Rep. Chris Cox's name, over
the past several years, has
often been connected with
some of the most prestigious
off ices ln the land -vice pres-
ident, speaker of the House
and U.S. Senate.
But this time, whispers of the
congressman's name have
rarely been beard in the Wash-
ington rumor mills.
As an attorney in the Reagan
administration, Cox would
seem to be a natural to join
George W. Bush's White House
staff.
Don't count on it happening
any time soon.
It's not that Cox ls being
passed over. But ln a Monday
morning meeting with congres-
sional leaden, Bush said he
wants high-ranking Republi-
cans to stay in their roles as pol·
icymakers, Cox said from bis

said the plant, the hrst of its land -
and size -m the world, IS in its last
testing stage.
"Everything 1s working tine so far.·
he said. ·we have a lot of things to test.
We're now tesb.ng the controls, all the
safeguards and the operational valves
in the faality. The facility will be run by
a state-of-the-art computer system,
wtth safeguards 10 place to shut 1t
down in case of any problems. We're
going to work out any bugs (to avoid)
putting them into the system.·
The water distnct has worked for 16
years to clear up colored water -lugh-
quality undergroWld water that has a
•weak tea· color and a sulfur-like
smell -for its customers.
The treatment plant will use an
ozone and b1ofiltratJon process to
remove the color and smell from the
colored water, wtuch is found 10
aqwf ers between 600 and 1,200 feet
deep.
Origmally scheduled to open m
September, then October, the comple-
tion of the plant was postponed
because of design changes -includ-
ing adding a well and improving the
filters -to double the capacity of the
plant, said Baldwin and water board
President Th.ldy Ohlig-Hall.
The colored-water treabne.nt facility
-onginally planned to band.le up to
4,000 gallons per nunute, enough to
meet the needs of the city -will be
capable of pumping out 8,000 gallons
per minute lf the district decides to
supply the treated colored water to
areas outside of Costa Mesa in the
future, Baldwin said.
Water districts are normally only
allowed to pump 75% d tbeirwatier from
underground aquifers, but the Orange

function of transfer and messen-
ger ribosomal nucleic acid, or
RNA, in animal cells.
"We're sort of like the detec-
tives of the animal cell,•
explained Nathan Cramer, 12.
As· a litfle life-science review,
the function· of messenger RNA is
to decode DNA into a readable
form and act as the messenger
between the DNA and protein-
producing ribosomes in cells.
The function of transfer RNA
is to read the messenger RNA
and bring amino acids to ribo-
somes in the prope r sequence.

A lesson in animal biology comes complete
with costumes and something called
'ribosomal nucleic acid.'
Whatever all that means.
It was supposed to be an hour
packed with student presenta-
tions. But a strange epidemic
kept 20 seventh-grade students
in two sections of Karin Nieto's
science class home Monday.
I am quite sure those students
were cursing their bad luck -
getting' sick ibe day they were
supposed to do their presenta-
tions.
So instead of 20 or so presen-
tations, there were a few per
class -but those were excellent.
The assignment was to give an
oral presentation about one part
of an animal cell, informing the
class about its size, function and
composition, while being dressed
up as that part of the cell -thus
the spy twins representing the
RNA.
Another descriptive duo was
Alex Flores and Joseph Lavers,
both 12, who depicted the nucle-
us and nucleoli of a cell.
As the nucleus, Alex wore a
big red box on his front, which
contained his nucleoli, Joseph,
who wore a smaller red box.
Joseph popped out of Alex's
nucleus box throwing plastic
ribosomes, because as we all
know, the job of the nucleoli is to
make ribosomes.

