"I didn't know anything about soccer. I played foot- ball, basketball, and base- ball. When I first started coaching soccer, I used bas- ketball terminology. But eventually, I became a stu- dent of the game: He certainly has. The Southern California native grew up in the San · Gabriel Valley and attended Cal Poly Pomona, where he played one year of football and four years of baseball. His baseball team won the Division II National Champi- onship in his senior year. He married, Suzanne, and moved here in 1977, giving birth to five daughters along the way. But 14 years later, John Reilly said he's glad he traded in coin Laundro- mats, which be owned before, for an office overlooking the water. "These are very nice, high-type people," ~e said. •A coin Laundromat has a different clientele, so to speak." A Newport Beach native, Reilly got into water activities early on. ·1 sailed, I fished, 1 surfed,· he said. • 1 did the whole thing." • On the wall in his office ha ng sev- eral fa ded photos of his wife, Jeanne, a French and Spanish teache r at Newport Harbor High School. Reilly's also in many of them, a trophy marlin dangling between the couple in one. Jeanne once caught a 201-pound specunen, Reilly said, addmg that be 'I sailed, I fish~d, I surfed. I did the whole thing.' John Remy Newport Beach wasn't the least bit jealous. •I've got more marlin than she has,• he said, smiling. "But she got the big one." As the manager of the dty-owned basin, which includes 172 boat slips, the Galley Cafe, 39 garages, a ship- yard and three apartments, Reilly's job is to take care of everything. He gets the re about 7 a.m. and stays unW 4 p.m. During that time, be takes care of cracked dock boards, broken rails, the trash and bathrooms, collects rent checks and manages ten- ant accolints. "I'm basically maintaining the whole facility," be said, adding that be John Reilly's job keeps him close to the harbor and busy from early in the morning has a part-time helper to keep things in order. While the basin's annual budget is $75,000 a year, it takes in about $1.5 million in revenues, Reilly said. Since some of the· boat owners have been renting their slips for decades -one of them has been there since 1949 -he's formed rela- tionships with many of them over the years. Asked why people would rent slips in the city marina rather than at a pri- vate yacht club, Reilly said boat own- ers pay less rent. And "this is one of the nicerfadli- ties in the bay,• he said. But then again, skippers don't real- ly have much choice about where to park their boats in Newport Harbor. •There's no slips.~ Reilly said, not- ing there's a long waiting list for spaces in the basin. •The demand in Newport is just tremendowv ... The project, whi.ch seeks to trans- form South Coast Metro into a pedestrian-oriented cultural arts district bordered by Bristol Street, Sunflower Avenue, Avenue of the Arts and the San 'Diego Freeway, is a collaboration between Common- wealth, the Orange County Per- forming Arts Cenu:1 and South Coast Partners, the owner of South Coast Plaza. The South Coast Partners and the Center's portions of the project were approved earlier this year, but Commonwealth's part has been held up mainly because of disagree- ment about the length of time the developer has to maintain lsamu Noguchi's California Scenario sculp- ture garden. Intense negotiations on a pro- posed development ~reement between the city and the developer have been ongoing for months. A plan for the Theater Arts Dis- 'trict has yet to be drafted and Com- monwealth said it can't agree to unknown amounts of parking and money. Developer spokesman Phil Schwartze said he hopes to per- suade-the city to agree to a fixe<,f number or a cap on the amount. If no fixed amount is agreed on, the developer could wait until the Theater Arts District plan is approved, which would include the amount of money and parking that would be required, and in turn put those set amounts into the devel- opment agreement at that time. City staff recommends the coun- cil postpone the issue for a couple of meetings to allow the staff to evaluate Commonwealth's request for a lengthier postponement .. RESIDENTIAL DEVELOPMENT STANDARDS The council will consider giving final approval to new standards for residential housing. The Planning Commission had recommended the council adopt standards calling for mini- mum lot sizes of 3,000 square feet with average lot sizes of 3,500 square feet: • What to expect: Councilman Chris Steel, who voted with the majority May 7, said May 8 that he would suggest the council reverse its decision in order to allow the El Camino housing project to occur. Instead of giving final approval