That's because it triggers a Greenlight election. The slow-growth initiative, which voters overwhelm- ingly approved in November, requires citywide elections for certain general plan amendments that add more than 40,000 square feet or 100 peak-hour car trips or dwelling units above what's allowed by the gener- al plan. Council members said their approval of the Koll project followed the initiative's spirit "We've made our decision, and the public ls going to uphold it or overturn and that's fine,· said Mayor Gary Adams. "I've already done my job, and now it's up to [Koll officials) to run the campaign.• With Greenlight supporters already on record as opposed to the expansion, the new law's first test is bound to create controversy. Phil Arst, who serves as spokesman for a group of residents involved in securing the initiative's victory, told council members at the , July 10 council meeting that the pro- ject will cause traffic problems that can't be fixed with the extra money Koll officials will pay. Steve Shulman. The pharmacist, who could not decipher the meaning of the mes- sage, approached Gamble and asked him what be wanted, Shul- man said. Sbubnan sald Oxycontin is classified as a l}'Iltbetic opiate, one that acts as a pain reliever and possibly as an anti-depressant. He said police arrested Garo- ble without incident but have found evidence that he did recently suffer an injury. Deepa Bhar•th DAILY PILOT COSTA MESA -Police arrest- ed a 23-year-old Costa Mesa man Sunday on suspicion of committing lewd acts with three girls, ages 11, 14 and 15, officials said. Dammian Marti.se Fletcher was arrested about 5 p.m. Sunday after an 11-year-old girl told police that be grabbed her and forcibly took her with him into a women's restroom after she swam in the com- munity pool at her apartment com- plex in the 2700 block of Peterson Place, police said. The girl, whose name was not released, told officers that Fletcher took her into the restroom and then kissed her on the mouth and fon- dled her, police said. While investigating the incident, officers were contacted by two oth- er girls, ages 14 and 15, who alleged Fletcher had kissed, touched and solloted them for sex over the last three to four weeks, said Costa Mesa Lt. Dale Birney. He said Aetcher and the girls live in the same apartment complex and that be bad known them for a while, although it is uncertain for how long. On Sunday, the 11-year-old girl was swimming in the pool with Fletcher and was possibly even talking with him, Birney said. Following this get-together, smaller neighborhood work- shops are planned to give folks time to refine their suggestions. A general pl.an update adviso· ry committee and a phone sur- vey will also help city offidals figure out what residents want. At the same time, outside consultants will prepare reports on iswes such as traffic and eco- nomics that affect the city. On Monday, members of the ad hoc committee decided to begin talks with consultants who expressed interest in preparing a traffic study. Wetlands plan for Back Bay moves forwaid •Irvine Ranch Water District proposal to create natural filters for urban runoff is getting clear support from the state government. Paul Clinton •DAILY PILOT UPPER NEWPORT BAY - The Irvine Ranch Water District's plan to install wetlands in the bay's watershed as a fil- ter for urban runoff is rolling along. The district's board on Monday approved the hiring of an environmental consultant to develop a plan that would iden- tify exact sizes and locations of the wetlands. "This is another step,· said district spokeswoman Marilyn Smith. ·we think the natural treab:nent system is a cost-effec- tive, environmentally superior way to treat dry-weathe r runoff.• The small wetlands would be sprinkled across the cities in the watershed, which include Newport Beach, Costa Mesa, Irvine, Tustin, Orange, Lake Forest and Santa Ana. The wet- lands would be designed to fil- ter out the muck in wban runoff before it reaches the San Diego Creek or the Back Bay. The board hired GeoSyntec Consultants, a nationwide firm with an office in Northern California, to perform the work. The district approve d a $166,455 contract for the job. In concert with the board's deosion to hire GeoSyntec, a state bill that wouJd pave the way for the installation of the wetlands passed th~ Senate on Saturday. The leg1sldtion, written by Assemblyman John Campbell (R-lrvine). has e ncountered almost no opposition so far. The Sen~te passed the bill 37 to 0 on July I 6, but it was held al the Senate desk until Saturday. Urban runoff "can't get to the ocean except through the watershed,• Campbell said. ~It's much easier and cheaper to deal with it where 1t collects.· The bill passed the Assembly on May 17 on a 69-1 vote but must return to that house because it was amended in the Senate. The Santa Margarita Water District wanted to be added to the ball so 1t. could implement a similar program. The bill is likely to be heard shortly after the Legislature reconvenes Aug. 20. Then, if 11 passes, it will head to Gov. Gray Davis' desk. Local environmentalists have endorsed the bill. Dung Minh Le was fishing on Newport Pier with a com- panion about 7:30 a.m. when another group of three people were also fishing at the pier, said Newport Beach Police Sgt. Steve Shulman. Le reportedly told the group not to overhead cast at the pier, which led one man to pull out a knife.