T be late Andy Devine,
who lived among us
here in Orange County
for a great many years, was a
man of varied and fonnidable
talents.
Most people knew him as a
movie actor, a gravel-throated.
bear of a man who appeared
in countless westerns with the
likes of John Wayne and other
famous cowboys. '
One of Andy's least known
talents was as a poet -not a
major poet of the Keats or
Shelley category, but good
enough to attain the enviable
title of poet laureate of the
Orange County Press Club.
It happened. this way:
One time the Devines and
the Gardners were going to
drive to Vandenberg Air
Force Base to visit a friend.
On the same night we were to
leave, unfortunately, I had to
act as master of ceremonies at
the Orange County Press
Club awarcl.c; banquet.
Not to worry. I would get a
ride to the hotel where the
baiiquet was being held, and
Andy and our wives would
pick me up afterward. So far.
so good.
There was one small fly in
the ointment. Awards cere-
monies tend to drag on and·
on. It always seems like
everyone in the place gets
some kind of award. This par-
ticular ceremony was no
exception.
So, Andy, Doagie and Katie
waited in the bar of the hotel
as I handed out awards to
every ink-stained wretch in
the county. Since Andy didn't
drink, the wait began to seem
interminable.
Finally, a waitress came to
Judge Gordner
THE VERDICT
the lectern and handed me a
coclctail napkin on which
Andy had scribbled the fol-
lowing verse, which I read to
the assembled members of
the press: •
MThe hour is late
The road ls bent, ·
So cut it short
And lei us went."
I don't pretend to know
anything about poetry. I don't
know whether that is runic
verse or iambic pentameter,
but it rhymes. And it had two
results.
t:irst. it certainly sped up
the awards presentation. I
zipped through the rest of the
program in record time.
Second, at the next meet-
ing of the press dub, Andy
was selected as its poet laure-
ate, an honor he held proudly,
along with bis selection as
honorary mayor of Van Nuys
and having a street named
after him in Kingman, Ariz.
As be was fond of saying, it
wasn't quite like winning an
Oscar, but ...

Mile after the framework's
adoption, Glover called for

today to discuss the matter
and get more information
on the sign, as well as the
commission's decision.
"If the Planning Com-
mission cannot live by the
design framework, we may
need to go back and see if
there is another way to
administer" the frame-
work, she said.
But Planning Commis-
sion Chairman Edward
Selich said the Jiffy Lube
station's size had unfortu-
nately forced commission
members to make an
exception to the framework

in the available space.
Selich said he had point-
ed out the dilemma to his
colleagues before malting a

lowering the sign is a solu-
tion,• he said at the Dec. 7
meeting.
"But it seems that when
we approved the Mariner's
Mile sign framework." plan-
ning commissioners voted to
encourage tall-standing
signs rather than those clos-
er to the ground, Selich
added.
Planning com.missioners
approved the framework in
September before passing it
on to the City Council for
final approval.
City offidals said the sign
proposed. by Jiffy Lube rep-
resentatives had not met
framework guidelines. At
15 feet tall and 6 feet wide,
the sign would have been
wider than the 3 feet and 9
inches allowed for signs
that high.
James Campbell, the
senior planner at the city
who worked on the project,
said the sign's fete was now
in the hands of council
members.
"They left it for staff to
work it out,• Campbell said
"ObVlOUSly, with the deci-
sion recalled for review by
Mrs. Glover, everything's
put on hold."

Each of Ae90p fables is
short, fun and contains a
timeless message.
•I liked the 'Tortoise and
the Hare' because of the race,•
said George Kennedy, 7.
But it was after a singing
rendition of a Shel Silver-
stein poem that children
really went wild. Next came
a story that they recognized:
•snow White and the Seven
Dwarfs."
·It was cool, with all the
stories and characters,· said
Kylee Camargo. 8, of the
show. •My favorite was
Snow White because the
queen cried and the girl

his expertise to help undo
the damage, Selich found
himself as one of the leaders
in the effort to bring back the
village to Corona del Mar.
Although Selich said he
expected to complete the
hand over from Caltrans by
midyear next year, with the
highway's one-mile stretch
in Corona del Mar coming
under city control in early
2002, the group still has sev-
eral hwdles to overcome to
get to that point.
First, council members
must pass a resolution to
take ownership of the high-
way, said Gail Smith, a Cal-
trans spokeswoman. Next
comes legislation, which will
require the sponsorship of a
state legislator. After all that,
the California Transportation
Commission must still sign
off on the deal.
Whenev.er the control over
a highwCiy changes hands,
Caltrans will assess the costs
to get it to a "state of good
repatr, • Smith said.
However, while in some
cases the new agency will
reqllest to take over the
highway when repairs have
been completed, Selich said
the Vision 2004 .group plans
to use the funds for its own
improvement project
instead.
Because the money won't
cover all the costs, Selich
said his group was also look-
ing into other state funds to
make up the difference. He
added that a cost estimate
did not yet exist.

