GETIING EXTRA CREDIT Last year, fair officials posted record numbe rs that peaked at about 843,000. This year, an expanded concert series and new extreme carnival rides wiU draw even more visitors, General Manag- er Becky Bailey-Findley said. "One new feature we have this year is entertainment every night at 8 p.m.," she said. Until last year, that novelty only took place on week- ends. The events of Sept. 11 have also motivated ffilf officials to better pre- pare for any eventuality, Bailey- Findley said. "We've found through surveys over the years that people feel safe dnd secure when they are m the fairgrounds," she said. "We want that continued this year as well.· The additional staff will be used pnmanly on special d eployment teams to respond to unforeseen events and for added secwity at the lallmes.com Theyter and Grand- stand Arena, said DaVe Brokaw, the fair's chlef of public safety. This year. 210 security officers will work in three shifts during the fair, he said. Last year, there were 189. Also, the Orange Coun~ Sher- iff's Depa rtment will set up a mobile command center on the grounds with holding cells for arrestees set up nearby. Several unlfonned offi- cers will also be on foot patrol in teams of two throughout the fair. Brokaw said Costa Mesa police will also have a strong presence, as officers will patrol the perimeter of the parking lots, assisting with park- ing control dunng peak periods and helping the Sheriff's Department to respond to ma1or incidents, if neces- sary. June~rande DAILY PILOT Nl;WPORT BEACH -A compre hensive inventory of all environmentally sensitive habitat areas in the city will soon begin -the first such study in nearly 20 years. City Council mepibers on Tuesday approved a contract of up to $67 ,684 with CoastaJ Resources Manage ment to conduct the far-reaching environmental survey as part of the locaJ coastal program the city is developing. The program, required by the California Coastal Commis- sion, lays out rules fo r devel- opment along beach areas. "Our last comprehensive study was in the 1980s, • said Patrick Alford, a seruor plan- ne r fpr the city. "There have been site -specific environ- mental projects, but nothing compre hensive since that tim. • . e. The two-part study will first look at coastal areas to ide ntify places where plant and wildlife species thrive to he lp the city draft its coastal plan. Then the contractor will broaden its view, inven- torying all habitat ar~as in the city to be considered as part of the general plan upda te. "This is an important ele- ment both for our visioning process and for the locdl coastaJ program,• Mayor Tod rudgeway said. The study will also look al potential threats to these sen- sitive habitats, such as sllllng up of marsh areas or over- growth of one plant species affecting other plants and animals. · The coastal program now in effect designates about a dozen areas as environmen- tally sensitive habildts, including Buck Gully, the Santa Ana Ri ver m outh, North Star Beach, West Bay, the Upper Newport Bay Eco- logical Reserve, the San Diego Creek, an area called Eastbluff Remnant, the mouth of Big Canyon, New- porte r North, Morning Canyon, the Corona del Mar Marine Lile Refuge and the Castaways area. The bottom line is that we have a lot of ladies who need our help.• Franco pretty much echoed these views while stressing that Newport- Mesa enrolls sex education students only at the request of their parents. She added that "we haven't yet looked at these studies as a board, but when we do there is sure to be controversy because this issue brings cwt the people who strongly 15elieve in abstinence-only education -for everyone ." Franco touches on two cliucal issues. First, no local child is required to take a sex education class. And, second. those of us who object lo teaching absti- nence exclusively aren't putting down the virtues of premantal abstinence but rather pointing out that in a nation where teenage birth rates are higher than any other industrialized society and four out of five teens have had sexual intercow se by age 19, abstinence is light years away from reali- ty. lt is a surrealistic goal. not a remedy. These kids need factual information. Anything less is a disservice to them. -' The abstinence troops are a classic example of a small minority that has managed to impose its moralistic absolutes on an indifferent society. The athletic director resur- rected the baseball program and helped revitalize the school's basketball program, which is among the best in the West now. The men's basketball tedITl provided everyone a great run this season. Posting a great 20-11 record, the Anteaters traveled to Provo, Utah, to play m the National Invitation Tournament m March. There, they suffered a first-round loss against BYU. Baseball, meanwhile, has always been on Guerrero's mind since he started at UCL The team folded in the early '90s and oflicials have eager- ly awaited its return. In fact, in his first week on the job, he received a baseball auto- graphed by the 1973 UCI national champion team. Even today, with the latest baseball team in its inaugur- al season, the young Anteaters are giving their Big West colleagues a run for their money. They're in third place behind power