one liked the kids' races and there was
lots of good food."
Although the final count on the
nwnber of runners had not yet been tal-
lied Sunday, at least 200 more people
ran in the 5K race than in previous
years, Glover said.
Heritage run veteran Leslie Boler,
11, who had to compete in the 2K
adults' race because she had outgrown
the categories for younger children,
said her day went "really well."
After diinking a lot of water and
walking around the food booths set up
for runners and spectators, Leslie
quickly made up her mind that she
would run again next year.
And the winner of this year's 5K
race? Wilhelm Giddabudy, 24, made
it to the finish in 14 minutes and 40
seconds.

city Planning Commission has
set a hearing for Nov. 9 to
determine if the owners of
Buzz Restaurant should lose
their busmess penrut.
When commissioners
approved the pennit in May
1998, it included a waiver for
41 parlung spaces on the
basis that most of the restau-
rant's second floor would be
used for interactive video and
sports games. Parking
requirements for game
arcades are lower than those
for restaurants.
Earlier Uus year, the
restaurant's owners apparent-
ly removed the games and
turned the floor into a dance
area, bar and food service
area. City officials contend
that change no longer fits
within the approved permil
•we believe that there are
grounds for a revocation
hearing,• city Planning Direc-
tor Pabida Temple told the
commission Thursday.
Commissioners also must
determine if a high number
of disturbances at the restau-
rant in the 3400 block of Via
Oporto should be an issue in
considering its business
license.
Between Jan. 1 and June
30, 41 calls for service and 75
officer-initiated activities
occurred at the restaurant,
according to a Newport
Beach Police Departnient
memorandwn.

I n the aesthetically rarefied world of
fishing lures, there are different
schools of thought.
Some prefer the minimalist works-
the dainty flies with hand-crafted pre-
cision that almost elude comprehen-
sion.
For the big-fish hunters who need
immediate impact rather than subtle
nuance, there's nothing quite so satis·
tying as mdXlITlahsm.
ln a strange, lure-onented grotto at
Bongos Sportfishing shop in Newport
Beach. maximalism reigns supreme.
The truly massive pieces are sus-
pended from the ceiling, where the
only illulnination comes from a creepy
blue Light overhead and the air is filled
with the sound of twinkling chimes.
They are squid or, at any rate,
squid-like in form.
If you want to go fishing for
shark or bluefin tuna, bigger
is better, it seems, when it
comes to lures
Bulbous and rubbery, with clammy,
florescent tentacles, the lures hang
like so many perverse salami in some
twisted version of an Italian deli.
One of the squid is imprisoned in a
plastic bag. Its rubber flesh is flecked
with gold and purple glitter Oakes.

What can be the possible justifica-
tion for these creatures?
"They're used primarily for shark
fishing,• said Bill Gorham, captain of
the boat Tailchaser, which is one of the
vessels that takes Bongos charter cus-
tomers out for fishing trips. "They're
also used for bluefin tuna."
It turns out, Gorham went on to say,
that there is an extensive body of the-
orizing behind the gross matter of the
lures themselves. Men have been
wracking their brcµns for years to
determine how, exactly, a bunch of
rubber and dye can be maCle to simu-
late vigorously flipping marine We.
"There's two basic theories,"
Gorham said. •0ne theory is you try to
match the ambient light conditions.
The other theory is you try to contrast.·
Gorham is in the camp of the con-
trasters. He likes to use bright lures,
like the fluorescent squid, on dark
days and black lures when the sun
shines.
But perhaps more difficult to fath-
om is the psychology of that strange
creature, the lure-buying customer.
The best lure in the world won't catch
any fish if it does not first attract the
angler's gleaming Visa card.
Gorham stated it most clearly: "The
guy has to look at the lure and say, 'If I
were a fish, I'd eat that.'"

1997, to sign a lease with the

to build an Italian villa-style
hotel on the site the post has
occupied for more than 60
years. .