Classroom projects
can be the best
holiday presents
I f you would l.iJ<e to give a holi-
day gift that costs you nothing
but is invaluable to the receiver,
give a pint of blood between 8 a.m.
and 2 p.m. Wednesday at Costa
Mesa High School. You can talk to
some nice teenagers while you're
there.
A speaker at last week's school
board meeting talked about his
favorite Chnstrnas gift, received
more than 50 years ago from his
fourth-grade teacher. It was during
the Depression, and she handmade
each student a card. I suspect that
the reason it is hts favorite gift is
not just because it was d lovely
card. The card represents all of the
wonderful feelings his teacher
endeared 10 hun to this dciy.
It got me lhulkmg about my
favorite holiday gift. At the time,
my daughter was in the fifth grade
and was working on an assign-
ment. As most parents would
agree, it is difficult to get fi!th-
graders to work on long-term pro-
jects a little at a time. So I spent
many an evening hounding my
daughter to work on some part of 1t
to get it done on tune.
This teacher assigned a winter
inquiry. with a choice of 25 pro-
jects. Many were to research and
write about the ways that people
celebrate the winter holJdays. It
helped the kids learn how alike -
and different -their holiday cele-
brations are, and to appreciate and
respect those sunilarities and dlf -
ferences.
The projects I like most are the
ones that are more personal in
nature.
In this project. my daughter list-
ed three of her wishes, including
her wish to be reincarnated many
times -once as a star to shine
down on Earth. Now, how often do
you find out stuff like that from
your child?
She also included her favorite
holiday smell and why. and a
favorite recipe, which she made
and brought m to share with the
class.
One of my favontes is her story
of "The Almost Perfect Chrisbnas
n ee,# which recounts our family's
annual struggle to write our Christ-
mas letter and to pick out and dec-
orate the perfect tree. That year,
our tree fell down after we got it all
decorated, so we had to start all
over again. At the time, it didn't
seem as funny as it does now.
She also wrote about our family
holiday traditions. which now may
be passed down to future genera-
tions. The details of that year,
which is now five years away,
would have faded if I did not have
the winter inquiry. It helps me pic-
ture just h ow our family was at that
point in time, and that ls the best
gift of all.
So, teachers, if you are looking
for a project for your students to
make for their parent&, no matter
what their age, I suggest that they
just sit down and write about the
holidays from their own perspec-
tive. I'm sure other moms and dads
would find it to be their most trea-
lured gift as well.
My favorite gtft this year was
teeing the kids perform at a boll·
day program. This year, I watched
about 200 kids sing all types of

~orchestra.

I sat in court Friday and lis-
tened with a heavy heart and
immense sympathy to Pam
Wiener's anguished words of
loss (#Abrams goes to pnson, #
Saturddy).
I do not pretend to know the
depth of the hurt the Wieners and
Sotos must feel, for they have lost
the most precious of all God's gifts.
Pam Wiener's anger and frus-
tration over my brother not pub-
licly expressmg remorse were also
entirely dppropriate and under-
standable. H owever, I was deeply
saddened by some of her
remarks.
She essentially wants to hear
rational words from a severely
mentally ill person. And when
those words weren't forthcoming,
sh e chose to condemn umocent
people in our family who also
have been hurt and have suf-
fered as a result of this tragedy.
Pam Wiener could not be more
wrong about how our family
feels. Our public silence is not a
sign of indifference but the result
of prolonged shock and a debili-
tating sense of helplessness.
Over the last 19 months, our
family has prayed and offered
countless commuruons in memo-
ry of Brandon and Sierra, and for
the hope that God will comfort
their families.
Now, at this cnticaJ juncture,
may God help all of us who have
been lert behrnd to d eal coura-
geously with what lies ahead.

There's ,no getttng around the
brilliance of great December
weatber in Newport Beach,
• especially when live television is
involved.
But fans at the golf course, once
again, struggled to· get around.
My biggest beef is this:
Many people on foot.
including myself, were
confused upon reaching
the main intersection of
P.ellcan Hill's two coW'SeS
in front of the Clubhouse
and down the primary
walkway from the lower
patio area, whlch leads
directly to the popular
practice putting green.
There was no signage
telling people where to
go. As I stood and
watched, l noticed others
doing the same thing I
did: Aniving at the intersection
and turning their bead' like a bird
in a cuckoo clock. wondering
where to go after buying a S35
ticket (1 was there with a media
aedential).
A shuttle eervice was provided
to take fans from the parking lot
to the Hlh bole on the Oceen
North Coune, but the signage
wun't enough to draw fans'
attention.

without really giving it much
