in Costa Mesa to create a
quilt to honor victims of the
Sept. 11 terrorist attacks

creating the Memorial Quilt and Tour.

vert those images to cloth and sew them into three
enormous quilts designed like flags.
Abraham is a robust man with a commanding
presence, but he i$ not strong enough to escape
the quilt's powerfuJ effect. Abraham said he
screens every victim's picture, and knows their
names and faces by memory. The happy expres-
sions on their faces contradict the harsh reality that
they are gone forever.
"Each of these people are-dead,• he reminded.
"They are· gone because of a senseless act.•
Volunteer Tom Goggin of Yorba Linda said it is
hard to come to grips with the fact that each of the
2,600 images on the quilt represent their own, indi-
vidual tragedy.
"It's a.n eerie feeling/ Goggin said. "It's a very
eerie feeling.• _
Hundreds of pictures were strewn across a large
wooden table in the converted classroom. Together
they made up hall of a 26-foot stripe. A total of 39
stripes -13 for each flag -will be sewn into 19-
by-26-foot quilts. The pictures have corresponding
red, white or blue backgrounds. On the table, they

Newport expects to weather budget woes .

City Hall, no cutbacks are
anticipated.

bad news is, it's going to be a
Jean year. The good news is, it
looks like the city won't have to
make any cutbacks.
City staff have just finished.
putting together the city's
$142.1-million budget for the
2002-03 fiscal year. Council
members will publicly SO"\l~
the detailed spending plan in a
study session before their May
28meeting.
And one of the first things
they're likely to notice is that
Newport Coast will be a saving
grace. The nearly $5 million in
property taxes expected from the
recently annexed Newport Coast
will offset big losses in hotel and
sales taxes that are part of a
nationwide economic slump.
"This is what we call a status
quo budget,• said Dennis
Danner, administrative services
director for the city. "There are
no new programs, aed only one
recommended new hire that I
know of."
The 2001-D2 budget was $136
million, a nearly $10-million
increase from the previous fiscal
year. By comparison, the coming
year's budget reflects a serious
economic slowdown.
The city's fund for new pro-
grams will bear the bulk of the
burden. Last year, the city had
about $5 million set a.side for
projects such as the Balboa
Village Improvement Plan now
underway. Next fiscal year,
which will begin June 31, will
have only $4 rrullion for such
projects.
The transient occupancy tax,
or hotel tax, brought in $8.8 mil-
lion to the city in the 2000-01
budget year and $7 .8 million in
2001-02. This year, a partial
recovery is predicted, bringing it
to about $8.3 million.

COSTA MESA -The City Council
refused Monday to join the campaign to
overturn Measure W, calling the process
•stupid,• as well as a waste of time and
energy.
Despite Councilman Chris Steel's
protests, council members cast a split
vote that killed any chance of the oty
becoming a plaintiff m a yet-to-be-filed
lawsuit chaJJenging the Orange County
Central Park and Nature lrubative, more
commonly known as Measure W.
Councilmen Gary Monahan and Steel
dissented.
Steel vigorously challenged the coun-
cil majority, saying it was the city's
responsibility to fight for an airport at the
closed El Toro Manne Corps Air Station
to ensure that not only the county's air
transportation needs are met but that
residents will not suffer from the nega-:,
tive effects of a possible John Wayn&
Airport expansion.

Leading the charge for library funds
H ow do you raise $1 million
for a library in just a few
months? Make sure
Theresa Chase is one of your top
people on the job. The Newport
Beach mother of three is co-chair-
woman of the Build A Mariners
Library Fund. Along with Chris
.Wilkinson, she is half of an
unstoppable duo dedicated to
building a new Mariners Branch
Library in Newport Beach.
"At first, I was afrmd it wasn't
possible ," Chase said. "But
when they asked us to do 1t,
Chris and I just looked dt each
other and thought, 'Someone's
got to do it.' U we let Uus oppor-
tunity slip through our fingers,
the whole community suifers."
The Mariners Branch Library
project was designed to take
advantage of state Propos1bon 14
funds that pay for the JOtnt pro-
jects of separate enbties, in this
case the city and the school dis-
trict. The library will replace the
existing Mariners Brdllch Library
and also have a separate
entrance and area for Mdriners
Elementary School students,
which will a llow the faality to
double as the school library.
To quality for the $2 million m
state money, the remaining $1 -
million cost of the library must be
raised from private donations.
And if mooching a million bucks
doesn't sound difficult enough. try
doing it in only about six months.
The city has until June 10 to
have the $1 million in hand in
time for the state deadline to
apply for the grant.

people in any arena that we can,"
said Chase, who fell into her cur·
rent fund-raising role after play·
ing a 011cial part in the Measure
A school bond campaign. "Rotary
Club meetings, PTA meetings,
foundation meetings, we've got-
ten Diers going home with all the
kids at all the local public schools.
The most successful contact
seems to be the personal contacts.
For example, getting people on
different streets to have little cof-
fee get-togethers for their neigh·
bors. They talk about the library
and soliciting donations. We've
been very successful with those."
This strategy of building
street-level momentum from
street level seems to be working.
As of Friday, close to $300,000
had been raised, leaving much
work to be done but lots of rea-
son for optimism.
"(think-we'll pull it off," she
said. "Everyone has heard about
it, everyone's getting excited
about it. Now's the time to take
out the checkbook."