Council members were suffer-
ing from hearing loss and for-
getfulness as they weren't lis-
tening to residents who
oppose the hotel.
I realize they are elected to
serve the best interests of our
city and think they extend
their best effort in this regard.
But a new illness evidently
has stricken the failing health
of our cx>lmcil since they
apparently now have wrtter's
aamptoo.
lo business, it is reasbnable
and customary to respond to a
written inquiry and just plain
courteous. This is even more
important when public ser-
vants, elected by the persons
asking the questions, are
involved.
On Aug. 30, the American
Legion issued a courteous let-
ter to the mayor and Cify
Council. suggesting a prelimi-
nary outline on ways to
resolve the lease issues. It was
not a one-sided directivei
rather a letter of compromise
and compassion for the resi-
dents on the Balboa Peninsu-
la, the post's membership,
Sutherland Tula Development
and the city of Newport
Beach.
It is now 40 days since the
dty received the post's letter.
Have th& city word processors
broken down? Can't someone
, ln City Hall find an old type-
writer, or how about a pen or
pencil? The council has failed
to respond to the letter. Surely
someone could respond. How
about a telephone call?
Do citizens who have
served our country deserve
such treatment? Just look at
their record. They waive or'

The difference, accord-
ing to the principals of
three schools where scores
increased the most, is an
intense collabo.ration of
teachers and extra pro-
grams outside the tradition-
al classroom setting.
Teachers were •working
very hard, but they weren't
working together," Blakely
said. •Teachers are collabo-
rating. We're d eepening
out knowledge base. What
we learn we put into prac-
tice. We access it and then
we recraft it."
That was the story all
over the successful West
Side when the API rank·
ings were released last
week.
The API, mandated by
Gov. Gray Davis' Public
Schools Accountability Act
of 1999, ranks·each public
school based on student
performance on the Stan-
ford 9 achievement test
scores.
The state set a target
score of 800 for every
school across the board.
Each school ranked below
800 will be required to
improve its score by a fixed
percentage each year until
it reaches 800. Schools that
receive an 800 or higher
are expected to maintain or
improve that g rade each
year.
When the API flf5t came
out in January, only riXnifiofd
the Newport-Mesa U e
School District's 26 schools
included had reached that
target score.
When the new scores
were released last week, 16
of the 20 schools that need·
ed to improve did so, many
'making astounding leaps
that far surpassed state
reqllirements.
TEAMWORK MAKES
THE DIFFERENCE
This year's buzz word in
improving schools must
have been teamwork.
·1 would certainly give
credit to the staff. We cer·
tainly worked as a team,·
sald Ken Killian, principal
of Rea Elementary School,
which jumped 83 points on
the API ranking.
Unlike Blakely, Killian
said he couldn't possibly
nail down what made the
clifference.
But like the principals at
most under-performing
schools, Killian knew when
the governor's mandate
took effect, it was time for
a new approach,
Maybe the time had
come to veer away from
the traditional classroom
approach, with teachers
doing their own thing.

Each school's success
story involved starting key
intervention programs that
offered students e xtra indi-
vidualized instruction time.
Sonora Elementary
School, where the API
score jumped by 90 potnll>,
began a state-funded
•After-School Eagles" pro-
gram that focused on literd·
cy.
Last year, the program
served 50 students who
stayed at school until 6
p.m., with teachers provid-
ing additional instruction.
When it was well·
received, Principal Lone
Hoggard and her staff
decided to begin an
"Eaglettes" program for lht•
kJndergartners and parent~
that resembled a mommy-
and-me program.
At Rea Elementary, edu-
cators .developed a new
reading program that
closely tracked each stu-
dent's level and progres!>

their regular classrooms

performing below grade
level from each classroom
and instructed them after
school for 45 minutes, two
days a week.

students also had the betll'·
fit of many outside pro·
grams, such as the Boys &
Girls Club, Shalimar Learn·
ing Cente r and Girls Inc ,
he said.
All of these programs,
administrators said, have
been mstrumental in the
unproved test scores.
But when it comes down
to it, Killian said, it is not
the inclividual programs
but the very focused, com·
bined effort that makes ll
work.
·1 think what stands out
is what we do is very
focused, whether it be du1 ·
ing or after school, on whdt
kids really need to learn,"
he said.
•And the second thing I
think really stands out is
that there are ways to ~et a
lot of extra help to students
who need it:

Fresh out of law school,
he decided to settle in
Newport Beach after visit-
ing girlfriends from his uni-
versity in the beach com-
munity.
Riding his bike around
Balboa Island, "I went up
and down the street, look-
ing for a ·for rent' sign,· he
said. Once he found one, he
rented the place "on the
spot."
A short while later, he
gave up the legal profes-
sion and switched to the
real estate business. By
that time, he also had
moved to West Newport,
where he now lives in the
Newport Shores neighbor-
hood.
"If I move, I'll move to
the beach," he said,
adding that the ups and
downs during the last eco-
nomic recession some-
times made him think that
he might have been better
off sticking to law. "I'd like
to have a n oceanfront
home."
Rosansky said his ulti-
mate goal is to become a
real estate developer.
"I'd like to build things."
he said, sitting outside the
Boy Scout Sea Base on
Pacific Coast Highway,
where he volunteers as an
assistant Scoubnaster.

