Yacht controversy takes a new

boat controversy isn't over
yet.
Lodwrick M. Cook, who
owns homes at 1106 and 1108
S9uth Bay Front, has already
tried twice to convince neigh-
bors and city officials that his
55-foot yacht would not cause
problems if he parked it par-
allel to the beach in front of
the properties.
On Tuesday, Cook family
members tried a different
approach and anchored the
boat perpendicular to their
dock to give people a chance
to comment on it.
"It looks like it fits in
there,• said Tony Melum, the
city's harbor resources man-
ager. But "we have to go back
and do some scratching our
heads on it.~
More than two dozen resi-
dents who had gathered on
the boardwalk to inspect the
boat were less optimistic.
"It's big,• said Pam Sigband,
Cook's next-door neighbor who
bas led the opposition against
earlier proposals to park the
boat on the island.
•At low tide, it would be
sitting on the ground,• Sigband
said, adding that she thought
the yacht would still create
safety problems for people
swimming in the bay.
Cook's son, Scott, dis-
agreed.

It's up to the voters now.
City Council members
approved a 250,000-square-
foot expansion project for
Koll Center on Tuesday
night, setting the stage for'
the city's voters to make a
decision at the polls this fall.
Councilman John
Heffernan voted against the
project, and Councilman
Gary Proctor was absent
from the meeting.
The final say is in voters'
hands because the develop-
ment triggers an election
under Greenlight, the city's
new slow-growth law. The
special election, paid for by
Koll ofhc1als. will be
Greenhght's hrst test.

Before the meeting, sev-
eral council members said
they felt comfortable bring-
ing the project before voters.

Dennis O'Neil said.

didn't llke the fa.rm." said Hemphill,
who grew up in Nebraska. By chance,
he got a job in a department store and
stuck with retail for the rest of his lite.

remembers minute details about finan-
cial matters regarding his stores. And
he's clearly proud of his business phi-
losophy.
"Nobody ever we.nt out of my store

Honesty and fairness are two char-
acteristics he also passed on to his 65-
year-old son, Bryan.
Hemphill taught bis son to •enjoy
life while you can," Bryan said Tuesday,
adding that his father was an avid golfer
until just a few yea.rs ago. •Uke he's

Hedrick, at times, was also a play-
ground enforcer, if needed. The retiree,
who has lived in the city since 1962, can't
isolate exactly what drew her to the Police
Department.

The officers are very pleasant ... very

Hedrick spends about 15 houn a week
at the department, during which, among
other tasks, she files fingerprint cards and

works for the Orange County Fair, dill·
gently pouring beer for thirsty fair-goers.
"My regular customers call me 'Mom.'"
Hedrick said.

What's the use of all the noise about noise?
Before you begin, a
warning: You must read
silently lest your neigh-
bors complain that they can
hear your Ups moving.
There'll be no laughing, no
loudly calling the columnist a
boob when you disagree.
You may whisper faint
praise, however. I'll take the
heat if the old crank next
door yells over the fence to
keep it down. Other than
that, just hold your thoughts
to yourself and we'll get
through this without disturb-
ing the peace.
Now then. while driving
up Gibraltar Street in Costa
Mesa the other morning. the
thought occurred that, the
way things are going, the
modest homes lined up all
neatly on the east side of the
street soon may be the prici-
est real estate in town. And
not because these are
sprawling estates lining the
emerald fairways of the
Mesa Verde Country Club.
They aren't, and they don't.
Rather, they're modest lit-
tle bungalows built around ·
the time of John F. Kennedy.
But more to the point, the
backyards of about a dozen
or so of these homes sh.,re a
fence with the most peaceful
neighbors in all of Costa
Mesa: the dearly departed
residents of Harbor Lawn
Mount Olive cemetery.
Not to be flippant, but the
people to whom this place is
home sleep all the time.
There's never a raucous par-
ty. No stereos run amok.
There are no tailgate parties
or outdoor games, not even
the annoyance of children
loudly laughing while at
play. The decibels of We and
the living just aren't happen-
ing here.