to the proposed standards, the council could decide to give prelim- inary approval to standards with a smaller minimum lot size. PAlllllG PIOHlllTION STUDY The City Council will consider approving a pilot program that would prohibit parking in the Mesa Del Mar tract on street-sweeping days. The council was sctleduled to review the proposed program May 21, but the issue was postponed because oth'er issues -including debate about plans for East 17th Street -took the meeting past midnight. · If approved, the pilot program would last six months and city offi- cials would study the neighborhood to determine if the program could work citywide. · Peter Naghavi, transportation services manage.r, said the city is proposing Mtrsp Del Mar for the pilot program because it includes easy freeway access, dead-end streets, apartments, single-family homes,, short and regular driveways -many of the variables that could affect street ~leaning in the rest of the city. • What to expect: The city staff recommends the council approve the program. If approved, the staff will report its findings to the council at the end of six months. ..) -Jennifer Kho The Irvine Ranch Water District bas decided to h elp fund a watershed study of ,San Diego Creek and Back Bay. The district's board unanimously approved an $80,000.payment for the study e t a meeting last week. The U.S. Army Corps of Engi- neers is overseeing the $2.4-million project. The district is one of a handful of local agen- cies that will chip in 50% of the · project's cost. Other pa rties include Costa Mesa, Newport Beach , Irvine, Santa Ana.. Tustin, Lake Forest, the county of Orange and the. Irvine Co. Each will pay $80,000, said Larry Paul. the county's man- ager of watershea and environmenta l pro- grams. The engineers began the two-year study in January 2000. The study is looking at potential projects that could improve the water quality arfd habi- tat within the wa ter- shed. Fortunately for Rea's No. l squad, its first-half performance, that included four goals, was enough to win this year's title, 4-3, as the Sharks held off the Kaiser No. 1 team in the second half. Rea, which had beaten Wilson, 3-1, in the semifinals, took control of the game after 10 minutes of score- less, defensive action. Kaiser earned three comer kicks and on the third, the Sharks retaliat- ed with an aggressive counterat- tack. Denny Perdomo squirted a pass ahead of Isa1 Viveros, who fin- ished it for the 1-0 lead. Less than five minutes later, Eric Duarte controlled a loose ball and netted another goal, which brought loud yells from Rea's sideline, where Principal Ken Killian, teachers and students cheered. A high sdiool boys soccer coach for 21 years at Edison, Dana Hills and Marina and a collegiate men's coach for 23 years, McLeish was inducted into the Biola University Soccer Hall of Fame last fall, an honor he cherishes. McLeish, a Spanish teacher at Marina, was the head coach at Biola for five years, but, following the 1985 season, the school wanted a full-time staffer coaching the men's soccer team, so Biola added soccer to wrestling coach Matt Orr's duties and McLeish landed at Southern California College (now Vanguard U.). ·1 felt we just started building something up there,• McLeisb said. •For them to come back and ask me many years later (to be in the Hall of Fame) was really an exciting thing for me.• In 1981, his first year at Biola, McLeish led the Eagles to their first NAIA National Tournament and their highest national ranking (No. 8) to that point. Biola won the NAIA District m title and McLeish was the Coach of the Year. 1\vo years later, Biola made it back to the District m title match and finished second. In five sea- Soccer Club team in San Cleinente, is 107-130-10 at SCC/Vanguard. McLeish began his collegiate c.oaching career at Cerri~ College in 1978, and, in ,llis second year, the Falcons won the South Coast Conference championship and advanced to the state semifinals with an 11-6-1 mark. "I joke with people, bec~use I enjoy teaching and coaching so much, that one of these days I'm going to get a real job,• he said. ·aut it might be too late for that. It's very fun. Both teaching and coaching become easy when you enjoy doing something like this .• In addition, McLeish has served as coach of U\e U.S. Olympic Development ProgrAm. Most recently, he was coach of the Region IV boys in the ODP, which includes the western 14 states. He bas also served with the Los Angeles Olympic Committee in 1984 and the World Cup Orgailizing Committee in 1994. Over the years, Mc:Leish bas won over .C80 games in high school and college and many of his players.have advanced to national and professional teams.
