At least that's what
Costa Mesa C aty Council mem-
bers found out after trying to
cobble together a new law regu-
lating the parking of recreational
vehicles or motor homes on city
streets for lengthy periods of
time.
RV owners howled in protest
over the possibility of losing
what they claim are their civil
liberties -ndJTlely. the ability to
park thelJ' monstrous vehicles
dJlY dam place they choose.
But the point LS, when their
freedom Lo park where they
please begms to offend others or
create !idfety hazards. it's no
longer d matter of their e vil Lib-
erties but the lime to take the
gear shtft out of par k and move
along
To be sure. we have nothing
dQamst RVs or their use.
But n ty streets just aren't
made for parking these large
vehicles. And anyone who
denies the unsightliness of an
RV parked in front of a home for
long periods of time is not being
honest .
Several ideas are being
pitched that would create a com-
promise for RV owners to park
for short periods of time to
unload their vehicles. We sup-
port those measures wholeheart-
edly.
In the end, however, city
leaders have but one course of
acbon thdt we can see
They need to shrug off the
scorn of the RV owners and cre-
ate a tough aty ordulance lo
monitor RV parking, 'including
fines or other punishment for
scofflaws, that serves the greater
good of Costa Mesa.
To us, it's akin to the strict
anti-smoking ordinances Calltor-
nia passed years ago. At that
time, smokers aied that their
rights to smoke in public were
being violated. They argued that
their dvil liberties were being
trounced on and that they had
every right to puff away and
blow smoke.in people•s faces,
even at the risk of damaging,
other people's health.
They warned that cutting off
that right would bankrupt
restaurants and other public
establishments because or the
patronage lost
Well. the state rightly decided
that the greater good was more
important than the smokers'
right to blow smoke any dam
place they choose.
And, by the way, the com-
monwealth continues to exist.
despite California's tough anti-
smoking laws, and we're all
breathing a lot easier too. It's a
much better place.
Does anybody really miss
those days or smoky restaurants
and malls?
Costa Mesa officials need to
take heed.
They need to follow the lead
of cities such as Newport Beach
and Fountain Valley and address
the residential complaints of
safety and unsightliness sur-
roWlding the RV parking issue.
And they should be confident
that like the anti-smoking law •
the city will continue to exist Just
fine with anti-RV parking laws
as well. in fact, It will be a much
better place. ·
Caustin deserves our thanks
I t was no real surprise that
environmentalist Bob
Caustin's uncanny string of
legal victories against devel-
opers. cities and water districts
continued earlier Uus month.
After all. he has made a career of
being David to a host of Goliaths.
His latest victory against the
lrvme Co. and the o ty of lmne
stops a 630-acre industrial devel-
opment south of Jeffrey Roed
and north of the Santa Ana Free-
way. That may seem a far dis-
tance from Newport-Mesa and
our waters but. in truth, it isn't -
and that is preosely the reason
we should all be thankful for
Caustin, who founded Defend
tho Bay to help protect the Upper
N wport Bay. It is easy to see
small, direct spills or sewage
leaks, but difficult to track more
insidious contamination of our
precious waters. Without
Caustin's vigilance, potential
problems such as the soil and
ground water contamination
near this project CX>Uld go unde-
tected or worse. unchallenged.
Caustin's legal victories -
recent on include fight:l.ng the
Irvine Water Ranch District's pro-
posal to convert the empty San
Joaquin Reservoir into a storag
site for red.aimed water and bis
blggest dates back to 1998 when
he stopped a pennit that would
have allowed the water district to
dLccbarge highly treated waste
water into the Back Bay -are
important victories for us all. For
them, he deserves our sincerest
thanks.

place m the wind.shields so that they
can be easily ldenb.fied by us~
