Currently, states can wait six months to fill vacancy. Paul Clinton Daily Pilot NEWPORT BEACH -Preparing for the worst, Rep. Olris Cox proposed a bill in the House of Representatives on Thursday that wouJd streamline Con- gressional special elections in the event that a large number of current members are killed in a terrorist at- tack.. "In such a case. it wouJd be essential that the I louse be quickly replenished to ensure that it can meet its constitu- tional obligations in a time of crisis,• Cox said in a statement Cox. who represents Newport Beach, jointly sponsored the bill with Rep. Mar- tin Frost CD-Texu), sJgnaling that it has bipartisan support. The legislation. known as House Resolution 559, wouJd expedite a spe- cial election for any vacant seat The bill allows governors and state legislators to examine and, if necessary, change elec- tion laws.· so that House vacancies couJd be filled quick.ly. Officials in each state sdledule spe- cial elections for vacarit House seats. Some schedule an election in 90 days; others can t.ake up to six months to 611 a vacancy. In its election laws, California uses the 90-day standard. By contrast. vacant seats in the Senate are filled by appointment from the state's governor. Congress' lower house needs to be full during a crisis, Frost said. ·1 cannot imagine a more important time for the American public to have se- cure representation in Congress than in a lime of national emergency," Frost said. ·lltis is a sensible, bipartisan bW that I believe shouJd pass overwhelm- ingly." Frost. the chairman of the House Democratic Caucus. and Cox. the fifth. highest ranking member of the I louse and chairman of the influential Policy Committee, began considering the pro- posal in May. At that time, Cox and Frost began co- chairing a working group to develop the proposal. Cox said the change is also nei!ded to restore legitimacy to the body, Lf Con- gress were to be reduced to a small number of members. "Even though the Senate wouJd be able to quickly replenish its membeNhip. the Senate would nonetheless be sty- mied without a fully functioning House." The photogiapber of jazz musicians, who is now 8.5 and lives in New Yott. still remembers the funny stories that changed his life. The trichinosis mishap happened in college. Brothers in Gotdieb's fraternity served up a batch of impropertf cooked pork that landed him in bed for much of the summer. His en tertainment, thanks to a committed visitor who always brought over jazz records, became the music of Duke Rllingtoo and Louis Armstrong. But this decision didn't sit well with some parents of cheerleaders who had made the squads originally. They charged that the solution was unmanageable for the coach and financially infeasible. They referred to the cheerleading handbook, which read that the judges' decisions are final. After the four dozen cheerleaders started practicing together, the parents took their complaint to the district, which set up an independent committee to investigate the judging. The committee found no sign of judging Irregularities and recommended new tryouts be held for four open spots. Vossen agreed, but after relaying this to the parents of the girls who didn't make it the first time and the cheerleaders, an emotional backlash ensued. I followed the story throughout the ordeal as Vossen wavered back and forth in decidJng what to do. After listening to some of the cheerleaders' opinions, he again sided with the committee. I have never been a cheerleader and since I like to do a lot of sports myself, it 1s hard for me to Imagine wanting to be on a team just for the salce of rooting other teams on. But I can imagine the angst of teenage girls who have dreamed of being a cheedead~r for a long time. who didn't make the squads originally, who then were invited to be on the teams and then told they were not cheerleaders and that they have 10 try out again. 1 don't thioJc parents should have gotten involved in an issue that the school adminjstratOTS bad already decided. And I doo't think the school or district has been forthcoming in what actually happened during the tryouts last year Involving how the girls were judged. I think it's sad that something divided the achoo! community in the aftermath or lut year's terrorist attacks, when most communities were coming together in ways they never had before. J think It reflected poorly on the school that it attracted national attention for this. I ·would hate for people around the country to think that cbeerleading la the most important part or Newport Harbor High, which boatta rfgoroua academic p~ And even worse for Newport It turned out that BSPN'a thaw "Ouulde the Unes" -a show that explorea trends and lauea in 1he world of sports - would be devoting an entire ahow to cheer1eading and wanted to follow up with aome of the Newpon Harbor cheerleaders who dJd not make the aqwldt lut year. 1be p~ucer Ibo wanted to see hoW the CU..trlct had cbatl~ Its cbeerlead1n1 polldet to mate sure a.ootber c;bfi8rtadln1 conbOVeny does not happen ap.