Take the West Newport
property owners who live
near the oceanfront party pad
of Dennis Rodman, for
instance. They'd love it here.
I mean, when's the last time a
helicopter landed in a ceme-
tery or a beer bash was held
next to a mausoleum? Where
they are now, in Rodman's
neighborhood, they can't
open a window to the
breezes without the annoying
rumble of crashing waves
spilling into the house. But
here, on the quaint avenue of
Gibraltar, they can. It's a real-
ly quiet place.
These are the perfect
homes and the perfect
neighborhood, I think, too,
for the good folks across the
street from that inhospitable
noise factory otherwise rec-
ognized as the Lighthouse
Community Church.
Poor Ruby Wilbur, a Mag-
nolio Avenue resident,
spends more time in her liv-
ing room, she told a mostly
sympathetic council, taking
readings from her decibel
meter instead of assisting her
chlld.ren with their home-
work.
The church has simply
become too big. others said,
to be compatible with the
rest of the community.
There's all those kids playing
and whooping it up after the
sun goes down, not to men-
tion those unruly tailgate
parties, bakes sales and
youth carwashes. I guess I
can see that the neighbor-
hood is falling apart.
Over on Gibraltar, it isn't.
It's nice and quiet. Especially
at night. Occasionally, you
might catch the noise of a
backhoe breaking the peace.
But don't worry. It's just
another quiet neighbor mov-
ing in.
Let's end the tongue in
cheek, shall we?
My family is blessed to
live in a neighborhood
where there is life. Our
neighbors behind us recently
welcomed a newborn into
their family. On some morn-
ings, and at ti.mes in the
evening, the little tot cuts
loose with a holler that
reminds me1 wistfully, of
those precious moments
when my kids were new and
pink and loud. And it is a
wonderful sound.
On warm weekends, our
neighbors to one side wel-
come their friends and their
children for an afternoon
romp in the pool with much
laughter and squealing and
rounds of Marco Polo. More
sounds of life.
And often I've winced in
anticipation of complaints
from my neighbors during
the countless hours my old-
est son hammers out riffs and
fills on his drums, or when
his band shakes the walls of
our garage with amplified
guitar licks and crashing
cymbals. But instead folks on
an afternoon walk stop and
listen in. •He's really good,•
some say. Others offer: ·it's
nice you support his music.•
Don't get me wrong. I
enjoy a little peace and quiet
as much as the next guy. But
it nevertheless occurs to me
that our ride on this rock is
altogether short, too short to
be complaining about the
sounds of life. Too short to be
hiding behind walls that grow
ever higher. And too short,
certainly, to be adding to the
din by grousing about it.
But if you don't agree,
there's always Gibraltar
Street. Over there it's really
quiet.

It's a perfect neighbor-
hood, really, for the growing
and rather cantankerous
assortment of Newport-Mesa
residents who have been
griping about the increasing-
U you followed the last
Costa Mesa City Council
meeting, you know who
these people in search of
peace are. They assembled
en masse in the council
chambers to bemoan the dis-
integration of their neighbor-
hood at the bands of laugh-
ing and frolicking children
who attend Kline School on
the church's property. It's
intolerable, they protested,
that their homes are often
filled with the sounds of the
faithful as they share food
and laughter and song.

Water district raises
sewer rat.es for some
The Irvine Ranch Water
District followed through on
its plan to raise sewer rates
this week.
ln a $62-million budgel
passed by the board Mon-
day, the district raised its
basic residential rate from
$5.90 to $6.60 per month.
About 4, 100 households in
Newport Beach and in the
unincorporated community
of Newport Coast will be
affected by the hike.
The district passed the
hike lo defray anticipated
increases in costs for power.
The 1, 155 residents in
northern Newport Beach
who are district customers
will be hit with the 12% hike,
Wednesday, Ju~ 27, 200 l A3
raising their rates to $6.60.
The dlstrict also passed a
l 0% hike for Newport Coast
residents, from 30 to 33
cents a month. There are
2,971 households m that
community affected by the
new rates.
The last time the district
raised its rates was in 1983.
No trash pickup on
holiday in Newport
Areas of Newport Beach
regularly scheduled for refuse
collection on Wednesdays
will not have their refuse col-
lected on the Fourth of July
but will tnstead have it col-
lected the next day. All other
areas for the oty will be col-
lected one day later through-
out the rest of the week.

"The key to Kevin's success is
that he throws strikes and gets
ahead in the count all the time,•

good, his curveball is good and his
change-up is good. He's got great
command of the plate and he

All The Right Moves has been featured on KNBC·

was one of their favorite tasks in preparing for their

The Harmonia Baroque'Players present this warm
ambiance for many sych events. The ensemble is
Orange County's only professional baroque chamber
music group. Besides playing at weddings, the
ensemble presents an annual concert serfes In
Newport Beach, Pasadena and Hermosa Beach.
Muslclans of the group can also be heard five at
various Borders Books and Music stores.
The Hannonia Baroque Players include a vocaHst
and musicians who play the violin, viola, cello, flute,
recorder, oboe. lute, guitar, harp and harpsichord. The
ensemble is extremely versatile. They can provide a
soloist (vocal or instrumentalist), or perfonn as a duet,
trio, quartet or quintet in many instrumental
combinations.
"One of our unique features is that we offer a free
personal consultation,• said Marika Frankl, the leader
of the group. ·
They encourage their clients to take advantage of
this by making an appointment to listen to the various
possible instrumental combinations on CO. Because
they are so versatile, they have several demo
cassettes featuring varlo_us ensembles.
At the time of the consultation, The Harmonia
Baroque Players will also work with clients on muslcal
selections for ,parts of the ceremony. If a personal
consultation Is not convenient, the will be happy to
send comprehensive lnfonnatlon. Including a repertoire

The Harmonia Baroque Players offer a large
repertoire of music suitable for weddings that is
accepted by the Catholic churches. Their repertoire
extends from classical to light classical, popular and
folk music, as well.
For the reception they usually play a mixture of light
classical and popular music, depending of course, on
each client's wishes.
