Newport Beach Counolwoman Nor- ma Gl over as on the forefront. pushing for better harbor water quality in our harbor with her recent request to fund an extra S 1 million a year toward the 1SSUe. At the dty meetings I can attend. I can attest that she is joined in her efforts to improve harbor water quality by Mayor Tod Ridgeway. Assistant City Manager Dave Kiff, Harbor Res<>W'CeS Director Tony Melwn and many conc:emed residents. Their incessant efforts are to be lauded and need to be apphed elsewhere in the COW\ty. I have mentioned tn previ- ous columns my VIewpomts on the harbor's water quality and that 1t should be a pri· mary concern of everyone m Southern CaWorrua, not only Newport Beach residents. We need to address aggres- SJvely how to keep the har- bor clean, with real solutions that are feaSJble and have rrurumum financial impact. . Constantly, I hear men- bOned the usual ways to dean up the harbor, including street sweeping, grease traps, storm· drain deaning and reducing direct urban runoff from wash- ing cars or sidewalks. but this Is happening only within Newport Beach dty limits. We all know that the vast majority -more than 90% - of bey pollution is directly related to the storm drains and creek openings that empty a • large portion of Orange Coon· ty storm drains into the harbat. Also. I think another maJOr contnbuting factor are the sewer-line breaks that dw:np annually thousands ol gallons ol raw sewage mto the harbor. I wrote tn my Oct. 15 col- wnn: ·As I walk my oldest daughter to Manner's Ele- mentary School, we always a storm drain on CabriJ.1o Street near l.tvine Avenue that Is full ot refuse walling for the next ram tonn to wash all the contents into the harbor.· Alter writing that piece, we watched this particular Costa Mesa tonn drain fill up with more trash before the recent rains emptied the contents down into the harbor. I was optlnustic that t.lus drain would have been cleaned before the ra.ln.lng season. but it looks like the rains were uaed to dump the problem into the harbor. I am not singlinQ out Costa Mesa. u that as a drain I see almost daily. You can oblerve the out-of-sight. out-of·mind mentally by Just glancing into the c:Utcbes along the freeways or looking m the other stonn dnllns throughout the county to see the trash waiting to be Ousbed downstream.. lbe st.onn drains are where the money lhouJd be spent Let's go inland to the actual IOWOM and stop the problem before it comes to th harbor. l think without the storm drains and aee.kJ emptying into the batbor, the pollution will be almolt nonexistent . Owner Sha1lesh Patel applied for a liquor license for his store. say· ing many of his cus- tomers have requested that he sell liquor. In add1t1on to his applica· tton, he included a letter and 211 customer signa· tures supporting the approval of the license. According to state law, Patel's store is located in an area that has been dubbed as over-concen· trated with liquor licenses.
