day approved a new Boy Scouts sea
base.
Commissioners voted 7 to 1 at
their monthly meeliDg to approve
the project, despite some in-house
objections about the size of the new
building, which will block some of
the "view corrtdorw facing Newport
Harbor.
Local Scout leaders now say
they'll move ahead full steam on the
$4.5-million base, which has been
stalled for more than a year. The
Newport Beach Planning Commis-
sion approved plans for the new
base on May 3, 2001.
Local leaders with the Boy Scouts
of America's Orange Council chap-
ter. who have been pushing for a
new base since June 1998, said they

Intermediate School swelled
to full mast on Wednesday
when a group of dads joined
fofoes to bring a 10,185-pound
anchor to the school.
The massive anchor replaces a
smaller version that has graced the
Newport Beach school's property for
about 50 years.
The nine dads are part of the
Navigators, a group of fathers that
supports the school. Under the lead
of Michael Lawler, the group
obtained the anchor from a Navy
base In San Diego.
The dads say the bigger, bolder
anchor enhances the campus and
reflects the school's selection as a
Calif omia Distinguished School last
year.

The idea to upgrade the anchor
was conceived at a Navigators meet-
ing earlier this year. Principal Mike
McGuire asked if any of the dads
knew where to get a new anchor to
replace the old 175-pound one
When no one responded. Lawler
spontaneously volunteered, even
though he had no idea bow he
would deliver.
So the rMOurceful attorney started
working the phones and contacted

Newport Beach.

barista, Desiree Engle, who actually
runs a business within a business:
the coffee bar at the Juice Cafe in
Corona del Mar. As a one-woman
Show, the 34-year-old Newport
Beach resident sets her own hours,
menu and prices. She likes to keep
prices low, she said, one of the rea-
sons her business consists almost
exclusively of regulars.
"I know pretty much everyone
and their drink order,· Engle said.

Engle's success happened on the
heels of a not-so-successful experi-
ence. A long-term stint working for
another coffee company had ended
suddenly and unpleasantly. Estelle
and Bill Roberts, owners of the Juice
Cafe, thought Engle had gotten a

successful business. Nearly a year
later, everyone agrees the idea was a
hit, including the many customers
who followed Engle to her new digs.

But even these surrogate parents
say they're in awe of Engle's real
parents. Engle grew up in Sacramen-
to as one of five adopted children.

good way to grow up.•

And, she said, you can't beat a good

fray for a coveted City Council seat
after feeling compelled ~o challenge
several would-be candidates who, he
said, have worrisome attitudes toY{ard
life in Costa Mesa.
Bill Turpit, who is an active leader m
the Latino Business Council and Latino
Community Network, will battle Plan-
ning Commissioners Bill Perkins and
Katrina Foley, former Councilwoman
Heather Somers, political newcomer
Allan Mansoor and former candidate
James Fisler for one of two council seats
up for grabs this year.
Mayor Linda Dixon has &aid she will
fight wholeheartedly to keep her seat
on the dais as well. Councilman Gary
Monahan, who previously announced
he would retire from politics, now says

A jury trial for Costa Mesa Council-
man Chris Steel on felony perjury
charges won't happen until mid-Octo-
ber, his attorney Ron Cordova said.
A final pretrial .conference is set for
Sept. 6, he said. That will be followed
by the trial in October, Cordova added.
He said the case has been delayed
because a new deputy district attorney
needs to be assigned to it after the pro-

The candidate said he will empha-
size respect for local businesses and
neighborhoods. Turpit will fight to pre-
serve the small-town, family-oriented

when they want to start a family or a busi-
ness: Turpit said. "It is like an incubator
where people and commerce grows.·
Despite a small but vocal minority
who complain about perceived divi·
siveness in the city, Turpit argues that
motion of Mike Lubinski, its previous
prosecutor.
The district attorney, in May 2001,
charged Steel with two counts of per·
jury, saying that he falsified election
nomination papers during the 2000 and
1998 elections. Steel is accused of
allowing a resident to sign the papers
for his wife in 2000 and for himself sign-
ing for a legally blind woman in 1998.
Costa Mesa is home to a strong and
united community.
With an increase in respect, respon-
sibility and tolerance -by all factions
of the city -1\lrpit said he believes
Costa Mesa can enhance its strengths
as community members work together
to tackle some of its challenges.
·So much is going on in Costa Mesa
that is positive and solution-oriented,·
1\lrpit said. "l have been exposed lo so
many really hard-working people who
strive for positive accomplislunents in
their neighborhood.•
Ivan Calderon, who owns Taco Mesa
on 19th Street, said he would support
Turpit 100% in the campaign.
"It's about time,• Calderon said.
·we need people like (him).•
Calderon, who is also active in West-
side, said Turpit was one of the people
who encouraged him to get involved in
community 1SSues. The business owner
said he was impressed by Turpit's
aggressive attitude regarding neigh-
borhood obstades.
•He doesn't just sit back and com-
plain, he does something,• Calderon
said.

