supervisors on Tuesday endorsed an
ownenhlp poup bidding to purchase
the Newport Dunes Waterfront Resort
and approved a transfer of the lease
when the deal is finalized, paving the
way for new owners at the Back Bay in-
stitution.
Supervisors unanimously approved
the lease transf'er as part or a package in
which the incoming operators would set
aside $200,000 per year for maintenance.
The new group plans to run the resort
as the subsidiary Newport Dunes Ma-
rina, once escrow closes. That is et·
pected to occur in August. Current
owner Newport Dunes Partnership has
stayed nearly silent about the deal That
stance continued Tuesday.
Preliminary estimates or the deal's
price tag have come in at as much as
$50 million. according to Eastdil, the
Los Angeles real estate company han-
dling the transaction. The county has
put the value or the lease at between

Oty leaders have taken a wait-and-
see approach to the deal and hope to
meet with the concessionaires when the

Beth Ballinger strives
to make eye exams fun
for the young patients
with disabilities she
serves in her practice
The 8-year-old was a paraplegic and
breathing from an apparatus.
After several sessions, the girl could
communicate by moving her eyes and
breathe on her own for nine-hour
intervals.
Ballinger isn't a miracle heaJer.
However, she trains the children to use
visual skills to improve their daily lives.

process that culminated lo the sparldy
gift of a faux ruby and diamond ring.
Ballinger. who has run an optometrist
practice out of her Dover Street office
for more than 20 years, makes eye
exams fun. This isn't a coldly sterile
experience that children grow to dread.
She specializes in treating children
with severe dlsabillties. who become
easiJy frightened by a doctor's tools and
any kind of poking or prodding.
"You have to loolc beyond the
disability." Ballinger said. "You have to
see that essential human soul that's
inside them"
And often Ballinger finds a fairly
simple solution to a child's problems In
school reading. writing or paying
attention to lessons.
"The lcids are not inhibited one bit,"
Kelley's mother, Jennifer. said. "They're
having fun:
Ballinger has a deeper reason for

Mar, treats many children who can't

One young girl Ballinger treated had
eaten hamburger meat contaminated
by E. coli bacteria and was confined to
a wheelchair.
In the case of one girl, whose vision
blurred when she looked to the left. it
was as simple as moving her to the
left-hand side of the classroom. She had
been diagnosed with Dwayne's
syndrome.

COSTA MESA -Habitat for
Humanity officials received
crowning approval Monday of. a
project to convert a blighted
Westside apartment complex
into owner-occupied condomin-
iums, but not without last-min-
ute warnings from city leaders.
Planning commissioners
unanimously supported a neces-
sary lot subdivision for the Habi-
tat for Humanity project, which
will construct six low-income
condominiums at 1925 Pomona
Ave .. while using the final public
hearing as a venue to air their
lingering concerns about the
project's success.
Prompted by a handful of
neighbors who have consistently
spoken against the project,
which they say packs too many
families into an already crowded
area, planning commissioners
again called into question the
amount of parking and open
space included in the project de-

Barbara Anne Dosher, a UC Ir-
vine professor and chair of the
school's Department of C.Ogni-
tive Sciences, will take over as
the new dean of the School of
Social Sciences in September.
The announcement last week
paves the way for Dosher to re-
place William Schonfeld, who
served as dean for 20 years and
retired at the end of June to re-
sume teaching.
Dosher is a nationally known
expert on the mechanics of in-

Eleanor Egan, who voted against
the project initlally and lobbied
Councilman Ouis Steel to ap-
peal the commission's approval,
said she still had reservations
about the project. Egan added

made such drastic deviations
from usual developmenr require-
ments that could have hindered
the project
Egan said she had "serious
concerns" that cohcessions were
made in regard to parlcing and
open space and that she worried
about the safety of children play-
ing in an area where cars would
be coming and going.
She added that she wants to
see the project succeed.

proven to be less lucrative than
many had hoped. a UC Irvine
study shows.
The results of the 1nudy, spon-

announced last week.
The key message that can be
drawn from the study is that
early predictions about the
growth of e-commerce -buying

optimistic.

