California Is No. l in the nation as reported by the Nadonal Marine Manufacturers ~n. No. I in what. you ask? Well. I am proud to say boating! C.alifomia finally ran.ks first in the nation. with the highest number of MIKE WHITEHEtD Boaters spend SS.5 billion annually in other businesses from boating activity in California. Now, how many billions is the state in deficit? Well. the boating contribution to the boat registrations, a tit.le that Michigan had heJd for years. In 2002. California reponed a record number of 1,051,606 vessels when overall registrations in the United States increased by 154.000 to 13 million recreational boats, a 1.2% increase from 200 I. The association has developed tJ1e 2002 U.S. Recreational Boat Registration Statistics repon with registration data provided by tJ1e U.S. Coast Guard, the U.S. Oceanic and Atmospheric Administration and Statistical Surveys lnc. "The number of boats owned in the U.S. exceeds the 13 million reported by the (Coast Guardl, since many small. nonpowered crafts such as canoes and utility boats are not required to be registered by many states, or a.re simply not registered by owners." said Jim ~tru. the association's market statistics director. The top seven states are Califo rnia with 1,051,606; Michigan with 1.000,337; Florida with 922,597; Minnesota with 834,974; Wasconsin with 650.280; Texas with 624.390; and New York with 529,732. You can order the 2002 U.S. Recreational Boat Registration Statistics repon from the National Marine Manufacturers Assn. The costs are $60 for association members and $150 for nonmembers. Call (312) 946-6200 lo get one. Who lcnaws what state has the least number of boats? F-mail me your answer, and if you're correct. then your name wiU be put into a hat for a chance to win a prize. I will blindfold my show manager. OlandJer Bell, to pick a winner during my radio show. These statistics are very important for the industry to determine trends and, most importantly, for the a.I.location pf the Aquatic Resource Trust Fund by the federal government to each state. Boating has an Immense economic influence on not onJy in tJle Newpon Harbor area and the state. but naLionally. The economic output in otJ1er industries from boating in California is more than $10.4 billion annualJy from the estimated boating business's dlrect economic ourput. State and local tax revenues from boating raises gross state product is estimated al more than $16.5 billion. Also, boating provides California with more than 8.486 marine establishments providing more than 284.060 f bbs, and we need to keep these jobs iJl California Many local governments are quick to point to the elimination or offshore deliveries for expensive yachts for which no sales tax is paid. However. in realiry. if that provision is eliminated, then the higher-end yacht sales will simply move out of California. You must remember that sales are onJy one aspect in the net result, as yachts sold in California are also "rigged" in California. Rigging is when the yachts are outfined to the owner's specifications with items such as electronics (easily wonh $20.000 to $50,000), fishing gear (a few thousand dollars), safery equipment (a couple of thousand), dinghies with outboard engines ($20,000 and up). The list goes on, including shipwright work, mari;a costs, thousands of gallons of fuel and floral arrangements. Sales tax is paid on these purchases. I do not want to see Washington or Florida benefit if we push yacht sales out of California. Also remember. once a yacht comes back into Newpon Harbor, the owner pays persona.I property tax. so think of the economic benefit derived from a $I-million yacht sining in its slip. From paying property taxes to the cost of maintaining \f{e vessel. including paying the scuba diver who deans the hull's bonom. it adds up. 1\ine in 10 my MBoathouse Radio Show" this and every Sunday Crom 4 to 5 p.m. on KCBQ-AM (l1 70). or listen over the Internet at http:// ww1v.boatlWtL'leradio.com. So. please consider me an expert on talking. m .. '? lltis Wednesday night, at the candidates' forum at La Quinta High School - sh owcasing those running for 68th and 69th Assembly districts -one of the six men on the stage talked way too much. Boy, was he a slick schmoozer. spouting big sound bites about his organization's big plans. Even the moderator of the forum was amused. My speech studems learned that it's not what you say, but how you say it that counts. They learned that only 16% of our message is verbaJ, as in content. n1e remaining 64% of our message is nonverbal, as in body language. They also learned thac, firsc. tell your audience that you're going to tell them something. Second, tell your audience what you're going to telJ them. Third, tell them what you said you would tell them. Finally, tell them that you told them what you said you would tell them. President Bush is an excellent or.Hor. On Tuesday. during his State of the Union address, his body language, his dynamic voice, and his eye contact all were perfect. I lowever, our fearless leader talked too much abouc the penultimate non-State of the Union issue -Iraq and the war on terror. l11e physical layout of the speech, as published in the Los Angeles Times. totaled 136 inchei. of two-inch columns. 