Razor blade suspect not
linked to local incidents
Costa Mesa police said Wednesday
they know for sure that the 21-year-
old Mission Viejo woman arrested last
week on suspicion of planting razor
blades and nails in South County
parks was not connected in any way to
similar incidents that happened in
Costa Mesa in the spring of 2001.
For more than· a year now, Costa
Mesa detectives have tried to catch
the culprit or culprits involved with the
incidents that terrorized local parents.
Several razor blades and sharp pieces
of glass were found in parks and play-
grounds in Costa Mesa and Newport
Beach. They were either planted on
playground equipment or buried in
the sand.
Officials have speculated that it
could have been the work of one per-
son, several people or even copycats.
Costa Mesa Police Lt. Dale Birney
said detectives have •conclusive e~
dence • to prove Lori Fischer had
nothing to do with the Costa Mesa
incidents. •we can't comment specifically on
the evidence,• he said. ·out we know
for sure she wasn't connected with
what happened in our city.• .

Pregnant w~man OK
after crash in Newport
A pregnant woman driving a light-
blue sedan crashed into a ditch near
Fashion Island on Wednesday morn-
ing after feeling ill, polic~ sa1~.
1\"acy Fox. who lives 10 Irvine, was
traveling southbound on Avocado
Avenue when the accident occurred.
The 35-year Fox had turned left onto
Avocado from San Miguel Drive and
lost control of the vehicle.
Fox drove her 2001 Dodge into the
ditch at the edge of the road about
9:30 a .m ., Lt. John Klein said.
She was taken to Hoag Hospital as
a precautionary measure but was not
injured in the wreck. Klein said.
No other vehicles were involved in
the crash.
Police arrest man after
shooting in Costa Mesa
Costa Mesa police arrested a 36-
year-old man Tuesday m~g on
suspicion of burglary, possesSlon of a
firearm and assault with a deadly
weapon, officials said.
Joel Stevenson was reportedly
involved in a business dispute with 37-
year-old Dean Deakyn, police said.
Both men are Costa Mesa residents.
About 8 a.m., Stevenson broke into
Deakyn's home in the 500 block of
West 19th Street armed with a gun, Lt.
Dale Birney said.
"Deakyn saw him with a gun,
pulled out his own gun and fired a
round at Stevenson,• he said.
Stevenson then fled but was arrest-
ed by police shortly after, Birney said.
Deakyn was not arrested, and no
one was hurt in the incident.

day, saying they worried that

NEWPORT-MESA -The ship-
shape 24-foot tugboat Superior will
soon pull away from its benefactor
to teach students the ways of the
ocean.
The first band-built boat in New-
port Beach since World War JI will
be donated to the El Viento Foun-
dation and the School of Sailing
and Seamanship at Orange Coast
College in a private reception
tonight.
Starting the project a few years
ago with bis now deceased wile,
Mike Craig said he was compelled
to continue his work not only as a
memorial to her but also in the
hopes of providing young people
with opportunities to venture out-
side their communities.
"To see the growth of the chil-
dren and how they have a broader
view,• Cr<llg said. "They have more
confidence, and they're much bet-1
ter rounded.•
Witnessing such growth has
been a great reward, not only for
Craig but also for many others
involved in the foundation.
"We wanted to make a differ-
ence, and we didn't want to do 1t
writing checks.• said Jack Shaw,
the co-founder and chairman of El
Vien to. ·
With a mission geared toward
'providing children and young
aduJts with opportunities for suc-
cess, Shaw ·and his wife, Ellen
Shock:ro, who is the organization's
co-founder and executive director,
decided to use sailing and swim-
mjng ·-as well as Uieir commit-
ment -to education to reach their
goal.
"I'm a sailor, and I thought that
by adopting a program I'm interest-
ed in I would stick with it,• Shaw
s<lld. •And I was right.• And many
others stuck it out with him.
Zayda Garcia, director of El
Viento, has been an integral part of
the foundation for two years and
has witnessed the effect it has had
on the children involved.
With the generous donations and
devotion of people such as Cr<llg,
Garcia said the children, 20% of
whom are immigrants, will receive
the same opportunities as students
of much greater means.
"It's important to know that
someone cares,• she said. "We're
giving an opportunity, and it's their
choice to do what they want with
it..
Most of the students who were io
the first class that went through the
foundation five years ago have
developed a mentality that college
is their next step. ·
"If you're supported by people
that care and want you to succeed,
then you will.• Garcia said.
The foundation, which hopes to
aid students m beconung success-

