ti~tion into the possible use of
excessive force by an officer after
receiving complaints about an
incident lnvoiving the arrest of a
24-year-old Huntington Beach
man at a party this weekend, po-
lice said.

of allegations that stemmed
from the anest of Josef Khamis
during a party in the 2100 block
of Pacific Avenue early Saturday

arrested on suspicion of resistiitg
arrest, loud and unreasonable

ence Theater at the Orange County Fair.

orange garnish, it looks and tastes the
part of a summer solution.
Joe Goldberg. owner of The Helm in
Costa Mesa, stands by a drink he calls
the Opie. The guy who came up with
the vodka/lemonade-on-ice mix
looked like Ron Howard, he said, so
staffers at The Helm decided on the
name "Opie.·

there is the Double D, an incarnation
of what a bartender named Dana first
called Dana's Delight It's 2/3 Camparl.

For a fruitier taste, Legge likes11

mix. mangoes. bananas, pineapple
rum and coconut rum, it's most in
demand now. Legge said.

Svalstad wants to focus on the

The 20-year Corona del Mar
resident formally announced his
bid for Councilman Dennis
O'Neil's District 6 council seat on
Monday when he pulled papers
at City Hall. O'Neil. as well as
Councilwoman Norma Glover,
cannot seek reelection due to
term limits.
"I think itjust bas more or less
to do with protecting the quality
of life," Svalstad said of his plat-
form. "People enjoy this fabu-
lous city. It's critical to maintain
that and make it better."
No stranger to city politics,
Svalstad served on the Fountain
Valley City Council between 1969
and 1980. For the last eight years,
he has run his own Newport
Beach business, B.P.S. Newport
Financial, a financial services
firm.
A former developer. Svalstad
says he supports the city's
Greenlight law that requires a
citywide vote on certain large
projects.
"I think it's a good thing for the
city. People passed it and it's
something that people want But
I'm going to be a balanced can-
didate. I don't believe in one con-
cept."
Svalstad said now that the
city's basically built out, the
council and city officials need to
wortc on minimizing traffic woes
and protecting the environment
and ocean, or what he calls the
city's greatest asset
Svalstad said he decided to re-
turn to the political scene now
because he can afford to do so.
"I ·have more time now and I
just love politics." he said. "I just
thJn.k I can have the time and
money to put out the work it
takes to be a council member."
Svalstad is a past director, vice
president and state director of
the California Jaycees. He served
on the executive comminee of
St James Episcopal Olurch's
2001 capital campaign that
raised about $3.5 million for a
new church building.

On July 7, I looked for a photo, a story,
some mendon in one of our local
newspapers of the patriotic tradition, the
Fourth of July Boat Parade -the
American ~on's "Old Glory Boat
Parade, A Salute to American Heroes." Tu
my surprise, I saw nothing. I hope
everyone tw not overdosed on
pattiotism since Sept 11. As a veteran
submariner of the Vietnam era. I felt our
local news gatherers certainly missed an
opportunity by not covering Newport
Harbor's show of love for their COWltry.
American heroes come in all forms.
Some protect our safety. our harbors,
fight fires, nurse you to health, others
fight for our American Freedom. Aboard
the lead boat. Reed Sprinkle's Viking
Prinass. were a number of local
American heroes. Following behind was
a grand display of "Old Glory" on
hundreds of boats that paraded the
harbor, bringing thousands to their feet.
many saluting and cheering as the
parade cruised by.
Personally my family, with grand kids
helping. decorated with pride for two
days our little rug. SSMJCHIGAN. She
donned a banner "Hats Off to American
Heroes," family and friends in costumes,
from Aorence Nightingale. firemen,
police, plus ~ music and 15 hats
depicting various heroes. If one had
been on any one of the boats that took
time on the Fowth to celebrate. they
would have been in awe.
P..ach morning, I opened the news on
July 5, 6 and 7 to see a "salute to"
drunlcen party goers, anests or trash
dean up. Personally it saddened me.
Does one really think our forefathers
fought for this? Maybe someone could
have asked a few of the revelers whar the
Fourth meant to them? Bet the answer
would be, "We get four days om Yahoo!"

frequently scared by those loud noises
and it should only be done on the
Fourth of July and before 9 p.m. and

then it should be at least one mile
from there. Everybody should be
notified in writing when it's going to be

Thanks to the gentleman who
sponsored the fireworks at Cameo
Shores on the Fourth of July. I was very
disappointed thinking that we
wouldn't have any fireworks this year
and it was wonderful
l agree that they should start no
later than 9 p.m. and a notice could
put in the Daily Pilot maybe a wee'k in
advance that they are going to be
displayed and the idea of putting up
bond of $2,500 is just fine. Although if
someone can afford to put on their ·
own fireworks show, that really
shouldn't matter too much to them,
but it might make them stop and
think.

