The two 18th Century replic4 tall ships will anive in New- port Harbor on Tuesday and will berth until Jan. 22 at the Newport Harbor Nautical Museum's stem-wheeler rephca, the Pride of Newport. The ships. on another ix- month tour, will host dock- side tours as well as educa- tional school outings, reen- actment cannon battles and training to be a 18th Century sailor. The crew will be in full period costumes as they - caU on t 6 ports between San Francisco and Sen btego. Both ships have visited our harbor in the past with great fanfare. The Hawaiian Chief- tain is an 1840s North Euro- pean nadlng Vessel replica and the Lady Washington is a replica ol a Brigantine. lb be part " these adven· tures. call the Newport HMt>or Nautical MUleW1l at (9C9) 673- 7863, and watch out foe pirates. Lastly, whlle these vessels are transiting the harbor, l hope all the boaters will extend a wann welcome and be especially courteous. Both ships have restricted maneu- verability with their length and deep draft. While ln the harbor, lt appears that Rule 9 applies in th.ls situation. · Let m e explain Rule 9. Rule 9 ls Just one of the n.aY1gational rules listed in the Uruted StAtes Coast Guard's Navigation Rules, lntematlon- al-1.nland book. and actually this book is required lo be on board every vessel th.at as 39.4 feet (12 meters) tn length or greater. An Interesting fad lS that that most recreational boaters a.re unaware of Uus requirement. and many boaters have never studied right of way rules at all. The rul are divided mto two ports -inland and mter- nabonal -and the book contaUl.S the actJons to be taken by operators or vessels lo avoid collision . Inland Rul apply to ves- sels operating insld~ the line of demarcation, which ls the end of the Jetties, whlle lnter- Mtional apply outsJde·the Jetti ln the ocean. With that being said, le t me review the first section of Rule 9. The Narrow Channels section is listed Wlder both the beedings of international and Ulland, and both are basically identical in r ading. Paragraph (a) states: ·A veaeJ proceeding along the COW11e ol a D41TOW channel or fauway shall keep as near to the outer Um1t of tbe c:hannel or fairway which lies on her itArboard side as is sale and prac:tJcable. • In other words, keep your starboard (right) side next to the shore or the traffic cb4Me1 Just like drl· vtng your car on the streets. Paragraph (b), one of the most important paragraphs, states: ·A vesal of Jess than 20 meters in length or a satl- mg vessel shall not impede the passage of a vessel that can safely navtgate only with- in a narrow channel or fair- way.· A common sense rule that states if a boat ls over about 65.6 feet (20 meters), then do not unpede safe pas- sage of such vessel nus means that if tn a sailboat. do not tack in front of the vessel and if under powe r, do not cause the vessel to man uver to avo1d your acbons whether end on. c::rossmg. fistung. anchoring or cn.ustng.
