Bush speech draws mixed local reviews
The area's Re publican congressmen praise the
president's State of the Union address, but a
councilman says it was short on domesti c issues.

said they saw President Bush set the
stage for his re-election campaign dur-
ing his State of the Union address on
Tuesday by strongly assening that the
nation is succeeding in its war against
terrorism and strengthening Its econo-
m y.

hotels' effects on the community.
But city officials deny that the
move il> in response lo lawsuit
threats by the Greenlight group.
On Feb. JO, the City Council will
diio.cuss whether to include square
footage as a consideration when
weighing hotel projects. Histori-
cally. the ciry has foUowed a for-
mula of the Manual of the Institute
of nansportalion Engineers that
estimates hotel traffic based on the
number of rooms. The city's Green-
light lnjr:ialive measures new
projects by using square footage.
But when city officials and Green-
light leaders were hammering out
how to implement the initiative,
the city decided that hotel projects
would be measured by the number
of rooms instead of square footage.
Next month's council meeting
could change all that.
"We had a gentlemen's agree-
ment with the Greenlight people
lhat, if this wasn't working out, we
would revisit it," said Mayor Tod
Hidgeway, who participated in the
talks three years ago on how to
measure hotels.

Bush also touched on sensitive issues,
stating clearly his opposition to same-

Rep. Dana Rohrabacher called the
president's speech "finely crafted."

George Bush," he said. "II showed his
tough side, when he exhibited a firm
stand against terrorism, clearly jabbing
some of the Democrats who had been
backbiting and nitpicking about some
of those issues. He was able to do aJJ
that while maintaining his presidential
aura."
Bush also showed a "softer, caring
side" when he talked about protectlng
young people from drugs and scxua.lly
transmined diseases. Rohrabacher sald.
"I was particularly impressed with hb
proposal lo put programs in place to re -
habilitate released prisoners," he said.
A large portion of Bush's speech, how-
ever. was dedicated to issues of national
secunry. Rush emphasized that it would
be unwise to believe that the nation is
immune from terrorist atLaclcs.
"Our greatest responsibility is the ac-
tive defense of the American people,"
he said. "l\venty-eight months have
passed since Sept. II. 2001 -over two
years without an attack on American

the danger is behind us. That h ope is
understandable, comforting and false."
Addressing soldiers who were watch-
ing a broadcast of the speech, h e said,
"My administ::ration and this Congress
will give you the resources to fight this
war on terror.·

with legal papers.· the president said.
Newport Beach Mayor Tod Ridgeway
said he would have Liked 10 see Bush cur
short his repetitive remarks about the
war on terrorism and devote more time
to issues such as the economy and edu-
cation.
"He said the same thing over and over
again," he said. "He could've moved on
at some point."
Although Ridgeway said he Wai>

Coast man pleaded not guil on es-
day of stealing 75 vehicles m s em-
11loyer and selling them for his own
profit, officials said.
The Orange County district attorney °" Friday med 75 counts of grand theft
auto against Bryan Moy1an. 43. Prolecu·
tors alleged that Moylan, a former fleet
manager with OCB Reprographlcs in Ir-
vine, stole official vehicle. title documents
(or the vehicles leased by the company

Moylan wu In charge of the com-
pany's fleet of dellvery trucb and vans.

Moylan was Bred after the company
performed an Internal investigation.
Pierce said. The alleged fraud took place
between January 2003 and October. he
said. The company then turned over the
investigadon to the Irvine Police Depart-
ment, he said.
"The company found out that he had
made hundreds or dollars ln profit on all
the 75 vehicles he sold," Pierce said.
O\uclc Hayes, chief executive of OCB
Reprographlcs, was not available for
comment on Tuesday.
In 45 of the 75 cases, Moylan fraudu·

unanimously on Monday to increase
user fees and charges for things such as
recreation. building permits .and faJse
alarms.
The new fees, which were raised to re-
flect co ts, are effective immediately.

