NEWPORT BEACH -
The city's shoreline is one of
the best urban beaches in
America. according to a
r~port that will be released
next week by The Surfrider
Foundation.
The group's #State of the
Beach• report. which it plans
to release to the public Tues-
day, is a broad assessment of
the condition of America's
beaches. It also contains a
ranking 9f urban beaclies.
On that list, Ne....,ort
comes in at No. 5.
Christopher Evans, exec-
utive director of the group.
said the overall picture of
American beaches given by
the report is not particularly
encouraging.
He said there is room for
improvement in terms of ,the
level of information the pub-
lic is able to obtain about
beach conditions, and in
terms of the quality of those
conditions.

to is that the public is sys-
tematically being eliminated
from participating in coastal
zone management,• he said.
Many California beaches
came out looking better than
those of other states in the
Surfrider report. The study
concluded that California
has high standards of beach
accessibility and availability
of information about water
quality, Evans said.
Newport's high ranking
on the list is good economic
news, said Rosalind
Williams, president and CEO
of tpe Newport Beach Con-
ference and Visitors Bureau.

Measure A on Thursday I?'
Moorlach completed hlS evaluabon of the New-
port-Mesa Unified School Distnct's $110-million
school bond measure that will go before voters June
6 -and 1t fared even better than supporters had
hoped.
ln four of five categones. Newport-Mesa received
an A. In the filth area. which looked at how the bond
money would be used. Moorlach awarded the ctistnct
the highest possible grade -an A+.
Overall, the plan received an A

The Newport Beach real

eager to return to Wichita,
Kan., with her two brothers
and mother, who back then
.was a 24-year-old single par-
ent unable to provide for her
four children.
Mason's older sister,
Melody, wbo served as a sur-
rogate mother for the three
during their five years at the

vague snapshots, mostly
unpleasant ones. She was
only 18 months old when she
first arrived there.

A team of OCC marketing stu-
dents that won "The Lab Anti-
Mall Artful Business Scholarship•
will introduce their winning pro-
posal from 11 a.m. to 5 p.m. Satur-
day at the mall.

Walsh. and Kara Noone won first
place in the coinpetition, in which
OCC marketing students competed
for a $1,050 cash award. The team's
proposal, "Artists Unleased," was .
their concept for a free show of stu-
dent works that reflects the artistic vision of The bab.
The Saturday event will include·
an art contest with featured wo!ks
from art majors at OCC. The artis!S
will be stationed throughout the
mall, and attendees will be able to .
watch the crea'tive process in
actiori.
The student works will be
placed in two categories: painting,
drawing and collage, and sculp-
ture. ceramics and jewelry. After-
ward, a group of Judges will
decide the winning entries, fol-
lowed by a sale of the completed
pieces.
OCC plans auditions
for summer-plays
OCC will hold auditions for a
pair of summer plays as Po.rt of its
"One-on-One Festival" at 5:30 to
7;30 p .m . Monday in the Drama
Lab Studio.
The festival, which runs July
26-30 and Aug. 2-6 in the Drama
Lab Studio, will feature two plays:
"Talking With,• and Eric
Bogosia.n's •Drinking in America.• •
Both feature monologues and
mono-dramas.
Both plays are directed by OCC
theater professor Alex Golson, who
will be assisted by two student

introduce the preschool
children to the wonderful
world of Costa Mesa ele-
men~ry schools.
Head Start is a child
development program de-
signed to meet the educa-
tional, emotional, social and
health needs of children
and their families. · .
•They teach about 'don't
hit' and 'do nice things,'"
said 5-year-old Halana Mar-
tinez, who graduated from
the Head Start program last
year.

the event is to help make
the transition from pre-
school to kindergarten easi-
er for children, said Lynn
Bach, the child d eyelop-
ment ·supervisor of Costa
Mesa Head Start.
There were also a variety
of community and social
services represented at the
picnic, so families will know
where to get help if they
need it in the future, she
added.
The program's services

Cox leads effort to creat.e
thriving e-commerce
Rep. Christopher Cox led the dri-
ve to protect commerce on the World
Wide Web, scocing a victory when
the House voted Wednesday to
delay adding any new Internet taxes
until 2006.
Cox (R-Newport Beach)
launched the bill to prevent Internet
taxation at the federal, state and
local levels in Fe bruary.
"The new economy empowers
individuals, but only if they can afford
to partidpete,. Cox said • Lawmak-
ers who care about the digital divide
shouldn't tax the Internet.
The push for a moratorium on
levying the electronic economy
began after some states started to.
tax residents for Internet access.
These states, which did not include
California, wanted to tax the month-
ly fee customers pay' to service
providers, such as America Online.
The bill would also affect Internef
shopping by barring double taxation
by two or more states for products or
services purchased online. It would
also px:event double taxation of
.Jnt~met start;up companies that
have services in one state and a
warehouse of goods in another, but
are levied by both.'
However, the bill must still pctss
through the Senate before it can be
introduced as federal legislation.
The issue is an important one
here in Cox's district,. where many
Internet companies are based
"The new economy is generating
tremendous revenue for individuals
and government alike, more than
ever in history. We can help this con-
tinue by enswing people that the
government will not place discrimi-
natory, multiple or access taxes on
the Internet at the feqeral, state or
local levels," Cox said.

Jackrabbits still have their dates. Mean-
while, Newport Harbor High has anoth-
er match m the second round of the ClF
Southern Section DiV1S1on I playoffs on
Tuesday.
The vis1ung Sailors jumped on host
Long Beach Poly early and held on for a
15-7, 15-7 , s,.15, 15-9 victory Thursday
in a CIF hrst-round match that was
moved up a day because or Poly's prom.
While the Jackrabbits are dancing,
Newport wttl find out who it will face next
when favored San Clemente and Corona
meet io a first-round match tonight.
The Sailors ( 18-5, ranked No. 9 in
Division I and runners-up in the Sea
View League) had litUe trouble in win-
ning their first two games by 15-7 scores.
Brad Craig recorded two of Newport's
first three points with a kill and block as
the Sailors took a quick 5-1 lead. .
The only times Newport ran mto trou-
ble in the first two games were after
Long Beach Poly timeouts. After a time-
out m the first game, the Jackrabbits
(16-2 and Moore League Champions)
pulled to 6-4. But two mistakes proved
costly, and the Sailors ran away with the
first game behmd Billy Clayton and ·
Blake Tippett.
Another Poly llmeoul came after
Newport took a 6-1 lead in the second
game. Thanks to some Sailors' miscues,