Newport Beach police -
reported that Holdreo's fall was
the result of a banage of
paint-ball gunfire. That theory
was later withdrawn when the
Orange County coroner
concluded Holdren had not
been struck by paint-ball rounds.
Since then. the inquiry has
been quietly moving along and
has, according to one source,
included a police reenactment
of the event.
It reportedly revealed that
Holdren could not have been
struck in the eye with a
paint-ball round, as had
originally been theorized.
Had that occurred, he wouJd
have suffered massive damage
to his eye's skeletal orbit and his
face would been covered with
paint. lo fact, the investigation t'>
expected to report that no paint
(except perhaps for trace
amounts) was found on Holdren
and that the incident will be
deemed a skating accident.
The investigation's
conclusions are said to be
included in a repon that was
rtnished just last week. Newport
Beach Police Sgt. Steve
Shulman said investigatori. wiU
probably reveal their findings
within the next "day or two.·

Former Crystal Cove residents have
a right to sadness after losing homes
Well. a year has gone by slnce the ei.riction of the
Crystal Cove residents from their homes ("Return
to CrystaJ Cove/ July 14). And what do we have to
show for!&?
I'm so glad to see that after evicting a
two-decades resident such as 78-year-old Stella
Hiatt, we have lifeguards inhabiting these family
cottages at a cost to you and me of$1.l million for
the year.
lt is sickening,
l don't blame the many evicted residents who
are unable to handle the emotions of going bad:
to Crystal Cove. I can barety stomach it myself,
and I was never a homeowner there.
I was there, however, at Crystal Cove on that
Sunday in July last sum.mer while grandmothers,
parents and children carted off generations' worth
of personal belongings and memories to their
ca.rs. Oh, and I saw the state ranger's wife
measuring for mini-blinds.

Let another city create $700,000 in
improvements to its infrastructure
I am not surprised that the Downtown and
Eastside 1hmsportation Ad Hoc Commiuee
recommendations were to downgrade Newport
Boulevard and return grant funding of $700,000
10 the Orange County Transportation Authority
(Between the Lines, "Merrily on our way 10
nowhere al all," April 3).
I recall Mayor Linda Dixon insisting that the
residents and business owners of the Eastside
and downtown areas be involved in the
transportation decisions in the area.
Do we trust the committee to throw away
$700,000 in design and environmental study
funding when OCTA obviously thinks it
necessary? Should we let the transportation
planners and experts make recommendations
instead? Isn't that why the city has a full -time
transportation engineering staff?
As a previous member of the 17th Street Ad
Hoc Committee, I watched as the business
owners urged for the downgrading of a portion
of East 17th Street as well.
As we all witnessed, great plans were drawn
for 17th Street but now are dead. This reactive
and defensive position only increases and
compounda traffic ln the area -and now iW.
being done again on Newport Boulevard.
The committee Is right -retwn the mol)ey to
OCTA and let some other proacdve dty In Orange
Couoty improve its Infrastructure. Apparently,
residents and business owners in Costa Mesa don't
mind lncreaslng trafllc and that's OK.
Maybe we should take to heart the bus bench
ads in Huntington Beach that say "lnfrastructure
-sooner or later, it matters."

protected in the United States
Regarding Cindy Trane <luisteson's insipid
article, "Finding true freedom in relation to
God" (July 6): Far from questioning political
correctness as you would expect of serious
journalism, she confidently assumes nobody
could possibly take exception to her platitudes.
Well, some people will.
Those of all faiths or no faith still love this
c6untry for the values of freedom and tolerance
on which it was founded.
Patriotism and religion are things apart, as the
Pounding Fathers strove to ensure, and the word
·cod" is not to be found anywhere in the
Constitution.
"Under God· was only added to the Pledge of
Allegiance during the anti-communist hysteria
of the 1950s. Devotion to a <!eity, Olristian or
other, ls a precious right, not a duty.
The founders sought to protect minority
opinion, which Ouisteson's narrow-minded view
offends. A nation is easy to define; God is not.
Olristeson says, "I pray that America would
seek to bless God." The last words of the Sept. l l
hijackers assuredly were "God is great."

Westside residents will debate
CHOC Health Center proposat
T he Daily Pilot falls
far short of its
usual accurate
and objective
reporting in the article
about Newpon-Mesa
Unified School District's
out of sequence meeting
Tuesday ("Trustees Waver
on Rea Health Center.-
Thursday).
First of all, there was no
wavering on the part of !he
board. The three trustees
• who voted to approve the
contract wilh Oilldren's
Hospital of Orange County
voiced unwavering suppon
from the beginning. The
Jone trustee who voted
uno" also made dear his
concerns related to the
contract. as presented,
from his first statement on
the matter.
Secondly, the vote was
not 4 to l but 3 to l with
one abstention. There
were only five trustees
present, and Martha Auor
abstained because she is a
CHOC Foundation board
member. With only three
of six possible votes, the
board did not ·decide to
bring the issue back when
the fuJI board convenes in
August-; it really had no
choice. Four votes would
be required to pass.
It was a very contentious
meeting with vigorous
objections from citizens
on the Westside, the
stakeholders who stand to
be impacted most by a
health center that came in
under the radar, with no
notice to residents of
related lncre~ of t.raffic
and with no lnput from
the resident community.
The Westside residents
have carried the burden
of nonprofits for the rest
of the Costa Mesa and
Newport Beach
communities long
enough. There are already
many charities and clinics
on the Westside.
Many citizens are of the
opinion that the
concentration of the
various nonprofits is a
detriment to the quality
of life on the Westside.
Concerns were
expressed that others from
outside the school district
would be attracted to the
clinic. And allhough the
district superintendent
and board members
assured that outsiders
would be referred to the
clinic nearest their
residence. CHOC Vice
President of Business
Services Teresa Conic said
patients would be served
regardless of their ability
to pay and would not have
to reside near the clinics.
And incidentally, the
health center will
encompass 4,800 square
feet, with eight exam
rooms and numerous
other rooms for
community education.

