Fewer challengers than expected have
followed through with plans to campaign for
a City Council seat.

Sanitary district raises fees by 5 %
Costa Mesa agency raises sewer rates for the third
time in eight years; also hikes trash collection fee.

age rates at a Thursday evening
meeting.
The Costa Mesa Sanitary District
board unanimously approved a
4.88% rise in the trash coUection fee
and a 5% increase for collecting
"liquid waste," or sewage Oowing

Sewer rates bumped up from
$24.17 to $25.38; the increase was
the third in the last eight years. 1i'ash
rates jumped from $184.62 to
$193.64 per year.
The agency raises trash rates each
year to account for increases in the

The sanitary district holds two
contracts with companies that han·
dle that task. Costa Mesa Disposal
picks up the garl>age and delivers it
to C.R. 'D"ansfer, whlch separates it
into, recyclable materials and non·
recyclable materials.
C.R. 'Jransfer recycles at least 50%
of the trash, In accordance with state
law, and sends the rest to a landfill In
the foothills of Orange County.

by district

CHOC want to work with the
com.munity to resolve concerns

NEWPORT-MESA -School board members
will not make a decision Tuesday on plans for a
proposed health center adjacent to Rea Elemen-
tary School, saying they and representatives from
Oilldren's Hospital of Orange County want to
work with community members who are critical
of the proposal.
Five members of the Newpon-Mesa Unified
School District board voted on the proposal on
July 16, resulting in a 3-I vote. with Martha Fluor
abstaining because she sits on the CHOC Foun-
dation for Oilldren. After the vote, Fluor calJed for
the issue to be reconsidered by the full board.
The plan calJs for a 4,600-square-foot building
to replace the current Healthy Start facility next to
the school campus. It would provide free medical
care to children up to age 17. CHOC officials say
there is a severe need for health care for children
from indigent families In this area.
Before the July vote was taken, however, a
handful of vocal Westside residents castigated the
boa.rd for deciding to place the center in their
area without any input from their community.
In response. district and CHOC officials say it's
more important to involve the community in its
plans than to try to ramrod another vote through
the board while there is still dissension within the
Westside. They say they are willing to examine all
facets of the center, including its location. as long
as the community is receptive to working with
them.
"We don't know what the outcome will be.· said
Supt Roben Balbot "We're not doing this to pJa-
cate (the critics). We're doing this to be positive.·
Whether the Westside critics are willing to wort
with the district and CHOC remains to be seen.
Martin Milla.rd, one of the opponents who
spoke at the last meeting. offered "no comment"
when contacted by phone. Instead. he e·mailed
bis suggestion for the district

been driving a lot My driving schedule
is nothing. however, compared with parents
; who faithfully ferry their children to camps
and classes all over the county. The logistics
of what many of them accomplish is baffling.

Nevertheless, I've
driven my share of
miles. One day, it was
almost like my car
rolled its eyes at me
when I approached it
with a long list of
errands.
I also try to keep up
with friends and
family. I enjoyed
watching my niece
Laura in the JunJor lifeguard program on
Balboa Peninsula, and earlier this week I
went to Mission Bay in San Diego to watch
my nephew John compete in the Junior
Olampionship Sailing Regana.
Usually when I start my car, I start with a
quick prayer that God will help me be a good
driver. When I fLrst learned to drive, I was
instructed to be alert, attentive, cautious and
courteous, as well as a d efensive driver.

I remember an instructor emphasizing the
necessity of keeping the appropriate safety
dJstance between cars and checking mirrors
to watch other drivers' behavior. That's a lot
to do while paying attention to everything.

