give residents a direct
pipeline to City Hall, City
Manager Homer Bludau has
sent out a letter to residents
updating them on the push to
extend flight restrictions at
John Wayne Airport.
Bludau sent out the two-
page letter, dated May 25, to
more than 35,000 households.
It discusses the process lead-
ing to any extension deal. the
dangers of expansion of the
airport and the environmental
review protocol involved.
The letter will be the first
of several, Bludau said.

Bludau, in the letter, spells
out the city's preferred plan
for extending the flight
restrictions, which were put in
place by the 1985 settlement
agreement. The dual cap of
8.4 million annual passengers
and 73 daily departures
would be raised to 9.8 million
and 85, respectively.
There are two other pro-
posals being studied by the
county that would lay the
groundwork for greater
expansion. One would raise
the cap to 10.8 million pas-
sengers and the other would
remove the cap altogether.
Bludau's letter doesn't
detail the other two plans, nor
does it me ntion the city's
promise to cover any legal lla-
bWty for whatever plan the
county chooses.
. The letter does contain a
reference to "other, more
onerous alternatives" than
the city's preferred extension
deal.
The letter tailed to open all
the lines of communication
between City Hall and resi-
dents, however.

The Costa Mesa resident joined
the Orange County district attor-
ney's office in 1985 and worked
sexual assault and child abuse cas-
es before joining the homicide unit
in 1993.
The past year has been a partic-
ularly busy one for Lloyd, who
worked on five homicide cases
without a break.

Among them were the Abrams
and Bechler cases, two very differ-
ent cases that captivated the com-
munity.
ln January, Lloyd convinced an
Orange County jury to convict Eric
Bechler, the debonair dad and vol-
leyball player from Newport Coast
who was accused of murdering his
millionaire wife, Pegye, by blud-
geoning her on a boat and throwing
her body overboard. Lloyd won the
case despite the fact that Pegye's
body was never found.
Last fall, Lloyd secured a life sen-
tence for Steven Allen Abrams, the

said Lloyd showed tremendous
courage and sympathy dunng the
trial.

repeated to me multiple times, never really

Dekofsky's combination class at Newport Coast
Elementary School were all graphing the results
of personal surveys they bad taken.
After compiling the data, it was time to make
pie charts and bar graphs.
While the process of making the charts and
graphs was both fun and educational, the sur-
vey questions were fantastic.
Eacb child came up with a question, to which
they offered survey takers three possible answers.

Other students may have asked these same
questions but offered different options.
Taleen Shrilcian, 8, asked about favorite col-
ors but offered purple, blue and green as choic-
es to those she surveyed.
Many of the questions were very telling of
the surveyor's opinions on things.
While several students asked about favorite
animals -giving dog, horse, cat and guinea
pig as options -my absolute favorite was 8-
year-old Jason Jobi's.
His three choices for favorite animal were
snake, penguin or spider.

Mix or Mario Party,· said Dylan Tran, 8, so
quickly that his classmate Jason had to finally
translate at a slower speed.
Dylan's favorite was Tony Hawk's Pro Skater
2, which is about a skateboarder for those, like
myse'.lf, who don1 know. And it's his favorite for
a dam good reason.

Living a dogs life can be worse than living alone
I am living with a beagle. You will
note that I do not say that I own or
possess a beagle. The truth of the
matter is that probably no one has
ever owned or possessed a beagle.

when you are living with a beagle,

ing in a constant state of apprehen·

next.

