the City Council over the
location of a planned skate
park on Charle and Hamilton
streets has resigned his post,
saying it stems from pressure
by the city attorney to keep
. his views silent.
The outgoing and outspo-
ken commissioner, Mike
Scheafer, said though he is in
favor of the city building a
skate park, be does not think
the location -chosen by the
City Council in January -is
appropriate.
"The skateboard park is a
big deal to me, and I really
think (the City Council) is
making a mistake: he said.
"This is very emotional for
me.·
His resignation on
Wednesday came as part of a
' months-long debate over a
skate park on Charle Street.
The City Council
approved plans for a site at
Lions Park last year but
changed them after neigh-
bors objected because of
noise and flooding concerns.
At the meeting Wednesday,
Commissioners David Stiller
and ruchard Mehren said they
also disagree with the Charle
Street location but do not want
to delay building the skate
park.

but not to delay the process

skate park on the agenda last
year after the city failed to
find a location eight years
ago, said he resigned
because he feels his freedom
of speech is restricted as a

Scheafer said the city
attorney's office issued a let-
ter recommending he abstain
from voting on the issue after
the Daily Pilot published a
letter he wrote opposing the
council's decision on the
Charle Street location.
He said he saw the city
attorney's letter Aug. 22.
"My ability to express my
opinions and to give input on
an issue that I'm really
involved in was take n away
from me,• he said . "What 1t
tells me is there are people on
the City Council who don't
want me to express my opin·
ions. We all have opinions on
the things we do. I have the
right to speak my opinion as a
citizen, and I don't feel I could
continue as a commissioner
having to second-guess my
opinions or be careful about
what I say.•

motor yacht to welcome her dad,

Together with a dozen other sailing
enthusiasts, Last brought the Alaska
Eagle, the college's 65-foot sail training
vessel. home from a 20,000-nautical-
mile trlp Sunday.
Since her departure on July 1, 1999,
the ship has sailed to Hawaii, Tuhiti,
Australia, New Zealand and Vancouver
Island, among other destinations. About
160 students took part in the 16 legs of
the trip.
Crew members "wash dishes, raise
the sails, pavigate and steer -the
whole thing,• said Brad Avery, who
directs the college's sailing program
and has skippered the Alaska Eagle.
While the majestic boat graciously
made her way to the college's doc.ks on
Mariners Mile, Avery said a complete
checkup was in store.
"The ship has had to take it all and
endure it all,• he said. "It doesn't look
like it. But we'll tear it all down and
take everything off.•
Since the college received the vessel
as a donation in 1982, the Alaska Eagle
has sailed nearly 200,000 miles in the
Pad.fie and Atlantic oceans. That's in
addition to the 100.000 miles she had
already shouldered. when she came to

Because applicants for most of the positions on the
distnct-level committee must meet certain criteria,
such as being an architect or a representabve of the
Orange County Taxpayers Assn., the district's next
step is to send those applications to the various asso-
ciations.
For instance, Fine said, Orange County 1reasurer
John Moorlach would choose which candidate
would serve among those who checked Orange
County Thxpayers Assn.
If all goes according to plan, Fine said, the com-
mittee selection process should be completed by the
end of September or the beginning of October. That
means the district oversight committee could begin
meeting as early as October.
The school-based committees will be formed fur.

supply shop on Newport Boule-
vani.

possibility. On the shelves of this
store, one can't help feeling that
the perfect part for each boat must
certainly be hiding somewhere.
Lohela has a theory about the
shop's symbiotic relatio~hip with
the boating community. When
times are good, people hope to
upgrade the components on their
boat, so they stop by Minney's for

When times are bad, the boat
owner unloads the gear, and Min-
ney's fills up its shelves.
"We get it either way," Lohela
said.
The aisles are packed with
pieces of people's dreams. There
are sails that once rippled on some
proud yacht and sails for boats that
never went anywhere. There are
tillers tom off antique vessels that
don't exist anymore.
And there are pieces for boats
yet to come. For even the most
abject winch and the most grease-
slimed cleat, there is the prospect
of a return to the water.
"There is,• Lohela said, •a
plethora of stuff."

