Sanitation District ended three decades of
playing by its own water·quality rules Wednes·
day by dropping a bid to renew a controversial
federal waiver and agreeing to increase treat-
ment of its sewage.

county's sewage waste have said they plan,
over the next three months. to step up op-
erations to increase the level of treatment at
their Fountain Valley plant
About 65lJli of the sewage can be given full
treatment. as opposed to the 5°" at current
levels. General Manager Blab! Andenon has
estimated it would take until 2011 for the dis·
trict to treat l~ of its waste to the h'8ber
level.

The yacht schooner once tried to
rescue a floundering ship -but fell
short in its effort when it, too, ran
rallied to.,lhe occasion. Sea
Drift was anchored off shore
and a heavy line was put on
board the floundering
Wandward. Sea Drift became a
tugboat. Sea Drift then took in
on her anchor chain and, with
her engine running full speed
ahead, began pulling
Windward out of the su,rf.
Things looked promising until
a link failed in the Sea Drifts'
straining anchor chain and
the salvage efforts had to be
aborted. Windward eventually
broke up in the surf and was a
total loss.

The race has roots back to 1935, beginning as the
Flight of the Snowbirds, then becoming the FUgbt of ·
Kites in the early 19708 and now the Flight of the Lasers.

Island's shore just east of the Balboa
Pavilion and the racers will first bead
up the channel to the large turning
basin to round course maJter 1 by
the anchorage.

·long sail to marker Zin the small
turning basin by lido Village. I wonder if any sailors
have contemplated sneaking under lhe Udo Isle Bridge
versus going around Udds east tip to get to the Z mark.
If the normal prevailing winds are blowing, the racers
then will begin a 2.4 nautical mile reach to marker 4
located between channel m.art.er 8 and the Harbor
Master's office. Once round the ma4 is the final leg
beating back to the finish line where lt all started.
The awards ceremony will be at the Newport Harbor
Yacht Oub, wblch aJeo provides the Jim Weblitel"
committee boat. For race information call the qub at

soon as the buildi~ become va-

project has been approved in de-
sign and concept This is just the
last bit or the entitlement proc-
ess."
The project calls for two of the
existing two-bedroom duplexes to
be converted Into four-bedroom
homes, and the third to be reba-
bilitalcd. An additional three--bed-
room house would also be built.
Once converted, the condomln-
iw:ns would be aold as low-in-
come housing to qualifying appli-
cants and malnterWlce of the
property would be the ~pon
sibWty Qf the new homeowners.
Home prices are esttmat.ed be-
tween $70,000 and $100,000, said
Habitat for Humanity representa-
tive Mark Korando, and construc-
tion is scheduled to start in a rew
months.
The Habitat for Humanity proj-
ect has received Its fair share of
opposition from dty leaders and
residents who contend it will
aowd the Westside and possibty
house more undocumented resi-
dents. In January, C.Ouncilman
Ouis Steel appealed initial ap·
proval or the project -saying it
would attra.ct too many non-Eng·
lish speakers -but he was not
supported by his fellow council
members.
Since then, planning depan-
ment officials have voiced con-
cerns about Jess contentious Is-
sues -specifically the amount or
parking.
In a memorandum dated June
13, aty Planner Sue Happ wrote
she had "concerns that five guest
parking stalls a don't consider
"open parking" located in front of
a garage as guest parting) won't
accommodate the number of
apartment units and street parlc·

finished at 4-under 68 to lie Big

"Whoever gets hot is going to
win the Jones Cup," Hemphill
said. NReally, that's what it
comes down to. You've just got
to make a bunch of birdies 1n
this event. At Big Canyon
Country Oub, you can make
bogeys out there, too, so it'U be
exciting that way ... (the Jones
Cup) was fun last year and I
look forward to it again."
Hemphill, who lives on
Balboa Peninsula and joined
Santa Ana Country Oub seven
years ago, added his name to ,.
the long and distinguished list
of men's club champions last
year at the oldest golf club in
Orange County, then repeated
this year when he defeated
Ouis Veitch, 3 and 2, in the
match· play final. The men's
club champions at the four
private country clubs in the
GOVERNOR'S CUP

pro-am better-ball of partners.
Any full-time staff member at
the club can play as the pro,
and, while the event serves as a
reward for club champions,
any dues-paying member can
play as an amateur.
In the Jones Cup, a one-day,
18-hole community showdown
of high-profile local golf
professionals, two foursomes
tee offback-to-baclc with a pair
of galleries in tow. A drawing is
held beforehand to determine
which two clubs play as a
group.

graduate, Hemphill played
coUege golf for four years at
William & Mary in Virginia and
served as captain his senior
year. During college, Hemphill
played mostly at K.lngs Mill
Golf Course and won a club
championship there 1n 1991.
Later, be quit playing golf for
five years. then returned to the
game.
The public is invited to
gallery at the Jones Cup, as long as dress-code requirements are

Brockmeyer, whose league

Harvard and played one year

pediatric neurosurgery at

Brockmeyer said. •it's been a
lot of hard work, but it's been
very rewarding. I'm sort of part
of the community now. It's a
good feeling to work at a major
children's hospital. We serve
children from all over: Idaho,
Montana, Western Colorado.
This is the mecca for the whole
lntramountain West ... it's a
great place to work."
Brockmeyer, who bas a
daughter, Meghan, 10, and a
aon, Russell, 7, is as athletic as
ever these days.
Brockmeyer, who has
competed in adventure races
and loves long mountain runs,
is training for a 100-mile
charity run in the fall He also
enjoys mountain climbtns,
cycling, snow skiing and Hy
fishing, and bu climbed
several of the world's highest
