Wayne Airport, other parties may

the airport's settlement extension is con-

hash out the final deal to extend John
Wayne's flight restrictions, other affected
groups will lleed to be brought to the

not tipped their
hands in revealing their opinion on the
issue, leaving Newport Beach officials to
worry that they could scuttle a workable
compromise.
The airlines, which have operated at
John Wayne since 1985 With a laundry list
of restrictions that includes a mandatory
curfew, could sue or lobby federal aviation
regulators to lift the limits on daily depar-
tures and the cap of 8.4 million annual
passengers.

A fter spending the morning in
prayer Sunday, the congregation
of St. John the Baptist Catholic
Church spent the rest of the day
in celebration.
In a playing field behind its 1015 W.
Baker St. location, the Costa Mesa church
attracted thousands to its second annual
three-day carnival over the sunny week-.
end before capping it off Sunday evening.
•This worked out great and we never
could have done it without our volunteen, •
said resident Den Peterka, a firefighter
who chairs the camival board of directors.
•(compared to last year), we had more
people attend, more people participate,
and as a result. we've grown.•
Last year, the church threw its first
three-day carnival, attracting about 5,000
people and raising more than $10,000 for
church projects.
This year, Peterka expects at least that
many people to enter through the festival's
gate. The revenue will retrofit school d~
rooms and restrooms -now more than 40
years old -to meet modem-day earth-
quake and other codes, Peterka said. His
five children attend the church's school,
which serves students in kindergarten
through eighth grade.
This year's proceeds wW also help pre-
pare for a major project to build a new
church near the intersection of Babb Street
and Baker -where the rectory is today -
and convert the existing church into a
parish ball.
•Fund-raising is obviously one piece of
this event, but it's a secondary goal to get-
ting.the community to see each other,• said
Father Jerome M. Henson, pastor of the
church, who also described the event as a
family outing. •There are some 2,000 reg-
istered families who belong to this parish
and while you're inside. praying, you don't
always get a chance to meet the person
across the aisle.•
Henson said volunteers went to neigh-
boring houses offerlng ftee food tickets for
the event. inviting them to attend and apol·
ogizlng ahead of time for any noise and
music problems.

•Newport Beach will again create
a citywide utilities department

NEWPORT BEACH -First they were
separated. Then the economic downturn
of the mid-1990s had city officials com-
bining Newport Beach's public works
and utilities departments under one roof.
With longtime Public Works Director
Don Webb at the helm, things went
smoothly over the last six years. But
Webb's imminent retirement on July 12
and the arrival of Steve Badum as his
replacement got City Manager Homer
Bludau thinking about splitting the
department again. City CQuncil members
are likely to approve the move at their
meeting on Tuesday.
It's not that he doesn't think Badum's
capable to do the job, Bludau said.
But ·1 really want him to concentrate
on issues that are most important,• he
said, adding that ambitious endeavors
such as the Bonita Canyon Sports Park,
the Balboa Village unprovement pl'O)ect
and the American Trader oil spill projects,
as well as managing the engineering
staff, deserves Badwn's full attention.
"That's what I want his focus to be,·
Bludau said. ·1 want him to concentrate
on that without giving his attention to
[the utilities division], and he would want
to do thal I think it's best right now for
the city's organization to separate the two
[divisions).·
The move would not mvolve the hiring
of new employees. The new public works
department would have 33 staff mem-
bers. The new utilities department. which
indudes the dty1s electrical, oil and gas,
water and waste water divisions, would
have 51 employees.
Eldon Davidson, currently the utilities
service manager, would become the new
department's director and report to Assis-
tant City Manager Dave Kitt. The public
works director would continue to report
directly to Bludau.
" While Davidson's base salary of about
$101,708 would increese by 5%, a third ol
Kit.f's $110,000 base salary would come
out ol the utilities enterprise fund rather
than the general fund, hence freeing up
money for other uses.