have conbibuted more than
$350,000 to Hoag Hospital.
Over the past 34 years, the 552
Qub has raised more than Sl-' mil-
lion to help meet the priority needs
of the hospital. The dub name was
created while trying to fund the
facility with 552 hospital beds. Cur-
rently, Hoag is a 416-bed facility.
The Balboa Yacht Qub will host
a bon voyage party at 5:30 p.m. on
the eve of the tournament. Thurs-
day, Sept. 7. The party will include
appetizers, live reggae music, a
silent auction and a drawing for a
fo\.\l'-day, three-night stay at the St.
Lucia Hyatt in the Caribbean.
Residents who do not wish to
enter the townameat but would like
to participate in the man festivities

• A new recognition
program goes into
effect in October.

time to give credit where
credit ts due.
And that is just what will
begm to happen this fall in
the Newport-Mesa Unified
School District.
An employee recognition
corrunittee formed last year
has d eveloped a program
that will put nomination bal·
lots in the hands of every per-
son who comes into contact
with school district employ-
ees. The program is an effort
to award praise lo those who
are deserving.
HWe're excited about it,
and I think we need lo do
this,· said Bruce Crockard,
the director of dassified per-
sonnel for the district and a
conuruttee member. HObvi-
ously, people come to work
for the pay. but U all you
receive is pay and not recog-
rubon, you JUSt don't have the
same spirit -not to diminish
the pay.·
Each letter in the title of
the program, PRIDE, stand s
for one of the five areas in
whlch an employee can be
recognized. The P stands for
positive attitude. The R rec·
ognizes the person's number
of years in service to the dis-
trict. The I is for initiative·and
creativity. The D is for
dependability, and the E is
for excellence in customer
service. Nominators must
choose o ne of these cate·
gories.
Although the nominatioris
are expected to come primar·
ily from fellow employees,
parents and students are
welcome to fill out the bal-
lots, said Jim Rogers, a com-
mittee member and chem-
istry teacher at Corona del
Mar High School.

said. ·w e all need those pats
on the back."
Starting in October, nomi-
nated employees can expect
a light pat on the back on a
monthly basis and a bigger
boost four times a year.
Each month, committee
members will gather all the
nominations and call
employees to congratulate
them.
Each quarter, Crockard
said, those employees will be
invited to a reception a t the
school district prior to a board
meeting where they will
receive a O?Jtificate and pin
in a show of gratitude.
Although there is no dis-
trict money going into this
program, the classified
employees union has
pledged to donate funds, and
the committee is seeking
more.
Crockard said any contrib-
utors would, of course, be
recognized.
No one is sure how the
program wW take ofr, but
employees a.re excited about
the idea.
"It just gives you some-
-thing to strive for,• Crockard
said. •u you look at kids
when their teacher praises
them, or parents praise them.

how excited they get. Adults
need that. too.•

moved in the master plan
because the glider launcr
lines would cross a pro-
posed pedestrian trail and
because the glider activity
would be incompatible
with a California Native
Grassland habitat planned
there.
The society objected to
the master plan location,
however, because the
launching and landing
areas would be in separate
locatiol'\S and the aircraft
would fly over the picnic
area and restrooms.
City staff has recom-
mended that the council
approve the new location.
HOME RANCH
The Segerstrom Home
Ranch proposal, a ~acre
plan originally scheduled
for Planning Commission
review in June, was
redesigned and is on the
agenda for today.
The modified proposal
for the Home Ranch site -
between Sunflower
Avenue, the San Diego
Freeway, Fairview Road
and Harbor Boulevard -
indudes a 17-acre IKEA fur-
niture store, 950,000
square feet of office space
and more than 900 homes.
Whitt to expect: A
draft environmental impact
report studying the revised
plans must be completed
before the .Planning Com-
mission can review the pro-
posal.
The amount of time it
will take to create the
report has not been deter-
mined, and city staff has
recommended that the
project be pulled from the
agenda.
If it is pulled, the pro-
posal will be brought back
to the commission after the
impact report schedule is
refined.

in men's competition, claiming 11 club championships.