One man's clunker is
another man's classic
T hroughout the past
year, Costa Mesa
; planners and code
· enforcement offi-
. dals have placed the city on
· a road less taken, and one
that Newport Beach resi-
dents know quite well. And
it's no secret that many Costa
Mesa residents would have it
no other way. In fact, it's the
best path for Costa Mesa -
certainly much better than
changing the city's name.
But with changes come
just that - changes -and
sacrifices. U Costa Mesa
wants to conlonn more with
Newport Beach, that's
exactly what it'll take.
However, with that said,
the latest sacrifice the city
staff hopes to make into
law goes a bit too far. It
would prohibit residents
from parking inoperative
vehicles in public view,
including backyards. The
Planning Commission has
already recommended the
City Council adopt the
amendment to the property
maintenance code.
Like previous arguments
to place restrictions on
recreational vehicles and to
rid the streets of abandoned
shopping carts. code
enforcement officials say
such clunkers add blight to
the city and residents often
complain about them.
But while much of these
changes and recomme nda-
tions represent common
&ense, one councilman sug-
gests there's a line to draw.
Councilman Gary Mona-
han argues that back yards
· are out of the public view
and thus residents should
maintain their property
rights and be able to park
their clunke rs there.
"Where does the city get
off telling people what they
can keep in their back-
yards, as long as it doesn't
pose a considerable health
or safety risk?"
Monahan has a point.
Homeowners should be
able to do what they want
in their backyards so long
as it doesn't cause harm to
others or break the law.
But the city also goes too
far in saying that residents
cannot park their cars on
their driveways to work on
them. Cars do have prob-
lems and sometimes need
repairs. Is the city going to
shell out money for resi-
dents to take their cars to
auto mechanics? We doubt
it. People have the right to
work on their own cars as
needed.
However, we, just like
most residents, don't want
to see the same car on
blocks over 'long periods of
time. So the city, if it really
wants to pursue th.is law,
should rewrite it to provide
a time restriction for resi-
dents to leave inoperable
cars in driveways. Maybe a
week, or two.
Finally, before the city
further dictates what resi-
dents should be doing, it
needs to take a good look
at itself.
There are certainly many
streets that need sprucing
up, gutters to clean and
cracks to repair. From land-
scaping to pavement resur-
facing, the city doesn't have
a lot of room to criticize
others.
Beautifying Cesta Mesa
is a lofty and worthy goal,
but let's make sure the effort
is united between govern-
ment and residents and
doesn't come at the expense
of personal property rights.
FireuJOrks are a marvelous
idea for Newport Beach
W e've all e njoyed the
fireworks the New-
port Dunes Water-
front Resort displays every
year and, this year, I thought,
•no fireworks?• There goes
another event enjoyed by
most of us for years (•Fourth
of July fireworks fizzle at
Dunes," May 11). The resort
is up for sale and if the fire-
works show is a negative,
then we really can't blame
them for not having fire-
works. After all, they do
charge for the show and we
get to see most of it for free.
Fireworks are also very
illegal in Newport Beach so
citizens can't light 'em off for
the same reason that private
property gets harmed, and
some folks and their pets get
scared.

ington Beach and Laguna
Beach? The cities? Maybe in
light of Sept. 11, our city
leaders will step up to the
cause for freedom and the
American way, and put on a
fireworks show we've never
seen. If money is an issue, I
personally will donate $20
toward a city-sponsored
•Americans for Free Ameri-
ca· Fourth of July show. I'm
sure the residents of New-
port would really get behind
a great Newport show.
We have two rebuilt piers,
so those would be a great

