The inaufflclent evidence
claim alludes to the fact that Pe-
gye'a body wu never found.
The Bechler murder trial drew
national attention, as well as in·
tense focus locally. The Bechlers
lived in a Newport Heights home
with an ocean view, drove an ex-
pensive Porsche and were part of
an exclusive social scene.
The jurisdiction argument re-
lates to the state defining the ter·
rttortaJ boundary of California as
extending the equivalent of just
less than 3 ~miles offshore. Dur-
lng the trial, the prosecution pre-
sented evidence establishing
that the murder took place 4 ~ to
five miles offshore.
Kopeny argues the jury could
have believed Bechler wu guilty
of the lesser crime of man·
slaughter because of some of the
evidence presented at the trial
He clalms no instructions on a

The school district will expand
Its breathalyur tests to all stu-
dents starting this fall.
The Newport-Mesa Unified
School District has been using
breathalyurs for the past two
years, following the lead of the
Orange Unified School District.
to test students suspected of
consuming alcohol.
The new plan, which was dis-
cussed during a school board
study session Monday. calla for
all students to take the test u
they enter dances and other ao·
clal events. The goal Is to put
teeth into the "zero" part of the
district's z.ero-tolerance policy on
underage drinking, Supt Robert
Barbot said.
"What we hope Is that (once}
all students know, they will be
less likely to try and see lf they
can get by because no one will
get by, M Barbot said,
It will also prevent some stu·
dents from feeling like they att
being singled out. Barbot added.
The district will be able to test
all students because of neW' tech·

to the Irvine Barclay Theatre for

Yaelisa, who goes by jus1 the
one name, is surprised that
the Spanish art has found
flourishing ground ln the unlikely
land of Irvine.
The Irvine Barclay Theatre will
play host for the New World
Flamenco Festival for the second
year, starting today. The host city is
becoming known for offering one of
the three largest flamenco festivals in
the country.
Irvine joins New York City and
Albuquerque simply because
Douglas Ranlcin, president of the
Barclay, wanted to play a part in
making flamenco more mainstream
in America
The pivotal conversation
happened five years ago in a small
and windowless room in
Sacramento. Yaelisa and Rankin got
to talking about "thlngs in general"
during a break from serving on the
same dance panel. The
choreographer brought up wanting
to put on a flamenco festival in San
Francisco, where her Yaelisa &
Caminos Flamencos company is
based. 1Wo minutes later, the theater
president said, "We ought to do that
in Irvine.· And so Yaellsa's brainchild
landed in Ranlcin's hall.
"Of cowse, it took a few years to
get it together, but some things are
just as simple as that," Rankin said.
The second annual JO-day result is
anything but simple. As three
companies travel from San Francisco,
Madrid and Sevilla to perform a
program of dance and music, the
festival also offers workshops for
visitors who can't readily fly to Spain
to study with the best. A •
long-distance relationship, of sorts,
between performers and visitors is
what Yaelisa wants.
. "It's so amazing that a festival
wt>uld exist in Irvine and that people
w0uld come from all over
catifornia." she said. "That's what
ollr goal was, to try to make this a
national festival. And I think that will
happen."
Rankin, who is no newcomer to
the an of flamenco nor the art of
presenting it, said he knew there was
a market for It
"I love the art form myself;
therefore. I could legitimately and
pass.ionately promote It if I had to."

known for their upbeat style of
Oamenco singing and dancing. a
style that arose from thelr equally
famous happy-go-lucky way of just
being.
Through her dance piece, the
Emmy-winning Yaelisa brings the
fun-loving spirit of faraway Cadiz to
nearby IIvine.
"There's a lot of tragedy in
Oamenco," she said. "A lot of deep,
profound feelings. But there's
another side too that we have to
remember that is very fun to watch
and very fun to participate in."

grief after the loss of loved ones and
anger are frequently txpressed
sentiments in the genre. which was
first developed by gypsies.
"There's a personality ln Spain that
... the dichotomy between life and
death are very much a part of their
culture," she said. "They live to the
fullest, and yet there ls an obsession
with death."

