T he smell of diesel exhaust filled the
cool, crisp morning air as Denise
Reyna Garcia hopped aboard bus
No. 17.
After checking over her bus care-
fully, Garcia set out to pick up a busload of the
2,200 Newport Mesa schoolchildren who signed
up to ride the bus this year.
As the first day of school began Tuesday,
Garcia was full of life and ready to go. This is
what she loves to do. -..
After nine years of driving school buses for
the Newport-Mesa Unified School District, Gar-
cia had the seniority to choose her bus and
route.

SANTA ANA -The defense in the trial of
Steven Allen Abrams on Tuesday presented
some of its most powerful: t~ony to date in
support of its contention that the defendant is
insane.
Public defender Denise Gragg brought to
the stand UCLA psychiatrist William Wirsh-
ing, who expanded at great length on the
general issue of psychosis, but wa5 very suc-
cinct when it came to his diagnosis of Abrams.
*He has paranoid s&izophrenia." Wirsh-
ing said.
Abrams was found guilty Aug. 24 of two
counts of murder and other charges in con-.
nection with an incident on JOfay 3, 1999, in
which he drove a car onto the aowded play-
ground of a Costa Mesa day care center.
He could face the death penalty if he is
foWld to be sane, but his attorneys are in the
middle of a weeks-long defense to argue that
be was mentally incompetent at the time of ·
the incident
Wushing interviewed Abrams on two occa-
sions after his arrest and reviewed the tapes
and transaiptS Abrams generated in his discus-
sions with police after being taken into custody.

NEWPORT BEACH -The
developru:-that has pushed for the
expansion of the Newport Dunes
resort and bemoaned the city's slow
deliberation on the proposal per-
formed an about-face Tuesday,
requesting that any decision on the
project be postponed until after the
November election.
Newport Dunes, which has been
working to get approval for a 470-
room hotel and 31,0<;>0-square-foot
convention center, stated its new
position in a letter sent Tuesday to
the City Council.
·We feel there is simply too much
on the table, for both the corrununity
and the council, to allow for the
extensive deliberation this project
requires and the thoughtful consid-
eration it deserves,• said the letter,
which was signed by officials from
the Dunes and Evans Hotels, the
San Diego developer spearheading
the project.
The letter suggested that the
development be brought back for
approval "at such time as we and
the City Council are prepared to
once again address this issue.*

applauded Tuesday night after the
Oty Coundl unanimously agreed on
a second revision to Fairview Park's
trails system.
"I think it's been a long fight for
the park enthusiasts who. use
[Fairvjew Park] and it has paid off,•
said Costa Mesa resident Donna
Mead. "But we do need to stay
involved and keep abreast of the
progress of the plan from now on.·
Residents bad urged the council
to consider various changes to the
plan for about two hours before the
decision was made.

Raising good paren.ts isn 't easy
A young mother, all of 14 years old, was
nervous about giving her newborn
baby a bath.
Babies wiggle. You can't get soap in their
eyes. You can't take your fingers off them for
even a second.
Sibley Sabori, a Newport Beach volun-
teer for the Orange County Child Abuse
Prevention Center's Welcome Baby pro-
gram, understands.
She's not a mom herself, but the 27-year-
old can put herself in a nervous mom's shoes
and help with everything from sterilizing a
bottle to overseeing a baby's first bath.
The Welcome Baby program, which
moved from Costa Mesa and now operates
out of Santa Ana, educates parents of all
ages. Sabori's most recent case involved a..
14-year-old mother. Women in their 40s sign
up, too. New parents often want to become
the best parents they can be, said Sabori,
who has volunteered for the program for
almost three years.
In that time, she has visited homes for 12-
week periods and coached mothers for both
the Welcome Baby and Tender Care Parent-
ing programs. The latter ls for parents of
children ages 12 and younger.

COSTA MESA -An Oct. 20 court
date has been set in the case of a man
alleging that law enforcement of:ficers-
i.nclud.ing Costa Mesa police-bungled
an investigation and mistakenly arrest-
ed him.
However, lawyers for Micilael Shipp
and for the city are debating the involve.
ment and the responsibility of Costa
Mesa police officers in tbe September
1999 mistaken identity arrest.

"This is obviously a case of mistaken
identity and thars very unfortilnate. But
it doesn't appear to be due to any fault
or neglect on the part of the city,• be
said. "Police determine probable cause.

Costa Mesa and Anaheim police col-
laborated with federal Drug Enforament
Administration officials to snag a drug }
smuggler, according to tbe da1Jn filed by
Steven Silverstein, an attorney for Shipp.
Investigators arrested Shipp because
he. was the registered owner of a car
suspected to be used in drug transac-
tions. Silverstein said. Shipp bad sold
the car, but the buyer had not trans-
ferred the registration, Silverstein said.

Shipp, 26, is suing in an attempt to
make Costa Mesa officials reconsider a
claim against the city he filed in April.
The city d.isJD;issed the claim because it
was submitted more than six months
after the incident.
• Shipp is seeking damages for medical
bills and lost wages because he was
arrested on suspicion of smuggling drugs
and jailed in Oregon -where he was ir.:mg at the time. After comparing Shipp
with a photograph of the wanted drug
dealer, a judge dim>i~ the charge.
Joe Donahue, a Costa Mesa attorney
unrelated to the case, said Shipp's case
was not uncommon.
"What happened to Shipp happens to
somebody every day,· Donahue said,
adding that he does not believe the
investigating police wete at fault. "'IJle
police made a judgment call. It is not
their duty to engage in a trial at the
scene of a crime.•

At the hearing next month, a judge

city will be allowed to bypass the six-

ney representing Shipp.
However, if it is true that Shipp was
held for four weeks in Oregon before
he was extradited to Los AJ:igeles for his
first bail appearance -as alleged by
his attorneys-Donahue S(lld the deten-
tion was illegal Any detention longer
than 72 hows without a ball hearing is
a violation of the law, Donahue said,
adding that the normal detention period
in California is 48 hours.

In addition to the changes
in the trail system, the coun-

Once the designs move
from conceptual to more
detailed plans, each element
of the park will be reviewed
through the r~ar planning
process, Cowan said.

will, of course, need six players on
the court for Thursday's opener at
Santa Margarita. But, hey, you've
got to start somewhere.
With just two varsity returners,
Heims, th~ junior varsity.and frosh-
sopb coach last year, is starting wiUl
the basics, supplementing instruc-
tion in the fundamentals by intro-
ducing her players to regular condi-
tioning and weight training.

player who is going to be a strong

a great passer and defender and
she's very consistent..
Katherine Nelson, a 5-11 sopho-
more, will start.at the other middle,
while 5-5 freshman Brieanne Aron-
son will handle setting chores.

background, but she's gone to
camps and she bas good tech-
nique,· Heims said. ·she's got a
very good attitude, she's here every
day and she's really putting in a lot
of effort. I was a setter myself, so I
like spending time working with
her. She's already accomplished so
much over the summer.•

recruiting forced Darlene Bailey to keep
her finger on the pulse of Orange Coun-
ty high school volleyball. ·

potential Division I talent didn't exactly
intersect with Costa Mesa High, where
she becomes the program's fourth coach
since 1997.
"My taking over the program had
noUung to do with their success or lack
of success (in recent years),• said Bailey,

mage, but, even if we did, we wouldn't
have scrimmaged the first couple weeks

"They've had some good people
coach here. but they've been walk-ons,''
Bailey said. "That made it very hard to
keep any continuity.•
Bailey had high praise for her nine
varsity players' work ethic and attitude.

group of returners led by second-team