&p. AT ISSUE: Readers have more suggestions for the Daily Pilot's annual most influential people list. T he Daily Pilot's list of the 103 Most lntluential People of the Newport-Mesa Community (DP I 03, Wednesday) should have included the dean of the only fully accredited graduate school in Newport-"'1esa: Dean Neil Cogan, of Whittier Law School. I hope you will consider his inclusion next year. TYLER T. OCHOA Costa Mesa • EDITOR'S NOTE: Tyler T. Ochoa is a professor and co director of the Center for Intellectual Property Law at Whittier Law Scttool. I was disappointed under your Legacies section to not see David MBuck.o" Shaw. lf you can include Matt Colby and Andre Stewart (no disrespect against them ), Bucko should have been included. He still holds the CIF record from 1974 for longest lciclcoff return and was inducted into your millennium list the first year. He was also very well known around town to people from all wa.llcs of life, and is well remembered by the entire Newport Harbor High alumni. He meant a great deal to a lot or people and, after l 1 /2 years, he is still deeply missed. LAURIE AND MARK KEYS Costa Mesa I am amazed that you failed to mention the president and vice president of the Airport Wodi;ing Group. Tom Naughton and Riclc Taylor. Airport noise is the most pres.sing problem facing our communities and these two unpaid volunteers. Tom and Rick. have work.e<,1 long hard hours to keep us all from experiencing more inconvenience from the planes that Oy out of John Wayne Allport. The council members and supervisor that you included are being paid to do this job. Tom and Rick are doing it because it is good for Newport Beach. They should be included on this list. FLORENCE STASCH Newport Beach I'd like to recommend, another time, Jack Keating, who is president of the Newpon Beach NacuraJist and Friends, supporters of the Peter and Mary Muth Interpretive Center at the north end of the Back Bay, and Or. Sherwood Roland, Nobel Prize winner. ALICE CULVER Corona del Mar I can't believe you would eliminate Dennis Rodman, ~ whe ther a good influence or bad influence, very influential. I mean how many other people do you know that City Council is changing their rules for, and the mayor is saying he's worn out his welcome in this town. Maybe he didn't male your list for a couple of reasons seeing as there's onJy Qne other African American in the whole 103. It seems a little odd, too. But it's inOuential, it doesn't say good inOuence or bad influence, so I'm very surprised that Dennis didn't make the list. Unless there's other agendas ta.Icing place. BUCK BAKER Newport Beach • EDrTOR'S NOTE: All of Dennis Rodman's antlCS and the Newport Beacn City Councll's decisions pertaining to his antics oocurred in 2001, and Rodman made the 2001 DP 103 list I low can some ducks, a dog. a steeple and a skateboard replace a hard-working senior volunteer from the local center? MAILBAG Football coach, player do great jobs • I want to pay you a sincere compliment for the article regarding Elliabeth P.ddy ("All the right moves," Tuesday). What a wonderful lady she is. She's a great gal and she does a great job. But I also want to comment on the wonderful coach that they have there, Kirk Nonon. He just loves his ldds. He knows everybody by name and he knew it from the first day one. The guy has done a great job. I want to thank you, the Daily Pilot, for taking the time to write about this wonderful young lady. Also, please remember that we are neighbors here, we all live here, I've lived here for 67 years and I really appreciate your paper. Thank you very much . GINO BOERO Costa Mesa Ficus trees simply needed to be tom down I find it incredible that a few people can hold Newport Beach hostage. Where have these people been for the la-.t two years? Why is it that none of these people stepped forward untiJ after the removal of the trees had been voted on and plans were finalized for the revitalization of Balboa. All this talk about the tree'>, what about the merchants and property owners? I, for one am thankfuJ that o ur city and City Council is spending millions of dollars to clean up Balboa; it 1i. long overdue. Instead of spending all this energy for some trees, how about supporting our local merchants. Have any of these tree p eople looked at the sketches? Have they seen how fllE PHOTO I DAil Y Pit 0 T Newport Mesa Seahawk Eliza~eth Eddy shows her proficien~y at running the ball in a game against South Orange County Patriots. PEGGY WHITEHEAD Peninsula Point More code enforcement may not solve problem In the Sept 19 edition of the Pilot. there WiL'> an article about deaning up <;o me or 1he worst Costa Mesa apartments 1hrough code tonforcemenl ("Code propo'>al triggers debate"). Many people have been speaking up abou1 this for at leas1 a mu pie of years. My thought I'> 1hat ~omething could have and should have been done about 1hii, a long time ago. The article mentioned Planning< .ommis:-.ton Chairwoman Katrina Foley "has been pushing for a program to eradicate !>Ub~tandard housing for almost a year." My question 1s does 11 really need to take that long? She wants it to be a "comprehensive" program and to increase thl! number of code enforcement officers. To me, that means more bureaucracy and red tape. Now, I am not opposed to more code enforcement o fficers if it solve'> the problem. But according to the staff report code enforcem ent already responded 10 58 complaint!> of substandard housing this.year Can't we act on those complaints right now? Won't that stan to solve the problem right now with no new red tape? Surely as time goes o n. peo ple will see the resuJts and more will call cod e enforcement. Councilman (,ary Monahan was right in saying that Madding new bureauc rary is not always the best way to combat an issue." ALLAN R. MANSOOR Costa Me'>J •EDITOR'S NOTE: Allan R.
