didn't carry it very far.

1999, that tiny mention represented the ful-
fillment or major expectations.
The box score, a report on Sunday's
Colts game against the New York Jets,
recorded Finn's first NFL carry.
The only problem? Finn fumbled. 1\vo
yards away from the end zone, he dropped
the ball like a politician ditching a cam-
paign promise.
Finn's actions turned out to be thorough-
ly irrelevant. Indianapolis won, anyway.
•we're attributing that to the fact that
his Irrelevant Week trophy that he took
home has a guy fumbling the bdll," Salata
said. •He thought, if thdt's the way it's
done, that's the way I'm going to do 1t."
The men who are tapped as Mr. Irrele-
vant manage to accomplish a wide variety
of things, Salata noted. One has gone on to
graduate from West Point; another has
become a senator.
But never before has an Irrelevant hon-
oree made such a prominent goof.

Council members are expected to
ask City Atty. Bob Burnham at
tonight's City Counol meeting to
prepare a list of secbons in the
measure that could be open to
interpretation by the council.
Measure S, which voters over-
whelmingly approved in the Nov.
7 election, will put before a city-
wide vote any development that
allows an increase of more than
100 peak-hour car trips or
dwelling units or 40,000 square
feet over the general plan
allowance.
Supporters of the so-called
Greenlight initiative said that
forming such a committee would
be appropriate.

With a sharp sense of humor
and a way with first-graders.
Chery Weaver hands out lessons
with a little bit of teasing.
Chery Weaver ls not your typical teacher.
She doesn't over-enunciate when speaking to
her first-grade students at Page Private School.
She doesn't talk down the sligh test bit.
Weaver 15, instead, subtly sarcastic with dry
humor and a straight face. Her students find
her funny.
During Monday morning's lesson on
Thanksgiving, she asked them about the pil-
grims' journey from England and their life in
America. She good-naturedly teased the first.
graders when they suggested that turkeys
were a crop.
Then came the crafts. Weaver passed out
construction paper. each with outlines of an
American Indian's beadb¥d and feathers in
assorted colors. The assignment was to cut out
the headband and the
feathers. paste them IYI
onto the band and
wear them.

Soon, there was
chaos. Laughter erupted -often for no appar-
ent reason -and children jumped out of their
seats. The students seemed to forget, with sds·
sors and glue sticks in hand, the rules and man-
ners that come with being in school. But they
bad fun.
W~ley Krautkramer taped his eyes shut.
Victoria Smith wrapped a lavender sweater
around her head and was asked to leave the
room for a few minutes. And Funmi Kalejaiye
illegally swapped headbands with a friend.
She was only allowed to trade feathers,
remember?
Weaver asked, "ls that a featheri That long
thing?~
To Wesley's tape prank, she quipped,• "It
doesn't even work on your mouth."
When students waved scissors in the air, she
said, ·1 want to see you all walk out with 10 fin.

She reminded the first-graders that they had
only five feathers each, so if one of them some-
how ended up with six, she would take one
away.
When one little boy asked Weaver to staple
his headband because he couldn't estimate the

CORONA DEL MAR
Vandals went on a destructive
spree over the weekend,
smashing car windows and
side-view mirrors and ulti-
mately causing about $6,000 in
damages, police said Monday.
Eleven incidents were
reported between Saturday
night and Sunday morning in
varlous beach neighborhoods,
including Jasmine Avenue,
Seaward Road, Seeaest Drive
and lilac Avenue.
Most of the victims were
homeowners who parked their
cars on the street, police said.
One of the victims was a
store owner in the 3100 block
of East Coast Highway whose
display window was smashed.
There a.re no suspects at
this time, said Newp0rt Beach
Police Lt. Doug Fletcher.
"It's very likely the same
people were involved in all of
those incidents,• he said.
Glass was shattered with a
baseball bat OT similar instru·
m.ent in abnost all the cases,
Fletcher said.
It is not unusual for vandals
to strike in spurts, he said. •usuany when they strike,

find one window broken,

dow a couple of doors away,•
Fletcher said. •

Sherrill Smith said she was
shocked by the destruction
and damage.
"How horrible,• she said.
"Who would do a thing like
that? I feel secure because I
live in a gated community, but
I guess it could happen any-
where.•
Police are still investigating
the case. ·

of Investigation. At the
same time, I was an officer
in the Office of Naval Intel-
ligence. Each of us was
charged with investigating
cases oC alleged •sabotage,
espionage and subversity"
-in Tom's case, with civil-
ians; in my case, with naval
personnel.