and he'll pause for a moment. Then, the
words come shooting out of his mouth.
•Kids are great,• said the 36-year-old
Newport Beach native, who returned to
Orange County from the San Francisco
Bay area just a few months ago.
•They don't take the world so seriously
yet. IGds are easier, (more fun], they get
into it. You can have a much bigger
impact on their sailing career than when
they're 40.•
Not that Kent doesn't work with older
sailing students as well -he also teaches
classes at Orange Coast College.
But the 120 kids, ranging in age from 6
to 18. that he works with at the yacht club
come first. In that respect. he fits right in

with club members, who decided to
reserve the basement of their clubhouse
for young sailors.
•And then they put two feet of con-
crete above them,• Kent said, laughing
about the think ceiling that separates the
basement and the niain floor. When kids
make noise downstairs, it doesn't really
matter to folks up above, he said,
Apart from Kent's office, there's a large
storage area for boats, room that's used
for meals and classes and a social area
with ping pong tables and other games.
The youth sa1llng program is open to any-
one who fits the age range. Subsidies
from club members keep fees to about $3

said, taking on that other favorite sport
among Newport Beach kids. "You have to
think hard. With soccer, you just run after
a ball.•
He'll also oversee the new spring and
fall sailing programs that la.st for eight
Sundays.
"I just take care of the kids, run all the
classes, hire the instructors and keep the
boats up," said Kent. who started sailing
with bis father in Newport Harbor when
he was 7 or 8 years old.

An avid horticulturist as well. Kent added
that he's interested in •anything outside.•

I recently received an e-mail from New-
port's Harbor Master -Capt. Marty
Kasules of the Orange County Sheriff's Depart-
ment -inviting me to lunch to meet Raynor
1Suneyoshi, the new Director of the California
Dept. of Boating and Waterways.
Marty is an asset to Newport Harbor as he is
not only o lawman. but also a boater who is
very knowledgeable about our harbor.
Marty had just finished showing Ray around
Newport Harbor, and the two were already
seated when I arrived at the Yankee Thvem.
After just a few moments, I could tell Ray was
interested in boating and not just a govemmen·
tal appointment While we were having lunch,
as well as a lot of conversation. Ray was con·
stantly on his c:e1l phone actually trying to solve
statewide issues for his department and boaters.
Whether you are a boater, a woterside home-
owner or just enjoy the marine environment, 1t
ls very enlightening to know two public officials
who octually c.are about their jobs and want to
do the best for the nautical community.

Last week, cruising at 20 knots, I delivered a
53-foot mofor yaCht from Newport Harbor to a
mooring can in Avalon. I finished the trip
before noon.
Starting ont from Newport, the seas were
mix4!<1 and bumpy, only to flatten out the closer
we got to the lee of the island. It's nice to finish
a delivery before noon and to get back to New-
port quickly. Most of the time l take the 15-
-:tntnute helicopter flight to Long Beach, but that
doy I did not liave anyone who could pick me
up at the b eliport next to the Queen Mary.
It made me made we wonder why there is
not a copter service from Avalon to John
Wayne Airport.
So, I decided to spend time around Avolon
and wait to take Bob Black's Catalina Plyer back
to tbe Balboa Pavilion that afternoon. I ride o Jot
ol pesseoger fenyboats in my travels, but I was
very 1mpiessed with tbe ccmfort and smooth. fast
ride aboard this catamanm. The aew was friend-
ly, ond I sat with a few other delivery captains
who bad just finished dropping off other yachts.

