Voters will see four of them when they go to the polls on March 2, one has qualified for the November ballot, 25 are pending at the au orney general's office, and another 25 are in circulation. The two in the primary election that will lllcely attract the most attention are Proposition 57, which would allow the state to issue up to $15 billion In bonds to cover a budget deficit estimated at about $14 billion, and Proposition 58, which would prohibit the legislature from approving a budget bill in which appropriations exceed projected revenues. WhlJe the bond measure may have some vocal opposition, voters probably wiJI pass it because many of them aren't convinced that debt is a bad thing, UC Irvine political science professor Mark Petracca said. "There weren't enough conservatives in this state to make (State. Sen.) Tom McOlnrock governor, so there probably aren't enough conservatives in this state to defeat the bond measure," Petrncca said. In Orange County, however. most voters will probably reject the bond issue, he said. The proposition that forbids defici t spending could be an easier sell to voters because it doesn't cost anything and CaJifomlans have historically been supportivl' of anything p itched a!> reform. Deirdre Newman Daily Pilot COSTA MESA -Mike Berry doesn't live next to the Joann Street Bike Trail, nor has he ever used it. ..., But his desire 10 see the fence bordering most of the trail replaced with something more aesthetically appealing persuaded the City Council Monday to hold off on accept· ing a replacement. The council was set to auto· malically award a contract for the first phase of changing the fence to chain link. Instead. it unanimously decided to bririg the item back for a full council discussion, including design and other aspects of the fence. "It's a nice area," Berry said. "It's nice for bicycling. There are some nice buildings. I hate to see potential squandered." The council approved the" concept of replacing fenci ng along the bicycle trail in March 2002. Its action was in re· sponse to neighbors' concerns about illegal activity by trail users and errant golf balls fly- ing over the fence erected by the Costa Mesa Golf and Coun- try O ub. The illegal activity in- cluded trespassing on private property and throwing trash and other objects from the trail into residents' rear yards. The fence is a hodge-podge of wood. block. walls and chain link. In some places. the chain- link fencing is bent out of shape. In others, strips have been inserted to block. the view. The council's original goal was 10 remove the wood and chain-link fencing and replace it with 10-foot-high chain link similar to the fence op the golf course's side of the trail. Berry said he would like to see the fence done in wrought iron. strap iron or even final vi· nyl, a plastic material. He sug- gested that the gutter that separates the fence from re i- dences be used for planting flowers and shrubs. Newport Beach should not have voted for Peter Henog for the open position on the Orange County Local Agency Formation, who Is a virulent opponent of El Turo aqport, when the otwious candidate for Newport's vote was Lucille Kring of Anaheim -a pro-airport supporter. For approximately two to three years before leaving Costa Mesa, we were subject to approach overfilghts for Long Beach Airport. even though the dty was told that was not the destination of the planes. And this year there are many new selections - "prolific" in rosarian lingo. There are new roses, new rose bushes. and new roses on new rose bushes and old roses on ne\\' rose bushes. Are you followi ng all of this? We can definitely describe 2004 as the year of the new roses, and the new roses have an orange crush. Many of this year's selections are a variation on lhe citrus theme. The All-America Rose Selections· pick for numero uno hybrid tea rose is "Memorial Day." whicb is lavender· pink, about four to five inches wide and has more than 50 petals. The rose bush is big -five to six feet tall when fully grown and highly fragrant. The "Sundance" rose is another new offering for 2004. Jackson & Perkins describes 1his rose as. "born on an energetic well-branched bush, the sensational, rare-toned flowers create a magnificent focal point of your landscape -and in the vase." The Sundance rose is bright gold wi1h oral}ge·pink edges. The flowers bloom on 14-to 16-inch stems and the foliage 1s a glossy dark green. "Wildfire·· is another new ro~e In the orange tones. Wildfire starts as a yellow bud edged in a n orange swirl and blossoms into orange wi1h an incandescent yellow reverse. The new "Bullercream" rose has "light yellow petals with a touch of anise perfume that soft en 10 nearly white on a tall bush covered in lush deep green fol iage. Bring out the best in these paJe gems by ~howing them with blue and violet perennials." That's some description; a UCL.A grad muM have written that. In the grandifiora category is "Cherry Parfait," which looks like a Double Delight. The rose is white with red edges and falls under the category of "New Generation Rose·· from Jackson & Perkins: roses grown on their own roots instead of being grafted on to a different variety of rootstock. J&P claims that these roses are "almost foolproof," have a healthier root system. more blooms per branch and more brcu:iches per bush. The All-America Rose Selections' 2004 floribunda rose is ·Honey Perfume." Floribunda roses grow in KAREN WIGHT clusters and have huge clusters of- apricot -yellow Oowers that lighten as they bloom. This rose quickJy re-blooms: "prolific" is the offi cial description. This rose has not only won American awards but has also received the rose gold medal in Barcelona. Spain and the silver medal in Genova. Italy. "Marmalade Skies" is a Ooribunda rose with tangerine -orange blooms. This very dramatic rose selection has olive green foliage and a fruity fragrance. ··Heaven On Earth" is a new rose with an old look. This rose has large. apricot-pink blooms that look like peonies and is highly fragrant. Another new generation rose in the Ooribunda category is "Grace English Rose," which took-top honors at England's Otelsea Flower Show. l:he flower is pure apricot with pale, apricot edges and has a strong tea-rose fragrance. Added to the list of offerings are the "'Garden Ease" roses. The Garden Ease Is an exceptionally rugged, maintenance-free plant that is covered in blooms all summer long (at least that's what the tag says). They are dense, short rose bushes that lend themselves to border or group planting. "Ladies in Waiting" (gold-apricot), "Roseberry Blanket" (fuchsia) and "Party Lights" (coral and cream) are the premier Garden Ease offerings. More rose trivia? At the northern tip of the island is the Tunle Bay Resort..11 fea1ures a be.autiful golf coursc: and a great place to swim and surf. This year, we saw the Turtle Bay Reson women's pro surfing contest. If you travel farther around the island, you pass the shrimp farms and Kahuku Sugar Mill. Eventually you get to the Polynesian Cultural Center, which offers a lour and shows featuring the customs and cultull' of the Pacific islands. I( you continue around the island, you can see some great beaches and drive through the rain forest back to town. Back in town, my sweet husband lei me enjoy a much-needed break to relax at the pool. He took lhe whole gang to the Honolulu :zoo and WaiJ9.ki Aquarium, which are a short walk from our hotel. The zoo has many attractions. but my kids. enjoyed the animal-shaped waler bottles the best The children had an amazing Engl.ish rugh tea on the Banyan Veranda at the Sheraton Moana Surfrider Hotel. 111ey were with the kids' club "Keilti Aloha" program with three other children, who spoke only Japanese. Our last day was Thanksgiving. which we spent al the beach. We.- had Thanksgiving dinner at the open air Ocean Terrace Restaurant overlooking the beau1iful water of Waikiki. What a perfect way to end a divine trip surrounded by a large extended family. Our Thanksgiving feast included everything from llJrkey. prime rib. roast 01ine e duck. fre.h oysters, roasted sea bass, and enough desserts to tempt any appetite. Our family has been lucky enough to visit mosl of the seven Hawaiian Islands and we truly believe Oahu is very underrated.