not see fit to at least ask for
fair market value for the
le~ of district property.
Now that the proposal is
out there, it is likely to be
even more hody contested
when it next comes before
!he board.

the bumpy elephant ride, It's
still a thrill. Even for a
sophisticated 10-year-old
such as Nicole Kent of Costa
Mesa.

The elephant ride
attracted a steady stream of
fans during Kids Day at the
Orange C:Ounty Fair on
Tuesday as cb.ildren and
adults clamored to climb up
to the regaJ seat atop the
pachyderms. Rosie, an
16-year-old, and Becky. a
15-year-old, patiently
lumbered around the tent
over and over again
throughout the day.
As the mercury rose at the
fairgrounds, the two
elephants kept cool with
their distinctive cooling
mechanism -napping their
ears.
As their Ooppy ears wave
back and forth, the motion
cools and circulates the
blood throughout their body
like a radiator, explained

providing rides at the fair for
the 12th year.
Signs In front of the rides
refer to the Asian elephants
as being endangered
species. There are only
about 35,000 to 40,000 or
these animals left In the
world, Johnson lamented.
"The reason they're
endangered Is because of
the loss and destruction or
their habitat." Johnson said.
"There's a lot of human and
elephant confilct In Asia.
They're fighting over the
same food."

"They're young bucks," said
Daley. the only amateur to play
in all three Jones Cups. "But I
lhink what happens when you
finally get up to a certain age is
that it becomes mental, and
the young guys don't have the
experience. If we're playing
courses 6,600 or 6,700 yards.
then I won't be as long. But
menially I think I probably,
hopefully, will play a little
smarter than they do, and
that's where I gain an advan-
tage."
An international competitor
in the seniors division, Daley,
62, has captured four straight
men's club championships at
Mesa Verde and recently re-
turned from the Canadian Sen-
ior Amateur Championship at
the antiquated Elmhurst Golf &
Country Oub in Winnipeg,
Manitoba, where he finished
tied for 12th' in stroke play with
a 76-n -7 4-227 and advanced
10 the second round in match
play.

Daley and Sargent won the
inaugural Jones Cup in 2000 at
Newport Beach Country Oub,
when Sargent, with his ball
deeply embedded in the rough
at 18, hit a memorable Oop
shot lo set up a birdie putt and
give Mesa Verde the first per-
petual Jones Cup trophy.
"I think when you get to a
certain age. you stay with the
swing you've had most of your
life," said Daley, who will tee it
up in Jones Cup III with Mesa
Verde head professional Tom
Sargent. "I'm too old. You can't
teach an old dog new tricks.
Oh, sure. you run into prob-
lems, but you just ask your
buddies to help you out. I've

ultimate late bloomer. He
didn't start playing until he was
41. Daley won his first big
championship in 1997, when
he captured Mesa Verde's sen-
ior club title, and has won the

To put Daley's streak of four
straight titles in perspective,
consider that no Mesa Verde
member has won more than
two in a row since the club
opened in 1959.
Oyde Sarver is Mesa Verde's
all-time men's club champion
with five titles (1962-63, '71, '73
and '77), a record Daley hopes
to tie later this summer.
Daley, a Newport Beach resi-
dent who owns a marketing
company. grew up a baseball
player, competed in fast-pitch
softball for severaJ years, then
got married and staned play-
ing tennis. Then, after his kids
grew up and Daley concluded a
nine-year youth soccer coach-
ing stint, he decided to try
playing golf.
The Jones Cup, created by
this sports section as part of
the Fletcher Jones Motorcars/
Daily Pilot Oub Championship
Series, is a pro-am contested in
a better-ball of partners for-
mat.
P.ach club -Mesa Verde, Big
Canyon, Newport Beach and
Santa Ana C'.ountry Oub -is re-
sponsible for selecting their
own pro-am team. The only
standards are that the pro is a
full-time staff member and the
amateUr a dues-paying mem-
ber at the club. The dubs also
rotate as host site in the Jones
Cup.