I was amazed on my return trip from San
Diego at the activities some people did while
also navigating the road. I saw drivers eat,
drink. talk on the phone, put on makeup and
read.
Maybe drivers aren't taught the same
thin~ anymore. or perhaps our rapid pace of
life has led to a rabid case of crazy driving.
The freeway felt more like a raceway. and it
seemed like many drivers treated what they
were doing like a game they needed to win.
I listened to worship music to help me stay
calm as I watched both sane and crazy
driving. At the long line at the checkpoint
near Oceanside, I decided to stay in one line
to see what would happen. I watched a car
the same color as mine dart in and out of
lanes, but we ended up passing through the
checkpoint at almost the same time.
Tile next day, I was at the head of a long
tine of drivers trying lo merge onto a major
boulevard. Everyone seemed harried and
wouldn't acknowledge me. A nice driver
finally signaled me in, and I waved in thanks.
As I drove, I saw a car ahead trying to change
lanes, but nobody would let him. When I was
near, I left enough mom for him to merge,
and I signaled to him just as I saw a hand out
the passenger window.
It turned out to be friends of mine. While
talldng with them later, they related a story
abbut almost being run over while trying to
walk across the street at a crosswalk. The
driver glared at them when she had to stop,
which was interesting because my friends
could see she was reading a book.
I'm going to try to start my days and my
car with prayer and ask God to give me his
peace and control my pace.
And you can quote me on that.

told me that in the recent
district study session covering

mother, a Corona del Mar
resident, told of her daughter's
continued efforts to sneak a
second set of clothes to school.
Once there, she'd change
clothes, unafraid of any
discipline from school officials
who failed to enforce the
existing dress code.
What's so bad about setting
boundaries for kids? Nothing.
In fact, it's good for them. As
Leece told me, "The dress code
sets a high standard of decorum
to set the tone in the classroom."

Newport Beach boat

Newport Beach man is being

The fire reportedly started

city's planning direct.or said she
sides with a research Institute
study's conclusion that nearly
half of city planners have a
•negative" perception of the
California Coastal Commission.
Patrlcia Temple, who also par-
took in the survey, said she
agreed with the contention in
the survey, completed In April,
that the statewide coastal regula-
tor is often heavy-handed and
understaffed in dealings with the
city.
"There's very little sensitivity to
the needs of local (planners!,"
Temple said. "They tend to view
local staffs with a great level of
suspicion. (They) don't trust us."
The city b now completing a
local coastal program, which
must be submitted to the com-
mission by mid-2003. The plan
would create unified coastal de·
velopment standards along the
city's oceanfront that are in place
along much of the state's coast·
line. Newport Beach and Malibu
are two of only a handful of
coastal cities without a plan.

During a series of telephone in·
terviews, 37 city planners were
asked their opinion of the com-
mission. About 24% responded
that it was "strong negative" and
18% said It was "light negative."
On the other side of the coin, t 9%
said they were "strong positive"
about the aglellC)' and 24% said
they were •light positive." About
14% said they were neutral..
Christie pointed out that the
majority of the respondents
said their interaction with the
commission was positive, at
43% compared with 42% falling
on the negative side.
The margin for error on the
survey was t I%. which is about
three times higher than most
po Us.
Among the claims in the re-
port were that planners said the
agency interprets the Coastai
Act of 1972 inconsistently and is
often "going beyond the
authority granted them."
Proposition 20, passed by
voters in 1972, created the com-
mission.

with that contention and chai-
lenged Newport &each planners
to take matters into their own
hands by crafting the coastal

with a group that filed a law-
suit on July 8 to stop the city
from uprooting the trees. Ul-
timately, talks might mean
that some or aU of the trees
could stay. But such details
on the pending legal action
could not be made pubUc.
The trees have been the
subject of a growing debate
that in recent weeks has cre-
ated a circus-lilte atmosphere
in council chambers. Though
dozens of residents have lev-
eled pleas toward the dais to
save the 40-year-old trees,
others, many of them Main
Street merchants, have been
just as passionate in saying
the trees should be removed.
They say, and council mem-
bers affirmed with a 3·2 vote
in May, that the trees' roots
simply cause more damage

nation is a basis of the law-
suit against the city by the
Newport Arbor Society, led by

society argues that the cool-
ing canopy over Main Street
and the ambience created by
the trees make it well worth-
while to find other ways to
manage root growth. They
advocate root pruning and
possibly installing under-
ground guards to block the
roots from growing In the di-
rections where they could
cause the most damage.
Tree opponents fire back
that such measures are not
only <;<>stly and impractical,
but that they don't solve the
problem in the long term.
"We've been talking with city
staff trying to~ a win-win

The clock is ticking. The
trees are scheduled to be re-
moved sometime between
Sept 1 and Sept 15. The sec-
ond phase of Balboa Village
improvements are hinged on
having the trees removed by
that dale. Any significant delay

provements by the spring.