111e first 55 inches of text included Bush's comments on terror and war. I le referred to terror 20 times. Killing came in !>econd. with eight mention~: freedom with six; war with five; enemies with four; weapons of mass destruction, threat and violence, each with three: and defense with two. Saying, "I will send," "I propose." "I urge," "I ask" and "I have proposed." Bush highlighted working with the United Nations and Iraq, new job t.raining programs in the junior colleges, retirement and health savings accounts, scaling back the deficit, health plans, billions of dollars in grants for charity, $23 million for drug testing in schools (yikes}, double funding fo r teaching abstinence, $300 million for a prisoner reentry initiative and permanent tax cuts. Nine inches of text were devoted to the Marriage Act. the compassion of faith-based organizations and the 600,000 prisoners soon to be released. Bush's ending remarks took up nine inches. Yep. he talked too much! • FLO MARTIN is a high school teacher who lives in Costa Mesa. AT ISSUE : Newport's attempts to take ove r control of JWA; a nd Joseph N. Bell 's column, which highlights the discussions. T he recent Bell Curve column by Joseph Bell raised some interesting points regarding the airpon. Perhaps it is time John Wayne comes under municipal control. from that of the present county Board of Supervisors. I think we should think seriously about this, since it seems natural that the harbor area residems have a lot more at stake than the county supervisors; particularly with regard to the n umber of flights, hours of operarion, etc. BelJ also pointed out that the Costa Mesans appear more concerned about a skateboard park than the airport. Thi' appeared to be the case when we were trying to overcome the Great Park issue and make El Toro a reality. I believe our ersrwhile congressman, Chris Cox. is also a no-show on this as well. PETE RABBITT Newport Beach The Dally Pilot has been covering the intramural !.cuffie between Newport Beach and Costa Mesa over the former's interest in controlJing any negotiations with the county on the matter of who 'lhould control John Wayne Airport. However, too many people h ave forgotten that the airport also borders the city of Irvine, which bears much of the vehicle traffic. While Ncwpon Beach endures most of the takeoffs, other cities are involved with fWA landings. Sateral ciues and the county have major ftnancial stakes in what happens at John Wayne. John Wayne Afrl>on's future might have been limited by ami-airpon Measure F. As some will remember, Measure F required the approval of two-thirds of county voters hefore El Toro could be built or John Wayne expanded . Measure F overwhelmingly was passed in 2000. winning in every Orange County city except Newport Beach and Costa Mel-a. Newport Beach groups. including the Airport Working Group, decided to attack tJ1e anti-airport measure in court, and it was ovenumed. Had they not do ne so. it might be law today and the current expansion of John Wayne possibly would not be talting place. Expansion would have needed to be ratified by a hard-to·obtain two·thlrds super majority of voters countywide. The pro-El Toro groups may have shot themselves in the foot. Genre-<lefying flick is worth watching ·' ' 'T he Cooler· is a strange, offbeat and very grown-up film that defies categories. There's a ·violent crime thriller with strong mobster themes and "Goodfellas" ovenones. There's a very unlikely romance between middle-aged losers living on the tawdry fringe of las Vegas glitter . There are subplots with genuine humor, intrigue and enough surprising twists to detour our expectations of what should happen next. Wtlllam H. Alec Baldwin is outstanding as the old-time gangs ter Shelly Kaplow. He's tJ1e edgy casino boss who imposed the painful punishment, but still hires Bernie as a "Cooler" to use his bad luck energy against customers on winning streaks. All Bernie has to do is to touch or stand near the winner, and the win streak comes 10 an end. The many gambling scenes are true to life for anyone who's been in the old casinos before renovation hit Vegas. Worlcing in this capacity, Bernie meets Natalie, a cocktail waitress with her own checkered past, struggling to make a living in the same casino. Their friendship leads to an improbable affajr with sexual escapades that are not glamorous but all too real and even hilarious at times. But always looming over their relationship is the tightly wound Shelly, who is in turmoil over the mob's attempts to upgrade his aging operation using corporate culture techniques. The conflkts intensify as newfound love stans to change Bernie's luck for the better. Under director Wayne-Kramer.
