Not everyone was impressed with
the half-hour address.
"It's about what I thought he
would say. it was just a rah-rah
speech," said local Democratic can-
didate Carl Mariz. who is running for
Lhe 70th assembly district seat
Schwarzenegger said he plans ad-
dress is the 2004-05 budget. The
state faces a $14-billion deficit, but
the governor vowed not to raise
taxes.
Spending cuts are necessary and

with enough money for the
usual first month's rent and
deposit that are required to rent
a place.
After a brief stint with a family
member In Pomona. Laurine
ended up ln a Costa Mesa
shelter.
"I knew LOOI I wanted to be In
Orangt Counry,'' she saki "It Is
just so nice here and nice for the
children."
She continued tosearchfora
place of her own, applying with
managers of apartments In
north Orange County. where
rents are slightly lower.
"l had actually put in my
application for this place a lonR
time ago." Laurine said. But
because of a few bad ma.its on
her credit report and her
Inability to come up with the
money needed for the initial
mcwe ln. she continued her
residency at the shelter -and
her meals at the soup kitchen.
That was until Anna
GallMhaw came along. Anna
offered the $2,454 Lourine
needed to get her new place.
And Tuny. the apartment
manager, bent a couple of rules
after hearing Lourine's story.
"Everyone just seemed to be
so moved by all this.· Shannon
said.

spent a final afternoon at the
soup kltchen on New Year's Eve.

driver, such as avoiding freeways if they
aren't confident, and making sure they
know where they're going before
setting out. Worthlngton even explains
newer car features, such as anti-lock
brakes, that older drivers might not
have used before.

MRP instructor. It'll be the delight of
your life.' And it has."
Sometimes, after learning about the
hazards for older drivers, people decide
they're safer off the road, but
Worthington is prepafed to cover that
too.

1he California appellate court
on Friday rejected an emergency
petition to change 7Jppi's ballot
statement before sample ballots
are printed next week.
Attorney Bruce Peotter. repre-
senting plaintiff Scott Moody,
challenged Zippi's baJlot state-
ment in December on the
grounds that it violates the state
elections law prohibiting candl·
dates from mentioning their op-
ponents in ballot statemen ts.

lature can purchase space for
250-word statements to bl' in·
eluded in sample baJJots distrib·
uted to voters before an election.

Dec. 18 to allow the full IO·day
period for public review of the
ballot statement. He filed the
motion on Dec. 17.
On Friday. Peotter filed an
emergency writ petition so an
appeal wouJd be handled before
the deadline to print ballot ma·
terials. The appellate coun de-
nied that petition the same day.
"It's just that they didn't want
10 deal with it on an expedited
basis." Peotter said 1\aesday. "We
can sllll pursue the appeal ...
but It won't affect the actual can·
didate statemenL"
Peotrer said there's a 50%
chance hls client will pursue the
appeal. If he does. the goal wiU
be a court ruling on the statute or limitations. which wouJd af-
fect future ballot statement chal·
lenges, Peoller said.
"It doesn't change the fact that
l/'Jppi) broke the law.·• he said of
the appellate court's denial of

unfortunate that we didn't chal·
lenge it a day earlier so the stat·
ute of limitations wouJdn'l have

the governor to withhold $2 bil-
lion from the $3.5-billion increase
in Proposition 98 funding due to
schools this year. Proposition 98

have to sign either agreement
because of an arrangement
worked out by Brown and
