Balboa :village .gets nudge on road to welhiess

BALBOA PENINSULA -It's a
first step toward revamping an ail-
ing part of town.
On Tuesday, the California
Coastal Commission paved the
way for a reworked streetscape in
Balboa Village by granting an
approval to extensive Newport
Beach plans to add parking, redo
the pier and repave the area's
cracking streets.
City planners said they would
bead to the City Council on Tues-
day to secure its blessing for the
$8.8-million project.
Councilman Tod Ridgeway,
whose district includes the penin-
sula, said he was pleased about the
commission's action.
"I'm happy to hear they
approved it,• Ridgeway said. #The
intent is to create a pedestrian-
( and) visitor-friendly area for peo-
ple to walk arouna.,.
Neglected by City Hall, the
streets of the village and the sur-
face of the Balboa Pier began dete-
riorating long ago. Vacancies in the
business district ha,ve piled up -to
more than 20 now :_ and the area
has begun to attract the homeless,
Ridgeway said. ·
Last month, local favorite Britta's
Cafe closed its doors.
Under the city's rehabilitation
program, the district's streets would
be repaved, new lighting and sew-
ers would be installed, Balboa Pier
would be repaved and the parking
scheme would be changed. The
city also plans to demolish and
rebuild the two restrooms at the
base of the pier.
The three-phase project is
scheduled to begin in November,
once a builder is chosen. Under the

dozen neighbors, board members
and alumni of the New Directions
for Women rehabilitation house
waited until after midnight Monday
to ask the City Council not to inter-
fere with a permit the company has
under review by the Orange Coun-
ty Board of Supervisors.
Despite the emotional pleas of
many supporters of the facility, the
council voted 4 to 1 to send a letter
to the board. Mayor Ubby Cowan
dissented.
Councilwoman Llnda Dixon
asked her council colleagues to
send a letter to the Board of Super-
visors to ask that it not take action
on the conditional-use pe.nnit for
New Directions for Women rehabil-
itation house until annexation is
complete.
The nonprofit organization pro-
posed a new home at 2596 Willo
Lane, which is in an area of unin-
corporated land that the dty is try-
ing to annex. The home is deAgned
to house up to 12 people, consisting
of women and their children. Under
the city's zoning-which would not
take ettect until after annexation -
the house would be limited to m
people total.

posed annexation is completed. the
house will be operating under legal
noncompliance, even after annexa-
tion, city officials said.
Dixon later added that she sup-
ported the deferment ol an proper-
ties in proposed anneuboo zones,
not just New Diredions for Women.

tion home said they don't buy that.

"We always talk to sponsors, then we talk
to people in the community to get under-

Denver or Akron, Ohio, Jackson's parents

The Committee for Safe and
Healthy Communities filed the
appeal Tuesday with the
Orange CoWlty appellate court.
The group, which bas gath-
ered almost double the number
of signatures needed. is aiming
for a countywide vote in March
on the so-called Great Park
plan. The measwe is known
as the Orange County Central
Park and Nature Preserve
Initiative.
Last week, Superior Court
Judge James Gray threw out
the county's title and summa-
ry for the measwe. Gray called
it •affirmatively misleading."

in jewelry heist

containing jewelry Tuesday
from a man in the parking lot of
the Bahia Corinthian Yacht Oub
in Newport Beach, police said.
The man had just left a boat
and was loading the suitcase
into the trunk of his vehicle
about 9:40 p.m. when he was
approached by two armed men,
said Newport Beach Police Sgt.
Mike McDennott.
The gurunen told the man to
tum over the suitcase, and he
did, McDermott said. The
assailants Oed in a late model,
white Toyota, heading north-
bound on Bayside Drive, he
said.
No estimate on the amount of
the loss was available by press
time.

The fire, which broke out
about 3:18 p.m. in parkland
southwest of the toll plaza
on the San Joaquin Hills

north of Laguna Beach, was
brought under control about

tingent of Costa Mesa resi·
dents who have taken a fan-
cy to the moniker "Costa
Mesa By The Sea• and are
peddling it in various forums.
Other minor symptoms
have shown up recently. The

meeting, moved to the front
and then moved back again.

The Costa Mesa Police
Department is adding three
new BMW motorcycles to its
fieet, thanks to City Council
approval that came Monday
night.
The city bas awarded the
bid to A & S BMW Motorcy-
cles of Roseville. The motor·
cycles will cost the city
about $55,000 and will
replace three used
Kawasakis.
According to a city report,
the Police Department has
eJCclusively used Kawasaki.s
for more than 20 years. In
November, the city bought
five new Kawasalds at about
$27 ,000. Three of those
were traded in at $2,000 a
piece for the BMWs.
During the spring of
2000, Costa Mesa police
officezs test drove the BMW
police motorcycles. Each
officer logged mor& than 100
miles and 11 of 12 officeis

sense of themselves.
For lnstance, the dty is
pouring hundreds of man
bows and thousands of dol-
lars into the zoning of unfn.

influence in preparation for
dragging these communities
inside Costa Mesa's bottlers.
Yet the annexation move Js

knew what she was talking about.
Angela Won of University High, the only Orange County
player on the Southern California team, shot 1-over-par 72
to lift Southern California into the early lead.
Won tied for individual medalist honors over the first 18
holes, while Elena Kurokawa of Redondo Beach shot 73 and
Julie McKenna of Newbury Park shot 79 to round out
Southern California's scorers.
The top three scores on each team is counted in the
three-day, 54-hole event, which rotates host sites among the
18 different golf associations. Southern California is hosting
its first Girls Junior America's Cup in 20 years.
Trailing Southern California (224) by two strokes, and

his career by being named the Olympic League MVP his senior year. He scored 138 goals

Included to these no fishing or anchoring areas
are some of the best white seabass and yellowtail
fishing areas at Catalina Island and all of China Point
on the east end ol San Oemente Island.

yellowtail and a few stripped marlin were the variety
available to harbor area anglers QD most any boat
tlult headed out to the hot fishing grounds some 65
miles south of Newport's twin jetties.
The west end of the Butterfly Bank produced the
Fishing alongside our boat was its sister ship
CAptaln Hook with its harbor area family crew of
Rob, Bo and cam Boyd on deck. This'35-footer Jlso
got into some excellent stops that produced 25 big
albies, an additional 15 longfins released. a bull
dorado and the second marlin of the season that
came up on a Palrula blue and silver jig {a blind
strike) while trolling close to the east end or San
Clemente Island.
One of the biggest albacore of the season was
weighed in at Davey's Locker when Robert Gonzalez
decked a 51-pound albie while fishing on board the
six-pack charter boat Bongos II captained by Jon
'Iaylor of Costa Mesa.
The sportfisher PacJJk Star bas been running
two-day trips out of Davey's Locker scoring QD good
numbers of albacore and tuna. Bait conditions are fair
and plenty of book bait are available at the receivers
inside the east jetty for one day trips.
Private boaters beading out of Newport bay
should make sure to check their bait tank is p~
good water as adult anchovies are not able to
withstand the rough seas that currently exist in outer
channel waters.
