Proof of an embattled City C~uncil campaign season was ~dent Monday nJght as West- side candJdate Allan Mansoor opened fire, publicly accusing ~ayor ~da Dixon of keeping infonnatton from residents about a proposed health clinic at Rea Elementary School. During the general comment portion of the Clty Cowicil meeting. Mansoor asked Dixon to explain why at the previous council meeting she told audi· ence members she had no knowledge of a proposed free health center being planned for the Westside. At a Newport-Mesa Unified School District board meeting July 23, trustees Jim Ferryman and Dana Black said they bad broached the subject with the mayor. Dixon said Monday that clari- fication was needed but ada- mantly denied trying to hide anything from her constituents. Black said Tuesday that her conver8adon with Dixon was rushed but stood by the fact that she was trying to give the mayor a heads-up about the proposed facility. Black said she had no formal information to share with Dixon but wanted to at least make a call "We were on cell phones, and I started to tell her and she cut me off, saying she knew all about it," Black said Ferryman could not be reached for comment Tuesday. Westside residents. including Mansoor, have voiced loud op- position to a partnership be- tween the Cllildren's Hospital of Orange County and the school board to bring an affordable medical clinic to the elemen- tary school campus. Police helicopters take more heat AT ISSUE: But.some readers support the air units that have received attention f!om a new Newport Beach group of residents. I nasmucb as I appreciate the fine job that our Police Department does, the issue of helicopter noise Is one that needs to be addressed ("Residents seek quiet on Newport front," July 30). I am awakened regularly at all hours of the night with the police helicopter buu.ing our house but rarely, if ever, read about any crime in the area that would justify this type of taxpayer expeme and regular sleep disruption. COLLEGES Jackson gets his due as Packer Time will tell how Chris Jackson does in the NFL. C hrls Jackson is back in the NPL He's a receiver wearing No. 7 for the Gn!en Bay Packers, and in the league that usually means you're just a player invited to training camp, and then it's, "'Thank you for your services and good luck ln your future." But this ls Cluis Jack.son. the star receiver for the Los Angeles Avengers, who appears to be taking the same route of Miami Dolphins' wideout Orande Gadsden, who was the leading pass catcher for the Portland Forest Dragons in the AFL Jackson, the Conner Orange Coast C.ollege star, appears ready to make the NFL and ready to catch passes from Brett Favre. Stranger thlllphave happened in the NFL A Super Bowl MVP quarterback STEVE (the Rams' Kurt Warner) used to VlRGEN work as a grocery store clerk, and a Pro Bowl quarterback (Jeff Garcia) went undrafted and played in the Canadian Football League before being the man for the 49ers. Need more proofl Denver's Pro Bowl wide receiver Rod Smith was a rookie free asent in 1994. He spent that season on the practice squad before making the roster for the first time in '95, every year after he improved and became one of the best receivers in the league. I'm not making any predictions about Jackson, I'm just pointing out the possibilities. Jackson now has the opportunity he's been waiting for and he's out to prove the Packers have indeed found a diamond in the rough to fill a need. Its been two years since he was la.st seen on an NFL roster. It's been five years since he last ~college football.. And. Jacbon never quits. LINES Continued from Al Schrock, by way of some brief history, WU the poor chap who detgned to exercise certain rights ot ownerah.lp over his 18,000-square-foot lot. At .tlrst. city plannert told the larubcape architect and his wife that his plans to add two single-family homes behind his existing residence would be OK. But they changed their minds when residents from Ced] Place and other nearby streets began beating the war drums. Sc:hrock's plan. went the chants of protest, were not "harmonious and compatible" with the surrounding neighborhood. And so Schrock's pathetic carcass was staked to the desert Ooor and picked clean. Me was Sch.rocked. Ufted of Ws most fundamental right to build on his property. Which is why in & March 13 colwnn tracing Schrock's macabre tale, property owners in this town were warned to "sell it if you can. Take a loss if you must But whatever you do, get out. They may be coming for you next" John Oark -our latest Schroclciug victim -wasn't listening. Here's some quick baclcground on this latest mugging. Oark's residence is among a handful of rather lovely homes dotting the bluffs in the city's Marina Highlands neighborhood. The terraced community features mostly single-story homes overlooking the Santa Ana River Channel out to the Huntington Beach shoreline. And so lhe views are pretty nice. Now the claws came out, lhe hissing began, and the fur started flying when Oark revealed plans to tack a second story onto his residence. Such an addition requires what's called a minor design review by Costa Mesa Zoning Administrator Perry Valantine, who approved the addition. Not only dld Clark's second story fit well within the city's height limits, it was deemed by Valantine to be "harmonious and compatible" with the surroundlng neighborhood. Even the Costa Mesa Planning Commission twice approved Oark's home, improvement plan. But at least seven Marina Highlands homeowners pitched an awful and shrill fit. claiming Oarlc's home addition would either obliterate or partially mask their ocean and city, light views. 2641 Legal Nallces Thia. "No." TWo thlnp come to mind in the wake of this Schrocldng. The 8rst is the tortured rationale of a.rti:'• opponents. Oearly, the atrected homeowners sought to torpedo Oark's second~story addition In order to protect their ocean views. Except that nothing in city law nor the Marina Highlands' own CC&Ra rec.ognize a homeowner'a Oght to a view. Now knowing the view argument to be a legal non-starter. the Schrockers lobbied against the project in that murky ether mown as •harmony and compatibility." Anyone care to define what that means? And so now the whole thing is destined to touch down in a courtroom (Oarlc versus the city of Costa Mesa). which bleeds the .... taxpayers and pleases attorneys but hardly anyone else. All of which should hit you smack. in the· ·1, forehead with this irony: The city's running obsession with harmony and compatibility has produced littJe. if any, of either. And there is this odd twist too. City Hall -which houses the very folks who have hatched new regulations banning such things as chain-link fences, peeling paint and incompatible design;; -is itself ringed by a chain-link barrier. Has been for months. The bulky and awkward steel beams recentJy tacked to the building's exterior to keep the place upright 'in the event of a good temblor are only partially painted. Construction debris has been left in the frontyard and the grass is dying. And why? Because the contractor the city selected turned out to be a top, sbelf dud. Oh well. At least the generals on the top floor still have their views. • BYRON DE ARAKAl Is a freelance writer and communications consultant. He lives in Cost& Mesa.