player Cal State Fullerton and Cal , State Northridge. Well, when you do well · enough, in theory, you gain promotions. And that's just what Guerrero will get when he graduates to the next lev- el, his alma mater of UCLA, in July. . There, he'll work with a school that's already nation- ally known for several sports -football and basketball to name two. But back here at UCI, a gap will need to be filled. Guerrero obviously helped place the university on the map and his replacement will need to keep it there. So, while we'll miss Guer- rero and wish him luck, we urge UCI officials to find an equally talented athletic director to fill his shoes. RV ordinance must allow extra time R egarding the Daily Pilot's May 12 editorial (MCouncil should adopt latest proposal for RVs#) the Costa Mesa RV Owners' Assn.'s would like to clarify our position on the latest RV parking ordinance proposal in Costa Mesa. Lt. Karl Schuler's recom- mendation at the May 6 City Council meeting was based on the ordinance used in Newport Beach. We support- ed the recommendation based on the wording of the pre-meeting agenda report and on our study of the New- port Beach ordinance, which provides for a 24-hour exemption from the parking ban and a 72-hour extension permit for #activity prepara- tory dr incident to travel.• In past council sessions, RV owners have been nearly unanimous ir) the need for up to 72 hours to pack and pre- pare for some trips. A recent survey of Good Sam mem- bers showed that nearly a third had taken trips of one month or longer ln the pre- ceding year, and trips lasting three to six months are not unconunonforretirees. We realize that non-RV owners might be unable to com~pe hend the amount of work required to prepare for s a trip. Please believe us wllen we say that it cannot be done, particularly by seniors, David Goss REBUTIAL in a single 24-hour period. We have spoken at length with the Newport Beach parking control supervisor who has confirmed that they have no restrictions on the issuance of the 72-bour per- mit but that her departJnent is watchful of situations in which they believe a RV owner is trying to abuse the privilege. In that regard, she acknowledged that it would be helpful to law enforce- ment to add language pre- venting or discouraging abuse without penalizing legitimate users of the per- mit. We have no objection to that but maintain our posi- tion that reasonable avail- ability of the extension is essential. Skies Will be too dark for many AT ISSUE: Newport Dunes Waterlront Resort has decided not to continue its 43-year tradition of fireworks for this Fourth of July. A s a boat owner at the Dunes and 45-year resident of New- port Beach, I was shocked to hear that the Dunes was not going to host this year's Fourth of July tradi- tion (#Fourth of July fireworks fizzle at Dunes,• Saturday). It would appear that there are at least three ways to mitigate the lia- bility exposure away from the Dunes so that we can continue with this his- torical event. Here are my three ideas, I am sure other readers will come up with more. 1. Have each boat owner sign a waiver holding the Dunes harmless for damage from the sparks to their boats. 2. There are single-event insur- ance policies, which may be pur- chased by Lloyds and other insur- ance caniers who can provide pro- tection from this event. II the city of Newport Beach wants to be a •good neighbor" to the Dunes. perhaps it could shoulder the cost of this policy. 3. Move the event off the ocean's coast on a barge, much like the city of Long Beach does for its event. Let's not miss this tradition as this is truly one of the most important years to celebrate our freedom. We live in the nejgh- borhood just above the Dunes (Harbor Cove) and for the past five years have immensely enjoyed the show. We usually have a party of about 60 to 1P people who also enjoy the show. We sure hope that the current owners quickly change their mind or that the new owners will resume the cherished event. We really loved seeing the fireworks. Is there some way the city or a fund can be set up to help? I'm sure a lot of the local community would assist in raising some money to make it happen. As a lifelong resi- dent of the peninsula, I don't think there are too many of the 43 years of displays that 1 have missed. I remember as a small child sitting at the end of the street with my par- ents cheering and yelling as the fire- works went off, as did all our neigh- bors and-the local kids -along with all the visitors that come to see it. I remember sitting with my chil- dren for years watching the same show, from the exact same spot -and for the past eight years, sitting with my grandchildren watching the same tradition from the exact same spot. That's four generations of watching from the same spot. and I would love to make it five generations or more. Maybe something can be done to help defray the cost of the liability, some waivers are signed or maybe the additional cost could be con- tributed by local residents and bU$i- nesses that wish to see the tradition continue. I know that I would gladly make a contribution to help with the cost, as would many of my neighbors and local businesses. II we all get together and help, I'm sure something can be done.
