DAILY PILOT NEWPORT COAST -More than $420,000 set aside in the late 1980s to improve library services for residents rep~eftly was funneled into an ~· 1ejo library inst~ad. Another $3~ , r 1 that was supposed to build a sheriff's substation reportedly improved the Aliso Viejo substation. Residents want to know why. These two items are just part of a list of questions being prepared for county officials that aims to get to the bottom of a $50-million question about bow and where Newport Coast taxpayer money was spent in the 1980s and '90s. Residents plan to present their specific questions to the county in about 60 days in the hopes of find- ing out whether millions of dollars in assessment district taxes and some developer fees were spent on their intended purpose and area. Unlike an open-ended set of questions residents posed in spring 1999 that turned up •unsatisfacto- ry• answers more than a year later, the current inquiry intends to pin down county officials with specific dates, fund names, projects and dol- 14{ amounts. •These things have never been fully explained,• said Jerry Ross, a member of the Newport Coast Advisory Committee's finance sub- committee, which is leadmg the inquiry. •we Just want the county to explain what they did.• The library and sheriff's substa- tion were pa.id for by the lrvme Co. in the form of developer fees ear- marked specifically to benefit Newport Coast residents. While it could be argued that the Aliso Viejo fad.lities serve the community, many residents say 1t would have made more sense to put the money into the Newport Beach library system or a closer county library. In fact, a 1998 county report sho~ that some of the Irvine Co. funds helped bwld the Newport Beach Central Library on Avomdo Avenue. No programs are scheduled to be cut in the next fiscal year, which will begin July 1. While the dollar amount .of this year's budget is higher than years past, a more conservative lone was taken at the meeting as last- minute cuts were made wherever possible. Ultimately, the expenses that garnered the most scruti- ny remained m the budget while the red pen was taken to other less popular items. An item that made up only a tiny fraction of the city's $100-million budget gar- nered some criticism from audience members -not because of the cost, but on principle. While council members searched for every comer to cut, they over- whelmingly approved a $1,600 raise in council mem- bers' annual salaries. The increase will take effect alter the November election. Once at the scene, fire- fighters saw the fire had spread up the exterior of the house, onto the roof and into to use tha.t portion of it. And yet another area of concern has come to light. Residents who asked in March 2000 for funds to build a footbridge to Newport Coast Elementary School were told by a representative of the county that the $30 mil- lion residents thought was there had been reimbursed to the taxpayers. According to documents prepared by the county chief executive's office: "There was $30.1 million in interest from unused construction funds in the Irvine Coast Assessment District. To replace the 1985 restric- tions, which are set to expire at the e nd of 2005, city and county leaders have crafted a pack.age that would probably lead to minor increases in flight activity at the airport. A proposed sergeant position was one of the hot debate topics at Monday's meeting, with some council members ques- tioning its necessity given the seemingly unfilled ranks on the force. It was argued that the department did not need another position when it could not fill the ones it had. Costa Mesa Police Capt. Tom Wamack explained that while 10 patrol positions are open at the department, there are at least a dozen reauits enrolled in the police acade- my poised to fill those spots. Police Chief Dave Snowden lobbied the council for the additional position, saying his department need- ed more officers in a supervi- sory capacity. MWe definitely need super- vision," Snowden said. "In cases like Los Angeles [Police Department), we've found out what happens when you are not minding the store." Another hot topic was a proposed $50,000 gift to South Coast Repertory for the naming rights of one of its new classrooms. Residents chastised council members for even considering the donation when other worthy items were hitting the cutting room floor. Resident Ernie Peeny pointed out that the dty already wotved $200,000 in traffic fees for the Orange County Performing A.rtl Center Jut year -money that could have been invest- ed in broken neighborhood streets. That county document marked the end of the effort to build the $1.5-million to $4-milllon footbridge, which would have allowed children safer access to the elemen- tary school. MWe just want to find out the truth," Fink said. Added to several other issues, the amount of money at the center of the residents' inquiry now comes to about $50 million. Today's bride not only wants to look and feel beautiful on her wedding day, but she also wants to be comfortable! Savvy Sneaks are an exclusive line of fashionable bridal reception sneakers featuring satin roses, pearls and beautiful ribbon laces. The satin and ribbon laces are custom color- coordinated to match your bridesl]laid's dresses and bridal colors. Savvy's are the perfect solution to keeping brides and the entire bridal party comfortable throughout the wedding reception. For summer weddings, we have recently introduced our Savvy Sandals -flip-flop style sendals featuring color-coordjnated satin roses and pearls. Brides have been enjoying Savvy Sneaks since co-founder Vanessa Schim introduced them at her own wedding two years ago. As a bridesmaid in six weddings, Schim knew that she did not want one of her grandmother's favorite sayings, ·suffer for beauty• to apply on her own wedding day. Frustrated with the selection of shoes available, she developed a plan. Thjnking of advice she had read in numerous bridal magazines instructing brides to bring a second pair of comfortable shoes to their reception, Schim decided to surprise her brides with just that! She put her creative abilities to work and the flrst pair of Savvy Sneaks was bom. Uke a whirlwind romance, friends, neighbors and future brides who saw her Savvy Sneaks at weddings began asking for the "cute sneakers." Motivated by the enthusiastic response, Schim and her best friend Jaime Weber decided to go into business and offer Savvy Sneaks to brides everywhere. Savvy Sneaks has recently teamed with their friends at Spa Gregorie's - the premier day spa in Newport Beach -to offer a savvy promotion for all bridal group and bachelorette party bookings.
