While the other eight candi- dates gave •yes• or "no• answers on how they'll vote on Measures S and T, Thomson, who is run- ning for reelection in District 7, declined to do so. ·1 am on the City Council and have one out of seven votes,• he said at the Oct. 4 forum. "If all the City Council people voted like me, we wouldn't have the problem.• However, residents supporting either measure say his unwilling- ness to take a stand could weak- en his chances of holding on to his job. In fact. As I wandered around the science room, I found myself wanting to make a star chart with them. They began by creating the star groupings on index cards with a hole punch. I never was quite sure what it was, but be seemed to know a good many moyie people. Be that as it may, the movie people who frequented the isthmus made Christian's Hut a pop- ular place. Change pace and location to Balboa. For years, actually as far back as I can remem- ber, there was a club on the bayfront and Alvarado Place called the South Seas Club. It went broke during the Depression, and Art and Joe moved their operation from the isthmus to the Balboa Peninsula, specifically to the old South Seas Club. There they opened a restaurant called, of course, Christian's Hut. Someplace along the road, Joe Guido dropped out of the picture, and Art ran the place by himself. Actually, it was the first first- class restaurant in Balboa. Oh, we had restaurants, but they were only beefed up hamburge r joints. I should know. l worked in one most of my younger days. As I remember, Art went in to be a pilot but washed out. How- ever, he stayed in the corps and ended up in India run- ning a famous officer's club for the pilots flying over the Hump and for the 21st Bomber Command of the B- 29 program. When the B-29s were transferred to Saipan, where I was already sta- tioned, and the pilots learned that I knew Art Lashelle, I had it made. After the war, Art returned to Balboa and Christian's Hut. It was still the only real class ope ration in town, but this time it had a n added attraction: Art hired Don Vaughn as bounc- er. and Don invented a new concept in throwing out unruly customers. Measure S, also known as the Greenlight Initiative, proposes to put before a citywide vote any develop- ment that allows an increase of more than 100 peak-hour car trips or dwelling units or 40,000 square feet over the general plan allowance. Measure T would add parts or the city's traffic phasing ordinance to the City Charter and nullify Measure S, should voters approve both measures. During a conversation Monday. Thomson denied that he ever support- ed the measure itself. He said the only thing he bad done was vote twice in favor of putting the measure on a spe- cial election ballot earlier this year. •They'd earned their right to have a special election,• he said. Thomson also said for the first time that he opposes Measure T. ·It takes a flexible piece of the municipal code and turns it into (part of the City) Charter that can only be changed by a vote of the people,· he said. Measure S supporters said Thom- son's refusal to take a clear stand does not reflect a balanced view. "Thomson's neutral position is the same as a 'no' vote on (Measure SJ that puts him in the same pro-growth camp as his opponent, Bob Wynn,• said Phil Arst, a spokesman for the Greenlight campaign. "That's why we have endorsed (District 7 candidate) John Heffernan.• While surprised by Thomson's st.and against Measure T, Heffernan said Thomson's endorsements by groups such as the Lincoln Club mad~ it impossible for him to support Mea- sure S. "You can't be a (Measure SJ 'yes' candidate with those people support· ing you,• Heffernan said. "But I'm still mystified by his vote on the Marinapark resort," Skirmer said. Instead of backing plans to keep the city-owned, bayfront parcel as open space, Thomson and bis council colleagues voted in late August to enter exclusive negotiations with a developer proposing to build a luxury hotel on the site. "We were very concerned about (Meas\ll'e S,)" said Richard Luehrs, the chamber's president, adding that the slow-growth issue was not the chamber's only criteria to endorse candidates. •ot course. There are four ways to send in your com- ments: • Doily Pilot Goy Geiser-Sandoval EDUCATIONALlY SPEAKING Test scores may be up, but we still need to motivate T he Acildemic Performance Index school scores came out this week. These scores are now part of every politician's bat- tle cry. The explanation in the newspaper for those schools that showed dra- matic gains was that they were get- ting it right. No children were falling through the cracks. One school in our district had a 00-point jump in average lest scores in one year. But, as I figure it, half of the kids making up the test results were dif- ferent from 1999 to 2000. The school is a kindergarten through third grade school, and kids aren't tested until second grade. So, last year's third-graders aren't counted in this school's results. This year's second-graders hadn't taken the test before. Perhaps as a school system, we have figured out how to help every child, so there will be no need to compare how the same kids do as they progress from year to year. But. since many of the elementary schools in Costa Mesa are limited to two to four years of test-taking, of the kids taking the test at that school are different from year to year. The Newport elementary schools, that all have seven grades, are con- sistently among the top scores in the state and the nation. They have all exceeded the state target and quali- fy for the incentive money. Once again, scores dropped off from what they were at the feeder elementary schools to the secondary schools. So, even though the high schools have dramatically different average scores, most of the secondary schools have worse scores than the elementary schools U1at feed into that secondary school. An obvious explanation is that the kids in elementary school now are much more educated at that grad~ level than the kids in the higher grades. So, as those in high school grad- uate, they are replaced by the more educated kids that then increase the school's average test scores. Unfor- tunately, two of our secondary schools had overall decreases. When a business has a division that is losing money, it takes a course of action. · It either puts money and labor into the division, to provide more resources and training to brl.ng the division up to snuff. or it closes it down. Schools follow a different course. The governor will give incentive money to schools that met the tar~et by January. The schools that didn t meet the target won't be eligible for money...nlt"resources for another year, if thE!""Sl:fiool district decides to apply for the~~ all of the strings attached. _ . _ At the high school level, a.big_ problem is getting the test tahfs - motivated to do their best on the test. Here are my suggested motiva- tion techniques. Last year, at one school, we had a whole subject of science without textbooks for the first four months of the school year. This year, we have a whole subject of science without textbooks. Last year, we had academic core dassel with over 40 kids in one class. This year, history repeats Itself. Last year, kids couldn't get their schedules and make necessary changes until after school started. The same thlng happened thil year. Last year, kids got lockers that didn't work. ThiR year, those same lockers still don't work. I can't guarantee that these things will increase the IChool's evaraoe test scores. But. They suggest that the absence of approval of many large projects over the last six years is evidence of restraint by representative gov- ernment. This is like listening to presidential candidates. The absence of such projects is not due to restraint on the part of city officials nor should they receive any credit for it. One only has to observe the behavior of some (not all) of the elected and appointed officials who have been considering appli- cations, such as the Dunes Hotel and the Marinapark project this year, to understand what moti- vates supporters of Measure S. Some of these individuals are at times openly indifferent to legal obligations, disdainful of the views of residents and even behave pub- lidy in a hostile manner in response to legitimate criticism. • STEVEN E.
