aim at oui emo-
tions. claiming that it would
be wrong to rip families from
the cove who have raised
generations there. Others
admit there is scarcely anoth-
er spot on the face of the
planet where you can rent a
cottage on a postcard shore-
!Jne for $800 to $1.400 a
month.
These are pleas that
haven't stirred much sympa-
thy from taxpayers. The
thinking here is that the state
didn't spend $32 million so 39
families could live the good
life on one of California's
most pristine and expensive
pieces of oceanfront real
estate for rent that barely
fetches a one-bedroom apart-
ment

Alliance to Rescue Crystal
Cove. The Califorrua Coastal
Conservancy is expected to
dnve the final nail in the cof-
fm of the resort plan at its
March 22 meebng.
But that's not good enough
for the Marvm K Mooneys of
Crystal Cove. Faced with a
standing eviction nollce that
demands they vacate by
March 15 (since moved to
April 1 by the sofbes in the
parks department), residents

This la test strategy to posi •
tion cove residents as live-in
docents doesn't sound unrea-
sonable. But When you factor
in that it probably will take
the state goveTnJllent years to
cobble together If preserva-
tion plan, it's clear the Marvin
K. 's are fixiog to hang around
for a while.
Here's the reaJ problem.
In November, the Santa
Ana Regional Water Quality
Control Board slapped a cita-
bon on the Pa.rks and
Recreation Department. In its
order. the board found • dt.rect

months to develop a plan to
safeguard against the dis-
charge or •threat" of dis-
charge of waste water m and
around Crystal Cove, and two
years to implement the plan.
That the septic tanks serv-
ing the Crystal Cove cottages
have been identified as
potential discharge threats
mandates thdt the parks
department closely examine
them to detennine if they're
leaking And the only way to
do that, says parks
spokesman Roy Steams, ts to
dig them up.

prellminary approval Feb. 7
for a revision to the city's 2-
year-old massage ordinance.
That ordinance, passed to
crackdown on prostitution
houses fronting as massage
parlors, requires masseuses
to go through a rigorous
licensing process to practice
in the city.
But it bad a loophole:
Employees for state-licensed
practitioners, including
acupuncturists and chiro-
practors, did not have to get
a city license. And police say
they have received nwner-
ous complaints -verified by
undercover investigations -
about prostitution in those
busmesses too.

bead off to college ln the fall with a
new laptop computer and $2,500.
In its second year, 'the Toshiba
Senior Classic schola.rshlp awards
program has selected seniors from
four of Newport-Mesa Unified
School District's high schools, as
well as three students from Irvine.
Natalie Newton from Costa
Mesa High School, Anh Do from
Estancia High School, Jean! Hunt-
Gibbon from Newport Harbor High
School and Jennifer Shim from
Corona del Mar High School were
among the recipients named this
year.

winner, I couldn't believe it,• Shim
said. •1 had to pinch mytelf. •
• The schola.nbip program, creat-
ed to complement the Toshiba
Senior Classic golf tournament In N~wport Beach, ls funded through
the tournament's sponsor, Toshiba,
and the Classic's main fund-raising
beneficiary, Hoag Hospital.
Each student was awarded a
$2,500 scholarship for school and a
Toshiba notebook computer.

but it's very slow and I'm just glad I
can take some of the burden off my
parents, and lt helps me feel inore

Shim hopes to head to UCLA or
UC San Diego. 1\vo students from

To be eligible for the award,
seniors had to rank in the upper
half of their graduating class, have
two recommendations from &chool
staff, and demonstrate leadership,
involvement and community
service.

Yet the course is deceptively sim-
ple, said the country club's presi-
dent, Jerry Anderson.
•It's the kind of goll course that
makes you feel like you can play
well,• Anderson said. "This is a very
challenging goll course.• •
In the six years of the Toshiba
event, no goller bas finished better
than 13 under par. That record was
set by Hale Irwin at the 1998 edition
of the tournament. Irwin also set the
course record that year with a 62, a
full nine strokes under par, in his
final round of play.

Classic. said he is looking forward

•This course plays more difficult
when it's hard and fast," Colbert
said. •When it's soft, (the ball) stays
where you bit it."
Players such as Jim Dent and
John Jacobs could have an advan-
tage, Anderson said, because they
can hit the ball high and far. Both
known as "long hitters,• the two
don't usually drop their ball on the
faJ.rway and watch it roll.
When asked pow the country

other 38 Senior PGA Tour events,
Colbert balked.
"I've never figured out how to
compare goll courses,• Colbert
said. ·1 can only equate it to
women. No two are the same."