WHAT HAPPENED:
Planning commissioners approved an
expansion project of the Boy Scouts sea base
on West Coast Highway.
WHAT IT MEANS:
The Scouts may now take their project to
the California Coastal Commission, which
also must approve it. The
expansion Includes an 8,092-
square-foot sailing building
and a 6,4QO-square-foot r<YtN-
ing building, and more than
doubles the base from 9,943
square feet to 22,060 square feet. Scout offi-
cials agreed to move the sailing building 5
feet closer to an existing building on the
western end of the base to preserve a larger
bay view corridor for the public.

is a significant concern. We're taking away a
public view ... that can't be replaced ... -

WHAT HAPPENED:
Planning commissioners approved a use
permit for the Riverboat Restaurant on East
Coast Highway.
WHAT IT MEANS:
After months of negotiations with neigh-
boring Linda Isle residents, the restaurant's
owners will now be able to
offer outdoor dining on the
boat's stem deck. Island home-
owners had iomplained about
plans to also open up the bow
deck. which sits closer to their
homes. Under the permit. the restaurant own-

WHAT HAPPENED:
Planning commissioners recommended
t he City Council consider a coastal bluff
development policy during t he pending gen-
eral plan update.
WHAT IT MEANS:
While commissioners originally hoped to
review new house projects along Corona del
Mar's bluffs to ensure the bluffs
are;preserved as much as possi-
ble, coundl members rejected
that Idea, telling commissioners
to come up with a set of objec-
tive guidelines for such a review
instead. Planning department offklals pre-
sented such guidelines at the meeting. and
commissioners decided to leave it up to coun-
ci.1 members on what steps to take. C<>Undl
members may either set up a review process
of bluff projects or change a ~icy that calls
for bluff preservation. Commissioners pointed
out the inconsistency of having a preservation
policy in place with no means to enforce it.
• Commissioner Ste~n· Kiser abstained from the
~te. Commissioner Anne Gifford was absent from
the meeting.

The Federal Aviation Administra-
tion, pushing for more runways across
the nation to relieve an inaeutngly
cluttered air transportation system,
may also weigh in on the dee!.
In a Memorandum of Understand-
ing approved May 22 by both parties,
Newport Beach and Orange County
agreed to study three alternatives to
the current setup.
Under the city's proposal, the pas-
senger cap would jump from 8.4 mil-
lion to 9.8 million, another 12 daily
departW'es would be added and the
airport would convert four general avi-
ation Oight gates for commercial use.
In exchange, the nighttime curfew
would be extended until Jan. 1, 2026.
1\vo other alternatives offer greater
expansion of the terminal. {)Jle caps
passengers at 10.8 million. The other
removes the passenger cap altogether
and would allow four more gates
immediately and another six in 2006.
Instead of taking Newport Beach's
proposed deal to the airlines, the
county should offer the industry a fist-
ful of options, Airport Commissioner
. ..
David Markley said.
•Going to the airlines unilaterally
seems dangerous:• said Markley, an
appointee of Supel'Visor Tom Wilson.
•They could ask for more than (New-
port Beach has offered).•
WAITINI FOi A IESPONSE
Jobn Wayne Director Alan Murphy
has forwarded the proposals to each of
the airlines, as well as the Air nans-
porl Assn., the Industry's trade group.
In the next few months, Murphy
said he will begin face-to-face meet-
ings with the airlines to hear their
respo~s to the various proposals.
But that hasn't happened yet.
'"We're not going to have much
reaction to it,• said Roger Cohen, a
spokesman for the association. ·we
have not had a chance to review it.•
•The question hasn't been asked
and they certainly haven't given us
their opinion either way,• Murphy
said. •w e need to make sure we bring
them into the loop.•
Several individual airlines were also
not quick to offer reaction. The airlines
that use the airport include Alaska,
Aloha, America West, American, Con-
tinental. Delta, Northwest, Southwest,
nansworld, United and us Airways.
Alaska spokesman Jack Walsh
summed up the airline's see.mingly
lack of a stance one way or another.
·we really aren't in a position to
say (what the airline's position is),•
Walsh said. •we plan to review it.•

Another major player in any air-
port debate is the PAA, which regu-
lates the National Airspace System.

