I have been in the parade as a profes 100- al captain for more than 20 years, and I have seen a lot of interesting things happen on the water indudmg top- less Elves, coWslons. dock tights and vessels tangled in the moorings. This year, let's be mart and courteous to the other boaters while on the water and keep 1t slow What's your hurry. anyway? And at all tunes. use the IMO mland rules and boater's etiquette wtule underway. This includes aligning yow decorations so they don't obstruct the skipper's VJew for safe navigation and don't block your naV1gation- al bghts. Plan before you leave the dock. starting with revieWUlg a copy of the parade map that ltsts the route and esb· mated tunes. You want to fol- low the route or stay clear of the route, travehng slowly with the flow of trallic and keeping your starboard side to shore and pusmg oncom- ing vessels port to port . Be wary that what you do with your boat will affect all the boats around you. There- fore. before you tum your boat, look behind you to see if it is dear of any vessel abaft your stem. Also, you can help the parade's flow by not stopping m the middle of the it unless, of course, safety reasons anse or you're trying to dose any gaps 111 the route without creabng damaging wakes. Keep m mind you are responsible for any damage or injunes caused by your vessel's wakes. Parade offioals will moni- tor manne band VHF work- mg channel 681 however, all commeroal vessels will mon- itor channel 16 as reqwred by the Coast Guard. You will want to contact parade con- trol on 68 for any qu bons. but remember to use channel 16 for all emergencies and for bailing other boats. You WW notice that most of the larger boats will awse mid<hannel at a slow speed. and you will want to give these vessels a little room. At a slow speed. the WlDd and current will have an elfect upon lbele veaels that. at a slow speed. will lake tune lo counteract. Obterve the wtnd and cummt (tide changes) to try and ca1culate any effects that a larger ves- sel may be expenendng. According to a staff report. planning staff now has time to begin the Bnstol Street Specific Plan bec.ause other projects are com- ing to an end. In August. the council discussed several options for improvement Some ideas included the creation of an oversight committee and acquisi- tion of a consultant. The latest general plan is an update from the 1990 General Plal\ and includes proposed changes to highways. bikeways and the Home Ranch site. Planning department staff recommends the council adopt the prpposed changes to the former lima bean field zoning to reflect their recent endorsement of the Home Ranch project.