While rain put another
damper on things Tuesday
in Day 2 of Newport
Beach's Senior Tour stop,
one of its top newcomers,
Tom Watson, warmed up
an audience of about 500
people at a breakfast host-
ed by the Newport Beach
Marriott.
Watson Watson, a true golf
legend who grew up
loving Arnold Palmer, then
battled and often defeated Jack Nicklaus in
one of the game's best rivalries, said his hero
as a kid was wrong for endorsing a Callaway
golf club that bas been declared illegal for
tournament use according to the United
States Golf Association.
Watson, who fielded questions from a
three-man panel of media members,
attributed his five British Open
championships to "luck" and added that
Casey Martin should have to walk in a PGA
Tour event like everybody.
A winner of eight major championships
and 34 PGA Tour events, Watson is stnct
with the game's rules.
"(The issue) is difficult and sad," Watson
said of the ongoing Martin case. "I'm on the
side of walking, definitely. It's part of the
game and it should be required."
Watson, who has never played Newport
Be ach Country Club, admitted the Senior
PGA Tour is lacking in "star" power with
Nicklaus and Palmer not playing much.
"But the competition is extreme out
there,~ said Watson. who added that, if he
could, he would reduce the amount of
tournaments on the Senior Tour, which will
have 38 official money events this year, plus
seven unofficial events in the U.S., Mexico,
Canada, Puerto Rico and The Bahamas.
Watson, who placed the U.S. Open at the
top of his favorite-event list and cited
Cypress Point at Pebble Beach as his No. 1
golf course, will play only 15 events on the
Senior Tour in 200 t , in addition to the four

major championships and a PGA Tour event
at Hilton Head, S.C., the MCI Classic. When
it's all said and done, Watson hopes his peers
will judge him favorably.

me as a heck of a golfer,• Watson said, the
1993 U.S. Ryder Cup captain in the team's

Churchill once said, it's what your peers
think about you that really matters, not the
press or anybody else.•
Watson, who said Ryder Cup competition
is the toughest event in golf, was a weekly
news highlight from 1977 through 1982,
when he won an event at least three times
.each year, including the U.S. Open at Pebble
Beach and British Open in '82. Watson is one
of just sbc golfers who have captured both
national championships in the same year.
"I was really tuned in back then on how to
play the golf courses,• Watson said .. "I was
very good at getting a strategy aroWld a golf
course.•
Watson, who frequently teams with
Nicklaus during events in golf's "silly
season • in the fall, said that when he twned
professional in 1971 after a brilliant Stanford
career, he thought of Nicklaus as someone
who "must be pretty good, because he's
beating Palmer.•
In the 1970s, the rivalry between Nicklaus
and Watson for -golf's upper echelon was
among the most heated in history. But no
one besides them will really understand the
signi1icance and intensity of their battles.
"Winston Churchill once said in the heat
o{ competition. only those involved truly
know what's going on, and that's the way it
was with me and Jack,· said Watson, who
appears to be a fan of tne British in more
ways than golf.
Now, at-51, Watson's a youngster on the
Senior Tour.
"Yeah, Chi Chi Rodriguez said there's an
extreme case of aids on the Senior PGA Tour
this year,· Watson said: • ... Band-Aids,
hearing aids and Rolaids. •
Watson won British Open championships
in 1975, '77, ·so. '82 and '83, and added two
Masters titles (1977 and '81) and one U.S.
Open.
The PGA Tour's leading money winner

(1977-80), Watson went nine years between
titles, after capturing the 1987 Nabisco
Championships of Golf. In 1998 at age 48,
Watson became the oldest player to win the
PGA Tour's MasterCard Colonial.
Watson, elected to the World Golf Hall of
Fame in 1988, was made an honorary·
member of the Royal & Ancient Golf Club
of St~ Andrews in 1999, joining fellow
Americans Palmer, Nicklaus, former
President George Bush and the late Gene
Sarazen.
Weather permitting, Watson will make his
Newport Beach Country Oub debut today in
the Toshiba Seruor Classic Pro-Am.

That's where it stood some 80 minutes
later before Lansing redirected a comer
kick into net five minutes into sudden
death, leaving a majority of Sea Kings'
players in tears.
The loss, however, dio -not diminish
the play of Sea Kings' goalie Britta •

Sea Kings' Paul Orris, who resigned bis
basketball post after a standout career.