STREET CLOSURES
Newport Beach officials
are recommending the tem-
porary closure of several
streets on the Fourth o f July
to accommodate beach area
crowds.
The affected streets are
Seashore Drive between
32nd Street and Prospect
Street; eastbound Balboa
Boulevard between 32nd
Street and West Coast High-
way; and the southbound
lanes of Newport Boulevard
between Via Lido and Bal-
boa Boulevard.
What to expect: The City
Council is expected to
approve the closures.
2001~2 BUDGET
Council members will dis-
cuss the city's budget for the
next fiscal year, which will start
July 1. The city anticipates
$136.9 million in revenues and
$135.5 million in expenses.
The budget is not set in
stone, however. Some issues,
such as a proposal to hire 14
new employees, have drawn
criticism from several council
members in past study ses-
sions.
What to expect Council
members will hold a public
hearing and are expected to
adopt the budget June 26.
NOISE ORDINANCE
REVISIONS
After tentatively approving
changes to the city's noise ordi-
nance May 22. council mem-
bers will discuss the is.sue for a
second time.
City officials expect the
changes will make it easier to
file criminal charges against
noisemakers because the
ordinance would state that
someone is willfully making •
noise after a police officer
gives a warning and the noise
continues.
While city officials have
said the changes would help
to address noise problems
citywide, its swift adoption
was prompted by the 40th
birthday party held May 12 by
ex-basketball star Dennis
Rodman at his West Newport
home. Officers broke up the
event after receiving noise
complaints from neighbors.

among the goals of the pro-
posed element.

BUZZ RESTAURANT HEARING
Counc.il members will dis-
cuss a proposal to appoint a
hearing officer to gather evi-
dence about Buzz restaurant.
In November, the city's Plan-
ning Commissipn revoked the
restaurant's permit after decid-
ing it had fundamentally
changed and no longer met
the conditions of the permit.
Buzz officials appealed the
decision to the council, which
sent the issue back to the Plan-
ning Commission m February
after the restaurant owners
said they would submit new
plans for the business.
Because Buzz officials still
have not received a complete
application for permits to
reopen the restaurant, city
officials proposed handing the
matter over to a hearing offi-
cer, who will make recommen-
dations to the council.
What to expect: Council
members are expected to
approve the proposal.

hood to disturb, I relish the concept of him
making noises about running for a position
on the City Council ("Rod.man's rules,"

A little more freedom for city residents
to party is such a noble goal and platform.
Hurray for him. Considering the double
talk anct political maneuvering of some of
the current City Council people, I may
even support Rodman's council drive.
After all, if he was elected, he may learn
more about our fair city and the real con-
cerns of its citizens.

disagree is how be imposes his defi.o.ition
of fun on everyone else. He might be com-
pared to the guy that answers his cell
phone in a nice restaurant and has a bel-
lowing conversation.
Nothing wrong with using Ute phone if
you are able to use it without ruining
everyone else's time, but there is every-
thing wrong with imposing your decibels
on your neighbor. And that's what Rodman
seems to enjoy. imposing his little definition
of fun on everyone else by having a contin-
uous stream of loud and raucous parties

the law? There was very little outrage. Not
even a slap on the hand. Io my opinion,

There has been much dis-
cussion to date about the prob-
lems of the Westside. One
issue that no one has
addressed is the loitering that
goes on there.
I received a flier fTom the El
Metale Market recently and
was impressed by the prices.
Slnce it was close to the Senior
Center that I fTequent. I decid-•
ed to visit the store. When I
drove into the parking lot,
there was a police car writing
up a report that gave me
pause.
Jlegardless, I proceeded to
drive close to the store and
park. However, when I neared
the entrance, I saw that there
we1e at lea.st two groups of
men loitering by the door. One
a group of teenagen. the other
older men.
At no other store that I shop
are there men lOitering by the