60,000 general aviation filghts move
through the nation's aJrports each day,

Congested airspace and complex
scheduling has begun to cause
increased delays and cancellations for
travelers, according to the plan.
To relieve the pressure, the report
calls for new runways and moderniza-
tion of the FP.P:s communication and
navigation systems.
Given all that, the agency could be
reluctant to bless an extension of restric-

Under a Newport Beach
proposal, the annual passen-
ger cap would increase to 9.8
million while daily departures
would up to 85 -a 16%
increase for both. The airport's
mandatory nighttime curfew,
put in place prior to 1985,
would be extended until 2026.
Nelson said the ~line
expects the curfew to stay in
place past 2005. It was grand-
fathered into effect past 1990,
when Congress changed fed-
eral law to require airports to
seek federal approval for new
restrictions.

secure the restrictions, airports must

thousands of fans and an
NBC television audience are
probably over, or dose to it, for
Brian Lewis.
If that's the case, at least the
former Corona del Mar High and
Orange Coast Coll~e standout
can say he enjoyed a Hall of
Fame career.
Lewis, who played some ol bis
best volleyball in 2000, has been
in •a holding pattern since
October• because of
management problems on the
Association of Volleyball
Professionals Tour.
The 12-year pro, who has won
over $900,000 on the AVP Tour,
was once the epitome of a
tanned, muscle-bulging pro
beach volleyball heart-
throb.
While Lewis
continues to work out
regularly and is in the
best shape of his life,
he spends most of his
time now with bis
family, which includes

an infant son ..

was able to play during the pro
beach volleyball heyday and
earn a decent living.

and compete and be successful

helped Corona del Mar win the
CIP Southern Section 4 -A
championship in 1985, his junior

After graduating
from CdM in 1986,
Lewis played two years
at Orange Coast,
leading the Pirates to
state championships in
1987 and '89.

sure (getting tired) doesn't
happen too often.•

overwhelming at the time ... Jose

back then. if we ever had

Including international titles,
Lewis has won 15 tournament
championships in his career. But
bis first at the CueJVO Gold ranks
at the top.
Lewis, an avid surfer, was
inspired to play volleyball after

Harbor, OCC) lead Team USA to
the gold medal at the 1984
Olympic Games in Loi Angeles
with bis father.

science summer school class at
OCC, be checked his messages on
bis cell phone and his mother
revealed the good news to him.
"Texas did come as a surprise to
me,• Beerer said. ·1 didn't know He met with a Rangers' scout.
Todd Guggtana, Thursday, which
resulted in a draft-and-follow agreement.
Said Beerer, "Knowing that I was going to
be a draft-and-follow, I didn't think I was
going to go that high. I felt fortunate, for
Texas to take me that high. (The Rangers)
must have thought highly of me."
After battling back problems throughout
his senior year as a Sailor, Beerer missed
most of his final prep season to rehab. His
comeback was better than he expected when
he earned first-team All-Orange Empire
Conference honors for OCC as a freshman
this spring.
He gained first-team status as a utility
player, finishing the regular season with a •
.370 batting average, the second-highest
mark on the team. Beerer also posted a 5-2
pitching record to go with a 2.73 ERA. He
struck out 52 and walked just 14 in 69 1/3
innings of work.
M It's just all my life I wanted to play
beyond the college level,• Beerer said of
what mbtivated him to fight through his back
injury and continue in the game. "Things •
were up in the air for me because of' my back
injury. I was just looking to get back into il
Luckily, I fit right into OCC. I bad a greiit
year. I surprised myself, especially, coming
they were that high on me. They
took me as a pitcher, but they know I can
play other spots. They believe my best spot is
as a pitcher.•

The Pirates' coaching staff has been
instrumental in Beerer's rise and his optimism
for next season.

Altobelli bad scouted Beerer's senior

on the young player's health. And, through
tireless work, Beerer says he is 100% and the
back problems are gone.
"He's a bard worker,• Altobelli said of
Beerer. "Mentally, he's one of the toughest
kids I've bad. I bad a ($5) bet with (a high
school) coach that be wouldn't be healthy
more than three games. I need to go collect.•