CORONA DEL MAR -When you coach more
than three decades, you're bound to leave an
impression. Paul Orris, who resigned Monday after
31 settsons coaching boys basketball. the last 15 for
the Sea Kings' vanity, obviously made an over-
whelmingly positive impact.
Here are some thoughts from those who compet-
ed agamst him, worked wt th him, played for him, or
simply admired his work and enjoyed his company.
Steve Keith, former Irvine coach: •Prowling the

years. I know a little bit about the tradition of that
progrdJD and between Jack Enion, 'Jandy Gillis and

thing I love about Paul is his commitment to the tra-
dition of Corona del Mar basketball. Some of the
things be taught me were the things passed on to
him by Jack and Tandy. I learned about how to
approach basketball and some of that stuff I teach
today {at Gahr High).

booster: "Paul bad such a positive influence on the
kids. He really cared about them and I think they
sensed that. Paul would be insulted if be wasn't
viewed as being stem, but underneath that, he was
a gentle bear.•

experience with him was a great one. I learned a lot
of basketball and I also learned a lot of life lessons.
I grew up watching Cd.M basketball and there was
a lot of winning. When l started playing at CdM, l
saw why. lt was Coach Onis and the way he

under-10 team, as well as

team tryouts will take place
from 10:30 a.m. to 12:30 p.m..
while the under-10 and under-
11 teams will have tryouts
from 10:30 a.m. to 3:30 p.m.

should be about. He always provided cliscipline for
us. I remember being a freshman in h1s Geometry
class. I'd seen him coach so many games for so
many years and I couldn't wait to play for him. He

He could be kmd of scary, because he was a big guy
and he had a presence about him. But he really

A PUBLIC HEARING.TO CONSIDER A CITY COUNCIL RESOLUTION INITIATING THE ANNEXATION
OF TERRITORY WITHIN ITS SPHERE OF INFLUENCE TO THE CITY OF COSTA MESA
NOTICE IS HEREBY GIVEN by the City of Costa fv1esa that a public hearing will be held by the City
Council on Monday. April 2. 2001. at 6:30 PM. or. as soon thereafter as the matter can be heard, in the
Council Chambers located at n Fair Drlye. Costa Mesa in accordance with State Law for the purpose of
considering the following:
Adoption of a Resolution to initiate annexation of all unincorporated territory currently located within
the City of Costa Mesa's Sphere of Influence to the City of Costa Mesa. The territory proposed for
annexation includes:
(1) An approximate 3-acre unincorporated island generally located north of 20th Street and east of
Santa Ana Avenue. (Area 1) (Also known as Subarea 3A)
(2) An approximate 7-acre unincorporated island generally located south of 21st Street and east of
Gardeh Lane and bisected by Tustin Avenue. (Area 2) (Also known as Subarea 3A).
(3) An approximate 1-acre unincorporated island generally located at E. Bay Street, east of
Santa Ana Avenue. (Area 3) (Also known as Subarea 3A).
(4) An approximate 7-acre unincorporated island generally located east of Santa Ana Avenue and
bisected by 21st Street. (Area 4) (Also known as portion of Subarea 3A).
(5) An approximate 78-acre unincorporated island. a portion of which 1s commonly referred to as
"Bay Knolls," generally located east of Santa Ana Avenue. west of Tustin Avenue. south of
Santa Isabel and north of Catalina Shore Drive. (Area 5) (Also known as Subarea 3A).
(6) An approximate 7,acre upincorporated island generally located east of Santa Ana Avenue, west
of Aue de Cannes and south of Back Bay Loop. (Area 6) (Also known as Subarea 3A).
(7) An approximate 286-acrelunlncorporated parcel, generally located east of Newport Boulevard,
west of the Newport Beach Sphere of Influence boundary line and Newport Beach City
boundary line, south of the City of Costa Mesa City boundary hne and north of Back Bay Loop
and Bay Vtew Terrace. This area includes portions of the Santa Ana Heights Specific Plan.
(Area 7) (Also known as Subarea 38, West Santa Ana Heights and the Santa Ana Country.Club).
In accordance with the California Environmental Quality Act and the City of Costa Mesa procedures. a
Negative Declaration has been prepared and is available for a 20-day review period , beginning Feb. 27,
2001 , jli the Planning Division of the pevelopment Services Department.
