Indexes' cloSings suggest 2003 a good year
Local expe rts are mixed , however, a bout wheth er
the markets will continue to rise this year.

In keeping with the year-end gains
shown by the three major stock mar-·
ket indexes. locaJ investment experts
said the market seemed to recover
during 2003.
The Dow Jone!'. industrial average
ended the year at 10,453. up more
than 25% from where it do$ed Dec.
31. 2002. Standard and Poor's 500
closed at I. ~II. a nearly 27% gain
from whrrt• it was a year ago. The
Nasdaq Composite appropriately fin-
ished out 200:1 "' 2,()03, about 50%
higher than it was at the end of 2002.
Of the three indexe<,, only the
Nasdaq clo~ed Wednesday lower than
it opened that morning. All three had
leaped higher on Monday. edging
toward endin~ the year or a high
note.

will be pushing various pieces oflegislation
in 2004. and some of them won't be ·
entirely new.

the state: worker's compensation.
"I plan on carrying at lasr one piece of
legislation to deal with worker's
compensation fraud," he said. "A lot of the
abuse in the system is perfectly legal "

from owning medical equipment

I have serious doubts
about that. though I
certainly believe Doman's
challenge will make for a
rough few months for
Rohrabacher and, as an
extreme long shol, could
make Rohrabacher more
vulnerahle in the general
election.
Here's why. based on early
reports and indications
about Doman's plan of
attack.
I. Doman will try to
capitalize on Rohr..ibacher's
long association with
Muslim-Americans and
members of foreign groups.
such as the Taliban. that are
now at the top of America's
enemies list.
The problem: Whom else
will Dornan have to accuse?
It's a strange truth to foreign
policy that friends one day
can be enemies the next.
Saddam Hussein is the most
obvious example of that
now. Top Republicans such
as Secretary of Defense
Donald Rumsfeld and Vice
President Dick Cheney have
similar pasts (and there are
.photos of them similar to
the one of Rohrabach er
kneeling with Taliban
fighters).
lf Dornan Lries to make an

GOP to rally around
Rohrabacher to quiet
Dornan's charges, which
could trickJe out and infect
others.
2. Dornan will make an
issue of Rohrabacher's
support for medical
marijuana use, while
bringing up Rohrabacher's
admitted past drug use.
The problem : While many
still believe illegal drug use is
a problem, the numbers
who do are dropping. A
Gallup poll from October
found that just 3 in l 0
Americans believe the
nation's drug problem is
extremely or very serious.
And while 71 % said it was
serious or worse, that is
down from 83% who said so
in 2000. What's more. less
than half said drugs are a
serious problem in their own
communities, and only 2%
said it was the most pressing
issue in the country.

With 2004 an election yea1. the
ded5ions voters make have rarely been
more viral. (In Costa Mesa, the election is
already shaping up as a crowded one and
one that could significantly alter the way
the ciry racltles problems of development
and the Westside.) Equally vital is that
those running for City Council seats do so
with proper intentions and with squeaky
de~ ethics and strategies. Voters should
demand no less.
The ~lection is only one of the
imponant moments to come In 2004.
Water-qualitf concerns and the safety of
our beacheS. harbor and the Back Bay
will be debated. Y«>rrin about haw the
city is developing -too fast, too blg. ln
the wrong dln!ction -will continue.
Newport Beach could see Its strUcture
altered if county officials approve a
proposal for the city to take on new
responsibilities, the biggest being John
Wayne Airpon. Costa Mesa still faces a
deteriorating Westside and other
planning problems.
But those are the more pessimistic
thoughts bead.Jng into the new year. And
in Newport lleach and Costa Mesa, there
is no need far excess gloominess. Much
good will come with 2004. Neighbors will
help neighbors. Students will excel: Our
youth and high school sports teams will
capture tournaments and titles. The'\
will be untold numbers of good actions,
good moments and good results.
And 12 months from now, we will look
bac~d and what has passed and
how quickly it has gone.

champion at Corona del Mar High. he
died Jan. 17 in an automobile accident.
He was 20.
He was a junior computer science
major at Yale, where feUow students
remembered him as ambitious and
gregarious.
Some 700 mourners anended a
memorial service at CdM High and a
scoreboard has been erected in his
name on the school's freshman football

A former two-,time Sea View League
wrestling champion at Newpon
Harbor High. his skeletal remains were
identified Feb. 8 in Eureka. Calif. and he
was believed to be murdered after
disappearing in December, 200 I. I le
was 23.
He was league champion ao; a junior
103-pounder in 1996 and went on to
finish fourth at the CIF Southern
Section Division II finals. As a senior, he
won the league 112-pound crown and
finished third in Division II at the CIF
Southern Section finals.
