June <:asagr•nde DAILY PILOT NEWPORT BEACH -Finding solutions for residents who can't dredge near their private piers because of eel grass is a top priority for the city's new Harbor Commis- sion, members decided Wednesday. The just-created committee held its first meeting at City Hall on Wednesday night to select officers and decide which issues will be its top priorities. 1Among the most urgent situa- tions, members agreed. was dredg- ing !or private dock owners. Though a decision in March by the Califor- nia Coastal Commission cleared the way for some Upper Bay pier own- ers to apply for dredging permits, those with eel grass around their docks are not allowed to dredge. "It's not an endangered plant species, but it provides a habitat for the critters," said Assistant City Manager Dave Kiff. "It's iIJlportant to the marine environment• The. coastal commission's position remains unclear on whether resi· dents can remove the eel grass from near their docks if they plant eel grass elsewhere. "What tlle city is working to do is to set up a system of mitigation banks.• said Kiff, who is the city staff representative to the commis- sion. The banks would be areas w here the eel grass could be replanted, he said. . ' • PEACE Commissioners hope to ta.Ke their first steps toward resolving the problem at thetr next meeting, which LS scheduled to take place May 29 at City Hall. Also likely lo be on the agenda: Ways to enhance the area for visi- tors, such as by ~uilding guest docks. They will also begin. to look into the politicalJy treacherous ques- tion of whether the city should impose a fee on private dock owner~ who rent their piers to boat owners. The breakfast, which was attended by 34 congregations and about 200 people, united the wide spectrum of faithful in the lnterfaith Council and their different flavors • of theology with an array of city, school and community leaders. With the Sept 11 terrorist attacks, the subsequent war in Afghanistan and the current Middle East crisis looming large, many have expressed the need to pray even more. This National Day of Prayer, established by an act of Congress to encourage Americans to pray. found those many in Newport-Mesa on Thursday celebrating the occa- sion by holding prayer vigils out· side of City Hall and other spots .. around the community. The morning breaklast at St. Michael and All Angels took on the tone and theme or religious unity. "There is a feellng that the need for peace is more urgent,• said the Rev. Don Oliver. president of the lnterfaith Council and a chaplam at Hoag Hospital. Young Ch•ng DAILY PILOT L ila Downs knew that unless she really had something to sing about, she couldn't be a singer , and be happy. -• : She had trained vocally since her teens, but the 34-year-old wondered if • the art would stimulate her intellectuall'¥. And then she found her calling. When the Mexican American per- former was in her mid-20s, she went from being confused to appreciative of being mul- ences and love them." She spent much of her .early years in Mexico with her grandmother - a won- derful, warm lady who couldn't read or write but spoke endlessly of beautiful legends involving ghosts and spiritual matters, Downs said. Downs' mother was a business woman and was often away on bips. She was Mi:x- tec Indian, had spent some yea.rs singing during a time when female singers were. considered inappropriate and later ran a car parts tiethnic. But Downs spent most of her childhood with her Scottish American father, who died when she was 16. He was a cinematog- rapher and painter who met Downs' mother in Mexico while making a documentary about teal birds. He eventually also .taught at the University of Minnesota. "I came back being a little more subversive, I guess, in what I wanted to say,• said Downs, who will perform today at the Irvine Barday Theatre as part of the Philharmonic Sode~ and the Barclay's World Stages series. "I also had more to say.• Today, after creating three soulful albums mix- ing everything from blues and jazz to the Mayan and Zapotec languages, the Mexico City resident says her goal' is to make music that makes the world a lit- tle less cold. Suddenly, we were stuck together,• Downs said. "The goals are both artistic and also social,• he said. "I'm very happy making the most beautiful music that we can make and apart from that, hopefully the music that we make has a spiritual mes· sage that can take a little bit away from people's misery in this world." . When .Nhan Vo opened it, he was informed that he could be the winner of a brand new Jeep Liberty sport utility veJUcle. "Yeah right,• he thought and set it aside. For some reason, the direct mailer enticed him. On a whim, be decided to stop by the Costa Mesa dealership one evening. "It was on the way home from work,• the Santa Ana resident said. He was banded a key that may or may not start the car and told to take his best shot. To his amazement, the engine of the new silver Jeep Uberty turned over. "I don't know bow to explain what it felt like,• the 23-year-old said Thursday -When he claimed his prize. "I just couldn't believe the car was actually starting." Vo stood beaming in front his new $23,000 vehi- cle, complete with chrome rims and a grill. ·1 like the shimmer color,• he said in broken English. Orange Coast Jeep own- er Jon Gray said he is always pleased when a promotion can help both the communi- ty and his business. His dealership is part of the Harbor Boulevard of Cars, which also has con- tributed m9re than $200,000 to local school programs. Although the direct mail- er was an obvious ploy to attract business, Gray said it is great to see the vehicle go to somebody who ·could really appreciate a new car. "It alw(lys feels good when you give something to someone Vjho is going 'to be really excited,• Gray said, "rather than someone who just bought a new car last month. This is like a lifestyle change for this' guy.• Vo, a Vietnam immigrant, said he would have never contemplated buying a new car. He would drive his 1995 Honda Accord into the ground before being able to afford car payments, Vo said. What will become of the old faithful Honda? "I will give it to rriy girl- friend,• Vo said. "She drives an even older car - a '9.1 Acura.• His first order of business will be to break the car in on · a little road trip. Dixon said she hopes to coordinate with the Costa Mesa recreation department to offer family-based informa- tional classes about responsi- ble sexual activity, such as the consequences of sexual inter- cow:se, abstinence, birth con- trol and sexually transmitted disease, to name a (ew. "I would like to see (class- es! in the recreation depart- ment that teach parents .to · communicate with teens about sex and teens to com- municate with their parents,• Dixon told about 20 people at a Planned Parenthood confer- ence held Thursday. The idea is in the early stages. So preliminary, in fact, Dixon had just thought of it· during the conference that announced the results of a Latino Teen Sex Survey by Planned Parenthood of Orange and San Bernardino Counties. The Latino Teen Sex Sur- vey, conducted by Cal State Fullerton Market Research Associates, explored family planning percepti ons and practic~s and found that O range County Latino teens experience a higher frequen- cy of sexual intercourse and a lowel" ~el of birth control use than the national aver- . age.
