terms used in the initiative.

Council will decide tonight on set-
ting definitions for wording used in
the proposed slow-growth mea·
sure, which ,has been cal.led con·
fusing and vague.
Last month, the council
approved an $11,500 study of how
the measure might affect the city if
it is approved at the polls this fall.

Density Initiative,· popularly called
the Greenl.lght lnitiative, proposes
to let residents have a say on
developments that require ma1or
amendments to the general plan,
the oty's guide for future land u,se.
•Major• is defined as a project
exceeding the limits of the general
plan by more than 100 peak-hour
car trips, more than 100 homes or
more than 40,000 square feet of
floor area.
These lh.resholds do not apply to
the city as a whole, but to each of
its 49 distinct neighborhoods. Each
area has its own history of general
plan amendments. As a result,
once any of the thresholds 1s
maxed out in an area, virtually eny
proposed develcpment would
require a vote.
City officials have said the prob-
lem is the half.page long irutiative
has a number of ambiguous tenns,
which could make the job of the
analyst conducting the study more
dilficult.

, COSTA MESA -lt began as .. a
low and distant nunbling, growing
louder as they neared, until they sur-
rounded me.
It was 11:45 a.m.1 lunchtime for
first-graders at Kaiser Primary Ceo·
ter.
Within moments, a line snaked
around the comer and out the doors
of the multipurpose room into the
gray morning. Students waited -
more patiently than I ever did as a
child -to pick up a plastic foam tray
of various odd-shaped sections that
bold the lunch de jour.
A smiling woman wearing a black
hairnet and blue apron continuously
placed plastic bags containing two
• tiny cheeseburgers on trays, pushing
them forward as little bands swept
them up.
My line mates informed me that
salads were also available, but that I
should eat the burgers. Far be it from
me to argue. Burgers it was.
As the line curved, we picked up

a packet with a straw, napkin and
plastic knife, fork and spoon.
Having reverted to childhood, I
snatched a chocolate milk before I
felt someone patting ine on the hip.
The little girl behind me held up a
strawberry milk. Tempting, but I
stuck with the chocolate for old time'
s sake.
Next was a tray piled with little
plastic cups of shredded lettuce -I
figured out hours later that it must
have beenJor my burger. Then came
bags of carrots and, last, a frozen
orange juice bar.
The kids took what they wanted
and left the rest.
Because it was cold and gloomy
and looked lilce rain, we had to eat
inside. Eating outside is much better,
Aid lia1ah Glenn, who sat next to
me.
"Because you can get straight to
playing,• explained the 7-year-old.
And so we ate inside.
Across the table, I watched Chan-
dler Fergus, 7, pull munchles out of
her lunch box and eat them.one at a
time.
All the students who brought their
meali had lunch boxes, but they
weren' t like I remembered them.
Now they all carry soft. insulated fab-
ric packs with zippers.
A few seats down, Lauren Terry, 6,
unzipped her lunch pack and began
assembling prepackaged pizzas, get-
ting more cheese on the table than
on the muffin.
"Look, look,• she said, as she bit
the center out of a piece of pepperoni
and~ck her tongue through il
Maybe things haven' t changed
that much -new lunch boxes, same
old fun.
Above the din of children's voic-
es we began to hear sporadic pop-
ping SOllllds. Isaiah jumped.
"Oooh. they' re gonna get a pink
slip,· he said.
After a few more pops a shrill
whistle sou.oded and they all stopped
in their tracks.
•Do not pop these bags,• shouted
noon monitor Eileen Shafer, holding
up one of the bags that held the.plas-
tic utensils.
ln less than a minute, the chatter
rose again to Us previous pitch.
After Chandler polished off her
apple, she zipped up her bag and
raised her hand. With a nod and a
wave from another noon monitor, Mr.
Gale, the young girl trotted out to
recess.
Isaiah infonned me that when you
are ready to leave you have to raise
your hand and wf)it to be excused.
I licked my frozen juice stick
clean, tossed it in the garbage and
raised my hand.

lettering, will be the first, most
visible indication that the
Adams Avenue movie house
is officially kaput:
Edward Theaters decided
earlier this month to pull the
plug on the space, which it
had run for 38 years.
Workers are also gutting
the 1nte rior of the theater,
wrenching out its seats .and
tearing up the carpeting.
Edwards, a Paul Mitchell
beauty salon will be opened.
Hair spray and conditioner will take the place of popcorn
and Jujubees. ' ·

was built," Genis recalled.
"They don't make theaters like
that any more, and it's really a

plexes today, you might as well ·
be in your living room watch-
ing a video screen."

and if they so choose, they should

help me through my own grief, their
reasons have everything to do with
not wahting to see another family

know about the circumstances relat-
ed to the death of theit child.

that the reasons for the Wiener's and
the.Soto's lawsuit have nothing to do
with money, however the reasons for
the criticism seems to have every-
thing to do with money. Sheryl

any money. Steve Smith is con-
cerned that money he raised is being
used to fund a lawsuit. A lawsuit
may not be the right decision for all
involved in a tragic situation, but It is
the right decision for some.
It is too much to ask that we as a

heart and without any expectations
in return.
Before one decides that this is a
"public relations• debacle, remem-
ber. the fact that a lawsuit is brought
does not mean that all that are
named in the litigation will be pay-
ing money. That was true in the
Irvine crash that killed my son, Don-
ny. In that case, there was public
condemnation which apparently still
lingers despite a settlement that did
not involve payment by the taxpay-
ers. Can't we, this time, reserve
judgment and be compassionate
until we see what happens?

John Wayne Airport afflicted residents and

longest runway in alifomia at 13,300 feet, is
fully operabonal, ha jet fuel and no conflict with
the fllght patterns of ther airports in the region.
It could become the inte tional commercial-
Wayne issue with each other. Building an airport
at El Toro will pennanently divide the residents
of Newport Beach and South County.
Working out an agreement that benefits all of
us wW help to rebuild this relationship. The tactic
of destroying one area to benefit another is creat-
ing nothing but incredible dissension between
Newport Beach and South County.
South County opponents of El Toro a big step
further: Discontinue all commercial airline opera-
twns at John Wayne WJth the understanding that
dll t>fforts to move John Wayne to El Toro cease
.md desist forever. The 18,500 residents of Lagu-
na Woods will gladly support the shutdown of
comme rcial air traffic al John Wc1yne (it's a lousy

LAX. Long Beach, Burbank and Ontario if New-
port Beach Will promise to drop its obsessive and
discredited effort to convert El Toro to a commer-

and Nort.fi San Diego counties. Now that's a real
olive branch. That's a clear call for a negotiated,
peaceful setUement and an end to the bitter war-
fare none of us wants.
South County needs to work with Newport
Beach on John Wayne restrictions as well a.s on
preventing El Toro from destroying our communi-
ties. It is time for all of us to work together and
resolve this issue and not let special interests dic-
tate how we resolve future aviation requirements
in Orange County.
