study the tramc and environmental ef-
fects of a propoeed department store that
would demoUsh the popular bowling al-
ley Kona Lanes oo Harbor BouleYmd.
The council voted 3 to l to award the
$59,000 contract to I.SA Aasociates for
the study of a 95.000-square-foot Kohl'S
store on Segerstrom-owned property.
Councilman Gary Monahan was ab-
sent, and Councilman Ouis Steel dis-
sented, saying he wanted the study to
Include the possibility of a skateboard
park and the bowling alley.

discuss their annexation
by the city on Sept. 16.

NEWPORT BEACH -It's the closest
they have ever come to becoming part
of Newpon Beach and, on SepL 16,
east Santa Ana Heights residents ex-
pect to get their first and largest green
light. It is then that a county commis·
sion will consider whether the area
should be annexed to the city.
But while it's a safe bet that the
county's Local Agency Formation
Commission will take a positive view
of a request to annex three county is-
lands to Newport Beach, several other
requests that will face commissioners
almost guarantee that there will be
some controversy. West Santa Ana
Heights and the Santa Ana Country
Oub have asked to become part of
Newport Beach.
"They have asked to be placed in
the Newport Beach sphere of influ-
ence." commission representative Bob
Aldrich said. "nlat's contradictory
with Costa Mesa's application."
Costa Mesa bas applied to annex
the western portion of Santa Ana
Heights, as weU as the country dub.
Both have asked Newport Beach to
take them in, but Newpon Beach
chose to foUow the "sphere of influ-
ence" boundaries set by the commis-
sion decades ago that put west Santa
Ana Heights into Newport Beach.
In its September hearing. the com-
mission will consider together appli·
cations by Newport Beach, Costa
Mesa, the west Santa Ana Heights resi-
dents. the country dub and a few oth-
ers. If Newport Beach's request is ap-
proved and all the paperwork is com-
pleted In time. east Santa Ana Heights
residents will boast a Newport Beach
address on July 1. lf they get tied up In
red tape. annexation will be post-
poned until July J, 2004.
"We learned our lesson during New-
pon Coast annexation to start at the
beginning of the fiscal year." Assistant
City Manager Dave Kift' said. explain-
ing that paperwork with state and
county agencies was made much
more cumbersome because the coast
was annexed on Jan. 1.
A protest period, likely LO begin in
mid-October. will give certain res.1-
dents a chance to undo any of the
commission's decisions. For example,
if more than half of the residents of
west Santa Ana Heights protest an-
nexation in writing, the matter could
be put to a vote. But their actions
wouldn't stop Newport Beach from
annexing the eastern area in the
meantime.

floated by Bell hanging on to a

reading "The Adventures of Tom
Sawyer" and "The Adventures of
Huckleberry Finn• was not
adequate preparation for raft
building. It was about that time I
decided that river rafting was
not my cup of tea. a sound
determination as it turned out.
Years later, I was river rafting
on a Canadian river. It was a
rather large party in the raft. and
everything went along
swimmingly until the raft
buckled in the middle, sending
me butt over teakettle into the
water, where I floated along for
what seemed like most of the
river until finally another raft
OWet. Attempts were made to
replace the movie.,_... IOd k:e

And it's not just rafts. I have
rented houseboats twice,
seetnlngly innocuous vessels,
but ran agroWld with the first
and into a hurricane with the
second when we ended up ·
tethered to a palm tree in the
Florida Keys for several days.
. Even just putting around
Newport Harbor in an electric
boat, I have managed to fall
overboard.. Th" ferry seems all ·
right. I have taken innumerable
trips over the years without
mishap, even Uberated It one
night to get back to Balboa
Peninsula after the ferry closed,
but if I have to go someplace on
the water other than Balboa.

swim fins.

neighborhood contains any
two-story homes, all proPQ1815 for
second-story additions must be
approved for the sake of consistency,
regardless of any other
conaiderations. The Pilot pays lip
service to general plan-mandated
~ues such as "the look and feel of
the community,~ but concludes that
an Individual property owner's
desires should trump all other issues.
Newport Beach's telescope
logic just doesn't add up
I just read the article about
changing our blstoric telescopes to
s0me binoculars ("Not seeing eye to
eye," Friday).
1. We live ln a historic town, and
these telescopes have been around
since I was a little boy, and that is a
long time.
2. J have shown these telescopes to
my grandchildren and held them up
to see. I also remember how good I
felt when I learned bow to foru.s it I
was also looking forward to showing
them to my great-grandchildren.
3. If you use the city's logic, we
should pay more to get rid of a
known, reliable business and to hook
up with an unknown, not to mention
the historical loss. If you use that logic
next year, we could replace the
binoculars with video screens.
4. The reason for writing this letter
to you is to get other people to call the
city of Newport Beach and voice their

additions. For this reason, the

The Daily Pilot is not doing a good
service to the community in aslcing
the building code question on
Wednesday without first explaining
to the readers what the Costa Mesa
building codes are (Question, "Are
Costa Mesa's building rules too
strict?").
I would like to see an article that
explains just what our codes cover
and why they're there. and then to
ask that question would be a little
more responsible.

that the project needed further design

Many of your readers are not
going to have any idea what the
actual rules are; they're just going to
know what they've heard from
rumor or innuendo, and the truth is
that Costa Mesa codes are not
restrictive at all. They're very
generous compared to a lot of other
cities around here.
That notice is served to protect the
neighborhood to some extent
because it gives the neighbors a
chance to weigh in about whether
the project is or Is not compatible
with its surrounding area This is not consistent with the
example cited in the article of
Rodolphe Streichenberger's Marine
Forest project.

Catie Profeta and Lori Hutson said it
wa a "way for a traditionally
conservative Orange County
community to better understand
lesbians." Thanks, ladies. for the
clarification. Which are we: "diverse"
or ·conservative"? Seems they really
just wanted to be in the face of a
conservative community, but used
some politically correct tenninology
to get their permit
By, the way, I don't mind that they
march or have a rally. but I was a littJe
up~t by some or the offensive sJgns
and ads for sexual lubricants In a
children's playground. Bad choice.
City Council. It would be easier to
understand their lifestyles if they
would understand that some parents

Will compete against 14 coun-
tries, including the host and de·

Brande, who had served as
head coach for the UC Irvine
men's and women's volleyball
programs, decided to devote
full time to the Anteater
women's volleyball team dur-
ing the off-season. Hlj rebuilt
Irvine's men's volleyball team
to one of the nation's best and
Brande had coached the
men's program for the past six
seasons and had been head
coach for both teams during
the last two years. His six-year
record with the men's program
was 64»91 and he led the Ant·
eaters to the Mountain Pacific
Sports Federation post -season
tournament in 1999 and 2001,
the school's first appearances
in history. Brande was named
MPSF Coach of the Year in
1999, when he guided UCl to a
school-record 14 victories. His
