specter of J acob Marley in
locks and chains, jangles on.
It speaks of greed. It speaks
of want. It speaks of the past
and the present and maybe
even the future. too.

director of the short films pro~
gram for the Newport Beach
Film Festival. "It's been non-
stop 'on' all ~eek.•
But if Forrest allowed him-
self a moment of frailty on the
ride up to the hotel's restaurant,
it wasn't much more than a
moment. And when be sat
down to talk about his favorite
subject - short films -the
baseball-capped Forrest sud-
denly blossomed into his stan-

continues to corrode the
morale and mental health of
the Newport-Mesa Unilied
School District.
Why else, as the district
prepares to ask voters to
approve a $110-million bond,
does the conversation tum to
a man five years ln the
grave?
Why else, as the topic of
financial accountability is
debated, does the name of
this convicted felon renew
itself, metastasizing like a
cancer?
Why does Stephen Wagn-
er still scare us?
On first glance, the local
school district is Little differ-
ent than districts across the
state. It's worn down. Broken.
ln need of repair. Ceilings
are collapsing. Bathrooms
don't work. Classrooms are
in disr2pair.
Tb.is , in the face of a
booming economy in the
heartland of the good file, is
what we offer our students.
The easiest cure is a bond.
As with dozens of school dis·
tricts elsewhere, a bond is
seen -by many, at least -
as a generational obligation,
a roll-up-your-sleeves
covenant, a collective agree-
ment that it's time to put our
schools back together again.
U something's broken, we
fix it.
The estimate is that New-
port-Mesa is broken to the
tune of $163 million. The
bond would drum up most of
that money and, with good
luck, matching state funds
would supply Ute rest. With
that money, experts contend,
the schools can be repaired,
even upgraded. Voters will
decide the fate of the matter
on J une 6, in a special bond
election.
But when it comes to mon-
ey, there's a strange undertow
in Newport-Mesa.
Wagner, once a finandal
prod1gy, was the district's bud-
get czar. He was arrested in
1992 after it was discovered
that he bad embezzled more

Moments later, Riley lost con-
trol of bis roadster, then slammed
into a median and flipped over.
Pinned beneath the car's weighty
frame, he screamed for his daugh-
ter.
There was no response.
Aided by Newport Beach para-
medics, Riley was taken to a hos·
pltal, only to be informed later
that Yvette had died in the acci-
dent.
•Tb.is is the most devastating

from his Corona del Mar home.
He escaped major injury and the
physical aches are healing with
the help of a support brace
around his waist. However, be

ners of speeding blueprints
for a shopping center through
the approval process, effec-
tively shielding the project
from serious public scrutiny.
The council unanimously
approved the plans for the 17-
acre site at 3030 Harbor Blvd.,
which will include a restau-
rant, Target discount store
and outdoor garden center.

ney for homeowner Al Morel-
li, who _appealed the Planning
Commission's decision to
approve the project Tuesday.
Lee said Morelli will prob-
ably apply to the City Council
for a rehearing. U the council
votes to not allow the second
bearing, Lee said his client
may file a civil lawsuit against
the city.
Morelli appealed the pro-
ject to the Planning Commis-
sion last month, saying it
would bring noise and tralfic
to the neighborhood. Without
Morelli's appeal, the project
would not have required a
oulnfc hearing because it
eefnformed with city codes,
sakt'dty planner Perry Valan-
tine.
Morelli took the item to the
City Council on Monday after
the Planning Commission
approved plans fo r the shop-
ping center. The meeting was
punctuated with name-call·
ing, tearful testimony and
accusations of unfair collu-
sion.
Lee said the project actual-
ly did break several city codes
and accused city officials of
attempting to avoid the public
hearing process. He cited a
letter -written by developer
James J . Theusch to City
Manager Allan Roeder -as
evidence of a shady agree·
ment between the two to
speed up the approval
process. The letter, dated July
1999, does not specifically
mention any such agreement.
Roeder said Tuesday be
doesn't nonnally meet with
developers in the early plan-
ning stages, but he did in July
to encourage them to seek
public input as they planned
the site. He said he lea.med
the importance of public
input after extensive debate
over a similar shopping cen-
ter on Harbor Boulevard.

to stress the importance of
meeting with residents in the
neighborhood.•

in the accidental slaying of
two bank robbers. High
school students at the time
of the killing, the now
grown men have never told
anyone about their actions.
Confronted by police who
question one of the friends
about the weapon used in
the shooting, they meet at a
secluded cabin.
Their ultimate chofces are
influenced by the profes-
sions they have chosen: a
slick lawyer, a pious priest, a
law-abiding police ..officer
and a nefarious developer.
Unlike pnor coming-of-
age flicks, such as "Stand by
Me• and "Sleepers,· the
friends in this film tear each
other apart, Each friend
admits they contrlbuted to
the cover-up, but which one
of them will take the fall?
Tilrough a series of accu-
sations, revelations and
somewhat of a vindication, a
resolution is found. This film
is abound in twists and turns,
leaving the audience guess-
ing until the end. Someone
has to pay for the murder,
making Uus film worthy of

ume, radiating film fervor like

COSTA MESA -After two meetings, it's
apparent the re isn't a lot of difference between
the baseball teams at Costa Mesa High and
Estancia.
But thE!re are those three games in the Paahc
Coast League standings.
The visiting Mustangs (6-7-1, 3-2 in league)
made sure the latter gap widened Tuesday, rally-
ing for a 3-2 victory in eight innings to remam
tied with Corona del Mar for second place.
"We had to have it,• said Mesa Coach Kirk
Bauenneister, whose squad clinched the best-of-
lhree cross-town series.
The win, combined with a 3-2 Mustang tri-
umph March 17, earned Mesa the inaugural
noxel 'ltophy, named after the late Paul noxel
who coached at both schools.
Estancia junior Armando Ortiz was the tough-
luck loser for the second straight time against the
Mustangs. He p itched his second completo
game against Mesa, but bad to settle for the
healthy respect of his rivals.
