Navy supports grounding an El Toro airport-

goes against Newport-Mesa
airport supporters has them

NEWPORT-MESA -As the
Navy hammered the last nail into
the El Toro airport coffin Tuesday by
supporting a countywide plan to sell
off the closed Marine base, local
leaders renewed their resolve to
limit the growth of John Wayne
Airport and explore other airport
·options.
The Navy announced Tuesday it
will dispose of the 4,700-acre closed
Marine base according to local land
use plans, which include creating
park, housing and office space. The
Navy's decision fonnally endorsed
what Orange County voters called
for in March when they passed
Measure W -which rezoned the
closed Marine base from aviation
use to open space that would also
allow business use -and left the
future of the" site to local officials.
Supervisor Jim Silva, who repre-
sents Costa Mesa and Newport
Beach, said the Navy is determined
to move ahead quickly in selling the
land. Silva said it was not clear
whether the land would be sold by
bid, placed on the open market or
auctioned.
Rep. Chris Cox said the next step
will be to transfer the property from
federal to local ownership.
•Today's decision makes clear at
the federal level what is already an
accomplished fact at a local level:
The property will be developed for
parkland use and other Measure W-
consistent uses, and not for aviation,•
Cox said in a prepared statement.
The decade-long debate sur-
rounding the closed base may have
been answered Tuesday, but future
air transportation needs are still a
problem.
Silva predicted air transportation
will be one of the major problems
Orange County will have to deal
with in future years. He also admit-
ted he has no solution.

C OSTA MESA -The high-tech
world will combine with a symbol of
agricultural heritage as Emulex offi-
cials on Tuesday confirmed plans to
lease a large portion of Home
Ranch, the former Segerstrom lima
bean farm.
Costa Mesa-based Emulex has
outgrown its current home at Harbor
Gateway and will move its corporate
headquarters to t 4 5 acres of the
Home Ranch site, bordered by
Susan Street, Harbor Boulevard and
South Coast Dnve. The lease with
C.J . Segerstrom & Sons calls for the
development of a two-story, cam-
pus-style headquarters, totaling
180,000 square feet.

the contrary, some of his fondest and
most ironic memories of his noncon-
secutive 50 years in the race are of
winning the race.
His first win was on Jack Baillie's
Newsboy, a 66-footer that holds the
record for the most trophies in the
history of the race and on which
Lawrence was a crew member for 17
yea.rs.

Hospital.
"It wasn't that long ago," she
continues, as her green eyes fill
with tears. "There were these par-
ents who were so loving to their
son. They had twins and were

opportunities from friends and

royal blue vest with the hospital's
emblem, a spotless pair of match·
mg Keds and a pm she received
for her more than 1,000 hours of
service. She schedules volunteers
when needed and ensures they
get the job done.

around and visit,• she said. "Then
they realized I was here to do a
job and make sure that they got
exactly what they wanted."
The two or three volunteers
working the morning and after-
noon shifts provide a lot of help to
the nurses. They put together
parental education packets, med-
ical charts for both babies and
mothers, as well as transport the
mothers to their vehicles once
they're discharged.
"A couple of times, I've been
offered a tip, which is really weird
because I am honored to do this,"
she said.
The hospital does not allow vol-
unteers to hold, touch or feed the
babies, but Hansen enjoys just
being able to walk by the nursery
every week. She also enjoys bow
much the nurses appreciate all the
work volunteers do.
The hospital appreciates the
work Hansen does too. They
offered her the job of selecting
applicants for-volunteer work, she
said, but she decided not to
accept.
"I don't want to be responsible
for deciding who can volunteer
and who can't."
Comfortable with her current
responsibilities, Hansen wants to
continue her volunteer work for as
long as she can and has already
begun to plan ahead.
"One of the reasons that I only
work one day a week is because 1
don't want to burn out: she said.