of the biggest names in golf,
including an 18-hole tour of
Pebble Beach with Arnold
Palmer and a round at Big
Canyon Country Club with
fellow member Tiger Woods.
But if Bibb could have one
wish granted, he would pull out
his driver with the man who
introduced him to the game
-his grandfather.
•If I had one day to relive in
my life, it would be with him,"
Bibb said. "(Grandfathers) are
something special." .
When Bibb was 13, bis family
moved to Newport
Beach and his late
grandpa, John T. Bibb,
explained what the
birds and bees meant
on a golf course. It was
the beginning of a life-
long love affair with the
game and the first
seeds of what would
sprout into the best
player 1n Newport
Beach.
victories, but Bibb said after high
school he ·went into a five-year
slump in golf,• ending bis
dream, for all intents and
purposes, of playing on the PGA
Tour.
Bibb, who also played football
at CdM and was captain of the
golf team his senior year and
held the low-stroke average on
the Sea Kings' only CIF
championship golf team, also
played at Orange Coast College
and UCL
· Ll.ke many avid golfers, Bibb
enjoyed his peak playing years
between ages 25 and 35, when
he was dominating the area's
club golf landscape.
But some things get better
with time, like Bibb's family and
friends, playing partners and
fellow club members.
This year, two of his
good buddies, Ron
Lane and Peter
Ueberroth, set him up
with the surprise of bis
life -a round with
Palmer, the king of
golf, at one of the most
famous courses in the
world, Pebble Beach.

color photographs of
both Palmer and
Pebble Beach hanging community's all-time men's club
champion with 11 titles -six at
Big Canyon, five at Irvine Coast
Country Oub (now Newport
Beach), all won between 1977
and 1964.
From a young teenager who
hardly knew anyone in town to a
· successful real estate broker with
more golf invitations than new
homes in the area, Bibb is a
former cowse-record bolder at
Big Canyon. Irvine Coast and the
Mesa Unda Course at Costa
Mesa Golf & Country Club.
On April 29, 1996, Woods, a
Stanford sophomore playing in
the Pacific 10 Conference men's
golf championships at Big
Canyon. firet a 61 in the
first round to break B1bb's
10-year-old course record of
65 -with Bibb in the gallety
to witness it.
Bibb, who won club
clwnptonships at both Big
Canyon and Irvine Coast in the
same year in 1971, '79 and '82,
said golf became an addiction
after his grandpa got him started.
"'I started playing 300-plus days

filling at least one of them with a
7-4 exhibition victory over visiting
Romania Sunday at Newport Har-
bor High.
"One of our goals was to start
with more intensity and come out

we want to be a bulletproof team."
The hosts not only fired the first
shot Sunday, they nearly empti~
the magazine, before the Romaru-
ans, who tinished one goal shy of
qualifying for the Summer Games,
finally got on the scoreboard with
2:48 left in the opening half.
And Oeding, a veteran playmak-
er, was right in the middle of the
early offensive outburst.
Oeding, who recently resigned~
the men's coach at Orange Coast
College to take a 'Similar post at
Long Beach Qty College, had a
hand in the first three U.S. goals. He
assisted Chris Humbert on the
opening goal of the match, then fin-
ished a counterattack with a strong
scoring shot of his own, which he
rocketed through the upraised arms
of Romania goalie Gelu Lisac.
Oeding, who also posted on~ of
his two blocked shots in the openmg
quarter, then earned the assist ~n
Tony Azevedo's tally with 1 :39 left lll
the opening period.
The Americans, in front of a home
crowd which included several appre-
ciative Newport Harbor High play-
ers, took the 3-0 margin into the se;c-
ond period, but quickly expanded it.
Wolf Wigo and Humbert added
goals to make it 5-0, before Ro~
scored to finalize first-half sconng.
Romania scored the only goal of
the third period, then answered an
American goal by Robert Lynn with
two more scores to close to within 6-
4 with 3:12 left ln the game.
But Kyle Kopp finalized things for
the Americans, whom Vargas said
are building momentum at precisely
the right time.
Oeding scored the game-win-
ning goal in a 9-8 victory Aug. 9
over host Hungary, a team being
mentioned prominently, along with
Yugollavia, as a favorite for the gold
medal. Both Hungary and Yugo-
llavi&, inddantally, are among the
five teams joining Team USA in
Group B in Sydney.

about Sunday, including strong
defense anchored by goalie Dan

ed his team's impressive start and
had praise for Oeding.