shines through
I wrote about the.ninth-and 10th-grade
Academic Decathlon team being county
champs to rid Costa Mesa High School of
its undeserved reputation. But I guess I bet-
ter take another· writing course because
someone wrote a letter to the editor saying
that I think that Costa Mesa High deserves
itS nonacademic reputation. Nothing could
be further from the truth. But, as a mea cul-
pa, I'D recount more reasons why Mesa is
fast becoming known as an academic pow-
erhouse.
On Wednesday. the school hosted its sec-
ond annual Academic Rally. The cheerlead-
ers were there to cheer for Mesa's four acade·
mic teams. In addition to the ninth-and 10th·
grade Academic Decathlon team's victory. the
schoolwide Academic Decathlon team took
fifth place ovtrrall in its division in the county.
The math team has been making a name for
itself in competitions throughout Southern
California, and the mock trial team competes
against 44 other county teams each fall.
Costa Mesa High's MESA (Math, Engl·
neering, Scienc.e, Achievement) program
put on a show at the rally with its student-
built electric cars jumping ramps over
human bodies. Io addition, its engineered
catapult flung candy and brain-shaped
erasets into the stands. At the Orange
County MESA Awards Banquet last month.
Costa Mesa High was named this year's
most improved school. A couple of years
ago, there were five kids in MESA. Next
year. about 100 kids -nearly 10% of the
high school's population -will be involved
in the program.
Cos1a Mesa High is the only scl\ool that
offers MESA as a class, as well as a co-cur-
ricular program. This year's graduating
seniors were ~warded almost $10,000 in
MESA cash incentive awards and MESA col·
lege scholarships. In the Orange County
MESA competition, Costa Mesa High stu-
dents won four events, including a gold tn
the balsa-wood glider team event. Thu Pham
placed second in prepared speech, and the
team of Thu Pham, Tam Dang and Phuc
Dang placed third in calculus in the state.

teacher band Stage Fright when he is not
helping kids build things and win MESA

. Costa Mesa High hosted this year's Costa
Mesa-Estancia High Science Fair, sponsored
by a $50,000 grant fTom the UC system.
MESA student Julie Gilbert woo both the
district and Orange County science fairs for
her project, •A Blast of Ash from the Past.·
Julie climbed into the mouth of several vol-
canoes and anal~ the ash samples with a
spectrum analyzer. She then had to learn
calculus to interpret the results and justify
them to judges who were university profes-
sors. Recently, she represented Costa Mesa
High at the Callfomia State Science Fair in
Los Angeles and brought home two gold
medals in environmental science.
Others at Costa Mesa High take care of
~~ents' souls by sponsoring photography
contests, holding band and cboir concerts,
fielding color guard competitions anti
encouraging award-winning visual and
ceramic artists. Thanks to the efforts of cre-
ative-writing teacher Mlfanwy Kaiser, the
school bas sponsored • Authon Do Uve And
Breathe• for the last three years. It ls funded
by school site money and brings four nation-
ally recognized poets to campus each year.
Last week, M. L. Uebler, a professor at
Wayne State University and author oJ •writ-
ten to Rain,. held~~ with
students and lbared his own poems. His
book was one of-fiVe f:lDalists for the Patter-
son Poetry PriZe, which wu won by our

meeting, he said Cook's

ate for a number of reasons.
For one thing, the dock
reconfiguration would make

use the beach, •a beach
that's used very much by
tourists, as well as people liv-

said Bromberg, who lives on
Little Balboa Island.

no longer use the beach at

he said. "I've enjoyed playmg against

field in the second mrung. Franco
finally got to showcase his talents m
the third inning from left held.
Irvine's llavis Otott drove a shot
down the left-field line. Franco

strike to the rutott man. who attempted
to nail a runner trying to score, but
the runner was safe.
Otott bied to get greedy and go to
third, but Estanda's Brent Davis fired
a strike to third to retire Otott and
gave Franco an outfield assist.
Franco showed his endless humor
during his first bip to the p&ate. Perhaps
generously listed at 230 pounds on
his Daily Pilot Athlete of the Week
baseball card, Franco showed some
savvy by attempting a bunt. much to
the chagrin of Emme.
·1 told the players. 'Whoever tries
to bunt in thls game is an idiot.••
Emme said. ·1 think that was for me.•
Franco went 0 for 3 at the plate, so
perhaps a bunt wasn't a bad idea
after all. But anyway, back to his
defense.
Now in the infield, tlungs really
got interesting for Franco. lrvine's
Chad Hazlett bied to coax Franco up
from deep third base with a bunt
fake, but Franco didn't buy il On the
next pitch. Hazlett proCeedcd to bunt
down tbe third-base line where Fnmco
~ after the ball. Hazlet\ hit

got to the ball, but bis form looked
good.
Franco's inning at shortstop was

game. I didn't want to go out there