state Supreme Court ruling
Monday that California's
counties and cities may
prohibit gun shows at fair·
grounds and other public
properties, despite laws
allowing such events, may
not apply to the Orange
County Fairgrounds, offi-
cials said.
The site has featured
five gun shows a year over
the last 16 years, said
Becky Bailey-Findley, gen-
eral manager and chief
executive of the Orange
County Fairgrounds.
"The attendance for these
shows has grown tremen-
dously for these shows over
the years," she said.
Bailey-Findley said fair-
grounds officials are await-
ing direction from the state
Department of Food and
Agriculture, which over-
sees the grounds.
"It doesn't look like any
of the language in the rul-
ing applies to us," she said.

county property, but not
state property.#
The state owns the
Orange County Fairgrmmds.
Costa Mesa bas had no
issue in the past with gun
·shows at the fairgrounds,

said.

Bailey-Findley said.
The show is having such
good response this year, it's
already sold out, promoter
Jeff Templeton said.
"It's not going to affect
us because our shows run
mostly on state-owned
grounds," he said. "But we
are worried about the rul-
ing and don't support it."
Templeton said it would
be unfair for a handful of
people to make a decision
tor an entire city's popula-
tion.
Monday's 6-1 ruling
upheld bans passed in 1999
in Los Angeles and
Alameda counties amid
concerns that gun shows
promoted violence and tar-
nished the area's public
image.

The 29th annual Newport
In-Water Boat Show will be
the largest in the show's his-
tory, with 360 boats in the
water. This year, the event
will also feature the "Catch·
A-Boat Challenge,• a sport-

That the swap meet had
clearly breached the levies
of its permit would, f think,
have remained lost on just
about everyone had Costa
Mesa City Councilwoman
Libby Cowan not fielded a
spate of resident gripes
about an epidemic of traffic,
noise and jaywalking near
the event. Indeed, it was
Cowan's bit of sleuthing
that discovered the dusty
permit. which revealed the
event to be monstrously out
of compliance.
When confronted with
the evidence, ace officials
pleaded ignorant, saying
they were thoroughly unfa-
miliar with the permit's
parameters. Faced with a
city request to wbJttle the
swap meet back to its origi-
nal Sunday-only, 275-ven-
dor dimensions, college
brass ceded.
I wouldn't have noodled
much on this regulatory
tempest were it not for a
small contingent of desper-
ate vendors that cornered
me on a recent Monday
after having pleaded their
case before the City
Council. The swap meet,
they told me in despairing
tones, was their only source
of income. Halving the two-
day event would strip them
of their livelihood. Still oth-
ers, whose vending gigs
land on Saturday, worried
that they'd soon be out of
business with nowhere to
turn.
Asked one woman in a
panic, clasping her hands
together: •Why are they
doing this to us? Why won't
they let it stay open two
days until the college gets a
new permit?•
Being that I'm a perenni-
al sucker for an underdog
and generally put off by the
cold calculus of bureaucra-
cies, I first thought it rea-
sonable to allow the swap
meet to continue on at it
had been while the college
and city hashed out condi-
tions for a. new permit.
Mayor Linda Dixon didn't
see it that way. •(Permits),•
she ottered, •apply to
everyone. You can't pick
and choo.e who you want
the rules to apply to.• And,
of course, •he's rtght.

Which to my way of
thinking is an astonishingly
ironic lapse given the metic-
ulous dotting and crossing
of l's and Ts the college
undertook last year when
running the Costa Mesa
Fish Fry off its property. But
that tends to be the nature
of administrative beasts.
I'm less inclined than l
was when this story first
broke to accuse the city of
coldhearted governance,
save for a couple of items.
This entire affair would
seem to indicate that the
oty is not 111 the habit of
regularly reviewing long-
term conditional-use per-
mits to ensure compliance.
That should change. But
l'm more bothered by one
news account in which
Cowan says the dty won't
fine the college for violating
its original permit. So while
OCC gets to keep its
money, a fair platoon of its
swap meet vendors will
likely lose part or all of
theirs.
Always it's the little guy
who pays.