national player of the year April Ross -
as well as a season-ending knee injury
to UCLA-bound senior Heather Cullen
would end the recent Newport Harbor
High girls volleyball dynasty, may be
disappointed.
Coac;h Dan Glenn, entering bis 15th
season, returns three players with start-
ing experience from last year's CIF
Southern Section Division I-AA and
Division I state champions. He also wel-
comes several more from a junior varsity
squad that shared the Sea View League
title.
"Hopefully, this will be a group like
our (CIP Division I finalist) guys lastyear,
which lost a lot (to graduation), but got
hot at the end," Glenn said. "We may
take some lumps early, because people
are going to be fired up to play us. We're
not as strong as we've been, but we can
compete with people. We'll just try to
keep getting better and we'll see what
happens at the end of the year.•
That conclusion may include a
chaI1ce to defend back-to-back Division
I state crowns, after the Sailors sur-
passed the Division I minimum enroll-
ment of 1,500 (grades 10-12) by 20 stu-
dents. Had they not reached 1he Division
I cutoff, a change in section rules would
have prohibited them from "playing up•
in Division I.
"We're very excited to be Division I,•
said Glenn, an outspoken critic of the
prohibition against playing bigger
schools in the enrollment-based playoffs.
Newport has won the last three
Southern Section Division I-AA titles,
while playing up. It will be Division I-A
for this year's section playoffs, but the I-
A and I-AA are combined for state play-
offs.

"I think we've got a real
good chance,• Perry said.
"We've been working hard
all summer long. The girls
played in four or five 18-bole
tournaments this summer.
Our goal is to make the play-

"We have a lot of room for
improvement,• Perry said,
"but we've been out on the
course every day. Our goal is
to finish third and make the
playoffs, and I think we've

Coast resident will off er radio
play-by-play at Sydney Games.

For those who went to school
with him, the Olympics was
probably the last place anyqne
would spot Newport Coast's Jeff
Ruffolo.
"I was a major skinny wimp
growing up,• the 42-year-old
admitted. •Athletics and Olympics
were not something I ever thought I
would be a part of as an adult, but I
am and I'm loving it.·
Ruffolo has been hired by
Westwood One/CBS Radio Sports
America as an on-air announcer for
the upcoming 2000 Sydney Summer
Olympic Games.
"I think it's every kid's dream to
reach the Olympic Games," Ruffolo
said. "It's the Super Bowl, World
Series and the NBA Championship
all rolled up into one, no matter if
you're an athlete or an announcer.·
For Ruffolo, who will be covering
the indoor volleyball competition, it's
his second Olympic ap~arance. He
. .
was behind the microphone for
volleyball and tennis at the Atlanta
Olympic Games of 1996.
•untortunately, the Americans
didn't do too well in volleyball in
'96," Ruffolo said. "I was there,
however, when Andre Aga.ssi and
Lindsay Davenport won their gold
medals. I would really love to see the
U.S. volleyball teams compete for a
medal this time. I've been
dreaming of covering the U.S. and
Italy in the gold-medal match."
Ruffolo was born in Chicago, Ill.,
but grew up in Woodland Hills. After
attending Los Angeles Pierce
College, Ruffolo moved on to
Brigham Young, where be received
his degree in journalism.
"My turning point came at BYU. •
Ruffolo said. "I generated $140,000
in sponsors to help market and
promote the school's new volleyball
team. Most collegiate teams average
400-500 people a night, but we were
bringing in 2, 700-3,000 people every
game. I knew at that point I would
be"in public relations forever.•
Another niche that Ruffolo has
carved out for himself is that of an
announcer. From his beginnings at
BYU until' today, Ruffolo has logged
over 20 years of broadcasting
experience.

until I gave up,• Ruffolo recalled

would give up and select me, which
they did.•
Ruffolo experienced just how
much work went into making the
Olympics so spectacular.
"We would have a morning show
al 9 a.m. and sometimes the match I
was covering wouldn't start until 7 or
8 p.m.," Ruffolo said. "By lhe time
the Olympics are completed, you've
put in 13-hour days for two-straight
weeks. All you're thinking about is a
nap."
Despite the nonstop running
around, Ruffolo can't wait for more of
third-biggest sport in the
world, according to Ruffolo.
"I've announced matches in
China where there's been 11,000
people in attendance every night,•
he said. •At a match I covered in
Genoa, Italy, the fans stood and sang
for three hours during the contest. It's
unreal the type of reception that this
sport gets outside our country. Here,
it takes a back seat to the ma1or
sports."
Ruffolo has reached his level of
success because of his never-quit
attitude and his philosophy of living
in the moment.
•Life is a series of unbelievable
moments,· Ruffolo said. "In each
expenence, ma.xim.ize everything
you do to gel the most out of it. I
tried to do that m Atlanta and I will
try to do that again in Sydney.•