Measure T. which would add
parts of the city's traffic phas-
ing ordinance to the City Char-,
ter and nullify Measure S if vot·
ers approve both measures,

sees the need for a compro-
mise.
"At this point, it's an
uphill battle," he said. "The
people in charge of bring·

South County people into a
corner."
Rosanslcy said he thinks South
County residents might accept
the concept of "'two JofVI
Wayne Airports instead of
JofVI Wayne Airport and a

Rosansky said he favors
doing everything possible to
protect the bay, the harbor and
the oceanfront.
.. The city has not been as

tect the bay from pollution
and siltation." he said.
Rosansky said he wants to
set aside funds for continued
dredging of the bay, "where
we're not going from aisis
to crisis."
He said he understands the
problems of keeping people
from dumping waste from
their boats, adding that he
does everything possible to
prevent waste from his power·
boat from polluting the bay.
"I wouldn't feel wntfott·
able eating fish out of the
bay. I won't swim in 1he bay."
• ANNEXATION
PROPOSALS
Newport Coast should be
viewed as a "natural exten-
sion" of the crty, Rosansky said.
Annexing the area would
give the city greater control in
the future over what happens
there, he said, adding that high
property values would add tax
revenue to the city's coffers.
The annexation of Santa Ana
Heights would help in the fight
against an expansion of John
Wayne Airport. Rosansky said.
Residents there "have always
considered themselves New-
port Beach residents," he
said.
• UPDATING THE
GENERAL PLAN
Rosansky said this .. really
needs to be the city's focus;
to look where we've been,
to see where we are now
and where we want to go.•
Revising the general plan
might help to address some of
the growth-control issues that
have brought on Measures S

challenge for Costa Mesa's
Brendon McCaughey, the former
Mater Dei High basketball
standout.
Once a thriving shooter and
one of the team's tallest players
at 6-foot-2, McCaughey has a
different perspective on the court
these days.
•(McCaughey} was a helluva
shooter,• said his former coach at
Mater Dei, Jerry Tardie of Balboa
Peninsula. •He was
a real likable
guy, kind of
loosey-qoosey.
Everybody liked
him.·
The summer of
1974, only weeks
after graduating
from Mater Dei,
McCaughey was
expected to play for
Coach Herb Livsey
at Orange Coast
College. But
·1 can move from my chest
up, and my arms ... I have
limited use of my hands,"
McCaughey said. "That's what it
is ... living day to day."
Despite his obvious
handicaps, McCaughey remains
positive and focused, at times
talking to others who are
afflicted by quadriplegia.

accident happened, l

on everything, but I
didn't,• McCaughey
said. •1 just fought

McCaughey 8 suffered whiplash in rendon McCaugbey
McCaughey, a
13-year employee
for Anheiser Busch
prior to his ocean an automobile
accident and injured his lower
back, which never fully
recovered, ending all hopes and
dreams of playing college
basketball.
McCaughey moved on.
But, then, another tragedy
struck 16 years later. On June 5,
1990, McCaugbey was playing
in the ocean with his two
children at Bolsa Chica State
Beach.
He jumped innocently into the
water to "sneak up behind• his
kids and ·play with them,• but
crashed into a sand bar and
broke his neck. McCaughey has
been a quadriplegic since and is
confined to a wheelchair.

physical education to strengthen
his upper body.
• (McCaughey) was quite an
athlete," added Tardie, Mater
Dei's first All-CIF basketball
player in 1960 and also the
Monarchs' athletic director in the
1970s along with his basketball

McCaughey, who lives in
Costa Mesa, has two children:
daughter Michelle, 17, and son
Michael, 16. Both live with their
mother.
McCaughey is the latest
honoree in the Daily Pilot Sports
Hall of Fame.
Newport hosts golf tournament today
The Newport Harbor High girls goll team will be the GAMERS
host of a 10-school goU tournament to be held today at
1 p.m. at the Newport Beach Goll Course.
Costa Mesa, Huntington Beach, Foothill, Keppel, Orange Lutheran,
Palm Desert, Redondo and Hacienda Heights Wilson high schools will
also take part in the all-day event.
According to Sailors' Coach Jim Warren, there will be first-, second-
and third-place trophies given out for team play as well as individual
honors in each flight.
It will be medal play over 18 holes.