nan didn't last long because

Police arrested a 56-year-
old man who allegedly fired
six rounds from a .357 mag-
num revolver Monday after-
noon while on a rental boat
in Newport Harbor, authori-
ties said.
The incident caused a
stir around 2:30 p.m. near
the Balboa Fun Zone,
where several people
watched Newport Beach
police and Sheriff's Harbor
Patrol officers arrest Robert
Smith, of Fountain Valley,
on suspicion of carrying a
concealed weapon. He told
officers he had fired all six
rounds into the ocean,
police said.
Nobody was hurt during
the incident, said Newport
Beach Police Lt. Mike Jack-
son.
Smith was apparentl"¥t
intoxicated while returning
a boat to Balboa Boat
Rentals in the 500 block of
East Edgewater Avenue,
said Sgt. Ron Peoples of the
Orange County Sheriff's
Harbor Patrol. ,,
Harbor Patrol officers
responded to a call from a
woman identifying herself as
Smith's wife and warning
that he was threatening to
kill himself.
•It was not a suicide
attempt," Jackson clarified.
"He was only heard talking
about it."
Smith is being held in
Orange County Jail and is
receiving psychiatric treat-
ment.

pick on another office for a
while?"

Unhappily, we couldn't
find a spy in all of Orange
County. We were very suc-
cessful in proving that cases
ol alleged sabotage were
actually cases of careless-
ness, and that alleged sub-
versives such as Heinz
Kaiser and Soto N'lShigawa
simply had names that were
the same as those of our
enemies. But no spies.

Sewage spill prompts
harbor closure
The Orange County Health
Care Agency closed part of
Newport Harbor on Monday
morning after a sewer line
became blocked and caused
sewage to spill into the bay.
The bay was closed to
swimming and diving in the
area of Harbor Marina, near
the intersection of Coast High-
way and Newport Boulevard.
A spokesperson for the
health care agency could not
be reached Monday.
Bechler trial date
reset for Nov. 22
The trial of Eric Bechler,
the 33-year-old man accused
of murdering his wife during
a boating trip off the New·
port Beach coast in 1997, has
been postponed to Nov. 22.
Bechler's trial was sched-
uled to begin Monday, but
was postponed because the
prosecution presented addi-
tional information that the
defense has not yet
reviewed.
Bechler is suspected of
killing his' 38-year-old wife,
Pegye, and throwing her
body overboard while they
were celebrating their fifth
wedding anniversary.
While Bechler has main-
tained that his wife was
swept off the boat by a giant
wave as she towed him on a