The society collects information,
photos and artifacts relating to the
history of Costa Mesa and the har-
bor area . Volunteers are needed for
derical tasks, computer input and

CRISIS ASSISTANCE PROGRAM INC.
The nonprofit organization is seek·
ing volunteers for its expanding
trauma response program. Some
volunteers assist law enforcement,
firefighters and emergency-type
responders by providing emotional
first aid and support. to injured or
traumatized people. Other volun-
teers provide dispatch and office
support. No experience is neces-
sary. Training will be provided.

The Upper Newport Bity Nature
Preserve is looking for volunteers lo
assist with naturalist-led tours and
programs, special events, and habitat
restoration projects. The interpretive
center is at 2301 University Drive.

OASIS SENIOR CENTER
Meals on Wbeel.S volunteers are
needed lo distribute prepared dish·
es to homebound seniors in the
Newport Beach area. The delivery
time is between 11 :30 a.m. and 1
p.m. daily. The Oasis Senior Center
also needs volunteer nurses for its
bimonthly blood pressure scree.n·
ings. The center offers this service
between 9 and 11 a.m. on the first
and third Tuesdays of the month.
Volunteers should commit two
hours once a month or volunteer on
a substitute basis. The center is at
800 Marguerite Ave., Corona del

senior principal engineer and
scientist at Boeing Space
Systems Co. He received his
master's degree from Missouri·
Rolla in metallurgical engi·
neering and engineering man-
agement in 1971and1975,
respectively. Chao has worked
in the aerospace metallurgical
engineering field since 1972
and for McDonnell Douglas-
Boeing Space Systems Co. for
20 years. His work has primari·
ly involved the development
and application of lightweight..
high-strength aluminum alloys,
which contributed to produc-
tion and development pro-
grams for the Delta 2, 3 and 4
rockets, the International

evening, during the Costa
Mesa City Council session,
things weren't looking so
ducky for our billed
refugees. While retooling
and spit-shining the city's
code governing Costa Mesa's
parks and recreation facili-
ties, language was kicked
about that would ban public
feeding of waterfowl. That's
because the Lakes at
TeWinkle Park are teeming
with ducks and their drop-
pings. Nevertheless,
Councilman Gary Monahan
and Mayor Linda Dixon -
sharing stories of how their
children enjoy feeding the
ducks there -urged their
colleagues to reconsider.
Which they did.
So it looks for the moment
that Costa Mesa will remain
the Jenin ~gee camp for •
wayward Newport ducks.
Moving on, we've bad
precious few weeks of warm
and tranquil sunshine since
the dark clouds that bung
over the contentious Home.
Ranch debate parted. And
yet the overcast is gathering
• again, this time over the
planned development of a
roughly 80,000-square-foot
Kohl's department store on
the bit of real estate now
occupied by the venerable
Kona Lanes and the shut-
tered Ice Chalet in Mesa
Verde Center.
It seems that many of the
folks who dropped between
a half million and 700,000
bucks for one of those man-
sionettes in the Mesa Verde
Collection are a bit annoyed
over the prospect of a
sprawling retail outlet
tucked nearly.snug against
the eastern wall of their cozy
new community. Just how
thick the battle will become
isn't yet clear. Nonetheless,
word is the veteran foot sol-
diers who tossed grenades
into the Segersvom ce.mp
durlng the Home Ranch tus-
sle -namely Mesa Verde
residents Paul Planagan,
Robin Leffler and Cindy
Brenneman -are lacing up
their combat boots.
Now if you noodle for a

put away the Yankees m an 8-4·win in

Bronco Division play.
The Dodger bats; came alive m the
sixth after the Yankees scored a run m
the second and three runs in the fourth
to lake a 4-2 lead.

Waller and ChrlsUan Hoagland
walked to start the inning. JU. D'Cruz
doubled to score two runs, then Danny
Moskovita doubled to score another
run. Brandon Davis singled and John
Swift waJked, eventually coming
around to score the sixth run of the
inning to put the Dodgers ahead 8-4.
D'Cruz led the Dodger offense with a
single and double and Davis had two
singles. Holden Gray-Keough and
Speruer Venegas also added singles.
On defense, Peter Kinney, Trevor
Davia and Garrett Morgan played
great.
MoskoVlts started the game and
pitched three strong uuungs, allowing
one run, stnk:ing out three. Swift picked

Schneider, a 6-foot-6 outside hitter
from Germany, who led the team in kills,
and Taylor, a 6-3 outside hitter who will
play for CaJ State Nortbridge nen year,
share the conference's Most Valuable
Player honor.
Freshman Zach Jardine and
.sophomore transfers Greg Ford and Scott
Winant ea.med first-team AD-OEC laurels.
Jardine, a 6-8 opposite from Irvine High,
aJong with Irvine Valley transfers Foret. a
libero, and Wmant, the team's starting
setter, helped the Pirates to the school's
first undefeated regular season (21-0).
Foro will play for UC Irvine next year,
while Winant Is deciding between UC
Santa Barbara or the UniversJfy or La
Verne.
John Campbell, a 6-4 sophomore who
will play for UC Santa Barbara next year.

Honorable mention laurels went to
Miguel Galeana, a 6-foot-6 freshman
utility player from Mexico.
Cutenese said Schneider will most
likely play for Cal Baptist next year.
Cutenese, Schneider, Taylor, Campbell
and King led the Pirates to a 45-3 record
the past two years that hM resulted in two