Passenger numbers up at John
Wayne Airport for month of July
Airline passenger traffic at John Wayne
Airport grew modestly in July when com-
pared with the earlier year.
The airport saw a 2.5% increase in the
number of travelers who used John Wayne.
For the month, there were 744,875 travelers
compared with 726,451 from the previous
July.
Airport managers issued the report
Thursday. It represented the growing Im-
provement in airport travel, after the crip-
pling effects of the SepL 11 terrorist attacks.
A drop in the number of commt!rcial
flights ran contrary to the jump in passen-
gers, the report showed.
Flight operations dropped 5.6% during
the month. However short-naul commuter
8igbts, to San Diego, Oakland and other
nearby destinations, also ramped up, by
13.6% from July 2001.
In the mixed-bag report, overall takeoffs
and landings at John Wayne dropped 8.1 %
over the time frame. General aviation activ-
ity, which accounted for 74% of Oight activ-
ity, also dropped, by 9.7%.
The biggest jump came In air cargo ton-
nage. The amount of freight jumped 36%,
from 1,372 to 1,866 tons.

Coast Guard to officiate at
flag-lowering ceremony
Newport Beach's summer flag-lowering
ceremonies will take on a special meaning
tonight and next week when members of the
C.Oast Guard's color guard do the honors.
The ceremonies will begin at 7:30 p.m.
with patriotic music. Then the color guard
members ~ lower the Oag at sundown,
about 7:45 p.m.
The Coast Guard representatives are
among a series of local dignitaries who
have officiated the nag-raising ceremony,
which was staned in June by local
businessman Ralph Rodheim. The ceremo-
nies take place every Friday and Saturday
night at sunset at the ferry landing on Bal-
boa Peninsula, which ls at 510 Edgewater.
The Coast Guard representatives will offici-
ate tonight and again on Aug. 16. Past cer-
emonies have included a 2 1-gun salute by
the American Legion, Boy Scout troops and
the tall ship Lynx.

discuss freeway construction
The California Department of Transpor-
tation and the Orange County Transporta-
tion Authority will host an evening open
house Wednesday to discuss changes being
made to the Corona del Mar and San Diego
freeways.
Slated for completion In 2004, the proj-
ect will add a Fairview Road and Harbor
Boulevard offramp on the Corona del Mar

the city's general plan up-
date process. responses to a
recent city mailer s uggest
The third in a series of
newsletters on the general
plan update process was
sent out recently to all the
households in the city. A
number of phone calls and
e-mails to City Hall fol-
lowed, many of them from
residents who want to be
able to build large homes or
duplexes on their property.
"All of the callers on the
manslonizaUon Issue were
individuals who have pur-
chased residentiaJ property
as an investment, expecting
to be able to develop large
homes and duplexes similar
to those we are seeing to-
day," Assistant City Man-
ager Sharon Wood reported
to the City Council in a
memo. "Many of these peo-
ple are not large developers.
but individuals for whom
this property investment is
the.ir nest egg."
But at other points during
the general plan update
process, a very different view
has prevailed: that of resi-
dents who consider man-
sionization -the trend
toward building large resi-
dential structures on rela-
tively small lots -a serious
problem. Corona del Mar, in
particular, is a place that
some residents say should
have its quaint character pro-
tected from large homes out
of sync with others nearby.
City officials hope to be
able to gather as much input

telephone interviews.
"The survey, hopefully.
will supplement and clarify
what we've been hearing so
far on everything frosn tour-
ism to traffic," Wood said.
The telephone survey will
likely take place in October.
On Aug. 26, the city ex-
pects to present results of a
traffic study conducted as
part of the general plan up-
date. The much-anticipated
study will include projec-
tions on just how bad traffic
in Newpon Beach will get in
the coming decades.

Newport-Mesa's youth this
swnmer as several teams and
individuals have showed why this is
such a breeding ground for athletes.
Their inspired play has given us here
at the Pilot much to write about during
the sometimes slow
summer days.

Newport Beach-based girls
14-and-under soccer team that won
first place in their division in July at the
2002 Snickers U.S. Youth Soccer

The Slammers defeated the Bethesda
Eclipse. 2-1, in the final as striker Alexa
Orand scored the game-winning goal in
the 34th minute after Krysten Bradshaw

names of motocross jumping

the Costa Mesa Speedway Satur-
day.
With gates opening at 5:30
p.m., the Speedway will host Ex-
treme Freestyle Motocross jump-
ers and professional speedway
motorcycle racing.
The first race is scheduled to
begin at 7:30 p.m., when sea-