I really can't believe that some
Costa Mesa City Council mem-
bers wanted to get rid of the
swap meet at OCC on Saturdays.
That must be a real pain for them,
not being able to go to the mall on
Saturdays because of the traffic on
Fairview Road. Give me a break.
These vendors at the OCC swap
meet depended on that business on
Saturdays in order to survive and
support their families. U you ask me,
we should get rid of City Council
members who are too sellish to rec-
ognize the needs of their oon-
stituents.

the Westside unfairly
l live on the Westside.
Who made the Westside the dwnp-
ing ground and why must we stay
that way? It's so unfair for all or the
residents who are forced to stay here
because we haven't kept up with the
rest of Orange County, all because
the past and present City Council has
that leave it alone mentality.
What's in it for them? There's
something rotten in Denmark. I have
never in all my lifetime's 35 to 40
moves, been faced with a city coun-
cil that didn't try to improve all of
their city. Something is very, very
strange.

Children may someday
stop sewage dumping
As a field naturalist from Inside
the Outdoors, I teach children about
the importance of water and the sig-
nificance or our ocean every day.
I ask the kids to name some ways
that the ocean gets polluted, and
they invariably tell me that the sewer
empties into it. Of course I explain to
them that our sewer waste goes to a
treatment plant, but lately I've been

million gallons of partially treated
sewage is dumped into the ocean
each day.

UCI first with trio
of female leaders
The Graduate School of
Management at UC Irvine
has made history as the first
coed business school with
three women in leadership
positions, school officials said.
Jone Pearce was named
interim dean of the school in
May and will start July 1. She
is now a professor of organi-
zation and strategy.'
Pearce then appointed two
female colleagues to assist
her. Mary Gilly, professor of
marketing, who will be vice
dean for academic affairs;
and Joanna Ho, associate
professor of accounting, who
will be vice dean for educa-
tional programs.
Pearce will serve as inter-
im dean for the following
school year while the school
continues its search for a per-
manent dean.
She said she will focus on
raising local and national
awareness of the schools'
scholarship and educabona l
program, increasing the num-
ber of full-time scholarly fac-
ulty and generating the
resources necessary to
improve the MBA program's
national and international
rankings.
She replaced Dean Davtd
Blake, who IS returning to
teachmg and research at the
school after five years as
dean.

Nine months after the ter-
rorist attacks of Sept. 1 t. John
Wayne Airport is a picture of
near-perfect health.
After seeing large drops in
travel late last year, as fearful
passengers stayed away from
airports across the nation,
John Wayne registered a
7 .5% increase in May com-
pared with last year.
In May, the passenger
count was 694,333 versus the
645,617 who used the airport
in May 2001.
The improving conditions
were also shown in the air-
port's year-to-date numbers.
So far, the airport has seen a
1.8% increase for the first rive
months of the year over last
year.
However, while passenger
travel has risen, the amount
of commercial flights using
the airport has remamed
basically Oat. The airport saw
a 0.4 % decrease on May ver-
sus the same month last year.
Military operations out of

increased. There were 17 mil·
itary flights compared with
eight in May 2001 .

house three single-family homes. The
owners will demolish the existing small

nity, has become one of the

in the Childhelp family.
Childhelp organizers

Get the flavors of Mexico at Chipotle
0 ne of the top five greatest
things about living in
Southern California is the
abundant availability of Mexiccin
food. With this state's close proximi-
ty to Mexico, we get some of the
very best down-home recipes, and
all the authentic ingredients that go
into it. And if we don't like the way
one restaurant does it, we've got
lots more to choose from. I'll say
right off, I like the way ChipoUe
Mexican Grill on Harbor Boulevard
does it.
What is ChipoUe, you ask? A
chipoUe chile is actually a dried
llnd smoked jalapeno with a smoky,
~weet, almost chocolaty flavor. It is
used in various sauces and mari-
nades, including salsas. It is a lot
easier on the mouth than the raw
Jalapeno. and its flavor is one of a
kind.
You can't actually say that
ChipoUe, the restaurant, is one of a
kind because they now have about
200 restaurants nationwide. To
write this review, I had to get over
my bias of chain restaurants -a
bias which actually has nothing to
do with food and a lot to do with
cookie-cutter strip malls, but that is
neither here nor there. I went, I ate,
I wrote.
The decor at Chipotle is that
new ode to stainless steel you see
in the newer restaurants. It's not a
warm environment, but I like this
metallic look for several reasons.
One is that it is a very clean look,
and two, if it isn't clean, you know
it. Stainless steel is not forgiving,
and neither am I when it comes to
dirty restaurants. This one is clean.

