• Town home residents say motel next.door should fix a
crumbling wall damaged by guests, ask city to step in.
COSTA MESA -The wall looks
like a medieval ruin: cracked, mun-
bling and covered with ivy.
But residents of the French Quarter
Town Homes -a quaint housing tract
designed to look like its New Orleans
namesake-are hardly charmed by it.
"It just diminishes property values,

management to rebuild the wall and

even decided on Measure
A, the school board formed

to oversee spenchng or the
proposed $110-million
bond.
The Newport-MeSd Uni-
fied School Distnct Board of
Educotion established the
purpose, critena, composi-
llon and ope rations of a
two-tiered oversight sys-
tern. There will be a dJs.
lrictwide citizens oversight
commjttee, with 2a mem-
bers, plus commjttees of
seven to 11 members at
each school.
Tuesday's uutiai approval
of the system must be con-'
fumed by a final vote at the
board's April 11 meeting.
If voters approve the
bond measure in June, the
committees would koop an
eye on the funds, to be sure
the dollars are spent accord-
ing to the district's plan,
which was released in Jan-
uary. The money would be
used to re pair aging
schools.

The volunteers shared much-needed
playtime with the 60 kids, most left
behind by prostitute and drug-addicted
mothers.
The church group accidentally dis-
covered the orphanage last December,
and members have since raised money
and lent manpower to keep El Centro
Cristiano alive.

Women of Distinction by the
Girl Scout Council of Orange
County. •
The women will be hon-
ored at a luncheon set for
11:30-a.m. to 1 p.m. April 5 at
the Irvine Marriott The Girl
Scouts of America national
president will be on hand to
deliver the awards.
"The Women of Distinction
award annually recognizes
women whose professional
achievements and personal
success eiemplify the values
of the Girl Scouts,• said Chris-
tine Shingleton, the Orange
County Council president.
"We're pleased to honor Mar·
garet and Jeah for their com-
munity leadership and their
commitment to their ideals.·
Both women said they felt
honored, indeed, and hum·
bled.
Gratton received a letter a
few weeks ago ~erting her to
the news; she dJdn't even
know she was nominated.
Jean Watt
leadership, community and
group dynamic skills through
the process.
Over the years, she has
been a troop leader, day camp
director and board of directors
member. In addition, Watt has
been active in many environ-
mental issues in Newport
Beach, including helping to
form Stop Polluting Our New·
port.

week's CIF Southern Section
Council vote to prohibit
teams from moving up in sports
with enrollment-based playoffs
was as predictable as it was
powerful.
But, as with most legislation that
comes through the section council,
coaches and athletic administrators
were negligent about bringing
their considerable expertise and
clout to the discussion, before it
ever came lf a vote.
As a re~ar a ttendee of section
council meetings for close to a •
decade, I've seen a handful of
proposals shot down by the mere
protest of an informed and .
passionate coach. If this dissent
comes under the umbrella of a
sport's coaches' advisory
committee, the council nearly

Yet, when the
playoff fates of
several schools,
none affected
more than
Back Bay
representatives
Corona del Mar
and Newport
Harbor, came fo
the floor Thursday, not a syllable of
cautiOR came forth from coaches
who railed (correctly, I believe)
about the news of its passage later
that same day.
Los Alamitos Vice Principal
Jerry Halpin, as misguided as he
may be, was thorough in his
presentation, which included a
researched handout. Upon
introducing the proposal at the
previous council meeting, Halpin
rallied initial support with a
particularly effective tale of woe
about last year's Division I baseball
playoffs. in which nine schools
played up, forcing less
credentialed Division I schools to
play on the road, or play a stronger
first-round opponent.
I'm not about to defend the
proponents' position, but you'd be
surprised how much a few snappy
graphics and the lack of a
dissenting voice can sway some
council representa tives. Those
representatives, mostly principals
with relentless schedules and
responsibilities, likely spend about
as much time pondering the
unique competitive landscape of
boys and girls volleyball and boys
and girls tennis, as their students
spend contemplating their
retirement.
I So, when principals are

on a 6-0 run to tie the' score.
N8wport hung tough. With the game tied 1 at 15-15, Clayton smoked a kill past the
