Newport Beach's City Coundl is
allo scheduled to vote Tuisday on a
deal that would extend the 1965 set-
tlement agreement.
That deal, which came out of
lawsuits filed against the county by
Newport Beach, imposed a cap on
flights and passengers, limits on
noise levels and othe r ceilings on
flight operations.
1Wo community groups that led
the charge agairut expansion at
John Wayne in the late 1970. and
'80s, and were co-signers to the ini·
tial agreement, have already
endorsed the exten1ion.
The Airport Working Group and
Stop Polluting Our Newport have
already signed the agreement,

Saturday evening after leading
police on a brief vehicle pursuit, offi-
cials said Sunday.
The pursuit, which began at Ana
Mesa Suites -where sped.al enforce-
ment officers were conducting •urveil·
lance -ended in a commercial com-
plex at 3505 Cadillac Ave. when
patrol officers forced the 1uspect1'

Lifeguard Paul Milosch

Milosch heads up the state's local
Lifeguarding unit, which is based in
Newport Harbor. A team of 70 life-
guards patrols Crystal Cove State
Bedch, Huntington State Beach and
Bolsd Chica State Beach.
Using two boats based in the har-
bor -both have been christened
"Surf Watch " -the lifeguards can
dart out to pull a helpless swimmer
out of the drink.
Milosch estimates his crew rescues
about15,000 people a year. As evi-
dence of the crew's sterling track
record, Milosch points out that only
two swimmers have drowned in the
past decade -they were both in 2001.

-Milosch said his crew is gearing
up for the busiest season.
On a busy summer weeke nd,
Milosch says his crew will log 300
rescues.
The boats have been a godsend to
the lifeguards who say swimmers
can be pulled out of the water much
quicker. Operating on two 496-cubic-
foot engines, at a c~ of $250,000 a
piece, the boats are c;is<> used to
patrol the waters.
Lifeguards can jump off the boat's
rear platform, carrying a flotation
device, when they're performing a
rescue.
Milosch, 42, has basicAlly seen it
all as a lifeguard. He has been
patrolling beaches for 26 years,
ind ucting the last 16 in Newport
Beach.
He is married to wife Dee and has
two children. They live in San
Clemente.

Our coastline is being
invaded. ·
First, it was the naked Chi-
nese immigrants swimming
ashore at Crystal Cove. And
now the FBI has sent warn-
ings. which it is downplaying,
that Al Qaeda operatives
aboard a boat are heading for
C8talina Island. When I beard
the sonic booms from the
Space Shuttle, I thought to
myself: •There goes my desti-
nation for lunches, as Al Qae-
da has arrived on the island.·
What a mixed message
from the FBI that only serves
to scare tourists away and
put residents of the island on
edge. The FBI received
uncorroborated reports of a
mystery boat or ship beading
across the ocean, with Al
Qaeda members onboa.rd, to
Catalina Island. Maybe they
beard about my lunch spot.
Yes, it is possible for a
boatload of operatives to
arrive by means of the sea,
but I would think that the
residents of Catalina Island
would notice the strange
group of tourists arriving as
did the kids who noticed the
naked Chinese immigrants
running ashore at Ciystal
Cove. The solution seems
easier than the amount of
energy the government is
spending to backpedal from
the uncorroborated report.
I have been many times a
few hundred miles and fur-
ther off our coastline, and let
me tell you, there is not
much boating traffic out in
those waters.
This leads me to a very
simple solution~ radar.
If indeed the FBI was so
concerned about a mystery
boat heading our way, with
our Navy and Coast Guard ~
presences and the excellent
imaging from surveillance
photos, they could simply
identify any vessel coming in
from the high seas.
It's a much better idea than
scaring the heck out of Catali-
na islanders. Reminds me of
the comic movie ·1941:
Still, it seems almost silly
that the airports' security
personnel are frisking grand-
mothers and even senators
boarding planes, yet the
nation is leaving our coast-
line unprotected from the
high seas.
Vessel Traffic Service bas
an excellent system of track-
ing ships within their radar
range of Los Angeles/Long
Beach, and it seems if a
boundary zone was estab-
lished seaward of the Chan-
nel Islands that surveillance
.could identify any vessels.
Once a ship arrives near a
harbor, then Coast Guard
personnel could inspect the
ship and provide an escort
throµgh the port.
Of course, there is the pos-
sibility that a ship could drop
off a smaller vessel prior to the
port of call, though the proba·
bWty seems remote as it
would be much easier to drive
up from Mexico with fake IDs.

I feel our area harbors are
secure as the Orange County
Sheriff's Harbor Patrol has
been on alert since Septem-
ber, and the harbor patrol
officers are on the lookout for
any suspicious activity.
As a boater or someone
living on the waterfront, as a
safety precaution, keep your
eyes open and call the har-
bor patrol if you see some-
thing out of order.
I still wonder if anyone
would have c.alled the
authorities if the Chinese
immigrants had been
dropped off at a public dock
and pretended to be tourists
to our area instead of rwtm-
ming ashore at Crystal Cove':'

in Newport Beach could

Officials in the city's plan-
ning department said Fnday
they are putting the finishing
touches on the draft environ-
mental report for the 17 ,500-
square-foot temple for the
Church of Jesus Christ of Lat-
ter-day Saints, proposed to be
built at the intersection of
Bonita Canyon Drive and
Prame Road.

years to 2020.
Under that curfew, first put
in place in the late 1960s,
departLUes are allowed from
7 a.m. to 10 p.m. Monday
through Saturday and 8 p.m.
to 10 p .m. Sunday. Amvals
are aUowed from 7 a.m. to 11
p.m. Monday through SatLU-
day and 8 a.m. to 11 p.m.
Sunday.
For the better part of 2001
and this year, oty officials
have worked to build support
to extend the settlement
agreement.
Council members Norma
Glover and Dennis O'Neu,
City Manager Homer Bludau
and Bumltam have been
shoppmg the deal all over
Orange County.
On more than one occa-
sion, Glover said she has
exceeded her monthly cell
phone allowance of $200,
sometimes by double. to net-
work with key decision mak-
ers.
"You just can't go out on
your own and be strident and
put these things toge ther,•
Glover said. "You have to
have patience.•
Bridging a
county divide
The document will be
. available for public review at
city libraries, City Hall and
probably on the city's Web
si'le. An exac;t release date is
not yet firmed up.
During the 45-d ay public
review period, residents can
examine the environmental
report and register their opin-
ions with the city.
That information will
become part of the materials
the Planning Commission will
review when deciding
whether to grant a request lo
allow the project to include a
t 24-foot steeple that exceeds

airline industry and silent
FAA about the benefits of the
deal.
Also in May, the council
hired Caltfomia Strategies,
which is run by former Irvine
Co. executive Gary Hunt. For
$30,000 a month, Hunt is
dssisting th~ city's longtime
airport attorney Steve Pflaum
as a consultant.

Having to face dilficult
times over the last few years,
Katrina's wish did.experi-
ence a hold or two, but her
enjoyment was the most
important thing.
•This is something she
will never forget,• said Mar-
ketta Payne, Katrina's moth-

harsh, sterile world.