decathlon
inspires students
0 ne of the buzzwords in edu-
cation over the past 10 years
has been cooperative learn-
ing. Group projects are assigned. so
that kids can learn how to divide the
work up among themselves, share
ideas . .come to consensus, and then
get the job done. Given the almost
even split of both houses of Con-
gress. I hope our national leaders
will practice cooperative learning.
National politicians who plan to
remedy education made a lot of
promises. Those promises differed in
their approach, depending upon the
political party. Congress won't be able
to accomplish anything unless they
have a spirit of compromise and coop-
erative learning. U it doesn't work out
with Congress, perhaps running the
counby could be the next group pro-
ject assigned to students of the New-
port-Mesa Unified School District. •••• For the first time in yE!ars, all four
district high schools are fielding aca-
demic decathlon teams. The purpose
of the competition is to get kids
excited about learning. This contest ·
requires the team to be made up of
equal numbers of A. B, and C stu-
dents. Since many B and C students
are in that category because they
don't study, this can prove to be a
real turning point in their outlook on
education. They find out that they
can be just like those A students,
who get there by studying, instead
of sleeping on a magic pillow, or
having the answers transmitted to
their brain by osmosis.
The best thing about the
decathlon is that it gives team mem-
bers a taste of 10 different subjects. In
this era of state testing and subject
requirements for college entrance,
high schools are providing fewer
choices to peek student interests.
This year's decathlon subjed.s include
economics, music, art, math, litera-
ture, religion, philosophy, psychology,
public presentation and microbiology.
In the area of music, for instance,
the students are listening to sacred
music from throughout the world.
They are learning about rhythms,
syncopation, scales, keys, melodies,
theory and instruments. At least one
of the high schools is using a novel
approach to teach the students. The
class is held zero period, the time
before most kids are in school
Teachers with expertise in a particu-
lar subject have bee!) providing their
expertise in their spedalty. So, a
math teacher with a background in
music from Julllard, who is writing
the music for a Broadway musical in
her spare time, is teaching music.
My dream would be to offer a
survey class of these 10 subjects to
every student at every high school,
taught by the teacher with th~ most
expertise and enthusiasm. Wouldn't
that spark some excitement? ••••
On the cultural front. Youth Night
is back at the Opera Pacific. At Opera
Pacific, they believe exposing students
to the arts is a vital part of their educa-
tion. History, art and music come alive
as a whole new world ol great perfor-
mances un.foJds for teens. To achieve
this purpose. they offer study guides,
guest speakers, ~ preview talks and
reduced prices for students to attend

very disappointing to read.
My son is a third-grade stu-
dent at Mariners Elementary and

functioning autism. The Newport-
Mesa School Qistrict's "Instruc-
tional Education Plan• calls for
my son to have an aide go with
him to his classes. The federal
and state governments mandate
that special-needs children (like my son) have "the least restrictive
environment• provided for them.
What this means is that a child
like mine who has special needs,
but a normal IQ level, should be
attending regular class as much
$S possible and not be taken out
of theif neighborhood school and
bused to a campus across town to
be placed in a special education
class. The district is suggesting
this to me,.instead of providing

through Newport Beach the other
day, and I was embarrassed to
see bow many campaign signs

ridiculous. Do they really think
we even look at those things? I
think it's great in Costa Mesa
that there are some, but Newport
Beach is just emba..n:assing.

On Tuesday (last week), I got
word that the district has denied
my son an aide, even though the
district has written an education
plan that states that my son
should be provided an aide. The
district bas denied my son the
help he needs because they don't
want to pay for it. I am told that
the district has denied aides
across the board to most spedal-
needs children, even if their edu-
cational plan calls.for an aide. I
pose the questibn: What is the
Newport-Mesa School District
going to do with the $800,000 in
special education funding this
year and the "millions of dollars"
in special education funding to be
paid out over the next 10 years
and their portion of the $100 mil-
lion in annual increases if they
are not going to provide for spe-
cial-needs students?
My additional frustration is
that we as a parent group have

in which we have raised m.Ullons
of dollars to repair our aging
schools, and we give money to
our teachers at •wish night" to
buy supplies and materials for our
children as the district does not
provide enough money per child
per school year for materials and
supplies. This money includes the

page and our children use five
pages per day of curriculum and
there are a total of 180 schools.
It seems we are forced to raise
all of this additional money pri-
vately because if we don't, we

assumed the initiative had been
deliberately crafted to ~
its actual intent of stopping the EI'
Toro airport, it is nevertheless
interesting to have it confirmed
by an anti-airport Irvine codncil-
man. Those who designed the
initiative intentionally added oth-
er cpmp<>nents (landfills, jails,
two-thirds majority vote, empow-
ering the people) because their
pa.int to repaint our children's
school, and then show up on a
parent workday and repaint the
school. We cannot hang anything
on the walls of our multipurpose
room as the walls are made of
asbestos and we cannot penetrate
it.
We still have class sizes of
more than 30 students in fifth
grade and above, and almost all
of the classroom aides provided
on our campus are paid for pri-
vately through the foundation.
Where is all of the money
going from the state increases in
school funding? It certainly isn't
going to our teachers. Where is
the Newport-Mesa School District
spending our money, as it certain-
ly isn't going to our children's
education? And where are they
going to spend this million-dollar
increase in special education
funding if it is not going to be for
providing for special-needs chil-
dren like my son?