"Bad Company" is genenc and
unoriginal: a hodgepodge of previ-
ously viewed movies. Like lhe
social-switch comPdy •nading
Places· and the espionage sus-
pense-thriller •sum of All Fears,•
except without the comedy or the
suspense, and so few thrills that
you easily forget the movie as soon
as you leave the theater.
Stcirytelling is an art in which
words should be ecQnomicaJ, pro-
viding substance and purpose, not
merely shock-value. Whether
intended or ad-libbed, Rock's inter-
jection of one-liners laced with pro-
fanity and current slang (in this
case, "dope" is a good thing) does
nothing to enhance his character, his
relationship with Oakes or the film.
Even though Rock's clowning
incited cackles and snickers from
the row of soccer-clad 13-year-old
boys wasting a couple of hours
because of an untimely rain show-
er, for me, 1t quickly bec&me tire-
some etnd monotonous. Maybe th1s
wdsn't the best vehicle to showcase
Rock's Enuny Award-winning
sldnd-up routines.
But in all faimec;s to him, t1JJ
aspects of this film Me fletwed,
which is smprismg with the mix of
taJent involved: Joel Schumacher

Script curses fate of
'Ya-Ya Sisterhood'
I WdS lhnlled when I heard thdt
one ol my fdvonte novels was being
made mto a mov1e directed by Cal-
lie Khouri, screenwriter of the clas-
sic chick nick "Thelma and Louise."
How could uoivine Secrets of the
Yd· Ya Sisterhood" miss with tdlent
like author Rebecca Wells and
director Khouri behind 1t? And what
a cast: Sandra Bullock, Ashley ·
Judd, Ellen Burstyn, Maggie Smith
and Shirley Knigh t.
But it tums out the cast was
more like a curse than a blessing.
The story of MDivine Secrets•
takes place over a period of years
that cover the childhood, earl.}'
adulthood and senior years of its
JUNE
FENNER
central character,
Vivian Walker.
She is portrayed
as a teen and
through her 20s
by Ashley Judd
and in her older
years by Ellen
Burstyn.
U you take a
look at the cast,
you will note the
weight is at the
senior end of the
spectrum. By
Hollywood logic,
this means the seniors get the most
scenes. Unfortunately, the key lo
the story lies back in the childhood
years, which are rushed past in a
few disconnected scenes.
Ashley Judd did a commendable ·
job of bringing insight and mean-
ing to her part of the story. But it
was already too late. Because we
aro given only a brief glimpse into
Vivian's childhood, her behavior as
a teenager and as a young bride
appear arbitrary and shallow.
So we are left with a great many
scenes of neurotic women scream-
ing at each other in heavy Southern
accents. Sandra Bullock's behavior
c1nd attitude as Vivian's daughter
seem more arbitrary than under-
stetnddble .
Too bad. A powerful book, a
good director and some fine actors
were defeated by a badly priori-
uzed script. Maybe someone will
come aJong someday who will tell
the real (chlldhood) secrets of the
Ya-Ya Sisterhood. UnW then, read
the book.
•Divine Secrets of the Ya-Ya Sis-
terhood· is rated PG-13 for mature
thematic elements, language and
brief sensuality.

E ven in times like these. when
finding tee times and runes to
practice aren't so easy, Akemi
Khaiat's golf game continues to win
the test of time.
AB a first-time mother to her 16-
month-old son. Anthony. she has
swapped range balls for diapers and
golf clubs for strollers.
•1 used to practice all the time, but
now I'm just trying to find a way to
be a good mother and also be a
competitive golfer,· said Khalat. one
of Japan's top female amateurs and
the newly crowned women's dub
champion at Mesa Verde Country
Club.
"That's what I'm trying to find out
-if I can do that. It's tough. You
can't practice all the time.·
For Khaiat to
be as sharp as she
is now ls certainly
a testament to her
game, considering
her long leave of
absence from

"I didn't play
golf last year. I
just came back,•