CHOC would add to Westside magnets

expresses the misguided notion
that fdding yet another charity

the proposed 4,000-square-foot
CHOC health center. to be
located in a residential area at
Rea Elementary School.
Forbath knows a lot about
charities. ln addition to being
the founder or sos. she has
served on the board of directors
of Save Our Youth (SOY) and
Families Costa Mesa, and has
served as treasurer of Save Our
Youth.

come" scenario. It is a vicious

Ironically, Forbath does not

location of the
above-referenced charities that
is looking more like a ghetto
everyday.
Providing free services on the
Westside bas served to keep the
poor, predominately Latino
population on the Westside
segregated there.
That tends to keep Mesa
Verde, where Forbath lives.

problems the Westside deals
with on a dally basis. ll would
seem that none of the people
so Intent on locating the OIOC
clinic on the Westside of Costa
Mesa live there. Sequestered, as
they are, in their neighbor-
hoods In other areas of Costa
Mesa. Newport Beach and La-
guna Hills, unlike the belea-
guered residents of West Costa
Mesa, they can return home
each evening untroubled by
high crime, drug dealing. bUght
and pockets of slum-like condi-
tions.

School District trustee Dana
Black, when advocating for the
health clinic, stated that the
district is required by law, and
committed to, educating all
children. I unequivocally agree
that it should have that com-
mitment lf children are here.
without exception, they must
be educated. An uneducated
populace is a threat to a free so-
ciety and to representative re-
public form of government in
this country.
But large numbers of un-
documented immigrant stu-
dents have put and continue to
put an undeniable strain on the
district. r support the district in
its efforts to rise to the chal-
lenge.
Nevertheless, I fail to see the
connection between the CHOC
clinic and the primary mission
of the school district to educate
students.
· There are many free clinics in
existence in the Santa Ana Uni-
fied School District, with no
data showltlg a correlatJon be-
tween the cllnlcs and improved
student learning.
Gwen Parry, director of com-
munity services for Hoag Hos-
pital, who also favors the CHOC
charity, speaks about the •poor-
est of the poor" in need of
medJcaJ assistance in Orange
County. Parry notes that most
or all are undocumented. That
is a tragic situation with no easy
answers.
But setting up and perpetuat-
ing a system that continues to
encourage and reward migrants
seeking ~ services, now
termed ent'ltlements, is really
unfair to working citizens; citi-
zens so overburdened by taxa-
tion that mothers are forced out
of the home and their children

difficult for families to make
ends meet on one income.
When those concerned about
illegal immigration, a politically
incorrect position, voice their
concerns, they are invariably la-
beled racist
Yet Maria Garcia, rCHOC

and enter this country le-
gally .... We not only go out of
our way to ignore them (those
here illegally), we actually en-
courage them."
That says it all. Legal immi-
grants are hurt by encouraging
illegal immigration, and Garcia
is very articulate In her expla-
nation or how they are hurt.
The simple fact is, there is a
limit to what a citizenry can
bear. We can't save Third World
countries, but we r.an become
one.

Mc:Aleer's works have a
dreamy quality to them. A circle
of stones in Ireland beckons to
the imagination. The walls and
ceiling of a hallway leading to a
tree-covered window look as if
Ught emanates from within. You
almost expect to see a mermaid
emerge from the Caribbean Sea
as it laps up toward a row of
ruined columns.
"The thing about infrared is
that you really can't see what the
camera sees," McAlem-said.
"What happens is you're
photographing the color
temperature of beat."
She took the photographs for
fun while on vacation in Ireland
seven years ago and in Jamaica
last year. Her vacations ~ to
be "busman's holidays," as she
likes to ply her art wherever she
goes.

Once the weather got colder,
Mulligan got paternal as Max
Detweiler in 1nlogy's "The Sound
of Music" last February. And once
the flowers started blooming, he
played the melodramatic Lenny

designed the set and painted the
river mural on the back wall.
"He has a very wide age range
and be is at ease with many
different types of characters," saJd

adapts very easily."

from throughout the Southland.