Toward the end of the discourse
about the June 9 firewortcs display, the
bottom line occurred to me: the
people who could see the lights in the
sky loved them, and the people who
couldn't, didn't My husband and I
were able to watch the fireworks
launched off Pelican Point last month
and the display laun&ed off Cameo
Shores last week. We than.le those who
financed the "private" fireworks
displays for providiQg a spectacular
show the public could enjoy a! well.
We urge the city of Newport Beach
to launch its own Fourth or July
spectaculars. When this year's
festivities were over, we were
wondering where we could send a
contribution toward assuring that
there would be fireworks again next
year. The city might entertain the idea
of seeking contributions to cover the
dollar-a-minute displays and the
insurance.
We also encourage the city of
Newport Beach to continue to issue
permits for private displays. (How
many permits are issued now
anyway?) A panel could determine
how often, which nights, and what
hours would be acceptable so as not to
disrupt life for the area residents. ln
order to assure that Lime limits are
honored. a fair and reasonable deposit
could be required. And any forfeited
deposits could go into that fund for
the city's own display next year1

the American Legion Yacht Oub's 2002
Old Glory Otaracter Boat Parade with
my company's boat, and that was a lot
of fun. Great boat decorations and that
Fourth of July spirit of patriotism.

firework show, there's a war zone in
Newport or some voiced excuse of
embellishment for not letting freedom
ring and remembering the Americans
that gave their lives for us to have a
Fourth of July to celebrate every year.

great party on the South bayfront of
Balboa Island, eat. drinJc and enjoy
sing alongs of America's best patriotic
repertoire. Tulk about 6.u.le, we
watched television (prerecorded) of
the spectacular show Boston puts on
every year for thousands to watch, but
television on the Fourth? Oh man, I
felt Wee there's a grinch of Fourth of
July. Pi ty.
So we-stepped out on the deck to
see glows and hear the big bursts of
community/city shows from Irvine.
Woodbridge. Anaheim and I think B~
Canyon, but really couldn't see what
we've always enjoyed. Next year, we
might just Oy the coup next year and
go celebrate America with Boston.
By the way, what was the body
count in the "war zone" up in West
Newport anyway? I'm proud to be an
American, but fizzled by the grinch?

T here was the cumberaome looking knee brace
and the sllghtest blnt of favoring the dgbt leg
that gave way a little more than four months
before, prompting reconatrucdve surgery and
casting a pall over an approaching season of
promise for the Newport Harbor High boys
basketball team.
But, when senior Greg Peaine darted. slashed,
sprinted, sprung and sweat for the first time' ln game
action, Dec. 13 against nonleague visitor P.dison.
about a week after being cleared to practice, it was
quickly appamlt that the 6-foot-l point guard had
conquered the rehabfiltation reglmen required when
he tore his anterior crud.ate ligament in a July 31
summer league game. He bad conquered rehab just
like the long list of opponents he bad bested since
he debuted u a varsity starter his sophomore year.
Perrine, having missed the first sewn games of
the season, started that night for the Sailors and
scored a team·h.lgb 14 points to help key a 57-46
come-from-behind victory. He a1ao collected six
assists. three rebounds, three steals and one blocked
shot He netted four free throws in the 8nal minute
to clinch the win, then brushed off amazement over
his remarkable recovery.
The coming weeks featured some dl.fliculties, both
with the knee and with returning to the proficiency
which had led to a scholarahlp offer from Cllapman
University (which he accepted) during a sparkling
summer campaign.
But Perrine eventually settled in and helped lead
Coach Larry Hlrst's SaJlors to the outright Sea View
League title, the school's first outright league crown
since 1985.
He was named.CO-Moat Valuable Player by league-
coachea and then transitioned to volleyball, where
he also led the Tars to the league crown and shared
league and Newport-Mesa Dream 'Ieam MVP
recognition as a set-thumping outside hitter.
His basketball and volleyball prowess led to his
being named Sea View League Boys Athlete of the
Year and, now, to his selection u the Daily Pilot's
Newport-Mesa Boys Athlete of the Year.