Newport seeks to relieve parking problem

MARINERS MILE -This time,
things will be different.
"No parking" signs went up a
few months ago in a lot next to
the Arches Restaurant because
the CaJcrans-owned lot was being
abused: Buses, an RV and other
vehicles sat there for weeks. even
months. And no one seemed to
know whose they were.
But Ciry Councilman Don
Webb believes that, in the right
hands, the parceJ could provide
partcing relief ro the busy area
without turning into a blighted
graveyrud for seml -abandoned
cars.
Webb has asked city staff to
strike up t.a.IJcs with CaJtrans
about ways the ciry might step in
and uansfonn the desolate piece
of concrete into 30 to 40 parlcing
spots managed by the ciry, per-
haps in cooperation with state
hJghway authorltfos.
"My thought was to have the
d ry take control and provide
partcing there,· Webb said of the
space west of the restaurant end-
ing at the retaining wall of the
Arches bridge. "We could put
controls over it where we could
limit the type of parlcing. so peo·
pie wouldn\ be just usmg 1t ran-
domly and storing vehicles there
long-term.~
Public Works Director Steve
Badum said that the arrange-
ment could also help the dry
control wbat happens on lhe
property. For example, in other
areas of the state, the agency
leases space to business such as
car dealers for storage.
"Obviously, we have a concern
over what goes in there,'' Badum
said.

place there without Callrans'

local Democrats. Monday's Iowa
caucus didn't go far toward de-
termining who will get tJ1eir
party's nomination to face Presi-
dent Bush in Lhe November
election.
"I was quite surprised that
!Massachusetts Sen. Johnl Kerry
did as well as he 'did," said Carl
Mariz, who is running for tJ1e
70th Assembly District seat now
held by John Campbell.
Mariz said he expected former
Vermont Gov. I toward Dean to
finish at least second in Iowa.
After weeks as the front-runner,
Dean fell to third place behJnd
Kerry, who finished first, and
North Carolina Sen. Jolui Ed-
wards.who placed second.
Eleanor Klein, president of the
Democratic Oub of West Orange
County, said she was a Dean
supporter and would probably
sr;ay one, but she was favorably
impressed by P.dwards, who
vowed to avoid negative cam-
pWgning.

residenl. "lie just tends to stress
the hopeful and the optimistic,
and I think that really resonates

watched C-SPAN's broadcast of
Lhe caucus.
"I think it sends a very strong
me~ge that the Democrats
that are voting are taking this
election very seriously," she ..

said. Iowa doesn't necessarily
make or break a candidate, and
former President Bill Ointon Is a
perfect example, Taylor said.

week later.

rolling in. dooming another night of
photography. A double blow, l thought,
for the added light and reduced visibllity
would surely ruin the delicate time
exposures I was trying to shoot Still, l decided 10

night on Upper Newpon Bay.

agave cactus sproud.ng from the hillside like an
enormous artichoke, I caugh1 the scent of sage and
mustard drifting lo oo swirling specters of rrust tha1
filled my tiny ravine and condensed into a thick,
dampening fog. Drops of dew formed on the great,
sheathing leaves of the agave, drawing broken
diagonals across Its surf ace as they fell to earth. An
unseen creature Nltled ln the underbrush. Beyond
that, the on)y sound was the soft gurgle of the tide
rising through the marsh, punctuated every few
seconds by the slap of a fish breaching on the bay. It
was so silent. so peaceful. Almost as if ...
At that moment, a shrill cry erupled on the bluff
overhead. Another echoed from the opposite bank.

have named Jim Healy the new
general manager for the World
Team Tennis franchise and will
officially introduce him tonight
at a welcoming party at Palisades
TennisOub.
Healy replaces Lisa Fortman,
who guided the Breakers in New-
pon Beach's 6rst foray in10 World
Team Tennis since l994. He has
been the Director of Tennis at
SeaCllff Country Oub in I lun-
tington Beach for nearly 20
years.
Healy also created and chaired
the Annual Top GWl Tennis tour-
nament, the largest charity 1en -
nis townament in Orange
County. He Is an original board
member and co-founder of the
Private Tennis Oub Association,
and he ls the owner and presi·
